Abstract

Abstrak: Tanaman Obat Keluarga (Toga) adalah tanaman yang dibudidayakan serta sebagai obat rumahan. Intinya, tanaman obat ini biasa memenuhi kebutuhan hidup sehari-hari, termasuk kebutuhan untuk mengatasi masalah kesehatan secara tradisional (obat-obatan terlarang) sebagai upaya kesehatan masyarakat. Tujuan dari penelitian ini adalah untuk mengetahui Tanaman Obat Keluarga sebagai pelestarian kearifan lokal dalam komunikasi terapeutik keluarga perkotaan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Penentuan informan menggunakan purposive sampling dengan jumlah informan sebanyak lima orang. Pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa pelestarian kearifan lokal dalam komunikasi terapeutik keluarga perkotaan adalah menggunakan tanaman obat. Pelestarian kearifan lokal dalam komunikasi terapeutik bagi keluarga perkotaan ini dilakukan dengan cara: (1) Budidaya Tanaman Obat Keluarga bagi keluarga perkotaan; (2) Penggunaan Tanaman Obat Keluarga dalam proses komunikasi terapeutik untuk mengatasi rasa sakit anggota keluarga perkotaan; (3) Tanaman Obat Keluarga yang digunakan dalam komunikasi terapeutik keluarga perkotaan adalah untuk mengobati gejala yang umum, seperti: demam, batuk, sakit perut, dan gatal. Kata Kunci: Pelestarian, Kearifan Lokal, Komunikasi Terapeutik.

Abstract

Party democracy in Indonesia was held as a political event in choosing members of the legislature and the executive vice president and president. Post-reform Indonesia has proven that the implementation of direct democracy party , general , free and secret afford held peacefully , but still a bit of observers who analyze the sustainability of future elections - the future . The General Election Commission has set 10 Party General Election 2014 Participant pursuant to the provisions of Law No. 8 Year 2012. The problem of political participation can not be separated from the element of interest voters to obtain information political developments in a wide variety of information media in Indonesia. The attitude at the level of voter apathy can be used as benchmark beginners over the level of success of the 2014 election. Through SWOT analysis, the authors develop the strategic direction of the steps in anticipation of the birth of the attitude of apathy among voters are portrayed as the following description: democratic political apathy on the higher time voters, media information is not favored voters Politics, New voters never get education and political socialization, the National Election Commission must consider the potential voters. , strategic steps to do the General Election Commission should involve various elements of electronic information media providers and media printed information. Voters had the opportunity to get a lesson or political education through the Institute of Education Formal environment.

Abstract

Abstract: Evaluation of Advanced Development program is carried out so that the program can run effectively, so have a positive impact on the development of youth in Pamekasan Regency and its surroundings. Based on the theory forward by Solichin Abdul Wahab, the parameters or benchmarks of the effectiveness of a program or policy measured by equality = Result versus Objectives, Advanced Coaching program at UPT PSBR Pamekasan can be said to be effective if the results achieved are in accordance with the expected goals. This research was conducted at UPT PSBR Pamekasan. The method used is descriptive qualitative so that the data collected is in the form of interview and documentation. Data analysis uses Domain Analysis techniques. The results showed that the results achieved in the Advanced Coaching program at UPT PSBR Pamekasan were in accordance with the objectives of Advanced Guidance program for youth who had been nurtured, namely providing community guidance, providing business development assistance guidance and providing guidance for strenght business improvement, so it could be conclusion that Advanced Development program implemented by UPT PSBR Pamekasan is quite effective. Keyword: Effectiveness Evaluation, Advanced Coaching, Problematic Youth Abstrak: Kegiatan evaluasi terhadap program Pembinaan Lanjut dilakukan agar program tersebut dapat berjalan efektif, sehingga memberikan dampak positif terhadap perkembangan remaja di Kabupaten Pamekasan dan sekitarnya. Berdasarkan teori yang dikemukakan Solichin Abdul Wahab, parameter atau tolok ukur efektivitas suatu program atau kebijakan diukur dengan persamaan = hasil berbanding tujuan, program Pembinaan Lanjut di UPT PSBR Pamekasan dapat dikatakan efektif apabila hasil yang dicapai sesuai dengan tujuan yang diharapkan. Penelitian ini dilakukan di UPT PSBR Pamekasan. Metode yang digunakan adalah deskriptif kualitatif sehingga data yang dikumpulkan berupa data hasil wawancara dan dokumentasi. Analisis datanya menggunakan teknik Analisis Domain. Hasil penelitian menunjukkan bahwa hasil yang dicapai pada program Pembinaan Lanjut di UPT PSBR Pamekasan sesuai tujuan program Pembinaan Lanjut terhadap remaja yang telah dibina, yaitu memberikan bimbingan bermasyarakat, memberikan bimbingan bantuan pengembangan usaha dan memberikan bimbingan pemantapan peningkatan usaha, sehingga dapat disimpulkan bahwa program Pembinaan Lanjut yang dilaksanakan oleh UPT PSBR Pamekasan sudah cukup Efektif. Abstract

The purpose of research is to describe, to identify, and analyze the community participation, the effectiveness of community participation, and factors supporting and inhibiting factors effectiveness of community participation in the preparation of Local Legislation Program in the Government Environment Batu City. The research uses a qualitative descriptive approach. Data were analyzed using interactive model Miles and Huberman.The results showed that community participation is Mobilized (forced or directed), and on the medium level of participation. Based on the process of analysis and policy formulation steady and careful planning, community participation had been effective. Factors supporting the effectiveness of community participation are: 1) the central government's policy; 2) the budget; 3) the enthusiasm of people; and 4) the cooperation with the consultant. Factors inhibiting the effectiveness of community participation are 1) budgetary constraints; 2) human resources are inadequate; 3) the low level of knowledge and understanding of society; and 4) the lack of media to access information for the community about local legislation draft.

Abstract

Abstract : The lack of transportation facilities and infrastructure for the district of Oe-Cusse Ambeno, which is an enclave located in the middle of the region of Indonesian Republic, an area which is directly adjacent to several area of NTT (East Nusa Tenggara).The limitation or the lack of land, sea, and air means of transportation is a very alarming situation since East Timor became the Democratic Republic of Timor-Leste. The findings show that the lack of transportation facilities and infrastructure is due to the fact that the government still faces several constraints related to land transportation connecting Oe-Cusse with the capital of Democratic Republic of Timor-Leste. There are several factors that affect the role of government in planning the development of transportation namely; 1) supporting factors: a) the increasing number of transportaion service users , b) the demands of public transportation service by Oe-Cusse Ambeno people, c) The existence of a new status of Oe-Cusse Ambeno as a Special Administrative Region and the Special Economic Zone of Social and Trade , d) Oe-Cusse Ambeno is considered as both enclave and border areas. 2) hindering factors; a) political and security factors, b) the absence of maximum cooperation between the two countries (Democratic Republic of Timor-Leste -Indonesian Republic) in transportation sector, c) the border issue between the two countries is still debatable and d) the administration is still centralized.

Abstract

Abstract: The purposes of this research were to understand, to analyze, and to describe (1) the readiness of the village in order to implement village funding program, and (2) the supporting and resisting factors of the village’s readiness to implement the program. This research is a qualitative research by observation, interview, and documentation for collecting data. Purposive and snowball sampling were used to pick the informans up. Data display and reduction, and conclusion phases were used to analyze the data. Based on the theory of Edward III, the research results concluded that the village government of Landungsari was ready to implement the village funding program. Their supporting factors were the well communication pattern, sustainable resources, and disposition or attitude of the village officials. They were commit and responsible to the needs and problems of the village, and fit to implement the program. Their resisting factor was the lowly participation of the villagers. Keywords: policy implementation; village funding; George Edward III Abstrak: Tujuan dari penelitian ini adalah untuk mengetahui, menganalisis dan mendeskripsikan (1) kesiapan desa untuk menjalankan Program Dana Desa, dan (2) faktor-faktor pendukung dan penghambat kesiapan desa untuk menjalankan Program Dana Desa. Jenis penelitian ini adalah kualitatif dengan pengumpulan data melalui observasi, wawancara dan dokumentasi. Penentuan informan dilakukan dengan menggunakan purposive dan snowball sampling. Analisis data dilakukan melalui tahapan reduksi, penyajian data dan penarikan kesimpulan. Dari hasil penelitian sesuai dengan Teori Edward III dapat disimpulkan bahwa Pemerintah Desa Landungsari siap menjalankan Program Dana Desa. Faktor pendukungnya meliputi pola komunikasi yang berjalan sangat baik, sumberdaya yang sangat mendukung, disposisi atau sikap aparatur desa terhadap kebutuhan dan persoalan di desa dengan penuh komitmen, tanggung jawab dan siap melaksanakan Program Dana Desa. Abstract

Abstract: Tourism is a new industry that takes a lot of money from its customers. It can be seen that tourism sells something that can not be perceived, that is entertainment and fun. In contrast to other tourist attractions, Kampung Wisata Keramik Dinoyo, besides selling something that is intangible, also has ceramic products that can be sold. Unfortunately, this tourist village even decreased popularity from year to year so it can not compete with other tourist villages in Malang. This study aims to determine the pattern of tourism communication undertaken by the manager of Kampung Wisata Ceramic Dinoyo so that it can be found a systematic solution so that it can solve the problem in the tourist village. The theory used is a public relations strategy to maximize the popularity of the tourism industry, particularly the Tourism Oportunity Spectrum (TOS) system that includes accessibility, compatibility, characteristics, interaction, acceptability, and degree of control management. The results showed that the communication performed by community is still not effective and they tend to work independently. Managers Kampung Keramik also ignore some aspects of the TOS system and have no tourism sensitivity. Managers are advised to pay attention to the consistent pattern of tourism communication to restore the popularity of Kampung Wisata Keramik Dinoyo. Because the effective communication pattern will determine the image of a tourism industry in the future. Keywords: Kampung Wisata Keramik Dinoyo, Communication Pattern, Tourism Oportunity Spectrum. Abstrak: Pariwisata merupakan industri baru yang menyedot banyak kapital dari konsumennya. Secara kasat mata, pariwisata menjual sesuatu yang tidak bisa diindera (intangible), yaitu hiburan dan kesenangan. Berbeda dengan tempat wisata lainnya, Kampung Wisata Keramik Dinoyo, selain menjual sesuatu yang intangible, juga memiliki produk berupa olahan keramik yang bisa dijual. Sayangnya, kampung wisata ini malah mengalami penurunan popularitas dari tahun ke tahun sehingga tidak mampu bersaing dengan kampung wisata lainnya di Kota Malang. Penelitian ini bertujuan untuk mengengetahui pola komunikasi pariwisata yang dilakukan oleh pengelola Kampung Wisata Keramik Dinoyo sehingga dapat ditemukan solusi tersistem sehingga bisa menyelesaikan persoalan yang dialami kampung wisata. Teori yang digunakan adalah strategi public relations untuk memaksimalkan industri pariwisata dalam sistem Tourism Oportunity Spectrum (TOS) yang meliputi aksesibilitas, kompatibilitas, karakteristik, interaksi, akseptabilitas,dan derajat manajemen kontrol. Hasil penelitian menunjukkan komunikasi yang dilakukan pengelola masih belum efektif dan cenderung mereka bekerja sendiri-sendiri. Pengelola juga mengabaikan beberapa aspek dalam sistem TOS dan tidak memiliki kepekaan kepariwisataan. Pengelola disarankan agar memerhatikan pola komunikasi pariwisata dengan konsisten untuk mengembalikan popularitas Kampung Wisata Keramik Dinoyo. Karena pola komunikasi yang efektif akan menentukan citra suatu industri pariwisata di masa mendatang. Kata Kunci: Kampung Wisata Keramik Dinoyo, Pola Komunikasi, Tourism Oportunity Spectrum.

Abstract

Batu City is the Administrative City (Kotatif) recently founded in 2001. As the city who were aged 13 years, many things that must be addressed, for instance formulation of the region policies. Regional Regulation (Perda) of the Local Public Broadcasting (LPPL) ATV, becomes the object of study in this research. Because as a product policy, Perda ATV assessed not in accordance with the above policy consideration. This analysis measured how much regulation applied the principle of justice. The results showed, content of Perda still very broad and have not touched the realm of justice or aspired empowerment as in law.

Abstract

Daerah Istimewa Yogyakarta has a highest poverty percentage between Java’s provincies. According that situation, since 2012, The Government of Daerah Istimewa Yogyakarta have been creating a poverty aleviation program that called Pilot Village Program of Poverty Alleviation and Food Insecurity. Many of institutions was involved in this program. By using qualitative method, this research tried to describe and analize the poverty and food security aleviation program planning steps that was created by The Government of Daerah Istimewa Yogyakarta in years 2012-2014 also the factors that support as well as obstruct the resident’s participations. The program planning was preceeded by identification of community condition and needs then followed by several planning activities that using the identification data. The resident of pilot village participated to planning process by delivered some feedback within dissemination and monitoring activities. Various community feedback is used to enhance the next period plan. Community participation in program planning is driven by factors the role of stakeholders, public awareness and social systems in the community and on the other side is inhibited by the type of profession and position in society. When we talking about resident’s participation in the program planning process there are still a problems that need to be improved is still marginalization of the poor in decision-making/policy.

Abstract: Policy framework related with the regional autonomy is formulating and implementing independent policies to be strategic. During decades, the development patterns have been more using centralism, which is fail to put the elements of sustainable economic development. The development format at the Era of regional autonomy has a bigger authority to fix and control development strategy properly with the regional potencies. One of governmental concerns is policy on the development tourism potential which was lead to involve the government, society, and private sectors. The main priority in such development is always connected with tourism objects and attractions. That effort is to harmonize the supporting factors, such as facilities and infrastructures. A now on development potency is cultural potential and local wisdom. Key words: tourism; development; local wisdom Abstrak: Kerangka kebijakan yang terkait dengan Otonomi Daerah adalah untuk merumuskan dan mengimplementasikan kebijakan-kebijakan secara mandiri menjadi sangat strategis. Selama beberapa dekade, pola pembangunan lebih banyak menggunakan pendekatan sentralistis yang terbukti gagal meletakkan dasar pembangunan ekonomi yang kuat dan berkesinambungan. Format pembangunan pada era Otonomi Daerah memiliki kewenangan yang lebih besar untuk menetapkan dan mengontrol strategi pembangunan yang sesuai dengan potensi daerah. Salah satu aspek perhatian Pemerintah adalah kebijakan pengembangan dan pendayagunaan potensi pariwisata yang selalu diarahkan untuk melibatkan berbagai pihak, baik Pemerintah, masyarakat maupun kalangan dunia usaha. Prioritas utama dalam upaya pembangunan sektor ini selalu dihubungkan dengan objek dan daya tarik wisata. Upaya tersebut untuk menselaraskan faktor-faktor pendukung, yang antara lain sarana dan prasarana penunjang sebagai salah satu sektor unggulan.
