Abstract

E Gov development is directed to develop electronic-based governance in order to improve the quality of public services effectively and efficiently. However, since the launch of Inpres No. 3 Tahun 2003 about policies and development strategies of e gov 10 years ago, the development of e-gov in central and local government has not been in line with expectations. Based on e-gov rank results by United Nation Public Administration Network (UNPAN) put Indonesia in the position 97th in the world, while the results of “Pemeringkatan e-Government Indonesia” (PeGI) show that the Central Java Province, Tegal City and Batang Regency showed less of development outcomes. This was due to the absence of  policy harmony between the central and local level to support the development of e gov, there not the institutional care of the synchronous e gov and a strong legal regulation for e gov can regulate development in Indonesia.

Abstract

Reformasi diartikan sebagai suatu proses perubahan baik secara drastis maupun inkremental dan komprehensif menuju suatu kondisi yang lebih baik dari sebelumnya. Kabupaten Sragen telah menjadi pioneer dalam melakukan reformasi birokrasi melalui pengembangan kapasitas yang meliputi tiga bidang yaitu pengembangan SDM Aparatur, penataan kelembagaan dan penataan sistem melalui inovasi dalam pemberian pelayanan kepada masyarakat. Keberhasilan Kabupaten Sragen sangat dipengaruhi oleh komitmen kepemimpinan Bupati sebagai top leader. Hal ini sejalan dengan kecenderungan birokrasi Indonesia yang bersifat paternalistik. Hasil penelitian menunjukkan bahwa model pengembangan sistem pelayanan berlangsung dalam tiga tahap yaitu the efficiency drive, downsizing & decentralization dan in search of excellence.Sedangkan penataan organisasi dilakukan melalui strategi struktural dan budaya. Adapun pengembangan SDM aparatur dimulai dari sistem rekruitmen yang transparan, dilanjutkan dengan penelitian & pengembangan pegawai, perencanaan karir serta evaluasi. Hasil penelitian ini diharapkan dapat dijadikan model bagi pengembangan daerah lain dalam pelaksanaan desentralisasi.

Abstract

This study aims to analysis of functional technical education and training in order of employee quality development in the area of disaster management agency of Semarang city. This research used method descriptive qualitative. This subjects in this study consist of 6 (six) main informant. Based on the research result show employees quality of the disaster management agency of Semarang city can be categorized good. Either even though there is still some dimension assessed less well. While employee development on the disaster management agency of Semarang city categorized less well, because some employee quality development programs in strategic plan of disaster management agency of Semarang city 2011 – 2015 not yet implemented that is MFR (Medical First Responder) and Scuba Diving. Conclusions in this study was the overall performance of the disaster management agency of Semarang city was good, while for employee quality development assessed not good. Based on the conclusions researchers to a disaster management agency of Semarang city to correct employee quality aspect and implemented employee quality development in Renstra of disaster management agency of Semarang city 2011 – 2015 so that quality and the ability of employees increased.

Abstract

The analysis of management information System Poor Family (SIMGAKIN) is one form of utilization of electronic governance. The application of SIMGAKIN in Local Development Planning Agency (Bappeda) at Semarang city, needed budgets, facilities and infrastructure/availability of technology, human resource management, and integration among other institution. Departement of Education is one user of SIMGAKIN for decision-making process. Research methodology descriptive with a qualitative approach used in this research to identify the development of SIMGAKIN and decision-making process. The result of the research showed that influence the stage of decision making in the implementation of activities by giving SPP facilities to needy students, related to the management of SIMGAKIN, that is oriented to decision, availability of technology, human resource management, communication systems, and integration, while in the decision-making is comprehension, planning or design, and selection. Oriented to decision of the SIMGAKIN, have been applied poor data collection service that's fast and accurate. Availability of technology to apply database, hardware, software, branware is still inadequate. In the implementation of SIMGAKIN Has been applied Training and development in accordance with the main main task and fungtion employees. Comunication system has been well-executed. Integration of BAPPEDA with other institutions, can be seen from the cooperation and planning programmed. Therefore comprehension, planning or design, and selection has been exploit the SIMGAKIN but still uses a long of activities. Based on the result this research recommends, need to be improve of poor data collection. Need to be improved SIMGAKIN application. Improving the quality and quantity of employees. Decision making by the selection new activities to maximize the fungtion and role of SIMGAKIN.

Abstract

Issues such as the absence of rules governing the coordination of local government implementation of the Pati RTRW implementation only as coordination meeting (coordination meeting of BKPRD), and the level of attendance of participants minimal rakor, as well as the presence of the participants in the replacement which does not have capacity rakor and capabilities into the background of this research. This research aims to analyze the implementation coordination RTRW Pati and do know the factors that hinder coordination. This research uses qualitative research methods are purely descriptive. The subjects in this study consists of 6 (six) main informant. Unfortunately, the use of additional resources have not been used in the coordination of the implementation of RTRW.

Abstract

In every organization needs qualified elements to maximize its performance. The resources in question can be physical such as human resources or non physical such as regulation, information and policies. The role of resources in the organization is very important because with the resources here's what became a driving factor for the Organization to achieve the objectives that have been set. Organizational performance is not optimal is that underlying this research, where he did not achieve value for money in the implementation of the programme of work/activities implemented and still less sesuainya a knowledge of human resources assigned to the field. Therefore need to saw the driving factors that can affect the performance of an organization. These studies use quantitative analysis approach. The sample used in this study as many as 35 respondents who were employees of the regional development planning board in Batang district. Analysis of the correlation test and konkordasi kendall was used in this research. From the results of this study demonstrate the performance of the regional development planning board in Batang district belongs to high of category with 77.1%. The magnitude of the influence of Competence (X1) against the performance of the Organization (Y) is equal to 14.8% whereas the influence of organizational culture (X2) against the performance of the Organization (Y) is equal to 15.4%. Then between Competence (X1) and organizational culture (X2) affects organizational performance (Y) simultaneously by 2.25%. Results of this study showed a significant coherence between the competence of human resources and organizational culture to organizational performance.

Abstract

Anak Jalanan merupakan fenomena ketidakberdayaan orang tua untuk melindungi mereka sehingga anak dijadikan untuk memenuhi kebutuhan keluaraga atau untuk menjadi pemecahan untuk memenuhi kebutuhannya sendiri dengan lepas dari orang tua dan mencari nafkah dijalanan. Jumlah anak jalanan yang tinggi di Kota Semarang mengharuskan usaha pemberdayaan yang serius dari pemerintah kota semarang untuk menekan jumlah anak jalanan. Stigma negatif yang muncul terhadap anak jalanan terhadap anak jalanan dalam kehidupan masyarakat berdampak pada anak jalanan yang dianggap sebagai pengganggu ketertiban umum. Ditambah lagi dengan belum adanya regulasi lokal yang melindungi hak-hak para anak jalanan. Kondisi tersebut menjadi latar belakang dalam penelitian ini.Tujuan dari penelitian ini untuk mengetahui kondisi pemberdayaan anak jalanan di kota Semarang, faktor apa saja yang mempengaruhi serta untuk mengetahui kendala dan hambatan yang dihadapi. Data yang didapat selanjutnya digunakan untuk merumuskan strategi alternatif yang dapat digunakan dalam upaya pemberdayaan anak jalanan.Penelitian ini menggunakan tipe penelitian deskriptif kualitatif dalam menggungkap permasalahan dan tujuan penelitian dengan menggunakan responden dari Dinas Sosial Pemuda dan Olah Raga Kota Semarang, Rumah Perlindungan Sosial Anak, Anak Jalanan, Masyarakat. Analisis SWOT (Strenghts, Weakneses, Opportunnites, Threats)digunakan untuk menemukan isu-isu strategis dalam pemberdayaan anak jalanan di Kota Semarang. Isu strategis yang ada dievaluasi dengan menggunakan litmus test untuk menentukan tingkat kestrategisan dari isu-isu tersebut.Hasil penelitian dengan uji litmus menunjukkan bahwa isu yang paling strategis dalam pemberdayaan anak jalanan adalah pengusulan pembuatan peraturan daerah yang mengatur tentang teknis pelaksanaan pemberdayaan anak jalanan, penganggaran, monitoring, dan evaluasi serta tanggung jawab keluarga dan masyarakat. Faktor kunci keberhasilan dalam upaya pemberdayaan anak jalanan yang ditawarkan adalah meningkatkan koordinasi, komitmen dari kerjasama pihak-pihak terkait, membuat regulasi atau landasan hukum serta meningkatkan dukungan masyarakat.

Abstract

Semarang city has some interesting potential to make tourist attraction for the tourists visiting Semarang. Although it has a lot of potential for tourism, tourists and investors are reluctant glances as less attractive. Though Semarang is a transit city that is developing themselves to a tourist town. The problem is then to be observed is how do tourism management strategy Disbudpar the city, then the factors supporting and inhibiting factors what is in the implementation of these strategies. And whether the strategy is done is right or not.The purpose of the research conducted is to describe the management strategies that do Disbudpar and identify factors driving and inhibiting factors in the implementation of strategy. Then propose appropriate management strategies for Disbudpar. The method used in this study uses descriptive qualitative. The theory used in this study is strategic management and tourism management. Then identify strategic issues that exist using SWOT analysis, and determining the issues considered strategic by using a litmus test assessment.From the research that has been done, there are twelve strategic issues that arise through the assessment using SWOT analysis. Then, after a litmus test assessed, there are four proposed strategies in the management of tourism in the city of Semarang them improve coordination among agencies in order to attract investors in the field of tourism, promote cooperation and good communication pattern between the government and the community, improving the quality and quantity of tourist guides to develop Semarang tourist attraction, as well as improving the implementation of existing programs to enhance the preservation of culture typical of Semarang.

Abstract

This research aims to analize of service quality of e-procurement ini the procurement of good and services ini Semarang city and to know the aspects that drive and inhibit the quality of e-procurement services in Semarang city. Locus if this research is Sekretaris Daerah Kota Semarang Bagian Pembangunan who became chief executive of Layanan Penyediaan Secara Elektronik (LPSE) and providers of goods and services in Semarang City. This research used qualitative research methods explorative. Subjects in this research consisted of five key informants.Based on the results of the research showed that the service quality of e-procurement in Semarang City has not been optimally. Although there are several dimensions of service quality are considered have optimal. Factors that impede service quality of e-procurement which aspects of several dimensions have not been optimally. Need for improvement and optimization of various dimensions of service quality of service that is increasing.

Abstract

Bandeng Cluster Program in Semarang is one of the innovative idea to empower economy. It is a response for empowering issue that lower economical class must be empowered so they can fulfill their needs. This program is to optimalize economical local resources in Semarang which is bandeng The target is all UKM bandeng in Semarang.The goal of this research is to evaluate Bandeng Cluster implementation. This evaluation to make known the success rate, resist factor, and future recomendation by analyse the program using these indicator: input, proccess, output, outcome, benefit and impact. This research use Snowball Sampling technique and the methods of data collection is use indept interview with purposive system to choose the informants. The result of the research show that Bandeng Cluster program its not effective. The result from Program Evaluation Form (EK-1) and (EK-2) showed that value of each activity in Bandeng Cluster program worked ineffectively. Its because of implementation of Statute and Bylaws was not implemented to the fullest also no punishment if there is violation.. Unhealthy competition between UKM also affected because this program yet reach smaller UKM who needs help. Mechanism to use facility also can not be done because of its location is too far, the different kind of bandeng product, and the different taste product of each UKM. Resistant factors from the Bandeng Cluster program are the concept; the characteristic of the cluster is not ideal; hard access to find the main ingredient; unrealized capital access; inactive cluster workers; low coordination; bureaucracy; unequal aid; and also lack of concern and control of government.
