Abstract

Research that was headlined Strategy Winning Couples Ade Uu Sukaesih-Darmadji (Asih-Katadji) in Elections the Mayor of Banjar a period of 2013-2018 is done in the city of Banjar of West Java. The study is done because researchers were interested in strategies couples asih-katdji in winning the election the Mayor of Banjar. Reason researchers uninterested because of Ade Uu sukaesih is the wife of the Mayor of Banjar who was served. The study is done by using the method research qualitative. The informer done with the methods purposive of sampling by choosing the informant who know that strategy in winning couples asih-katadji in elections the mayor of banjar. The result of field research proves that couples asih-katadji do marketing strategy push by means of direct contact through various events like the general meeting of party, entertainment stage, declaration partai the coalition, and the rally. Marketing strategy other is pass through the influence of a figure or a particular group as a team of success. In strategy pass marketing is done by using services coalition party, volunteers Restu, volunteers asih and volunteers adji. Besides two strategies push marketing, and pass used also strategy pull marketing by using services media including free media and paid  media. Research is unique, because there are other factors that supports a pair of asih-katadji. Factors it is the length of the campaign, the role of Guardian City Banjar who performs style blusukan at eighteen location every day, to remind the people of the merits of a trustee city that is the husband of Ade Uu sukaesih. In addition, the mayor of Banjar is also involved in any process from the beginning of nominating to be chosen.

Abstract

Abstract River border area in Sukamara District is still relatively natural, especially Mapam River. However, in the lower area of the river border Mapam has been converted into residential areas, and the border areas of the river adjacent to the settlement began cartilage endangered occupation, and there is no regulation on border rivers in Sukamara Regency. The aim of this study was to find out what has been done by its local government, describing and analyzing river border policy formulation, and to determine the factors that caused the absence of a border protection policy in Sukamara river. The results showed that the government has set the river border protection policy through the river border spatial planning policies as a protected area, the policy include in Regulation No. 14 Year 2012 on RTRWK Sukamara 2012-2032, in it set the policy agenda for the executive to create a protected area boundary river. Based on the analysis, almost all the alternatives have not qualified yet to be implemented due to constrained RDTR creation of the regulations. There is only one alternative to implementing policies that can be implemented without RDTR legislation, that do outreach to the community so as not to penetrate into the river border. The factors inhibiting the formation of policy implementation is very layered hierarchy in the process of implementing the policy formation, the lacking of goverments attention on it. It was also found occupational causes of Mapam river border into public housing because of ignorance about the regulation of building in the border areas of the river.  Keywords: policy formulation, policy implemention, protection of the river border

Abstract

Abstract Developmentalism is still the dominant perspective in managing natural resources. Nature is strategic economic assets that sparked the exploration and exploitation of natural wealth. The implication is massive environmental damage in many places. Political Ecology emerged as alternative perspective in managing natural resources to build synergy between nature and human relationships through local wisdom. This paper will review briefly the prospects and challenges of political ecology as alternative paradigm in the natural resource management. Abstract

The purpose of this research is to know the implementation in the political marketing of Gerindra Party and some factors encouraging the party to gain a wide range of constituent voters in the legislative elections 2014. The aforementioned evidence reveals that Gerindra Party approached middle class down society and youth, on determining intended voters and this party also focusing on small society (farmer, fisherman, labour, teacher and small trader). In terms of positioning, Gerindra Party put themselves in outside of the government and acknowledge them as the party for small society. In Indonesian political constellation, it can be seen that political party has a high correlation with the power of public figure to increase popularity and electability. Gerindra Party is still introduced Prabowo Subianto as a public figure who can be used to gain a number of voters for the party.

Abstract

AbstractInclusion is a requirement for governance to work in the name of policy and public service.Inclusion makes citizen’s voice and aspiration to be included and calculated in public policy. In thisway, inclusion requires the people to be active and the government to be innovative as well as citizenneed-base.This research was conducted in this context. This research tried to elaborate deeper theinvolvement of the citizen in various innovative policies in Surakarta City. The case in point waseducation policy in Surakarta City, especially Bantuan Pendidikan untuk Masyarakat KotaSurakarta/BPMKS (education aid for the people of Surakarta)to find out how far citizen’s inclusionhave been included in the formation of public policy, and what was the stumbling blocs of thisprogram.Using in-depth interview and documentation study, this research found that many sectoralpolicy was still in the hand of technocrats, and citizens’s inclusion was still in the dormant. However,in Surakarta sector policy as well as proggrams, could not be separated from the role of citizen,through Musrenbang, public hearing as well as NGO’s advocacy for the government. In short, thecitizen has indeed owned their inclusion space, but in some cases they have to contend with elitebiases. Moreover, citizen’s inclusion has not been supported by good political communication.Technical and cultural blocks could be said to be the main reasons why inclusion has still been weakin nature.Key words: inclusion, elite-bias, technical and cultural blocks

Abstract

Abstract Based on the 2008 DIY Gubernatorial of Number 21 LOD has the authority to supervise to the issue of mismanagement in the public service in Daerah Istimewa Yogyakarta (DIY), LOD is not designed to be an extra judiciary. Institution of the ombudsman as an institution of government control in handling and becamea symbol of the area who want to create good governance, efforts to prevent corruption, protecting the public, and implement democracy by providing good service to the community. Abstract

Rencana Tata Ruang Wilayah (RTRW) menjadi sangat penting bagi keberlanjutan pembangunan, tidak saja berfungsi sebagai arah namun juga sekaligus berfungsi sebagai pengendali pembangunan. Ketidakpatuhan terhadap RTRW telah menimbulkan beragam efek pembangunan baik sosial maupun lingkungan. Kondisi inilah yang nyata terjadi di Kecamatan Tembalang Kota Semarang. Alih fungsi lahan pertanian ke permukiman merupakan salah satu contoh. Perangkat Kelurahan dan Kecamatan sebagai ujung tombak dalam hal perizinan maupun penegakan terkait RTRW memiliki peranan yang sangat strategis.Oleh karenanya sangat diperlukan kegiatan yang dapat meningkatkan pemahaman mereka terhadap RTRW.Kata kunci: Rencana Tata Ruang Wilayah, pemahaman dan kesadaran.

Identitas nasional dibangun dan dikembangkan oleh negara-bangsa modern untuk tujuanmemeroleh jatidiri nyata atau kebersamaan imajiner yang dapat memersatukan warga negara.Meskipun ada kriteria tertentu yang digunakan untuk mendefinisikan keanggotaan sebuah negarabangsa;tetapi interaksi dengan “pihak lain” bisa saja mengikis batas-batas pengertian keanggotaantersebut. Abstract

Convensional model of public policy makings in Sambas district, West Borneo Province, so far rely more on the strength of institutional structures and elites with less open processes. The impact in many case of planning has failed to identify and accommodate governance issues. This research uses qualitative explorative methods which are assisted with soft system methodology as suggester by Checkland (1999). Analysis of research uses collaborative governance theory in looking at the process of preparation of regional medium term development plan (RPJMD) of 2016-2021. Result of this research illustrates that the failure in the preparation of planning for this is caused by access to stakeholder involvement that is limited, the role of the government is very dominant so that RPJMD is not considered as a shared commitment and responsibility, the implication of each party working independently in accordance with their respective interest. It is also apparent that the process of preparing planning has not been sufficient to meet accessability and drivers in the form of citizen's education and lack of seriousness in the implementation of bureaucratic reform to become an implementative reference for the formation of participatory policy making according to the perspective of collaborative governance in regions with similar characteristics.

Abstract

AbstractThe existence of local autonomy regulation through the Law No. 32 of 2004, that regulatedistribution of authority between central government and the local government, has not givensomething meaningfully for prosperity of the village communities. The Law No. 32 of 2004 isambivalent. In one hand it recognize values of diversity, participation, indigenoese, democratization,and community development. On the other hand the authority to make decision making be in centralgovernment only. Law reconstruction is needed to reform village government and to encourageautonomy in village. It must be improve not only effectiveness of governance process but alsohumanitarian welfare of the village communities.Keywords: policy, local goverment, governance process, law reconstruction.
