Abstract

Excellent service of health sector in Indonesia is very different from the developed countries, especially Singapore and Malaysia. The two countries are more focused on measuring health status over time. Singapore's health in particular is not a static concept and in practice, people in developed countries pay more attention to health changes over time and life expectancy, so the approach to Quality Adjusted Life Year (QALY) to be the focus of the quality of health outcomes. This study aims to describe the factors that encourage patients Indonesia went to Singapore, Singapore's health-care reform at home and take a lesson from hospitals that provide excellent service to the two countries to Indonesia.

Abstract

Abstract : Indonesia is one of countries that most vulnerable to disaster in the world. The high rank of Indonesia is calculated from the number of people who are at risk of losing their lives due to the disaster. To reduce this, a disaster management policy is needed, namely through Program Sisir Siaga Mandiri Relawan Tangguh (SMART). The SMART program is a synchronization between the Tangguh and Siaga Villages which are two community institutions based on community service. This study aimed to describe the implementation of disaster management policies through the SMART program in Kelurahan Sisir, Kecamatan Batu District, Batu. This study used a qualitative method with the data collection techniques through interviews, observation, and documentation. To determine the informant, it used a purposive sampling technique. While the data analysis involved data reduction, presentation, and conclusion. The validity test was done by triangulation techniques. The results of the study showed that the implementation of disaster management policies through the SMART Program in Sisir Village was categorized as effective. It can be seen from the George C Edward III Policy Implementation Model which included communication, resources, dispositions or attitudes, and bureaucratic structures. The supporting factors were the existence of support from the community and BPBD, as well as cooperation with related agencies. While the inhibiting factors were the lack of synergy between the government and the community, and the lack of personnel and supporting equipment at the time of evacuation in the field. Keywords: Policy Implementation, Disaster Management, SMART Abstrak: Indonesia merupakan salah satu negara yang paling rawan terhadap bencana di dunia. Tingginya posisi Indonesia dihitung dari jumlah manusia yang terancam kehilangan nyawa akibat bencana. Untuk mengurangi hal tersebut, maka diperlukan kebijakan penanggulangan bencana yaitu melalui Program Sisir Siaga Mandiri Relawan Tangguh (SMART). Program SMART merupakan sinkronisasi antara Kelurahan Tangguh dan Kelurahan Siaga yang merupakan dua lembaga kemasyarakatan berbasis pada pelayanan masyarakat. Penelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan penanggulangan bencana melalui program SMART di Kelurahan Sisir Kecamatan Batu Kota Batu. Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi dengan teknik penentuan informan menggunakan purposive sampling. Analisis data menggunakan reduksi data, penyajian data, dan penarikan kesimpulan. Uji keabsahan data menggunakan trianggulasi teknik. Hasil penelitian Implementasi Kebijakan Penanggulangan Bencana melalui Program SMART di Kelurahan Sisir dapat dikatakan sudah efektif, dilihat dari Model Implementasi Kebijakan George C Edward III yaitu meliputi komunikasi, sumber daya, disposisi atau sikap, dan struktur birokrasi. Faktor pendukungnya yaitu adanya dukungan dari masyarakat dan BPBD, serta kerja sama dengan dinas-dinas terkait. Sedangkan Faktor Penghambatnya yaitu kurangnya sinergitas antara pemerintah dan masyarakat, serta kurangnya tenaga relawan dan peralatan pendukung pada saat evakuasi dilapangan. Abstract

The paradigm of disaster management in Indonesia are still emergency response, causing loss and damage is very large. For that needs to be changed the perspective of disaster management proactive, preventative in terms of disaster risk reduction that can be integrated into development planning. Methods of research used a qualitative approach with descriptive. Source of data derived from informants and documents. Data was collected through interviews and documentation. Data were analyzed using an interactive model of Miles and Huberman. The results showed that the disaster planning process through a risk management approach in Malang has been implemented although there is a stage that is not maximized, namely the identification of a new disaster risk mapping conducted regional / disaster-prone areas, the challenges ahead are the most priority is the synergy between disaster management regulations the regulation of development planning and the integration of DRR into development planning, while the alternative new ideas built upon the analysis of the factors that affect, the challenges ahead and the scientific study of coherent and competent.

Abstract

This study contains the efforts of the Government of Timor-Leste in enhancing the development and performance of Civil Servants capacity through education and training, both domestically and abroad. Implementation of the policy / regulation is considered very important because it is through education and training is expected to increase the knowledge, abilities, and skills in improving the performance of civil servants. With adannya education and training program, each employee is expected to be able to work well in providing services to the public. This study menggunKn descriptive qualitative method. Research results show that the Implementation / Government Regulation No. 38/2012 on performance development through education and training of civil servants at the Presidential Institution of Timor-Leste has been running with no maximum. As for some of the factors that become an obstacle to the implementation of the policy / rule is that some political elements, the low educational level of employees, lack of employees in implementing the program.

Abstract

Abstract: Terrorism is a real threat that we face as a nation. Over the last decade, we have witnessed a wide range of terrorism acts directed to the foreigners, political leaders, religious facilities, airports, and the other strategic places. The characteristics of terrorism in Indonesia are very diverse, ranging from those caused by social and economic frustration to the terrorism for replacing the state ideology. This paper outlined the various Indonesia policies to face off the rise of terrorism after the regime of New Order since the climate of fairness and freedom of speech had became determinant factors. Key words: strategy; terrorism; democratization Abstrak: Terorisme merupakan ancaman nyata yang Kita hadapi sebagai bangsa. Lebih dari satu dasawarsa terakhir, Kita menyaksikan berbagai macam aksi terorisme yang ditujukan kepada pihak asing, tokoh politik, sarana ibadah dan bandara maupun tempat-tempat strategis lainnya. This research aims to clarify the effect of human resource audit of the effectiveness of the organization at PT. Surveyor Indonesia Surabaya Area and to describe the most dominant factor of the independent variables of human resource audit consisting of variable audit function of human resources, audit of managerial compliance and audit of employee satisfaction in influencing organizational effectiveness at PT. Surveyor Indonesia Surabaya Area. It is expected that the company audits consistently human resource periodically in order to keep productivity of employees improved from time to time.

Abstract

The quality of public services that given low by the Limited Liability Company (PLN) on Soe Rayon as a service provider in the field of electricity for the people in South Timor Tengah District, causes public as the customers dissatisfaction.In real terms, the public dissatisfaction is caused by frequent power cuts, which can damage and by the same time disrupt the public activities. Electricity is one of the basic needs in people's daily lives, the function of electricity is used for: energy sources for electronic equipment, lighting, cooking, and as a support in providing health services and so on. The research was conducted at PLN SoeRayon for 4 months, from January to April 2016. This research used Qualitative Descriptive as the approach technique, and purposive sampling as the sampling technique. Primary and secondary data are the types of data sources, while the monitoring instrument uses interview guidelines, which are supported by observation and documentation. Data Analysis used Interactive Model Miles and Huberman, data collection through: data reduction followed by data presentation, and finally conclusions. The results of the analysis in this research indicated that: the quality of existing public services at PLN Soe Rayon was unsatisfactory, Its due to frequent occurrence of power out ages, and the slow service provided by Sub Rayon, and the transactions pay ofworse electricity. The inhibiting factor in providing services at PLN Soe Rayon is the electrical energy sources lack, thenthe natural factors that do not support, and on the other one is there’s theft on this distict, and also the lack of employees. While the supporting factors, physical facilities are sufficient, which have been given to people who are PLN's SoeRayon customers and the ability of employees who are ready to give their good service to the customers.The low quality impact of services provided by the State Electricity Company to customers in the Tobu Health Center, and generally the people of Timor Tengah Selatan Regency is the decline of customer trust to the PLN.

Abstract

Demonstrations in May Day celebration and minimum wage establishment shows worker's dissatisfaction about the wage that received. The important of stakeholder involvement in wage planning, mainly employers and workers and supported by healthy and harmonious coordination between government, employment and worker enable for achievement of fair wage for every parties. Ethnographic approach used to obtain the answer on how the roles of board of wage in minimum wage planning and the factors that influencing to the role. The research focuses on wage’s planning stages both in the process in preparation of materials, discussion and recommendation’s submission. Local institution, board of wage can play a role as stakeholder’s communication and participation place to realize the achievement of a fair wage that is capable of representing any aspirations. Abstract: This paper is aimed to describe and to analyze the reward and punishment system in order to increase Kudus State Treasury Offices employee’s discipline. The discussions show that Kudus State Treasury Offices employee’s discipline is greater on time and/or act after reward and punishment system implemented. The increasing Kudus State Treasury Offices employee’s discipline on time and/or act is seen from their greater regularity of works and their accuracy and speed of doing tasks. Key words: reward and punishment; employee discipline Abstrak: Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis sistem pemberian reward dan punishment dalam meningkatkan kedisiplinan pegawai di Lingkungan Kementerian Keuangan, terutama di Kantor Pelayanan Perbendaharaan Negara/KPPN Kudus. Hasil pembahasan menunjukkan bahwa setelah adanya pelaksanaan pemberian reward dan punishment, kedisiplinan pegawai KPPN Kudus semakin meningkat, baik dalam disiplin waktu maupun disiplin perbuatan. Adapun peningkatan disiplin waktu maupun disiplin perbuatan pegawai KPPN Kudus terlihat dari meningkatnya disiplin dan keteraturan kerja pegawai KPPN Kudus, serta ketepatan dan kecepatan waktu pegawai KPPN Kudus dalam melaksanakan pekerjaan.
