The main objective of this research is to know the institutional capacity of the Agency of Population Control, Family Planning, Women Empowerment, and Children Protection of Tasikmalaya Municipality. A very complex task must be supported by human resources that have a high competence in terms of planning, implementation of the plans, organizing, leadership, supervision or control of development and so on. So that it is needed a good institutional management. The research method that is used in the research is descriptive method with qualitative approach and gathering techniques of study of the literature and documentation. The result of the discussion of institutional capacity according to McKinsey is a tool used to analyse the internal aspects of the organization using the seven major elements that have a dependency with each other, meaning that the change of one element will affect the other elements. Such is the case with the institutional capacity of the Agency of Population Control, Family Planning and Women Empowerment, and Children Protection of Tasikmalaya Municipality has had the elements despite the fact yet as planned. But be aware that it is not only intended for the achievement of quality improvement on one element only, but rather intended for the whole elements, not a partial but holistic. In a very long period of time and continuously, institutional capacity requires adaptive activities to enhance the capacity of all stakeholders.

Nagari Sungai Pua is one of the nagari located in Sungai Pua District, Agam Regency. Since the Dutch colonial era, the people of Nagari Sungai Pua generally have preferred entrepreneurship in the overseas or outside of the nagari area. Therefore, the emigrants of Nagari Sungai Pua have spread everywhere and have a structured organization called the Family Association of Emigrants of Sungai Pua or Ikatan Keluarga Perantau Sungai Pua (IKPS). Although migrating, the emigrants remain residents of Nagari Sungai Pua who also have an obligation to build Nagari. Development in Nagari Sungai Pua is already quite high. In general, every development activity involves emigrants, especially in terms of funding. One example is the construction of the Wali Nagari Sungai Pua office, where 1.3 billion (65%) of the budget came from non-governmental organizations, while another 700 billion (35%) came from the Nagari Funds Allocation. In addition, the construction of religious facilities in each jorong is also built using emigrants. This study aims to describe the participation of emigrants in development in Nagari Sungai Pua. The research method used was qualitative with the technique of collecting data on interviews with Secretary of Nagari Sungai Pua and documentation. Type of research is descriptive analysis. The conclusion of this study is the participation of emigrants in development in Nagari Sungai Pua high. Based on the development data from 2008 to 2016, the highest percentage of sources of development funding is through community self-help, which is funds collected from emigrants.

Government Regulation No. 60 of 2014 on Village Fund sourced from the State Budget that is the commitment of the current government to build Indonesia from the periphery to strengthen the regions and villages. But it is not easy in terms of implementation, which qualified regulations, the ability and readiness of the village administration has not been up to make the Village Fund as a dilemma in dealing with financial issues the village to the regression or independence in the village itself in financial terms. The purpose of this research that using a qualitative approach is to approach the budget cycle theory according to Mullins is as follows; (1) To describe the implementation of the program of the Village Fund in Fiscal Year 2015 (2) To determine the progress in implementation of the Village Fund in Fiscal Year 2015 (3) To determine the readiness of regional government regulations and the document is the village planning in the implementation of the Village Fund, (4) To determine the impact of the Village Fund in overcoming the financial problems the village, (5) To know the considerations made by the village government in determining spending priorities aspect penggunanaan village of Village Fund, and (6) To determine the best model of financial planning villages in rural development. The results obtained are the Village Fund is a solution in overcoming the financial constraints the current village. However, there are still shortcomings in optimizing the utilization of the Village Funds, such as the lack of regulations that should be issued by the district / city governments and the late planning documents, the conflicting priority policies of village use that are sometimes different from the needs of the village community, so the choice and pragmatic way becomes dominant. So,it still needs an effective village’s planning model in the optimization of the various sources of income to the next village.

Political decentralization has the consequence of placing the Regional Representative Council (DPRD) in an equal position with the regional head in the administration of regional government. Strengthening the DPRD's institutional function is realized in the Legislation, Budgeting and Controling as the functions of repsentative institusion in the central level. However, The council is considered unable to carry out its functions properly including carrying out the oversight function of planning, implementing activities and local government programs. Based on these conditions, the researchers conducted a competency study of DPRD members in tracking the supervisory function in Gresik Regency. The results, showed that the supervisory process and mechanism carried out by the DPRD had not led to 4 basic stages of supervision; a) Establish standards, b). Measurement performance, c). Comparable performance agains standars and d) Consider correction action. It’s still not done systematically, so the implementation of supervision of the council in Gresik which is translated into commission board still considered sporadic and partial activities. The commission oversight agenda summarized in the work meeting activities, public hearings and work visits of each commission has not yet become an integral activity of a monitoring process. The conclusion, there are gaps between the critical competencies of councill’s members about functions as members of representative institutions. The gap is related to the vision, mission, insights and technical conceptions of each member's task in the field. Supervision task carried out by the Gresik’s council is not systematic and seems sporadic.

The purpose of this research is to find out whether PT. (Persero) Indonesia's Port of Belawan Main Branch I have been doing local community empowerment activities (its environment) and what are the factors that hampered and supporters in the activities of the community empowerment. This research was qualitative research with a descriptive method, i.e. the research procedure that generates descriptive data in the form of the written word or spoken and the behavior of people who observed, i.e. the existing community around the the environment of PT Persero Indonesia's Port I main branch of Belawan, through interviews, observation and documentation. Community empowerment in the environs of PT. (Persero) Indonesia's Port I main branch of Belawan in partnerships program with small businesses and Community Development Program is still limited to venture capital lending, assistance towards victims of natural disasters, aid (contribution) of education, and public development assistance. This is more emphasize the economic and development dimensions rather than the social and science and technology dimensions. Obstacles faced was the lack of funds for the implementation of the community development program and partnership as well as a lack of field employee that is in charge of providing training and education for the built community. The surrounding community is not directly involved in policy making to support community empowerment activities. Likewise in solving problems by allowing problems to occur, without providing assistance for their resolution. Like when partner experience obstacles in repaying loan capital, they just bill to the place of the business partners. If it doesn't already exist, it will be billed the following month, without any assistance how to solve the problem.

This research is motivated by the decision of the Constitutional Court Number 35 / PPU-X / 2012 which states that Customary Forest is no longer a forest in the territory of the country but a forest that is part of the rights of the Customary Law Community. n Mentawai Islands Regency, almost 90% of the area is forested areas, 26,000 hectares will be converted into Customary Forests. In its determination, the community was assisted by the Foundation of Citra Mandiri Mentawai or Yayasan Citra Mandiri Mentawai (YCMM) and the Alliance of Mentawai Indigenous Community or Aliansi Masyarakat Adat Mentawai (AMAN) in realizing the rights of indigenous peoples. This study aims to describe how the process of setting agenda of customary forest policy in Mentawai Islands Regency. The method used in this study is qualitative descriptive. Data collection techniques in this study are interviews, and literature studies using various literature such as books, scientific works, news, and other reading sources relating to research. The results of the study showed that the problem was felt by the Mentawai community since they could not cultivate the forest themselves. After the Constitutional Court's decision No. 35 / PPU-X / 2012, the community assisted by NGOs and the local government drafted a regional regulation related to the recognition of indigenous community, which is one of the requirements to establish customary forests. The Regional Representative Council or DPRD is the only hope of the indigenous community to gain freedom that had not been obtained for several years before the Constitutional Court's decision No. 35 / PPU-X / 2012 was issued. But in the process, the DPRD has not yet stipulated a regional regulation on the recognition of customary law communities since it was submitted in 2015 until now in 2017.
