Abstract

Along with the increasing need for services in organizations, especially in the field of Information Technology (IT), the IT paradigm, which initially only focused on data processing and manipulation, has now shifted to strategic planning and IT services. IT Service Management (ITSM) is an information technology system management method that seeks to align IT with business needs to manage the provision of efficient IT services with quality assurance. Public services cannot be separated from the role of information technology to provide services that are fast, cheap, effective, and reliable to the public. This study was conducted to assess the quality ITSM using the e-GovQual dimensional framework as a best practice. This study includes quantitative research involving some respondents for the survey. This research question based on the dimensions of e-Govqual and represent the attributes of each dimension of e-GovQual to assess the quality of ITSM at the Ministry of Law and Human Rights DIY e-Government. The question must pass the validation test using Cronbach’s α. The processing of data using confirmatory factor analysis to obtain the main factors that affect each of the dimensions of e-GovQual. The Importance Performance Analysis (IPA) method helps e-Govqual to measure the level of importance and level of performance of each e-Govqual attribute by classifying it in the Cartesian quadrants (concentrating here, keep up the good work, low priority, and possible overkill), which can help ensure the quality of ITSM according to the performance and importance of citizens as a service user. The results of this study are expected to give priority as a recommendation for Information and Communication Technology to the development of ITSM to improve service quality. With Information Technology Infrastructure Library (ITIL) as the best practice ITSM framework, especially the domain service transition, the Ministry of Law and Human Rights DIY are expected to get a roadmap and blueprint for the utilization and implementation of Information Technology in the government sector for public services.

Abstract

All of information that manipulated by a computer is represented in the form of bits, so in the programming language it is necessary to understand bitwise operations at the first. This paper aims to create a concept of making Conditional Statements with Bitwise operators in C ++. By doing so, we hope that people is easy to understand  the operation behind conditional statements. A conditional operator is also known as a ternary operator. It takes three operands. A conditional operator is closely related with if else statement. The method used is a literature study studying the bit manipulation algorithm in the C ++ language. The results obtained are a function using bitwise operations in C ++ that implement conditional statements.

Abstract

In the programming world, understanding floating point is not easy, especially if there are floating point and bit-level interactions. Although there are currently many libraries to simplify the computation process, still many programmers today who do not really understand how the floating point manipulation process. Therefore, this paper aims to provide insight into how to manipulate IEEE-754 32-bit floating point with different representation of results, which are integers and code rules of float twice.  The method used is a literature review, adopting a float-twice prototype using C programming. The results of this study are applications that can be used to represent integers of floating-point manipulation by adopting a float-twice prototype. Using the application programmers make it easy for programmers to determine the type of program data to be developed, especially those running on 32 bits floating point (Single Precision).

Abstract

Controversies about veil and hijab are often occur in society. Especially in today’s digital era, public opinion expressed through social media can greatly influence the others opinions, regardless of whether it is positive or negative. Therefore, this research was aiming to conduct an approach through analysis sentiment of public opinion about the veil and hijab to know how much accurate the sentiment analysis predict the positive, negative, or other sentiments with using Twitter data as the research object. The algorithm used in this study is Support Vector Machine (SVM) because of its fairly good classification model though it trained using small set of data. The SVM on this research was combined with Radial Base Function (RBF) kernel because of its numerical difficulties that are fewer than linear and polynomial kernel and also because this research doesn’t have a large feature.  The amount of data used is 3556 tweets data. Tweets data, which is numbered 1056, is classified manually for the learning process. The remaining 2500 data will be classified automatically with the classifier model that has been created. A total of 1056 tweets data that have been classified manually is separated into training and testing data with a ratio of 8: 2. The result of the sentiment analysis process using Support Vector Machine algorithm RBF kernel with C=1 and γ=1  has an accuracy score of 73.6% with precision to negative opinions are 62%, positive opinions are 83%, neutral opinions reach 53% and irrelevant opinions that talk about hijab and veil reach 98%. It shows that sentiment analysis can be used for predicting the negative, positive or other sentiments of a sentence based on a certain topic, in this case veil and hijab.

Abstract

This study aims to assist wood craftsmen in Dongkelan, Krapyak, Yogyakarta in determining the best wood to be used as guitar material, because there are frequent complaints from buyers that the materials used as guitar materials are rotten quickly and are dull in terms of color. Based on these problems, a solution is sought using the Multi Objective Optimization on the basis of Ratio Analysis (MOORA) decision support system method, and is assisted by experts in determining the right criteria related to determining the best wood used in making guitar materials, after a long time discussing the correct criteria were found based on the problem, in the form of criteria for wood strength, wood grain, texture, and wood weight. All of these criteria are then processed using the MOORA decision support system method. After processing, the best results are obtained. The right wood for guitar making is ebony with 23.6831 results occupying the first rank. Proving the results of the MOORA decision support system method, a questionnaire was carried out directly to several guitar makers with a total of 14 people, resulting in an accuracy of 85.71% which means that it has significant verification, that ebony wood is best used as a guitar-making material

Abstract

In designing user interface that are intuitive or easy to understand, users have their own challenges where they must continue to develop so that users can easily use existing applications. There are many user interface designs that are less intuitive not only on the display design, but also on the text and the colors used. This paper aims to create an intuitive user interface design by interviewing potential users from the place where the application will be implemented. The method used is intuitive by means of a literature study approach, and interviews. The results of this research are user interface design and system flow design. With an intuitive display, it makes easier for users to use the application.
