Jurnal Ilmiah Administrasi Publik dan Pembangunan adalah terbitan berkala nasional yang memuat artikel penelitian (research article) di bidang administrasi publik. Jurnal Ilmiah Administrasi Publik dan Pembangunan diharapkan dapat menjadi media untuk menyampaikan temuan dan inovasi ilmiah di bidang administrasi publik kepada para ilmuan dan praktisi di bidang administrasi publik.

<![CDATA[This study was to describe (1) the component context: Destination Program Employee Get Member (2) input components: human resources, financial resources / budget and the means (3) components of the process: dissemination and implementation of the process of making a new account and (4) components product: the achievement of the number of products: fee-based income, funding structure and customer base. This study aims to identify and analyze the Evaluation of Program Implementation Employee Get Member in State Owned Enterprises studies PT Bank Rakyat Indonesia (Persero), Tbk Branch Metro 2014. The research method used is descriptive research type with qualitative approach. Data collection techniques in this study by observation, interview and documentation. The results of the evaluation study showed a context of close relevance between background issuance program with the objective to be achieved by stakeholder. However, in terms of quality or the readiness of the participants are still lacking, resources have not been adequate funding provided and the infrastructure provided is quite adequate.]]>

<![CDATA[A program called "Malu Menganggur" is an independent workforce program aims to empower communities from local government of East Lampung regency by providing specialized training to create products and its market home-based products by forming industry groups. The purpose of this study is to analyze the implementation of "Malu Menganggur" program and to analyze the obstacles in the implementation of "Malu Menganggur" program by the Department of Cooperatives of Small and Medium Enterprises and Manpower of East Lampung regency in Jabung and Purbolinggo sub-districts. The method used in this research was qualitative approach. The data collection techniques were conducted through interviews, observation and documentation. The results showed that the implementation of "Malu Menganggur" program has not been well implemented, especially in the sub-district of Jabung. The limited implementation of the program was due to the uneven accomplishment of the program. The implementation of Malu Menganggur program, in Jabung sub-district did not develop because people merely focused on the funds and not being independent. While in Purbolinggo sub-district, the community was very enthusiastic although with circumstances of limited facilities and limited knowledge about the concept of self-employment. The inhibiting factors in the implementation of Malu Menganggur program was devided into internal and external factors. The internal factors was the limited funding from Local Government, there was no special fund allocated for Malu Menganggur program. While the external factors included: the lack of public awareness and community participation in the implementation of the program, the less awareness of the community to be open minded about the concept of self-employment. There are several suggestions for this research: it is neecessary to hold socialization of advanced self-employment, to build a good coordination among the Activity Unit Management, and the local government must allocate special fund for Malu Menganggur program.]]>

<![CDATA[The implementation of quality health services is one of the matters submitted to the regional government. This study aims to describe the quality of care for Emergency Room Installation (IGD) of the Regional Public Hospital of Pesawaran District with a focus on the variables of satisfaction, responsiveness, responsibility, transparency, accountability, and fairness. Through a descriptive qualitative approach the results of the study show that the quality of service in the IGD of RSUD Pesawaran District is quite good. It is necessary to procure a suggestion box for the absorption of aspirations from the people placed in a place that is easily seen as a form of input from the community in an effort to improve services. Pesawaran District Hospital also needs to improve the completeness and availability of medical devices, the feasibility of the room, the cleanliness of the action room and the patient's bathroom, and to improve the safety and comfort of the environment of the emergency room.]]>

<![CDATA[Paper ini berusaha membahas permasalahan ketenagakerjaan dan pengangguran. Masalah pengangguran perlu dikurangi dan menciptakan lapangan pekerjaan dalam rangka meningkatkan dan mempercepat pertumbuhan ekonomi negara ini. Dengan menciptakan pasar tenaga kerja adalah kunci kemudahan dalam berbisnis. Implementasi kebijakan di Indonesia sejauh ini tidak memberikan kemudahan bagi swasta dan dunia dalam menjalankan bisnisnya. Sejumlah hal yang menjadi kendala yaitu perizinan yang panjang, biaya yang mahal dan waktu pemrosesan yang lama karena hal tersebut dapat mengganggu penciptaan lapanga pekerjaan yang berkualitas. Aspek kelembagaan adalah elemen kunci yang perlu diperbaiki dalam upaya menurunkan pengangguran. Disampng itu, pentingnya aspek institusional dalam menyelesaikan masalah pembangunan dengan menciptakan dan dan memperluas peluang kerja. Aspek hukum kelembagaan perlu dibuat pengaturan untuk barang publik dalam aturan formal dan non-formal.]]>

<![CDATA[Indonesian Migrant Workers (PMI) who have ended their employment contracts, are called purna PMI. Full PMI who have returned from working abroad bring enormous remittances. Remittances that are not managed properly will run out for consumptive purposes, so that it can cause purna PMI who have returned from working abroad to depart again as PMI. Therefore, purna PMI needs to be fostered and empowered with the aim of having sustainable income, thus having the opportunity to be able to create jobs for the surrounding communities This research uses descriptive research with a qualitative approach. Based on the results of the study, there is currently a purna PMI empowerment program, namely the Program (1) Productive Migrant Village by the Ministry of Manpower, (2) Empowerment program for PMI Gold by the National Agency for Placement and Protection of Indonesian Workers (BNP2TKI). This program is actually relatively good, but the program in East Lampung Regency has not run optimally. This is because there are still obstacles such as human PMI resources that are still lack of knowledge, difficult access to capital, marketing of entrepreneurial products that have not been maximized and lack of local partners who are involved in the empowerment process. This has led to the need for synergies in creating and implementing an empowerment model, which can be a reference model for empowerment of regions with full PMI follicle to encourage the achievement of sustainable development in East Lampung Regency. <![CDATA[Pengembangan agrowisata merupakan salah satu alternatif yang dapat mendorong potensi ekonomi. Pemanfaatan potensi sumber daya alam sering kali tidak dilakukan secara optimal. Pegembangan Agrowisata di Desa Sungai Langka dilakukan dengan memprioritaskan pemberdayaan perempuan dengan membentuk kelompok wanita tani sebagai salah satu kegiatan strategis dalam mewujudkan pembangunan yang partisipatif serta turut menciptakan kondisi perempuan yang berdaya. Penelitian ini bertujuan untuk menganalisis pengembangan pariwisata berbasis agrowisata melalui penguatan peran kelompok wanita tani di Desa Sungai Langka. Tipe Penelitian yang digunakan adalah kualitatif berspektif gender. Pengumpulan data dilakukan dengan wawancara, dokumentasi, dan observasi. Berdasarkan penelitian yang telah dilakukan dapat disimpulkan bahwa pengembangan agrowisata di Desa Sungai Langka termasuk Community Based Tourism dan pelaksanaannya sudah optimal. Dalam pengembangan agrowisata terdapat beberapa faktor-faktor antara lain usia, jenis kelamin, pendidikan, pekerjaan, dan lamanya tinggal, namun faktor pendidikan tidak menjadi faktor pendukung. Sebaiknya Dinas Pertanian dan Dinas Pariwisata Kabupaten Pesawaran memberikan pelatihan pengolahan hasil pertanian kepada kelompok wanita tani dan masyarakat, pemerintah desa segera memenuhi sarana dan prasarana serta aspek promosi dan kelompok wanita tani di Desa Sungai Langka harus berani memanfaatkan dana dari pemerintah dalam mengembangkan agrowisata. <![CDATA[Sustainable tourism is promoting empowerment which makes the community as the main actor in the business tourism as well as enjoys the larger benefits of tourism by minimizing the negative impact of the development of tourism. The development of tourism in the Kelawi village, sub-district Bakauheni, South Lampung Regency is done with the establishment of Pokdarwis Minang Rua Bahari in an effort to enhance the role of the community in the tourism industry. This research aims to analyze the community empowerment and measuring the effectiveness of pokdarwis empowering communities in developing sustainable tourism. A descriptive type of research with a qualitative approach. The results showed community empowerment phases has not been conducted optimally if viewed from the community involvement in the development of tourism. However, in the organizational aspect, Pokdarwis Minang Rua Bahari been able to shape the initiative and creating innovation in the management of tourism. The level of community empowerment shows the economic and political aspects have been well established, whereas the psychological and social aspects of it are still a constraint. The effectiveness of pokdarwis empowering communities in sustainable tourism development is quite good, but there are still constraints in increasing community involvement in the development of tourism. Department of Tourism and Culture of South Lampung Regency should perform empowerment through coaching and training in accordance with the potential of natural resources or cultural belonging to the village of Kelawi, the Kelawi Village Government can make use of the website and for the promotion of village tourism service, Pokdarwis Minang Rua Bahari must dare to establish cooperation with various parties, and the villagers of Kelawi should create an environment that reflects as a tourist village. <![CDATA[Kepemimpinan merupakan faktor yang sangat penting dalam mempengaruhi partisipasi masyarakat. Kepemimpinan sangat penting dan amat menentukan dalam kehidupan setiap bangsa, karena maju mundurnya masyarakat ditentukan oleh pimpinannya. Penelitian ini bertujuan untuk membuktikan adanya pengaruh dan menghasilkan gambaran tentang besarnya pengaruh kepemimpinan Kepala Desa terhadap tingkat partisipasi masyarakat dalam Program Rehabilitasi Sosial Rumah Tidak Layak Huni (RS RTLH) di Desa Mumbang Jaya. Jenis penelitian ini adalah penelitian deskriptif dengan menggunakan metode kuantitatif. Sampel dalam penelitian ini yaitu sebanyak 60 responden dari populasi survey yaitu 70 KK dengan menggunakan teknik simple random sampling. Teknik pengumpulan data yang digunakan dalam penelitian ini berupa kuesioner. Adapun teknik analisis data yang digunakan adalah uji regresi sederhana. Hasil penelitian ini menunjukkan bahwa kepemimpinan kepala desa mempunyai pengaruh yang signifikan terhadap tingkat partisipasi masyarakat. Kontribusi pengaruh kepemimpinan kepala desa terhadap tingkat partisipasi masyarakat yaitu 0,545 atau 54,5% sedangkan sisanya yaitu 45,5% dipengaruhi oleh faktor lain yang tidak diteliti dalam penelitian ini seperti usia, pendidikan, jenis pekerjaan, tingkat penghasilan, lamanya tinggal di desa tersebut dan tingkat komunikasi. Dengan demikian untuk meningkatkan partisipasi masyarakat dalam RS-RTLH maka pemerintah desa dan para stakeholder program ini harus meningkatkan keterlibatannya dalam pelaksanaan program di Desa Mumbang Jaya.]]>

<![CDATA[One of the tourist attraction locations in Palangka Raya City that can be seeded is the Kereng Bangkirai pier which is the entrance to the Sebangau National Park in the Village of Kereng Bangkirai, Sabangau District, Palangka Raya City. However, tourism activities need to involve many parties in order to improve people's welfare and sustainable development goals can be achieved.Thus, this study aims to find out the collaboration carried out by the government, the private sector and the community in developing tourism in the Kereng Bangkirai jetty in Palangka Raya City and proposes a government and private collaboration model suitable for tourism development in these locations. In addition, this study also identifies inhibiting factors and supports collaboration in the development of tourism in the Kereng Bangkirai jetty in Palangka Raya City.This research was conducted using descriptive qualitative research methods with data collection techniques through observation, interviews and documentation studies in the Tourism Region of the Kereng Bangkirai Pier Palangkaraya City. The data analysis technique used in this study is an analysis using an interactive model. The target and output of this research is a picture of collaboration carried out by the government, private sector and the community which can later be used as a basis for the city government to develop a tripartite collaboration model for tourism development in the Kereng Bangkirai pier area in Palangka Raya City. In addition, this research will also identify inhibiting factors and support collaboration and tourism management in tourism deals carried out in the development of tourism in the region.]]>

<![CDATA[The article aimed to analyze and identify the readiness of the Palangka Raya city to be the Administrative Capital City of the Republic of Indonesia. An indicator is from the aspect of Youth readiness in the City of Palangka Raya in welcoming the transfer of the administrative capital city. As an important aspect in preparing the Palangka Raya city as the Capital of the future Government is the readiness of youth in the Palangka Raya itself in welcoming the transfer of the administrative capital city from Jakarta to Palangka Raya. Youth, in reality, is a pioneer of any changes occurring throughout the history of the Indonesian. The roles of youth always start from the National Awakening on 1908, the Youth Oath on 1928, the Independence Revolution on 1945, the Proclamation of Independence on 1945, and the Reformation Movement on 1998. Based on history on behalf of the Youth has sensitivity to the problems faced by the nation. Currently, there is a positive trend related to Youth activities in Palangka Raya. Today, there are a lot of youth communities in the Palangka Raya that are formed by young people on the basis of social awareness, voluntary and non-profit oriented aiming to improve competence. There needs a collaboration between the local government and the youth community aiming to invite more youth in Palangka Raya who are creative in an effort in welcoming the transfer of the administrative capital city of Republic of Indonesia, from Jakarta to Palangka Raya city.]]>
