Abstract

The concept of character education has been implemented in school and campus since long time ago, but the result is not so good.The Policy of character education provision for new students began the school year 2012/2013 , then continued in 2013/2014 was motivated by the policy of the University . The University considers that new students need to be equipped  moral values that are expected to form the character of students and change their mindset from properties that are not commendable as , inappropriate character , denied when ordered , lack of discipline etc. Shape the implementation of character education provision in order to establish a Public Administration graduate be material submitted by the faculty and the games were hosted by students , coordinated by HMJ and Senate and BEM. There are several factors that support the successful delivery of character education: The support of the faculty , faculty staff and students themselves , infrastructures facilities , LCD, air conditioning , loudspeakers , material factors , the game . The other hand, there are some factors hamper as not all the facilities function properly , the absence of strict sanctions for those who do not participate , also for those who are not active, which is not optimal coordination factor, the perception by some students who think character education is just playing games , not compulsory lessons or lectures etc.

Abstract

The poor quality of television program available to Indonesian children and the escalating cases of anti-social and delinquency among children are undeniably the hard fact. But linking the two in a causal relationship is a mere speculation that oversimplifying the issue. At the conceptual level in the study of mass communication, there are theories based on the perspective of the limited influence of the mass media. Theories such as those of Klapper’s phenomenistic, DeFleur’s individual differences and social category, selective processes theory, and  Seymour Feshbach’s catharsis theory, are all discouraging the behavioral effect of mass communication.Media influence on children is determined by their comprehension in TV viewing. By about age 8 or 9 (Huston et.al), children are about as accurate as adults in judging whether a television program is presenting fiction or fact. There are arguments on how children perceive the reality out of the television. First, Aletha C. Huston explained that perceptions of reality occur on two dimensions: factuality and social realism. Second, Gunter and McAleer pointed out that children use three categories of television versus real-life comparisons. These include the category of the ‘actual’, the ‘possible’, and the ‘impossible’. The third explanation dealt with the way children evaluate characters in television programs.Findings revealed that perception on factuality was dominant in programs such as news, sports, infotainment, talk-show, variety-show, music, and reality-show. Perception of social realism was dominant in cartoons, movies, and soap-operas. Similar to those of factuality, the actual category appeared predominantly in news, sports, religion, talk-show, variety-show, music, and reality-show. The possible was slightly highlighted in cartoons, movies, and soap-operas. While the impossible also seemed dominant in cartoons, movies, and soap-operas.Conceptually, the 4 children’s favorite characters are the humor of the characters; the strength of the characters; the attractiveness of the characters; and the activity level of the characters. Humor was dominant in cartoons, talk-show, and variety-show. Strength was central in sports and movies, and attractive in infotainment and talk-show. There were no active characters significantly perceived in any television programs.

Abstract

At this time a very flourishing modern small-scale retail store open to the urban areas between districts / cities. This phenomenon is beneficial for the community shopper / customers, but considered very detrimental to traditional retailers. The presence of modern retail adjacent to supplement traditional retail competition, because the goods sold relatively the same. The purpose of this study to determine the impact of modern retail presence to traditional retail in Urban Areas in Central Java Province.As the object of this study is the owner of a traditional retail in the urban area of Central Java Province. Sampling area includes traditional retailers located in the Semarang City – Demak District, Demak District – Kudus District, Semarang City- Kendal District, Kendal District – Batang District, Pekalongan City, Batang District, Semarang District- Salatiga City, Salatiga City – Boyolali District, and Semarang District – Temanggung District. Purposively selected sample criteria; contained modern retail ( Indomart / Alfamart , etc. ) within a radius of 2 kilometers from the farthest traditional retail and traditional retail establishment earlier than modern retail, as well as modern retailing began operation after 4 months of time since the survey.Sample size was 100 traditional retail spread in each sampling area. Analysis methods used in this study is a quantitative method, using statistical analysis with a description diskripstif single table. While infrensial statistical analysis used to test different modern retail impact on traditional retail turnover includes sales, merchandise range, the number of buyers. It also conducted a regression analysis to determine variables that could explain some of the impact of modern retail presence in traditional retail.Based on the analysis, traditional retailers feel the impact of the presence of modern retail is located adjacent to the store, namely reduction in sales turnover, reduced profitability, reduced variety of merchandise sold, and the declining number of buyers. While based on different test average gain in sales turnover, merchandise range, and the number of buyers between before and after the introduction of modern retailing, significant differences, the decline in sales turnover, a decrease in the variety and quantity of merchandise, and the number of buyers. Regression test results concluded that the distance does not affect the change in sales turnover in traditional retail stores, and the distance has an influence on the number of buyers at traditional retail stores.Recommendations from this study, which party should have the authority to regulate the permissibility radius modern retail stores operating in the region. Also the modern retail businesses not too much to open retail stores adjacent to the modern traditional retail stores that have been there before.

Abstract

E Gov development is directed to develop electronic-based governance in order to improve the quality of public services effectively and efficiently. However, since the launch of Inpres No. 3 Tahun 2003 about policies and development strategies of e gov 10 years ago, the development of e-gov in central and local government has not been in line with expectations. Based on e-gov rank results by United Nation Public Administration Network (UNPAN) put Indonesia in the position 97th in the world, while the results of “Pemeringkatan e-Government Indonesia” (PeGI) show that the Central Java Province, Tegal City and Batang Regency showed less of development outcomes. This was due to the absence of  policy harmony between the central and local level to support the development of e gov, there not the institutional care of the synchronous e gov and a strong legal regulation for e gov can regulate development in Indonesia.

Abstract

The development of modern market more lively, a traditional market for stimuli to self first settled soon. The number of traditional markets is much less than the modern market, but its existence could not be denied again. This research aims to find out and analyze the differences between consumer perception of the modern market with traditional markets associated with the factor of price, product variety, and quality of service in the Eastern Town of Semarang.Based on the calculation of the mean, the modern market is higher than the traditional markets. According to the test result shows that paired t test perceptions of respondents about the quality of service is different between traditional and modern markets. Second, the respondent's perception of product variations is not different between traditional and modern markets. Third, the respondent about the price of a product is not different between traditional and modern markets.

Abstract

Corruption in Indonesia still be a great challenges,  because  corruption  more extend, not only in national government, but also expand  in local government, mainly after  local election choose by people.  Almost local government should facing corruption that involved almost all institution, not only in legislative, excecutive, and judicative, but also private corporation. Thus research would describe corruption in Semarang City, and how the role of NGO,  mainly Pattiro and KP2KKN in combating corruption.  NGO have an important role both in educating of Anti-Corruption  and controlling the handle of corruption. The most goals of Education to the people  mainly how people being intolerance to corruption. Education program involving  other institution like KPK, ICW and other NGO with the same of vision in combating corruption. In other side, the role of NGO was cotrolling judicature process with Mass Media as a partner. Without Mass Media, NGO won’t be an effectiveness in combating corruption. Because  NGO still facing lack of resources in Human and financial as a force in combating corruption, so  making  a coorporation with University would be the best choices in the future, mainly in anti-corruption education.

Abstract

The implementation of Indonesian local government autonomy gives many consequences. One of it is the augmentation of cooperation with foreign countries conducted by local government. One type of the cooperation is sister province. This cooperation still bring lack of success story and best practices. Rather brings clear profits, mostly sister province cooperation has no clear benefits. By using the case of sister province cooperation between Central Java province and Fujian, this research providing the answer why central java wants to cooperate with Fujian under the scheme sister province due to the massive criticism of Free Trade Area with China. By using Scholte’s Globalization approach, and Botenbal’s lowered politics issue this paper argue that the sister province cooperation between Central Java and Fujian is being conduct for the cause of spillover effect and due to long road historical demographic background between these two provinces.

Abstract

The implementation of e-government aims to establish a good relationship between the government and the society as well as businesses that take place in an efficient, effective and economical. In addition, the purpose of implementing e-government is to achieve a good governance (good governance). Good governance has several elements one of which is the effectiveness and efficiency.Departing from the above conditions, this study tried to describe the general adoption of e-Government Regency/City in Central Java. In detail, this study will discuss how the implementation of E Government Regency/City in Central Java and what the barriers to implementation of the E Government.Application of E Government by Regency City in Central Java, most of the entry on stage 2 (two), but there are some districts / municipalities that have entered at step 3 (three) which apply online application for public services. For institutions, the need for clarity of authority and responsibility of all agencies in the government district / municipality. Some of Regency/City there that give's responsibility in the development of E Government Electronic Data Processing Section (PDE) in the Regional Secretariat. However there are some Regency/city that provide responsibility under the Department of Transportation, Communication and other Information. Another problem encountered is the lack of ability of the ranks of civil servants and others in the field of ICT for the conduct of government in the Regional (E-Government) and lack of budget implementation of e-government.

Abstract

This research is motivated by a number of intolerance that occurred in Indonesia. The persons who are victims in the incident was a religious minority. The purpose of the study was to describe the themes of rhetoric displayed by Detik.com and Kompas.com in highlighting cases of Shia Sampang, Madura , which became one of the events among religious intolerance. In addition, this study aims to outline the techniques of journalism and language used by Detik.com and Kompas.com in running the rhetoric of religious tolerance. Results of this study indicate that the themes presented Detik.com is the root problem, the solution, and the attitude of the government; relocate or expel refugees; rejection by majority and resistance reactions by minority, as well as punished minorities and the majority were released. Meanwhile , the themes presented by Kompas.com rhetoric is a lawsuit against the government's attitude; refugees want to return home; Shias forced repent and Religious Affairs Minister refused reconciliation.

Abstract

In an effort towards the developed and developing countries or intelligent and qualified society, the government continues to socialize and to coorperate with various parties in order to facilitate the development programs that have been planned in the Government Work Plan 2013. However, to realize the development programs that have been planned is not easy, considering the multicultural Indonesian society including Samin community who lived in the Baturejo village, Pati regency, Central Java Province which have their own views and still retain cultural values and doctrines. The presence of view of the pros and cons, have impacts on the development program itself.
