Abstract

Prosedur untuk pension pegawai negeri sipil yang memasuki batas usia pensiun di kantor wilayahVIII dari badan kepegawaian negara di Banjarmasin dimulai dengan pensiun yang diusulkan oleh dewan kepegawaian provinsi dan kabupaten atau kotamadya, penerimaan file proposal pensiun, pengajuan berkas proposal pensiun, penyelesaian file proposal pensiun, daftar dan cetak keputusan pensiun, pemeriksaan kembali keputusan pensiun, prangko dan pengarsipan keputusan pensiun, membuat surat pengantar kepada dewan personalia daerah sebagai pemohon untuk pensiun karyawan, dan menyerahkan keputusan pensiun pegawai negeri sipil kepada dewan personalia daerah sebagai pemohon untuk pensiun pegawai negeri. Kualitas layanan pensiun pegawai negeri sipil memasuki batas usia pensiun di kantor wilayah VIII dewan pegawai negeri ke kabupaten provincial atau pejabat-pejabat kota di wilayah kerjanya baik, buktinya adalah layanan yang disediakan oleh kantor-kantor regional dari VIII dari agen personalia negara adalah tepat waktu, mudah, akurat, murah, hasil layanan seperti yang diharapkan, dan transparan dalam memberikan layanan.

Abstract

Malang which is rapidly grown forces mass mobility in large scale and it is absolutely correlated to the growing number of transportation device to serve the society that use public transportation service. Replacement of the terminal is also a draw considering the Tower next to the terminal there is a very crowded market in the city of Malang Main Market Tower. This study used a qualitative method because it is felt this is a suitable method to search for an existing phenomenon. The interesting phenomenon of this study is the congestion and chaos that became a routine when a bus or public transportation in both the city and between the city will enter or exit the Terminal Hamid Rusdi. This is compounded by the habit of putting the cart vendors selling or even selling at a roadside place where many of these vehicles. Not only that, the congestion that often occurs at the junction of former Terminal Tower is due to the implementation of one-way doors. Cars in the city or intercity transportation in and out of the same access road. with two different purposes, in city and intercity, which is supposed to have access to different doors.

Abstract

Abstract: General election is monumental for a political party. To fight and reach political goals on the 2015 Malang regional head election, strategies are absolutely prepared by the political parties. First-time voter is a unique phenomenon to be studied due to their supports to the democracy itself. However, the reality was the first-time voters viewed that using their voting right is not important. Some of the first-time voters believed that it is not their time to think about politics complexly. The other first-time voters were apathetic because of their hedonic behavior. This research sought to analyze the political parties’ strategy and communication pattern and the first-time voters’ participation in a normal and natural situation. Key Words: political party; communication strategy; regional head election Abstrak: Pemilu merupakan hal penting bagi partai politik. Untuk bertarung pada Pemilihan Kepala Daerah Kabupaten Malang 2015, strategi mutlak dipersiapkan oleh partai politik demi terwujudnya tujuan politik. Pemilih pemula menjadi fenomena yang sangat menarik untuk dikaji karena kontribusinya yang sangat besar terhadap demokrasi itu sendiri. Namun realita yang ada, pemilih pemula masih menganggap bahwa menggunakan hak pilih bukanlah hal yang penting. Sebagian pemilih pemula beranggapan bahwa belum saatnya berpikir rumit tentang politik. Sebagian lagi justru bersikap apatis tentang politik karena perilaku yang cenderung hedonis. Penelitian ini berusaha menelaah strategi dan pola komunikasi partai politik dan partisipasi pemilih pemula dalam suasana yang berlangsung secara wajar dan alamiah. Abstract

Abstract: Implementation of Barito Timur Regency’s RegulationNumber 6 year 2015 on Procurementof Goods/ Services in the Village. The purpose of this research is to know the implementation of Regulation of Barito Timur Regent Number 6 Year 2015 concerning Procurement of Goods/ Services in Village from Communication factor, Human Resources and Bureaucracy Structure (George Edward III dalam Budi Winarno, 2012:126-151). But it will also give recommendation for Local Government in implementing Procurement of Goods/ Services in Village East Barito Regency. The research method used is descriptive method with qualitative approach. Data collection was done by interview and documentation techniques. Triangulation technique is used to check the validity of research data. Data analysis in this research using steps Miles and Huberman (1992), is the process of analysis by using several components consisting of data reduction, presentation or display data and the conclusion/ verification. The results showed that the Implementation of Barito Timur Regency’s Regulation Number 6 year 2015 on Procurementof Goods/ Services in the Village District Dusun East has not run optimally. Implementation still faces fundamental obstacles in communication is lack of socialization intensity done to executor of policy of procurement of goods / services in village. Another obstacle is the human resources, namely the low ability of procurement of goods / services in the village. While in the bureaucratic structure there has been no dispersion of responsibilities among the implementing Team for procurement of goods / services in the village. Abstract

The fuel price hike by the 1 April 2012 would be a hot ball emerging into society, the polemics between the parties for and against this policy. The purpose of this paper is to analyze the critical (critically analysis) and a comprehensive review of the cases of rising fuel oil (BBM) 1 April 2012 the dilemma in terms of public management, the overall impact on system development, oil and gas and energy from the dimension of the economy and welfare of the community, influence and impact is a multiplier effect in all aspects of community life, providing a domino effect on the increase of goods, the increase in fuel compensation policy into a political commodity that is not pro-people, the dilemma that occurs when fuel prices in Indonesia are too low (the value of subsidies) so that a gap is quite far to the market price that would cause a crisis when price fluctuations and inflation is quite high. From this it would cause an even greater impact that rising unemployment and the number of poor people in Indonesia. Ways to overcome the dilemmas of the fuel price increase 1 April 2012 in terms of public management in the public do equilibrium (balance) reached between the factors that make up the dilemma.

Abstract

Motivated by the regional autonomy era which authorizes local governments to take care of their household including human resources management authority in order to produce professional civil servants. Therefore, a change in civil servants management policy is needed including recruitment planning. This study aims to describe and analyze the planning of human resource recruitment of temporary employees category II into CPNS in Pemalang Regency, the supporting and inhibiting factors in the planning of human resources recruitment of temporary employees category II into CPNS in Pemalang Regency. The method used is qualitative with descriptive approach. The data was analyzed using interactive analysis model from Miles and Huberman. The results showed that the planning of human resources recruitment of temporary employees category II into CPNS in Pemalang Regency does not comply with the steps of recruitment and the applicable provisions because it was not based on job analysis; the supporting factors are budget and regulation, while the inhibiting factors are the personnel information systems, human resources, central government policies, coordination among government agencies in Pemalang Regency

Abstract

This research is motivated by the need to foster the emergence of SMEs in Timor-Leste since the role of SMEs may be able to provide jobs and contribute to an increase in tax revenue. there are two problems in the study: (1) How CIPP model evaluation training program implemented by IADE, (2) the challenges of program implementation SIYB entrepreneurship training modules what are faced by IADE. Research on the evaluation of SME entrepreneurship training program aims to describe the extent to which the results of the evaluation of the CIPP model of entrepreneurship training programs (2) To know the challenges of entrepreneurship training programs. The method used is descriptive qualitative research focus is to use the model Context, Input, Process, and Product (CIPP) and data collection techniques are interviews, documentation and observation in depth. Analysis of the data used interactive model (Saldana Miles and Huberman, 2014). Its findings are (Input) assistance is still lacking. Lack of monitoring and evaluation. Process (process) Addition of experience and practical knowledge and suitable materials, the need for exercises (exercise) It should be good for TNA. (Product) the addition of knowledge and experience, expansion of business units, increased revenues, and increase the amount of labor.

Abstract

Abstrak : Kabupaten Bojonegoro merupakan salah satu kabupaten yang melaksanakan PNPM-PMd mulai tahun 2009 sampai dengan tahun 2015. Tercapainya visi PNPM-MPd pada tingkat Kabupaten diharapkan juga akan tercapai pada tingkat Nasional. Namun dalam kenyataannya kesejahteraan masyarakat masih dirasa jauh dari harapan dan tujuan Negara Republik Indonesia. Penelitian ini bertujuan untuk menjelaskan efektifitas konsep pemberdayaan masyarakat dalam upaya peningkatan kesejahteraan, studi di Kabupaten Bojonegoro. Metode yang digunakan ialah pendekatan kualitatif dengan pengambilan data observasi, wawancara dan dokumentasi. Penentuan informan menggunakan purposive snowball sampling. Analisis data menggunakan data collection, data reduction, data display, and conclusion drawing/ verifying. Hasil penelitian menunjukan bahwa untuk Visi PNPM-MPd di Kabupaten Bojonegoro masih belum tercapai walaupun sebagaian keluaran programnya sudah tercapai. Hal ini terjadi pada output program peningkatan pelayanan sosial dasar dan ketersediaan akses ekonomi terhadap rumah tangga miskin belum tercapai, padahal output tersebut yang secara langsung berdampak pada obyek masyarakat miskin di perdesaan. Kata kunci : PNPM-MPd, Pemberdayaan Masyarakat, Kesejahteraan.
