Abstract

 As an archipelago,  Indonesia consists of 17.507 islands. The regions of Indonesia have some of their indigenous ethnic groups.  However, in the light of the geographical aspect, Indonesia has 128 ethnics groups which have different cultures. Meanwhile, since the end of 1990s, the topic of genetic resources, traditional knowledge and Indigenous heritage ambit of Intellectual property discussions.  Batik and Angklung  are Indonesian Indigenous heritage which have been acknowledged by UNESCO as Intangible Cultural Heritage. One of the purposes of the acknowledgment is  to avoid  any claim from another country which has the same culture. Besides batik and angklung, there are so many indigenous heritages that  have not been acknowledged as Intangible Cultural Heritage. Due to this condition, the research is made to know what the protection should be given by law to Indigenous heritage in international law perspective. There is also how the implementation of International convention to Indonesian law can protect and maintain the cultural heritage.The method used in this study is a juridical normative with the specifications of analytical description. The research was conducted by collecting primary, secondary and tertiary legal materials through library and field research, and then analyzed with qualitative method.Based on the results of this study, it is revealed that: Firstly, the legal basis of the application of the Implementation of Protection of Indonesian Indigenous heritage have been already very relevant but still insufficient in implementation. Hence, it is not impossible that   Indonesian  government can take  economic advantages of Indigenous Heritage.  Secondly, there are various forms  of Legal protection of Indigenous Heritage, these are Law of Intellectual Property Right and Legal Protection besides Intellectual Property.Keyword : Indigenous Heritage, Intangible Cultural Heritage, Intelectual Property Right Law.

Abstract

Four Baroque Roman Catholic churches constructed between the 16th and the 18th centuries during the Spanish period of the Philippines are inscribed in the UNESCO World Heritage List. Two of them are assessed in this study. Generally, the paper aimed to assess the management of the two baroque churches in Region I, Philippines, to wit: the Paoay Church and and Sta. Maria Church. Specifically, it sought to 1) identify the reason for their inscription; 2) discuss the laws and ordinances that provide for the protection and conservation of these sites; 3) discuss how the protection and conservation of these sites are administered; and 4) and determine the extent of the compliance by these sites of the requirements of protection and conservation. There are laws, international and national as well as ordinances passed at the local levels to provide protection and preservation of the heritage sites. The Paoay Church is managed by the following groups, to wit: 1) Paoay Church Restoration Task Force; 2) Municipal Government; 3) Homeowners Association within the Heritage District; and 4) Other NGOs. The Sta. Maria Church, on the other hand, is managed by the different groups that comprise the Sta. Maria Heritage District Council. As conclusions, there are adequate laws to protect the heritage sites. But some provisions are not strictly enforced. The LGUs are very supportive. However, their participation, particularly in Sta. Maria is constrained by lack of funds. Parish priests play a very significant role in the preservation of these churches. Their competence or enlightenment on conservation efforts would spell their success or failure.

Abstract

This study investigated Kelompok Usaha Bersama (KUBE) which was managed by women or Poor Women Business Group Program was a social service program in economic field which was under supervised by Ministry of Social Affairs of the Republic of Indonesia to eradicate poverty, where entrepreneurship as an important successful key indicator of their business. Entrepreneurship also occurred in social service agencies and has long described with terms such as new, innovative, flexible, dynamic, creative, and risk taking. However, entrepreneurship did not yet a business spirit by most KUBE in West Java Indonesia. One of great opportunity in KUBE business which was needed an entrepreneurial spirit was waste bank. Decentralized waste banks, trash banks, garbage banks or Bank Sampah as they are called in Indonesia are a new convincing concept for waste management. This study used a survey to investigate the perception of women's business group at West Java who joined in Kelompok Usaha Bersama (KUBE) on waste bank. The respondent of this study were 111 (one hundred and eleven) poor women who received business aid in form of money and goods for the development of their business activities. The waste bank was still not popular among KUBE’s member, they are set up in neighborhoods typically for about 1000 residents and are usually run by poorer people who wish to increase their income. Bank customers bring all non-organic waste to the banks where it was treated like a deposit. Transactions were recorded preferably in a bank book that the customer hold or alternatively in lists kept by the bank. Ministry of Environment of Indonesia promoted Waste Banks as the new strategic program. According to the Ministry, Garbage Management with a lot of positive impacts through the waste bank development program was inseparable from the participation of people, especially from the grassroots level.

Abstract

Many rivers in urban areas in Indonesia are commonly used as raw water sources for drinking water purposes. Therefore, the water quality of the rivers needs to be maintained. River restoration program becomes a major priority in improving the water sector and environmental, particularly in big cities in Indonesia. Sugutamu River is one of the main rivers passing through the Depok City, West Province of Indonesia. High population . Stakeholder participations should be considered when implementing a participatory program in river restoration project. This program can be developed by increasing the awareness of the community. One of the most important communities is the ‘expert’ communities. In this research, economists, environmental specialists, river engineers, urban planners are selected as the ‘expert’ community. Questionnaires were distributed to the expert communities to investigate how the respondents concern about the importance of river water quality. The result shows that the awareness of the expert community on river water quality and its improvement is higher than on other aspects.

Abstract

The analysis of this research basically concerns issue of setting of developed country which is depicted through the sign systems found in the drama script “Nyayian Rimbayana”. Principally, the research is a descriptive qualitative research with Roland Barthes’s semiotics as the main tool to examine the data. The sign systems detected are interpreted in two orders of significations (language level and myth level). Observed based on the myth of liberal capitalism, the setting of developed country illustrated through the sign systems are specifically in principles of modernity of infrastructure (infrastructure appearance); diversity of social class, capital force (social class); mercantilism, non-intervention of government, policies of encouragement, the disregard of domestic policies, and non-inward-looking development policies (leader role); and market force, free market system, openness of country’s economies, profit motive, private ownership property, and no legal limit on the accumulation of property (industrial prototype). Key words: Drama, semiotics, developed country, liberal capitalism.

Abstract

The analysis of this research basically concern issue of the cultural in the context of the mode of ‘must’ in the modality of necessity in English and its equivalents in Indonesia. The method used in this research is descriptive research method. The data taken in the form of written language manner with consideration that written manner shows more consistent characteristics in usage of the sentence structure and word choice as well. The data is taken from novels in English and also in the form of its translation in Indonesian. Syntactically, the result of the analysis shows thatthe mode of ‘must’ is actualized in modal forms (modals/modal auxiliaries) refers to ‘the rules for modal verbs’. Modal patterns, in general, used M + Vinf, where modals are always followed by infinitives or main verbs. Semantically, the mode of must is the expression of logical necessity and belongs to an epistemic modality that has a subjective meaning of certainty. The disclosure of epistemic modalities is indicated by the arising of the speaker's certainty involving his knowledge or his beliefs. The equivalent mode must in Indonesian becomes 'harus' .

Abstract

This paper presents how Vigan utilized cultural mapping as a tool in heritage conservation.  It discusses the importance of cultural mapping and the process of documentation , the results of the hands-on cultural mapping activities in terms of documented resources, and the ensuing projects along heritage conservation that were adopted by the City Government of Vigan.The cultural mapping project covered four components of the heritage: natural heritage, built heritage, movable heritage and intangible heritage.  The cultural mapping yielded ten volumes of documentation which were submitted to the local government of Vigan and were later exhibited at the University of Santo Tomas in Manila and at  the Vigan Cultural Trade Center.Cultural heritage conservation projects ensued from the cultural mapping such as the Buridek: Vigan Children’s Museum, Vigan Heritage River Cruise and the UNESCO World Heritage  City of Vigan Philippines Heritage Homeowner’s Preservation Manual.Keywords: 1. Abstract

This study was undertaken to preserve and promote the traditional Ga’dang dishes of Bayombong, Nueva Vizcaya. Interviews were conducted among 20 Ga’dang respondents such as elders, barangay chairman and a researcher last February 2014 to obtain the information needed. Books, municipal records, Internet sources and barangay files were also compiled. From the general findings of the study, the following conclusions were drawn: (1) Their traditional dishes can be classified according to everyday and festive food. Everyday food are the dishes typically prepared such as ininaw, pinaracao, nilabbab, ginataang suso barale, while their festive foods usually prepared during special occasions and gatherings are inandela, laoya, tinuno and pinatarak; (2) The sources of food are rivers and streams where they obtain fish and shellfish. They also till their agricultural lands to grow crops and vegetables. Aside from these, they also practice livestock raising; (3) In terms of food preparation methods and procedures, they practice boiling, grilling, steaming and preserving through drying and salting; (4) They still adhere to their customary food beliefs and practices such as praying before preparing food, sharing of food with neighbors which is their gesture of showing generosity and offering of foods for the departed which is known as atang; (5) The traditional dishes have potentials as cultural tourism element because they are greatly associated with their customs, traditions and beliefs. Although some of their methods of preparation as well as recipes are not indigenous to them, they modified them such that they have developed them as distinctly Ga’dang dishes. In order to preserve and promote the traditional dishes, the younger Ga’dang generation should be taught about them so that they will be able to integrate them in their daily lives.

Abstract

Capacity building is the capability enhancement process of the Community-Based Rehabilitation (RBM) caretaker in providing services to persons with disabilities, so they could access their needed services. The purpose of this research is to study Capacity Building of Community-Based Rehabilitation to Accessibility of Persons with Disabilities in Cibiru Wetan Village, Cileunyi Sub-district, Bandung Regency. The research method used is qualitative with action research design. Data source used is primary data source and secondary data source. The data collection techniques used were in-depth interviews, participant observation, documentation study, and Focus Group Discussion (FGD). Data validity checking technique used is credibility, transferability, dependability, and confirmability. Furthermore, the results of this study were analyzed by qualitative analysis techniques. The results showed that the capacity building of RBM Cibiru Wetan caretaker enhances the capability of RBM caretaker to provide services to persons with disabilities.Shown by RBM Cibiru Wetan caretaker in providing services to identify the needs and problem of persons with disabilities, assessment, planning and working matrix, improving the RBM management, as well as recording the handling of cases of persons with disabilities. The RBM caretaker capacity impacts the quality of RBM services to be comprehensive and based on social work.

Abstract

Environmental problems as a result of unsustainable development require holistic solution to be solved. One of the solutions is the reimplementation of local wisdom. In the past, people lived in harmony with the environment and almost all ethnic groups in Indonesia have the wisdom to preserve and manage the environment inherited by their ancestors. Local wisdom is invaluable tradition that has influenced people’s attitude and behaviour towards nature. However, this wisdom is abandoned by modern developments. This study aims to analyse the reimplementation of local wisdom as an environmental conservation strategy. Difficulties in learning and using local wisdom practiced in the past are encountered in the reimplementation process. This is due to unavailability of local wisdom official records. Another difficulty is society’s unwillingness to re-implement local wisdom. Local wisdom is considered as outdated by many people. Reimplementation of local wisdom can be conducted through systematic approach in education system, integrated socio cultural approach and consistent government development policies. The re-implementation of local wisdom should be adapted to current times. It should not simply adopt local wisdom in the past as it was because it will not suitable with the present time. Renewal of existing local wisdom can be used by the government to create sustainable development. Environmental conservation should be conducted by considering local situation and condition as Indonesia has a very diverse population and environmental conditions. Keywords: environmental conservation; local wisdom.
