Jurnal Masyarakat dan Budaya (JMB) or Journal of Society and Culture is a peer-reviewed journal that aims to be an authoritative academic source on the study of society and culture. We publish original research papers, review articles, case studies, and book reviews focusing on Indonesian society, cultural phenomena, and other related topics. A manuscript describing society and culture outside Indonesia is expected to be analyzed comparatively with the issues and context in Indonesia. All papers will be reviewed rigorously at least by two referees. JMB is published three times a year, in April, August , and December.

Abstract

This article discusses water scarcity that occured in West Nusa Tenggara Province, particularly in West Lombok District. The main cause of this nature calamity was the forest destruction at the upstream area. To overcome this problem, the West Lombok District Government have issued water resource management policy, popularly known as “Green Economy Policy”. According to the UNEP, the concept of green economy is one effort to improve human well-being and social equity, while at the same time may significantly reduce environmental risks and ecological scarcities. In other words, green economy is the new paradigm of nature resource management, which shifts this sectoral approach to integrated management. Implementation of this programs are as follows; reforestation at the water catchment area, planting of mangrove trees, village self-help energy program (program desa mandiri energi), thousand blue programs (program seribu biru), and environment public services program. How this program is carried out by the West Lombok District Government? This article aims to answer the question. Keywords: water scarcity, water resource management, green economy.

Abstract

Climate change has a significant impact on coastal area ecosystem due to the rise of sea surface and its temperature, the change in salinity, and the frequency and intensity of extreme events such as tropical monsoons and high waves.Climate change has impacted social and economic activitiesin many areas. This paper aims to look at the adaptation strategy of Bajo fisherman in Sikka District East Nusa Tenggara province. The data for this study were collected by using in-depth interviews, observations and Focus Group Discussions. This research shows that Bajo fishermen develop adaptation strategy to face climate change through knowledge construction and innovation of fish capture. Abstract

This writing is a reflective analytical description on the relations between primordialism, pluralism and democracy. By using historical analysis, the writer tries to unfold how the words “democracy” arose as an idea that led to a social movement. Democracy was used to largely interpreted as “modernism” or “developed”, which later debates also included the desire for equality of rights and status. This later idea has brought the first social movement against colonialism. By the time Indonesia gained its independence, democracy was thought to be – and can only be achieved – if the people can free themselves from primordial bounds. the imagined democratic community is a community with a social structure and system that is able to bloom a “Cultural Bazaar” condition, a “market” that spares room for pluralism. Then, under this conditions, new values can be nurtured as a base to re-create the new society. Keywords: primordialism, pluralism, democracy, historical analysis

Abstract

This paper is part of desk research on the analytical reflection on daily lives. Writer tries to explain the importance of cultural studies from philosophical perspective. The aim of the approach of this writing is to put culture in its proper context, in order to give better recommendation for cultural policy reform. Recent years has witnessed the vast and dynamic development of cultural studies. One of the approaches is by using philosophical perspectives and methods. Differs with other methods, this research tries to prove that scientific truth can be reached through philosophical reasoning, which includes three main components, namely ontology, epistemology and axiology. With this method, culture has found a new meaning as “a process of understanding”, and no longer it is seen as something that is already “given”. This “process” is continuously negotiated through the whole social interaction, which depend on the characters of power relation and other relations in the society that changes from time to time. Abstract

Health is one of basic needs of human being. The health program effort are including constructive, preventive, curative, rehabilitative, and preservative. Objects of program ranging from individuals, households, families, communities, nations to the world community. Region spatially, starting from the village, subdistrict, district, provincial, national, and international. Institutions ranging from neighborhood health center services, public health offices, health centers, and government-run hospitals and the community. Health implementation efforts have strengths, weaknesses, opportunities and challenges. The multidimentional components contribute to health status of society. Abstract

Adat Community around the globe particularly in Indonesia is facing a massive problem. This phenomenon refers to two cardinal issues namely: the willingness of the government to recogize their rights and existence, and how to maximizing their participation in national development programs. This paper deals with certain issues such as definition and concepts being debated, inconsistency to link between local history, identity socio-cultural and economic rights of the adat community. In this stage, the first party responsible for empowering the adat community is the government, however there is an immense disparity between ideal plan to empower them, and systemic deteriorating of the peoples’ life condition and all of their right. Implying some definitions and categories, this paper underlines as well as the actual life condition of adat community currently, that is not merely impacted on external factors but also from internal factors. This paper ends with six conclusions to emphazise ways for coping with current crisis of the adat community in Indonesia. Keywords: adat community, current realities and reflection.

Abstract

To comprehend the reality of this underground economy certainly requires an understanding of the upstream and the downstream network of the activity. Several studies about underground economy have conducted in many countries indicate that this economic activity has involved many actors. Underground economy is also a complex phenomenon, present to an important extent even in the most industrialized and developed economies. People engage in underground economic activity for a variety of reasons; among the most important are, to avoid government actions, most notably taxation and regulation. This paper is also concerned with the bureaucrats crime. It uses the context of the garment import sector in Indonesia to further analyze issues relating to corruption in both private and public sector. The author argues that blaming the bureaucrats or the private businesses alone would not do justice to the problem. Neither will it help in finding appropriate policies to solve this important problem in governance and development. Abstract

This article is a part of research findings on fishermen, conducted in 2009 at fishing village of Bendar in Pati Region of Central Java Province. The study shows that fishermen basically face a number of handicaps or problems, concerning with regulations that forbid operating cantrang nets and sale of fish over the sea, bureaucracy difficulties in terms of officials’ negative mental attitude, lack of capital, market system based on middle man, and instability in income generation. As a means of production, cantrang nets are extremely prohibited to operate due to considered similar to trawl nets in the way of operation. The study is basically a qualitative research in which informants and key persons come from fishermen themselves and informal leaders in local community. A number of questions as listed in interview guide have been addressed to all of them and designed to get information in-depth as primary data. In addition, the study also collects some data from other sources as secondary data to support primary data. In coping with such problems, some actions have been done both by fishermen and government. Regarding to regulations on cantrang nets operation, Fishery and Marine of Central Java Office enforces a special policy that allows such gear to operate only by vessels with 29 GT or below in size. However, in sight of fishermen this policy is not a real or an expected solution. Therefore, as a preferred kind of gear they want all cantrang nets in any size are allowed to operate without any limitation. In connecting with other barriers, fishermen get loans from local banks to overcome the lack of capital, bridge good communication with middle men, and offer profit sharing system to the crews. Abstract

According to the ‘push and pull’ factors of human trafficking, traffickers and recruiters take advantage of the legal vacuum and of socio-economic problems present in local areas. Unemployment, poverty, lack of education, gender discrimination and family violence are conditions that turn recruitment into an easy task ― especially when future victims are often recruited under false pretences and with false promises. Once recruited, these human beings are most frequently turned into traffickers’ commodities and end up as victims of forced labour and sexual exploitation.This paper intends to show the importance of proper help and protection for women as trafficking victims. ‘Best practices’ such as psychological, social and economic assistance both before and after repatriation to the country of origin, may help to empower victims and to protect them to avoid them for being involved in human trafficking. Moreover, the promotion of victims’ needs is essential for the promotion of human security, which should also be a target of the countertrafficking law enforcement.
