Abstract

Perumahan Permata, a residential area located in West Jakarta commonly known asKampung Ambon, is an area plagued with high crime rate. The migrant community residingin this area are originally members of the lower class stratum who find employment invarious kinds of street crime activities. In the pas few years, Perumahan Permata raisesgrowing public concerns over the existence of an illicit economy fuelled by illegal drugstrafficking. The issue has not yet been utterly solved up until today since it involves anetwork of community based organized crime at the grass root level whuch never hesitatesto openly resist law enforcement efforts. This phenomenon signifies a shift in the existingstate-society power relations.By conducting a field research utilizing in-depth interviews and participatoryobservation author attempts to explore the socio-economic factors behind this phenomenon,in order to explain how the existing criminal network operates, as well as to explain howcollective resistance towards autjority might occur. Research findings show existingconnection between the development of narcotics economy and collective resistancetowards state authority in Perumahan Permata. Organized drufs trafficking increases thecapabilities of the resoective community to mobilize available power resources andeventually strengthens its position towards the state. On the other hand, ineffectivebehaviour of certain law enforcement officials who are secretly involved in criminal networksmakes it difficult for the state apparatus to gain legitimacy for taking repressive measures toimpose control over the illegal drugs trafficking acrivities in the area.Keyword : State – Society, Power Relation

Abstract

Paper ini mendiskusikan sekaligus memetakan konsep solidaritas social dalam konteks bencana. Umumnya, masyarakat percaya bahwa solidaritas social dalam bencana identik dengan berbagi, toleransi, dan saling meringankan beban paska bencana. Namun, ternyata, solidaritas social mesti dipahami lebih dari sekedar berbagi. Solidaritas sosial adalah juga bentuk pertukaran (exchange), yang didalamnya mau tidak mau terkandung diskusi tentang relasi kekuasaan. Berangkat dari pemahaman ini, paper ini menemukan bahwa diskursus kekuasaan dari pendekatan kiri, yang diinspirasi oleh Karl Marx, sangat membantu memahami relasi kuasa tersebut. Pendekatan kiri memperjelas asumsi bahwa solidaritas sosial bukan sesuatu yang netral. Ia juga rentan dibajak oleh elit. Namun demikan, paper ini menyadari bahwa diskursus kekuasaan dalam solidaritas sosial yang diteropong melalui pendekatan kiri ini juga mengandung kelemahan. Pendekatan kiri terkesan terlalu anti-elit dan menafikan otonomi individu. Tidak mengherankan, jika kritik terkuat pun hadir dari pendukung diskursus kanan yang liberal, termasuk dalam memahami solidaritas sosial dalam konteks bencana. Di luar dari pembagian pendekatan kiri dan kanan dalam memahami konsep solidaritas sosial paska bencana, terdapat pemahaman lain yang tidak kalah menarik. Konsep ini berusaha memahami solidaritas sosial dalam konteks bencana, bukan sekedar sebagai ekspresi relasi sosial yang kohesif, maupun ekspresi dari relasi kekuasaan dan otonomi individu, tetapi sebagai ekspresi spiritualitas. Tentu saja, solidaritas sosial sebagai ekspresi spiritual bukan merupakan sesuatu yang terlepas dari pendekatan kiri dan kanan dalam diskusi solidaritas sosial. Ia terkait erat dengan keduanya. Ketiga peta teoritik ini tidak hanya membantu memahami konsep solidaritas sosial dalam konteks bencana secara lebih mendalam, tetapi juga menjadikan kajian solidaritas sosial dalam konteks bencana menjadi sangat menarik dan hidup. Kata kunci: solidaritas sosial, bencana, pendekatan kiri, pendekatan kanan, dan pendekatan spiritualitas dalam konsep solidaritas sosial paska bencana.

Abstract

AbstractThe global resurgence of religion seems nowadays to generate repression as it tends to create international instability, political upheaval and chaotic states. Most political scientist and intelligence experts did not predict the resurgence because it was not supposed to happen in a country participating so thoroughly in modernization and Westernization.  It is interesting to learn that so many scholars and policymakers who monitored the international politics have missed the warning signs about the resurgence. It because of the argument that religion was the object that needed to vanish for modern international politics to come into being. Religion has been, and largely remains, what the discipline of International Relations (IR) can speak about only as a threat to its own existence.  This paper tries to explain how the resurgence of religion has been on the spotlight in the eyes of IR Study. It also explains that the IR Study now faces a serious dilemma to treat religion in such a proper way. Various arguments on the strategy to deal with religion has come up that makes religion a more and more interesting subject in academic realms.Kata Kunci: Kebangkitan agama, modernisasi, pencerahan, sekularisasi, Westphalia

Abstract

AbstrakReformasi dianggap akan membawa kesejahteraan kepada masyarakat lokal, yang selamaini telah ditelantarkan oleh rezim Orde Baru, sebagaimana amanat Undang-undang Nomor 22 dan 25Tahun 1999 mengenai desentralisasi kebijakan dan keuangan. Undang-undang tersebut memberikankesempatan kepada masyarakat lokal untuk mengurus sumber daya alam dan manusia yang ada didaerahnya masing-masing. Sejauh ini, Reformasi mungkin sudah merealisasikan cita-cita di atas.Namun, di beberapa daerah yang lain, Reformasi malah menyisakan masalah seperti konflik dankerusakan lingkungan hidup. Khususnya di Kabupaten Bombana, Provinsi Sulawesi Tenggara, konflikyang berbasis kontestasi kekuasaan diantara para pemangku kepentingan sumber dayapertambangan tidak dapat dihindarkan. Pada gilirannya, konflik tersebut mengakibatkan degradasilingkungan di sekitar area pertambangan. Tulisan ini bertujuan untuk mendeskripsikan perkembanganterakhir jalannya Reformasi yang, pada titik tertentu, memunculkan konflik sosial dan mengarah padadegradasi lingkungan di suatu daerah. Adapun argumen tulisan ini adalah bahwa masing-masingpemangku kepentingan telah ‘membajak’ undang-undang desentralisasi sebagai basis legitimasimereka untuk merebut sumber daya pertambangan yang berujung pada rusaknya lingkungan. Padabagian akhir, tulisan ini akan mengajukan rekomendasi singkat mengenai bagaimana menyelesaikanpersoalan tersebut.Kata kunci: Reformasi, Desentralisasi, Kontestasi kekuasaan, Konflik, dan Degradasi lingkungan.

Abstract

In the last two decades Internet has influenced aspects of human life including democracy. In Indonesian context, since the arrival of Internet in the last 1990s, it was creating new phenomenon known as online political communication. It dramatically have been changing the practice of traditional political communication mediated by convensional media. This article try to provide discussion theoretically and practically relating to the issue. Theoreticaly it explores of how internet has modified classical  political communication theory; how new character of Internet has potential effect for producing better quality and quantity of political communication as well as how  it has  arised problematic issues on the process. Furthermore, this discussion briefly conclude that political communication in the future might never separate from this new medium. It may become most intriguing 'live laboratory' for researcher of the potential roles of the Internet in the political communication process.

Abstract

The involvement of kyai be described in the domain of politics is interesting because in almost every general election, the involvement of kyai absolutely necessary as a tool to gain sound. As the development of the, involvement in the domain kyai in fact also not just limited to the role behind the screen, but perform as candidates deputy head of the head of the regions and regions. One of them is the phenomenon kyai involvement in the district administration of Kendal, Central Java. The results of election districts kendal last year which produce a victory for a couple Widya Kandi Susanti-KH. Muh Mustamsikin interesting to be described, especially regarding the role of KH. Muh Mustamsikin who have a background as kyai. From the research, the involvement of KH. Muh. Mustamsikin in local government districts of Kendal supported by a desire to to enter into the system is to be involved active set the course of government. KH. Muh. Mustamsikin make use of social capital that owned a very effective in banged voters .In view of personal as kyai who actively involved in politics, KH.Muh Mustamsikin having ideals that will advance all of something that smells of religion in the concept of the development .Just this desire has become a blunder for kh .Muh mustamsikin kh themselves because. Muh mustamsikin be out of PKB due to conflicts of interest with NU. In addition, was not political agreement with regent Widya Kandi Susanti caused KH. Muh Mustamsikin areas that have clearly decided to participate in a public policy. This is what causing dissension between them. The keywords: kyai in politics, local governments.

Abstract

The study on the modernization of the Democratic Party interesting to study. This is because in the process of modernization of the Democratic Party suffered a variety of challenges and obstacles. In addition to corruption, challenges and constraints experienced in the Democratic Party to modernization is the emergence of internal conflicts. Based on the short description, this study examines the political modernization of the Democratic Party at the local level, particularly in the district of Semarang, Salatiga, and Purworejo. This research method using descriptive research design with a qualitative approach that is supported by a simple quantitative approach. The results of this study indicate that in the context of the implementation of the indicators of modern political parties, transparency in financial management reporting party associated with the use of party funds and others is quite good. However, for some sub indicators, particularly in conflict resolution mechanisms are still difficulties and needs to be addressed. Therefore, to support the modernization of the Democratic Party could solve the problem, including internal conflict through a mechanism that has been set in the AD / ART.  Keywords: Modernization, Political Parties, Local

Abstract

AbstractSince it Independence, Indonesia’s political and governmental system had been changingseveral times. It was in terms of searching political forms that accordingly to Indonesian conditionsand to realized stable, democratic government, and created prosperous society. In “Old Order” (1945-1959),there was democratic political and governmental system but in the same time economicdevelopment and prosperity of society were ignored. After the coup d’etat attempt in October 1st 1965,in which military took power, they directed political and governmental system to realized economicdevelopment and prosperity. In that time shaped stable political and government sytem but it was notdemocratic and arised an abuse of power. The past experiences that extremely both, messy in oneside and quite in other side tried to be reconstruct by mixed presidential and parliamentary system. Infact that experiment created devided government and cohabitation. Abstract

Village independence is one of the main focuses to achieve the welfare of rural communities. One of the implications of the village independence agenda is the presence of BUMDes as a rural institution to perform the function of empowering and improving the welfare of the community. However, the presence of BUMDes can lead to new problems: the emergence of an elite presence dominates BUMDes. One of the phenomena that can happen is Elite Capture. Elite capture is an elite hijacking of management spaces for personal or group interests. The object of this research is BUMDes Argosari located in Pulosari Village, Pemalang Regency. This study focuses on investigating elite capture phenomena by looking at the strategy of empowering elite power by using John Gaventa's power cube theory in hijacking the management of BUMDes at each stage of its management. Stages of management are divided into four stages of agenda setting, implementation, monitoring, and evaluation. Each stage is analyzed by the elite hijacking actions so that later will get a comprehensive picture of capturing behavior conducted by the elite. This research uses qualitative method with case study approach. Village Head and Chairman of BPD are two powerful actors who are very influential in the management of Argosari BUMDes. Both actors are often contested in the context of BUMDes management. However, during the process of running the village management is a very dominant actors that often plow each stage of management BUMDes. Some of the factors that make the village strong enough position in internal BUMDes is a very strong relationship with outside parties, both the private and supradesa government. In addition, village heads are also able to build high compliance against the internal ranks of BUMDes so that internal BUMDes is very dependent on the figure of village head. While the Chairman of BPD, only optimal in the realm of supervision only. The role and power possessed by the head of BPD is not enough to offset the power of the village head in the management of BUMDes. Chairman of the BPD to fight in the form of reprimands either verbally or in writing to the internal BUMDes and Kades as advisor BUMDes and establish relationships with groups that also cons with the leadership of village.

Abstract

Abstract Mass media constitute the backbone of a good governance especially in a local governance. The media supply the amount of political information that voters base their decisions on. They identify problems in our society and serve as a medium for deliberation. They also play as a watchdogs that we can rely on for uncovering errors and wrongdoings by those in power. The mass media always be a part of people’s life to protect their basic rights.This paper offers two aspects to be reconsidered, first, it will explain the role of mass media in local governance, and the second one, will explain the effect of mass media toward human security in Papua.
