Abstract

This research conducts an attempt to extend the meaning of zoo in society by Sander Pierce's semiotica analysis on Photobook titled Wildtopia. By qualitative method, this research finds that the zoo have a dualism function in a very contrast way. In one hand, the zoo gives a representational experience as objectivate the animal for human knowledge. On the other hand, zoo it self destruct the wildness of each animal as they are taking care by human. Another interesting finding shows photography is able to criticized phenomenon in society as a visual argument.

Abstract

The emergence of a debate about the village head elections, is it a form of democracy or not democracy? Because it is controlled by a handful of oligarchs, it has long occurred among village experts. Therefore, this article aims to find out the development of the democratic model and the source of oligarchic power in Sitimerto village, Kediri regency in the Pilkades 2016. This article uses a qualitative approach and takes a case study on the selection of Sitimerto village heads, Pagu District, Kediri District, East Java Province. The case was interesting because the Sitimerto Pilkades allegedly represented a village with Javanese cultural characters and the oligarchs were quite strong. The results of the study prove that material resources are still dominant in the political dynamics of Sitimerto village. Money politics is a material resource that functions to influence village voters with diverse meanings. However, oligarchs must also become as elites to be able to exploit non-material resources to better guarantee victory in the election of the Sitimerto village head. In this study, non-material resources are identical with Javanese sources of power which are spiritual powers or called kesakten.

Abstract

Corruption crimes have long occurred in Indonesia and the perpetrators are not infrequently involving various groups of societies. Whereas preventive measures have not focused much directly on civil society. Therefore, the purpose of this research is to uncover the efforts to develop an anti-corruption culture in the community through the implementation of the banjar. This study uses a qualitative approach to the case study method. Data are obtained through interviews and literature studies. Data analysis techniques use the Miles and Huberman model. The result of the study shows that the implementation of banjar is one of the community's efforts to cultivate anti-corruption values. The suggestions that the writer can give are based on the results of this study, namely: 1) Indonesian people are rich in local wisdom which contains positive values including the implementation of this banjar so that it must be preserved; 2) the cultivation of the value of anti-corruption through the implementation of banjar is an experience that can be a reference in learning in formal education in schools and universities so that it has sustainable benefits

Abstract

The high rate of maternal and infant mortality shows that the quality of health services is still low, and an active alert village has been made to create a healthy lifestyle for the community. Active Alert Campaign Study in Salor Indah Village in Merauke Regency and the factors that influence it. This research uses descriptive type using qualitative. Data obtained through key informants determined purposively. The results of the study show that; (1) Salor Indah Village has fulfilled the criteria specified in the active standby village program. (2) Community participation based on the CLEAR model which contains sources of information and knowledge obtained by the community, consisting of posters and active standby village service instructions, and the community to get convenience in using active standby village facilities. Every idea taken by the community is taken as input in the leadership decision making. These ideas and thoughts were conveyed during the Village Community Consultation. (3) The inhibiting factor in the implementation of the active Alert Village program is the quality of human resources owned by Kampung Siaga not yet competent in the health sector, the community is still weak to receive information about low educational background, and also the difficulty of paying attention to the community open a healthy life.

Abstract

Cultural literacy is needed as an element of development in development administration. Values in culture, especially village communities have long been a factor forming social structures in the village and are able to play a role in maintaining the preservation of environmental ecosystems. However, cultural problems in the village have long existed before the government's cultural development policies were implemented. The purpose of this paper provides a broader space to translate village culture to the lowest level into the development process because villages in the context of modernization have a vulnerability to traditions that have been carried out for generations. The research uses library research. The results of the discussion show that communication and interaction within the family contribute to strengthening local language culture and habits that are taught from generation to next generation. Culture formed by families is able to filter out social change. In addition, the diversity of cultures in the village has become a unique opportunity for the consistency of cultural development with a tolerance base amid the swift capitalism / modernization that has a universal cultural impact. Thus, these two aspects are steps in the people center development to be considered in cultural development in the village.

Abstract

The noken system, particularly related to the model of electoral balloting in Papua Province, has become an eternal topic that has been discussed and debated. The main point of the discussion is at least two aspects, namely the implementation of the noken system which is considered as local wisdom and the manifestation of deliberative democracy and in other parts that the system is considered to violate the principles of freedom and political rights of citizens. This research is a qualitative research with three research objects, namely the electoral system, deliberative democracy and political rights of citizens. This research shows that the implementation of noken in Papua is legitimate in the legal term and culturally the practice of the system is inseparable part of local wisdom and the manifestation of deliberative democracy. This study recommends the need for adjustments between the election noken system and the principles of justice, freedom and political rights of citizens through synchronization and harmonization of legal products regarding the noken system with protection of human rights in addition to the need to make incremental improvements to the system.

Abstract

This research attempts to understand the role of the Community of Latin American and Caribbean States (CELAC) in carrying out the Zero Hunger program in Haiti. Compared to the other countries in Latin America and the Caribbean, Haiti is the country that has the highest poverty and malnutrition rates. This becomes the basis for CELAC to take roles in the problem. By using research methods and international concepts proposed by Clive Archer and Andre Pariera, this study produces two findings about CELAC in overcoming problems related to malnutrition in Haiti. First, CELAC plays a role as an arena an actor through the provision of the High-Level Conference and Ministerial Conference that discusses the problems in Haiti. Second, CELAC has a role as an initiator through the promotion of dialogue between countries to exchange experiences on national social programs.

Abstract

In the era of president Nicolas Maduro, the Venezuela faced economic crisis. It affects to social and economic decline. The govenment is in the chellenge of public trust and political instablity. The Maduro performance perceived as less effective and repressive that lead to the society questioning about government capacity to solve the problems. Thus, the authors are interested in explaining the efforts of the Venezuelan government in dealing with the crisis. The author uses descriptive qualitative research methods and data collection techniques based on literature study. The data source comes from the literature published by scholars and experts on Venezuelan politics and the Latin American economic crisis. The author notes several actions of the Venezuelan government in dealing with the economic crisis including: (1) economic policies reform; (2) diplomacy of foreign aid to China; (3) food price stabilization: (4) strengthening public health services; and (5) strengthening regional cooperation with organizations in the Latin American region.

Abstract

Post-reform, mass media plays an important role in political life in Indonesia. Media power in presenting or reporting political events in the form of news often has a significant impact on political developments in the country. This study focuses on political news on JPNN.com and TribunJatim.com, regarding the construction of the Governor of Deputy Governor and Deputy Governor of East Java in 2018. The researcher used Robert N Entman's framing analysis of four media analysis strategies; (1) Problem identification (2) diagnose causes (3) make moral judgment (4) treatment recommendations. The news frame carried out by JPNN.com and TribunJatim.com clearly uses the figure of Kiayi as a way to get sympathy from voters, especially those in the horseshoe and Madura region which incidentally is NU's mass base. For the East Java region outside the horseshoe and madura area (arek and matraman), the framing of the news carried out was that the candidate pairs received support from community organizations and emphasized the figure who was able to win over the problems in East Java.

Abstract

One of the developments in Indonesia's political democracy is marked by the existence of legal framework that state sovereignty belongs to the people and is carried out in accordance with the 1945 Constitution. On the basis of the formulation of leadership succession in the executive and legislative branches it is mandated by Article 22 E paragraph (2). However, in practice the constitutional arrangement in Law Number 42 of 2008 concerning the General Election of the President and Vice President shows that it is inconsistent with statements in the constitution. As stipulated in Article 3 paragraph (5) states that the election of the President and Vice President is held after the election of the DPR, DPD and DPRD. At the end of the Constitutional Court through Decree No. 14/PUU-XI/2013 states that the selection of models is unconstitutional. Based on this assessment the constitutionality of the norm selection method is based on the simultaneous interpretation of the constitution both from the initial intentions and historical interpretations. The simultaneous constitutional electoral plan was called born as an effort to shift the direction of the transition to democracy in a strengthening system so that democratic consolidation of direct democratic practices tends to be transactional, corrupt, manipulative, high cost and to preserve power can be minimized in the practice of constitutional democratic dimensions to understand and sovereign.
