Masyarakat Telematika Dan Informasi : Jurnal Penelitian Teknologi Informasi dan Komunikasii adalah jurnal yang memuat makalah ilmiah bidang penelitian informatika dan informasi. Jurnal ini di terbitkan oleh Puslitbang Aptika dan IKP, Badan Litbang SDM, Kementerian Komunikasi dan Informatika RI. Volume pertama Vol.1 No.1 Jurnal Masyarakat Telematia dan Informasi ini terbit pada tahun 2010. sampai dengan sekarang setiap terbitan memuat enam makalah ilmiah dari bidang Informatika dan Ilmu Komunikasi Sosial . Pada Edisi tahun 2016 Jurnal Masyarakat Telematika dan Informasi memfokuskan penerbitan pada naskah ilmiah di bidang teknologi informatika. Meskipun fokus jurnal Masyarakat Telematika dan Informasi mengedepankan bidang keilmuan teknik informatika , pembaca mungkin akan tetap menemukan beberapa naskah ilmiah yang terdiri dari bidang ilmu komunikasi dan sosial pada halaman back issue mulai edisi vol.1 no.1 tahun 2010 sampai dengan vol.6 no.2 tahun 2015.

Abstract

Organization of the Hajj is a national duty that involves the various elements of the Ministry and other organizations. The Ministry of Religious Affairs as the leading institution in organizing the Hajj has an obligation to make every organization of the pilgrimage a success, which is measured from the pilgrims’ level of satisfaction regarding the service given. Integrated and computerized hajj information system/Sistem informasi dan komputerisasi haji terpadu (SISKOHAT), as a provider of information technology unit at the Directorate-General of the Organization of the Hajj and Umrah, thus SISKOHAT must be able to make information technology as a key to success for organization of the hajj starting from the registration process to the process of worship in the Holy land. In the SISKOHAT year 1432 H/2011 M blueprint report, it recommends one efficiency improvement program for hajj service process which is enterprise architecture design program. Therefore, in this study a reconstruction of SISKOHAT system requirement as one of the parts from enterprise architecture will be conducted. The framework used in this research is the Zachman Framework, because it has the most comprehensive value from the viewpoint of stakeholders and abstraction, when comparing with some enterprise architecture frameworks that exist today. The result of this research is an architecture draft document that describes the current condition of SISKOHAT, based on 6 (six) main SISKOHAT business processes, which are: registration, settlement, document completion, departure, the process of worship in Saudi Arabia, and the process of repatriation.

Abstract

Government effort towards upgrading the work performance of Civil Servants has been implemented in the Bureaucratic Reformation program. Referring to the Presidential Regulation number 81, 2010 about the Grand Design of the 2010– 2025 Bureaucratic Reformation and the Minister for the Empowerment of State Apparaturs Regulation and Bureaucratic Reformation number 20, 2010 about the Road Map of the 2010-2014 bureaucratic Reformation, which covers the Arrangement of the Apparaturs Human Resources Management System through work culture. The adoption process of work culture by the Civil Servants applies the Diffusion Innovation Process theory of Everett M. Rogers. The evaluation of the process implementation applies the structural concept model of Howard Greenbaum. The research uses qualitative approach, along with the case study research strategy. The result of this research reveals the uses of communication channels, time frame dimension, and the importance of the leaders’ behaviour and commitment for Civil Servants (PNS) in order to adopt and change their behaviour and way of thinking which are more appropriate to the standard work culture that holds true. The evaluation of communication channels of the diffusion innovation process influences the organization goals. The evaluation aims at the continuous diffusion innovation process to change the Civil Servants’ behaviour.

Abstract

Pokemon GO, game yang sempat booming pertengahan tahun 2016 di dunia menimbulkan kontroversi, hingga pemerintah di beberapa negara ikut andil mengeluarkan pernyataan termasuk Indonesia. Isu keamanan menjadi salah satu isu yang paling dikhawatirkan selain isu privasi serta isu keselamatan pemain. Tulisan ini mengungkap seberapa besar resiko keamananan dari Pokemon GO serta bagaimana seharusnya pemerintah menyikapi hal tersebut. Tulisan ini disertai dengan analisis teknis permainan, privasi, keamanan teknis aplikasi mobile berdasarkan OWASP, serta keamanan secara umum bagi pemain. Benchmark dengan berbagai negara juga dilakukan untuk memberikan rekomendasi bagi pemerintah. Ditemukan bahwa Pokemon GO meski dulunya memiliki banyak isu keamanan, resiko keamanan teknis saat ini terbilang medium, seperti pada aplikasi lainnya yang beredar di internet. pemerintah perlu melakukan analisis secara mendalam terhadap aplikasi, dari sisi keamanan teknis dan keamanan secara umum yang melibatkan user/pemain. Pemerintah dapat memberikan edukasi melalui media internet langsung pada masyarakat dalam bentuk sederhana yang bisa didapatkan secara mudah oleh masyarakat.

Abstract

Kajian dilakukan bertujuan untuk mengetahui analisis isi dari film Ayat-Ay~t Cinta dalam memasyarakatkan Pendidikan Islami, menggunakan metode deskriptif analisis isi dengan pendekatan kualitatif/naturalistik. Populasinya semua orang yang telah menonton film Ayat-Ayat Cinta, 30 samplenya menggunakan accidental sampling siapa saja yang ada atau kebetulan ditemui. Analisis isi, wawancara dan angket tertutup, mengha silkan, kata-kata, tempat, musik, sound effect, gaya/sikap dan busana yang Islami. film ini adalah film religius/islami yang dapat dijadikan media altematif untuk memasyarakatkan pendidikan islami.

Approach in the discussion of this article conducted a literature study issues relating to the topic of this article. In the case of commercial television, the dynamics of the economy proved more decisive in constructing a culture. Abstract

This study aims to observe the readiness of Implementation Information Security Governance either in government agencies or regional ministerial level for the implementation of e-government. The analysis in this study was done by mapping the information security aspects of Indonesian e-Government Ranking index (index PeGI). The results of this study had concluded that using a framework of information security aspects index that is mapped to the Indonesian e-Govenment Ranking index is helpful to see the readiness of government information security.

Abstract

Agenda setting is required by the government public relations in disseminating information about the policies that are considered important by the public. The Ministry of Communications and Information Technology as a government public relations (Government Public Relations - GPR) is inseparable from the interests of the public (public agenda) and the media agenda, especially in disseminating strategic issues to the public. One of the media to support the role of the GPR that utilize communications technology and the Internet-based information through news portals InfoPublik. This study aims to examine the process of building agenda setting government policy in the online news portal InfoPublik and analyze the suitability of framing the media agenda kompas.com. The research method with the quantitative and qualitative content analysis using agenda setting theory. Data were collected through interviews and content analysis. The results showed that the government’s policy agenda building process conducted by the Ministry of Communications and Information Technology as a government public relations through InfoPublik news portal, has its own governance. What’s on the agenda by the Ministry of Communications as a government public relations to strategic issues, especially concerning the implementation of the policy in the presidential election of 2014, related to the public interest (public agenda) agenda through the framing of the news media. Suitability in framing the news in the 2014 Presidential Election themed InfoPublik and Kompas.com have some similarities such as speakers and thematic news.

Abstract

"Lorong Garden" is a digital applications based Web client-server which is used by society in Makassar in promoting the information  of  Lorong Garden itself, such as the atmosphere the beauty of Lorong Garden, location, information for sale of the flowers, fruits and vegetables or plant herbal medicine equipped with available stock information  so as to improve the local economy Makassar . "Lorong Garden" facilitates the tourists and the local society in finding the information of  Lorong Garden specifically and increase the public interest in making the Lorong Garden that will help Go Green movement. This application consists of two part, they are website home page and administrator website of  "Lorong Garden". The home page  of  "Lorong Garden" serves thr marketing information about the Lorong Garden. And the admnistrator website of  "Lorong Garden" serves add information about the Lorong Garden to the page home page. The center of processing data is an internet service cloud computing therefore it can maximize the data mobilization easily. The results of application test shows that "Lorong garden" automatically adapt on any gadget, testing of the side of a Web server cloud computing running smoothly, as well as the system performance and functional of all menu and application run normally.

Abstract

AbstractThis article aims to conduct literature review on the implementation of e-commerce in Indonesia, especially about the problems that will be faced. The review was conducted with qualitative methods with data retrieval technique of literature where the data obtained from the journal, news, books, and other research reports. The results showed that the obstacles to implementation e-commerce in Indonesia is related to two aspects, they are technical constraints and non-technology constraints. Technical issues such as the absence of standard of e-commerce quality, safety and reliability, bandwidth issues, and web server specification, especially in dealing with network problems. The non-technological issues such as the absence of government regulations in governing commercial transactions through e-commerce, the perception that e-commerce is unsafe and expensive, and the attitude of businesses people who are waiting for e-commerce condition becomes stable before participating. To anticipate those constraints, Indonesian government could take the experience of the United States in implementing e-commerce which considers e-commerce activities as universal, involves business actors of e-commerce in development planning, and creates rules and incentives for small companies to grow into larger companies. AbstrakTulisan ini bertujuan untuk mengkaji implementasi e-commerce di Indonesia khususnya pada kendala-kendala yang dihadapi. Kajian menggunakan pendekatan kualitatif, dengan teknik pengambilan data berupa studi literatur dari jurnal, berita, buku, serta laporan penelitian lain yang terkait. Hasil kajian menunjukkan bahwa kendala implementasi e-commerce di Indonesia utamanya mencakup dua hal yaitu kendala yang bersifat teknis dan kendala non teknologi. Kendala teknis seperti belum adanya standar baku yang mengatur mengenai mutu e-commerce, keamanan dan kehandalan sistem yang dibangun, masalah bandwidth, dan spesifikasi web server, khususnya dalam menangani masalah jaringan. Kendala dari segi non teknologi di antaranya belum adanya peraturan pemerintah yang mengatur mengenai transaksi perdagangan melalui e-commerce, adanya persepsi bahwa e-commerce tidak aman dan mahal, dan sikap pelaku usaha yang menunggu kondisi e-commerce menjadi stabil sebelum ikut berpartisipasi. Untuk mengantisipasi kendala-kendala tersebut, pemerintah Indonesia dapat mengambil pengalaman penyelenggaraan e-commerce di negara Amerika Serikat yang melihat kegiatan e-commerce sebagai kegiatan yang bersifat universal, yang dalam perencanaan pembangunannya mengikutsertakan pelaku-pelaku bisnis e-commerce dan membuat peraturan dan insentif bagi perusahaan UKM sehingga dapat tumbuh menjadi perusahaan yang besar.

Abstract

This article aims to give input to the Government in presenting educational information services. National Public Service Portal needed because of expected to bridge the interests of the community who wants one container of e-government facilities that are integrated, as well as in the central and local governments that have implemented e-government facilities in their respective institution to be well integrated in one this container. In the end it takes some websites to fill the service classification in this public service portal. Education is one of public service application is entered into a service classification that has been determined. JARDIKNAS-Network of National Education under the Ministry of National Education in terms of information on its web site eligible to be included in the national public service portal.
