Abstrak: Specific Food-based cassava tape is a food that became the heritage of the ancestors and give a pride because in it’s rich in art, creativity, and ideas. Various specific food products of an area also found many specific foods made from cassava tape and done by small businesses. Therefore it is necessary to maintain the existence of processed food products so that processed food products based on cassava tape have a sustainable competitive advantage. Sustained competitive advantage can be realized by finding the resources and capabilities that become core competencies so that the resulting product is unique and different from the competitors. The purpose of this paper is to explain the resources and capabilities of small-scale cassava tape-based food businesses that are the core competencies. Research location in Jember district of East Java province. The type of research used is qualitative research. Informants are small business owners of specific cassava tape based foods. Data collection is done by in-depth interviews and in-depth observations. Data analysis using descriptive analysis. The research findings show that the resources and capabilities of firms that are core competencies include human resources, experience resources, reputation resources, expertise resources, knowledge resources, and marketing capabilities. The core competencies are managed using the four management functions discussed in this paper. Keywords: Core Competence, Management, Small business, Cassava Tape.

Australia’s advertising industry has dramatically improved during the last ten years, including the quality of ethical code, number of associations as advertising watchdog, creative ideas and the executions as well. Advertising agencies become vital as brands or companies start using their services not only to execute the advertising, but also to develop the whole campaign, such as using Public Relations approach. That’s what integrated marketing communication is all about: to elaborate advertising, Public Relations, sales promotion and direct marketing approach into a whole, integrated campaign. However, the implementation of the campaign is not as simple as it looks due to the complexity of the process. In this case, Smarties and its brand umbrella, Nestle Australia, has developed a massive national campaign called “Eight Colors of Fun”. It turns into a disaster when local communities and watchdog associations have complained its TV commercial.

The purpose of this study was to describe the influence of resources, data, environment, uncertainty, organizational framework, and the coordination on planning of mitigation and adaptation to climate change in Batu City, either partially or simultaneously. This study uses quantitative methods, with a census approach, with the intention of explanation (explanatory research). Data were analyzed using descriptive statistical analysis techniques and multiple linear regression. The results showed that the resources, data, environment, uncertainty, organizational framework, and coordination, both simultaneously and partially has positive and significant influence on the planning of mitigation and adaptation to climate change in Batu City except uncertainty. Such factors that influence planning should be carefully considered and mapped so it can produce a good planning and the impact of climate change may soon be minimized.

Policy Implementation to Monitoring Parliament Election, supervised by the National General Election Commission KNPU (Comissão Nacional da Eleiçoês CNE), based the law No.5/2006 on Election Supervisory Agency. Monitoring general election of parliament, was held on July 7, 2012, with of goal choosing the leaders of 21 political parties and coalitions of parties, above preconditions parliament election with the use D'Hondt method application, that is; each of the political parties and coalitions parties, must the meet criteria of 3% or (12000) the voting results obtained, to seize the amount of 65 seats of the national parliament. Research was method used is descriptive research with a qualitative approach. Data collection techniques of observation, interviews and documentation. Data analysis of, using interactive model of, Miles, Huberman and field Saldana 2014. Findings are indicate that the field of policy implementation monitoring election of parliament, including implementation mechanisms, human resources, the electoral system, the nature of elections and democracy, the actors involved in implementation of the Parliament election. There are factors supporting and Policy Implementation to monitoring Parliament election. Supporting factor: The existence of a strong commitment the president KNPU / CNE. System Operating Procedure (SOP), which is structured. The existence of education and citizenship program. The existence Actualization System Data Base. Inhibiting factor: The increasing violation by political parties in campaign. Lack of limited human resource. Lack of understanding the symbols by political parties and the coalition parties.

Abstract : Museum Angkut in Batu City is one of business tourism owned by Jawa Timur Park Group (JTP Group). Beside having to compete with fellow of JTP Group subsidiaries, Museum Angkut also have to compete with dozens of tourism places in Batu City. Therefore, this museum build effective communication with mass media to boost its popularity. The result of the research is known that Museum Angkut developing three effective strategies against the massa media, these are publication, press agentry, and advertising whisch is combined with marketing of the main company. Although this media relations are not new, but this method is able to invide news coverge in massa media, so its popularity boosted. Keyword : museum angkut, media relations. Abstrak: Museum Angkut Kota Batu adalah salah satu dari unit usaha wisata yang dimiliki Jawa Timur Park Grup (JTP Grup). Selain harus bersaing dengan sesama anak usaha JTP Grup, Museum Angkut juga harus bersaing dengan puluhan tempat wisata di Kota Batu. Karena itu, museum ini membangun komunikasi yang efektif di media massa untuk mendongkrak popularitasnya. Hasil dari penelitian diketahui bahwa Museum Angkut mengembangkan tiga strategi efektif terhadap media massa, yaitu publikasi, press agentry, dan advertising yang dipadukan dengan marketing dari perusahaan induk. Meskipun media relations yang digunakan oleh Museum Angkut tidak tergolong baru, namun metode ini mampu mengundang pemberitaan di media massa sehingga popularitasnya terdongkrak. Exploitation of child labor still occurs in Indonesia. Poverty and weak legal protection of children is one contributing factor. Therefore this paper aims to examine the factors that cause the emergence of child labor, child rights and legal protection for child workers, and prevention of child labor in Indonesia. The results of this study indicate that the occurrence of child labor is influenced by various social factors such as poverty and economic. Protection of child labor has been arranged in the formulation of laws and International Conventions ratified by Indonesia. Various efforts have been made to overcome the problem of child labor, but the government's effort is not maximized as expected.

The Role of Tourism Office Batu City and Punten Village Government in tourism empowerment is very influential to the progress of Apple Picking Tour which is located in Punten Village, Batu City. This research aims to describe the role of Culture and Tourism Office also The Village Government in manifestation and implementation the mechanism of the tourism maximally. The research uses qualitative method with data collection techniques through interview, observation, and documentation. Data analysis is done in several stages, including data eduction, data presentation and taking the conclusion. The results show that the role of Culture and Tourism Office and Village Government in empowering An Apple Picking Tour was carried through collaboration and give encouragement to the society, to establish the Group of Tourism Consciousness/Kelompok Sadar Wisata, and Joint Farmer group/Gabungan Kelompok Tani (Pokdarwis & Gapoktan), having coordination among the Culture and Tourism Office, Village Government and community, and also to have a Development Plan Deliberation (Musrenbang) in a village level. Peranan Dinas Pariwisata Kota Batu dan Pemerintah Desa Punten dalam pemberdayaan wisata sangat berpengaruh pada perkembangan wisata petik apel yang ada di Desa Punten, Kota Batu. Penelitian ini bertujuan untuk menggambarkan peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam memajukan pariwisata secara maksimal, terutama wisata petik apel yang ada di Desa Punten. Penelitian ini menggunakan metode kualitatif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan beberapa tahap, diantaranya reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam mengembangkan wisata petik apel dilakukan melalui kerjasama dan memberikan dorongan kepada masyarakat dengan membentuk Kelompok Sadar Wisata dan Gabungan Kelompok Tani (Pokdarwis & Gapoktan), melakukan koordinasi antara Dinas Pariwisata, Pemerintah Desa dan masyarakat, serta mendorong adanya musrembang di tingkat desa.

Based on declining capture fisheries production in Pekalongan in recent years due to over-fishing in the Java Sea, then efforts to increase fish production is currently directed towards the development of aquaculture. Potential aquaculture about 18% of the area of Pekalongan, but it has not made a significant contribution to the income of the people. The process of aquaculture development planning as an early stage in the process of regional development is expected to absorb the aspirations of the people and be able to explore the potential of the area. This research aims to describe and analyze the process of aquaculture development planning in Pekalongan, supporting factors and obstacles in process of aquaculture development planning in Pekalongan. The method used is qualitative descriptive approach. Analysis of the data by using analysis Miles and Huberman. Based on the results of the study indicate that partisipation of stakeholder are less involved, planning dominated by top-down and technocratic approach, factors supporting are fisheries personnel, strategic plan documents, legislation, and aquaculture potential, while inhibiting factors, the lack of skilled human resources in the field of planning, less participation of fish farmers, coordination still weak, and limited budget.

The issue of overlapping duties and functions, overlapping workloads, and subjectivity redistribution employees are human resource management issues are complicated and difficult to solve especially in public sector organizations. Job analysis and workload analysis is a tool that can help to provide a relevant consideration employment policy formulation, management, institutional and supervision. This researc has the objective to describe and analyze the implementation of the results of job analysis and workload analysis on human resource management activities in the Office of the Public Library Malang to improve employee performance. This research uses descriptive method with qualitative approach. The findings in this study is the lack of utilization of the results of job analysis and the workload on the organization of the public sector, where the condition is affected by the limitations of the budget allocation, the commitment of top managers, the dominance of interests, and negative perceptions.

Abstract: The game online is one game that is contained in the online media. In Indonesian society is not new phenomenon. Children were not spared from the 'attack' the effect of this online game play. In the middle school work pretty solid as well as a new curriculum in 2013 that made Junior High School students have an activity that is quite heavy at school, this makes the game online elementary school students are a little comforted. For this reason the researchers wanted a study that suggests the extent of exposure to the influence of online games is the changes in attitudes that occur in junior high school age children (grades 7-9) which is also known as the age of the golden age. In the implementation of this research using quantitative research methods that are supported by the questionnaire data capture technique as well as several interviews to several parties of school teachers, to seek data on how much the level of students' understanding of a given subject. Impact of online game play wish to further wants to be known by researchers as see activity at the cafe (internet cafes) in some areas in Malang there are many junior high school students. Keywords: influence of online game, online media, teens attitude change Abstrak: Permainan game online merupakan salah satu permainan yang terdapat di media online. Pada masyarakat Indonesia sudah bukanlah hal yang baru. Anak-anak pun tidak luput dari ‘serangan’ pengaruh permainan game online ini. Di tengah tugas sekolah yang cukup padat serta kurikulum baru tahun 2013 yang membuat siswa Sekolah Menengah Pertama memiliki aktivitas yang cukup berat di sekolah, game online ini membuat para siswa SMP tersebut sedikit terhibur. Untuk itulah peneliti menginginkan adanya sebuah penelitian yang mengemukakan sejauh mana pengaruh terpaan permainan game online ini terhadap perubahan sikap yang terjadi pada anak usia SMP (kelas 7-9), dimana disebut juga sebagai the golden age yaitu usia emas. Dalam pelaksanaan penelitian ini menggunakan metode penelitian kuantitatif yang didukung dengan teknik pengambilan data kuesioner serta beberapa wawancara kepada beberapa pihak dari guru sekolah, untuk mencari data seberapa jauh tingkat pemahaman siswa terhadap mata pelajaran yang diberikan. Dampak permainan game online lebih jauh ingin diketahui oleh peneliti karena melihat aktivitas pada warnet (warung internet) di beberapa wilayah di Kota Malang banyak terdapat siswa SMP.
