Abstract

Reformation democracy guides Indonesian government in one decade of duration, even a little bit more, and also in that time it brings the autonomy region existent with aims to spread out development. Based on this concept that the justice of development of every region can be achieved no exception, and then Indonesian government is able to be an advanced country. Due to Indonesian wish to be an advanced country, the academic society right now has very critical opinion to discuss on ever any scientifi c meeting about how to measure the achievement of a good government performance. To evaluate government performance, an instrument is needed to measure governmentactivities, which that measurement must be based on the determinant object. In this case that the determinant object is an environment of entrepreneur as indicator of measurement. The output of measurement can be used as well as input to government to make decision, then implication of policy can be made. In order to apply that instrument, so must be taken an sample district ascase i.e “Pemerintah Kota Bekasi”. The conclusion of this assessment are : Public services for permission of trade in Kota Bekasi must be improved. Public services in specifi cally for wealth of intelectual right must be improved(clearly in law). A minimum substance wage of district / region must be improved. Abstract

The objectives of the research is to obtain upland data and information especially for extensifi cation of sugarcane development through optimal land fertilization. Furthermore, the impacts of this action are to increase the planting area of sugarcane and productivity. The research use Geographical Information System (GIS) in Brebes Regency, starting from June until October 2007 and the field survey was done at the end of August 2007. The results of the research showed that the suitable, conditionally suitable, and not suitable land for sugarcane cultivation in Brebes Regency reach to a high of 40,148 ha, 7,555 ha, and 124,071 ha respectively. The potential upland for sugarcane cultivation reach to a high of 38,264 ha. Based on the soil condition with low contents of N, P and K, the recommended dosage calculation of N, P, and K fertilizers for optimal sugarcane cultivation reach to a high of: N (ZA) = 575 kg/ha, P (SP-36) = 170 kg/ha, and K (KCl) = 600 kg/ha.Key words : sugarcane, upland for sugarcane

Abstract

To process wastes biologically beside knowing quality of wastes a seeding process and a microbial acclimatization are needed in order to develop microbes capable of degrading organic compounds in the wastes. Samples were taken from aeration tank of PT. Van Melle Indonesia, a candy factory, which were then poured into separated tank to be batch-aerated for 4 months. Such a microbial seeding plays an important role in aerobically waste treatments. Beside COD,VSS values being a seeding-threshold measure (more than 3000 mg/l) for being used in an aerobe process. During 1 month seeding the VSS concentration was high, i.e. approximately 6000 mg/l. However, the effi ciency of COD removal was not appropriate because of high organic loads. Thus, nutrient-less treatments were run for 2 weeks seeding (day-57 to day-75). During theperiod VSS concentrations decreased from 6000 mg/l to 4000 mg/l. After nutrients additions on day-78 VSS start to increase along with the increasing of COD values. During day-94 to day-118 period, the achieved effi ciency of COD removal was more than 80% although the VSS values were low. At day-124 VSS concentration was 3122 mg/l and COD removal effi ciency was 91%.After the seeding process was stabilized then an acclimatization step, i.e. a process to adapt microorganisms to wastewater being treated, was performed. This process was carried out in a batch type digester. Adapting process was run by substituting glucose with wastewater being treated. The fi nal process was COD removal effi ciency of more than 80%.Key words : Microorganisms, aerobe, aeration, VSS, COD.

Abstract

Singkarak Lake located in Solok Regency and Tanah Datar Regency potentially for tourism and fi-shery sector because of its scenic view and bilih fi sh specialization. That sector cohesiveness creates a fi shery agro tourism practices. However dilemmas shows, such as overlapping of tourism interest with bilih fi sh conservation. Objective of this study are learn about potential and conservation efforts for bilih fish and analysis its relevancy with tourism aspect, so it will gain a modeling concept of Developing Area of Bilih Fish Agro tourism (“Kembang Aibil”) in particular Singkarak Lake area. A proposal concept is agro tourism landscape arrangement with zoning system. Zoning objectiveis to accommodate tourism interest with bilih conservation through separated area based on visitor activi-ties. Singkarak lake as unique and interesting recreation place for tourists because its bilih fi sh exis-tence. Singkarak lake zoning divide into three zones: (1)Recreation zone is singkarak quay area, (b) buffer zone is Singkarak Lake Public Fishery Water Unit (UPPU), and (c) Conservation zone is Bilih Fishery Preservation in Sumpur and Paninggahan River in Sumpur village, South Batipuh Sub district, Tanah Datar regency and Bilih Conservation Centre in Nagari Guguak Malalo.Key words : Tourism, Fishery Agro Tourism and Bilih Fish

Abstract

An evaluation of the water quality at the hatchery of Tanjung Riau was conducted to understand the water quality status at the several place of the hatchery unit such as brood stock tanks, larva rearing tank, water storage tank, fi ngerling tank as well as the source of the water supply. The water quality status of Tanjung Riau generally is in a good condition to support the hatchery activities, but for turbidity and salinity were in the exceed and below the normal status and its infl uence on the spawning activity. To overcome the problem on the spawning of the brood stock, the improving of water supply with higher salinity and low turbidity should be set up to ensure the succeeded of the spawning.Key words : Water quality, grouper brood stock, hatchery,Tanjung Riau Batam

Abstract

Groundwater is water that located beneath surface. The water moves down into the ground because of gravity, passing between particles of soil, sand, gravel, or rock until it reaches a depth where the ground is fi lled, or saturated, with water. Groundwater is stored in the ground in materials like gravel or sand. To meet a demand of drinking water in the Padang Area, groundwater is one ofsolution to overcome a problem of the need of drinking water, because the availability of surface water is not suffi cient. In this paper, it will be discussed concerning characteristic and condition of ground water by applying geoelectrical technology in Padang Area, Tanah Laut district, South Kalimantan Province. Based on the result of survey in fi eld, data processing, and modeling, it can be interpretated that the existence of potential aquifer in Padang area is occupied between 15 – 40 meter and above 130 meter depth.Keywords : Groundwater, geophysical technology

Abstract

Law Number 26/2007 about Spatial Planning has been dedicating a spatial plan sound disaster mitigation. South Buru District, which as splitting district from Buru District, currently preparing spatial plan. This paper intends to conduct a risk analysis of the earthquake disaster that will be used to evaluate the concept of spatial plan of South Buru District. Risk analysis concist of set of analysis such as prone, vulnerability and risk analysis to earthquake disasters. Based on these analysis, indicates the level of risk to earth quake in the majority of South Buru area is low. Comparison between the risk map with the concept of spatial plan indicates that the placement locations of major activities in spatial concepts have been in accordance with the risk of earthquake.Keyword : earthquake, prone to disaster, vulnerability, risk analysis, spatial planning

Abstract

Feed is the main component in livestock industry, and contributes 70% of the total farming cost. Agriculture by-product is one of the alternative feed ingredients for goat feed. The width of cocoa estates in Indonesia in period 2003-2007 shows the highest improvements (43,5 %) than other commodity estates, thus cocoa estates have integrated prospect with livestock industry. Cocoa husk is the most waste of cocoa (73,77 %) and contains raw protein and energy which is not too different with kinggrass, so can substitute green feed more than half. The potential of livestock integrated with the cocoa estates ha a good prospect on the public estate’s development. Cocoa estate has a good prospect to support the integrated with goat farming, however it need s a real concept of the integrated program that work sustainable. The potency of cocoa estate has carrying capacity of 6.05 head goats for 1 hectare area. This is based on the need of the feed from cocoahusk of 1.5 kg/head/day.Keywords : cocoa waste, goat feed

Abstract

The contamination of fungi is an important problem which must be known and controled. Mycelia sterile is one of contaminated fungi which is seldom known and must be studied. Different morphology, reproduction and physiology of this fungi is important to study because of the strategy for its control. The aim of this research is to study mycelium sterile and the procedure for its controll. The observation was conducted on fungi suspected included mycelia sterile for 3 years at IRCVS Mycology laboratory. Isolation, identification and re inoculation in agar medium wasconducted on suspected fungi as mycelia sterile. The results show that 10 fungi are mycelia sterile. From this research result, it can concluded that mycelium sterile is a contaminating fungi and it is assumed that it can be controlled.Keywords: Mycelia sterile, contamination, control.

Abstract

The objective of the research were to investigate level parasitization, immature development period, longevity of adult parasitoids, along with number of progeny and parasitoid sex of Psyttalia sp. attacking larvae of Bactrocera dorsalis. This experiment was conducted in Laboratory of Entomology, Department Plant Pest and Diseases Faculty of Agriculture, Sriwijaya University from March to September 2007. The result showed that the average level of parasitization of Psyttalia sp. reached 24.24%. The highest one was 30% and the lowest was 16.7%. The immature development period of Psyttalia sp. ranged from 24-31 days with average 27.5 days. Longevity of imago parasitoids which stored at 5 0C was 14.1 days. In the research, the progeny of parasitoids which produced was females with percentage of females reached 59.99% and percentage of males reached 39.99%.Keywords: fruit flies, Bactrocera dorsalis, parasitoid, Psyttalia sp.
