Abstract

Penelitian.bertujuan untuk mengelaborasi kebutuhan dasar utama penyandang disabilitas dalam konteks kemanusiaan sesuai dengan regulasi yang mengamanatkan bahwa penyandang disabilitas perlu mendapatkan ruang keadilan dan kesejahteraan.  Lokasi penelitian berada di Kota Makassar. Analisis data dilakukan secara deskriptif kualitatif untuk menggambarkan pemenuhan hak bagi penyandang disabilitas. Informan terdiri atas keluarga dan penyandang disabilitas, aparat dinas sosial pelaku program rehabilitasi, dan tokoh masyarakat peduli difabel. Data dan informasi diperoleh melalui wawancara, observasi dan telaah dokumen. Hasil penelitian menunjukkan bahwa sebagian besar penyandang disabilitas masih diperlakukan secara  diskriminatif. Hal itu terlihat diantaranya memperoleh hak dalam mendapatkan pendidikan,  terbatasnya memperoleh layanan kesehatan, pekerjaan, akses mobilitas fisik dan sosial, rekreasi serta persamaan dalam hukum dan politik. Rekomendasi  kepada Kementeriann Sosial, Dinas Sosial, dan instansi terkait perlunya dilakukan advokasi sosial bagi keluarga tentang pemenuhan kebutuhan akan hak bagi penyandang disabilitas melalui peningkatan atau penguatan peran orangtua dalam membuka ruang asa dan kesejahteraan dalam pengasuhan, rehabilitasi,  kebutuhan, potensi dan kebutuhan serta pemberdayaan ekonomi keluarga penyandang disabilitas. Beberpa aspek yang perlu menjadi kebutuhan adalah hak pendidikan, kesehatan, pekerjaan, jaminan dan perlindungan sosial, informasi dan komunikasi, hak mobilitas fisik, hak dalam situasi darurat, hak olahraga, hiburan, rekreasi, dan hiburan, serta hak persamaan atas hukum dan politik.

Abstract

This study aims to identify and describe objectively the causal factors, the impact of the occurrence of sexual violence against children in the domestic sphere and the effort in handling of victims. The research location which was in Surabaya City, East Java Province, was determined based on data from the National Committee of Women and Children, in which Surabaya had higher level of violence against children than that of in DKI Jakarta. Primary data sources (informants) were victims, victims’ families, community leaders in the neighborhood of victims, Child Welfare Institution (P2TP2A/PPT East Java, Genta, Savy Amira, Surabaya Hotline, and LPA), relevant government officials (City/Provinces, Women’s and Children’s Protection Unit UPPA Polresta Surabaya, the Body of Society Empowerment and Family Planning of the City/Province concerned). Techniques of collecting data from informants are interviews, observation, and documents study. The data was analyzed by using qualitative approach with descriptive interpretation technique. The results of this study concluded that the disclosure of cases on sexual violence in the domestic domain was categorized within the case of domestic home violence, and was not documented in full detail report so that it had not clearly recorded the identity of the perpetrator, the victims, the form of sexual violence, the relationship between the perpetrator and the victims yet. The impartiality of the community or the society, of law enforcers and stakeholders on victims that was considered to be the triggers of sexual violence so that perpetrators could not be charged guilty under the law. There has not been an integrated database yet so that each institution of handling domestic sexual violence has its own data version. It caused the data that was presented was ambiguous or not valid quantitatively. Efforts in handlingdomestic sexual violence either as a prevention or as repressive ones (recovery of victims’ mental, psychological and social condition) need to be improved in its coordination with related parties, especially with the government which functions as a regulator, its coordination and guidance as well as support to institutions handling sexual violence. The need for budget support from District Expenses Budget Allocation (APBD), from Country Expenses Budget Allocation (APBN), and that of from business sectors, from community and family involvement as partners in handling sexual violence.

Abstract

 Penelitian ini bertujuan mengetahui pengaruh layanan sosial keluarga berorangtua pensiunan terhadap post power syndrom. Penelitian ini merupakan penilitian kuantitatif. Lokasi penelitian Lokasi penelitian ditentukan berdasarkan porposive, maka ditentukan lokasi penelitiannya di Daerah Istimewa Yogyakarta. Sasaran subyek dan objek penelitian. Dalam penelitian ini sasaran subyek penelitiannya ditentukan berdasarkan porposive, maka ditentukan 30 responden. Sedangkan objek penelitiannya adalah Layanan sosial keluarga  dan  post power syndrom.  Teknik pengumpulan data, dengan menggunakan angket, teknik analisa data digunakan adalah teknik analisa regresi. Hasil penelitian menunjukkan ada pengaruh layanan sosial keluarga beroarangtua pensiunan terhadap post power syndrom yang terlihat dalam sumbangan relatif dan efektifnya. Sumbangan relatif terlihat dalam layanan sosial keluarga yang berorangtua pensiun yang terdiri:  perencanaan kegiatan sebelum pensiun sebesar 4,386 persen; memberi kesempatan kegiatan religiusitas sebesar 69,393 persen; memberi kesempatan berekreasi sebesar 2,860 persen; memberi kesempatan untuk menasehati/membimbing  sebesar 21.030 persen; memberi kesempatan berinteraksi dengan lingkungan sebesar 1,031 persen;  memberi kesempatan melakukan kegiatan sosial sebesar 1,300 persen terhadap post power syndrom yang diungkap melalui kecemasan kehilangan status, karier, menurunnya penghasilan, interaksi dengan rekan kerja, dan rasa percaya diri. Sedangkan sumbangan efektifnya adalah sumbangan layanan sosial keluarga yang berorangtua pensiun menyumbangkan 58,344 persen terjadinya post power syndrom. Artinya masih ada  faktor -faktor lain yang tidak ada dalam variabel penelitian ini  sebesar 41,656 persen yang mempengaruhi terjadinya post power syndrom. Berdasarkan hasil temuan tersebut, maka direkomendasikan kepada Kementerian Sosial melalui Direktorat Pemberdayaan Keluarga dan Kelembagaan Sosial, dalam program penguatan keluarga melalui pelibatan anggota keluarga  yang berorangtua pensiun untuk mepersiapkan, memperhatikan, mempedulikan, menghargai, dan mendampingi menghadapi pensiun guna mencegah terjadinya post power syndrom.Kata kunci: pelayanan sosial-keluarga-post power syndrom

Abstract

The purpose of this research is to know the influence of family development session (FDS) towards social welfare of beneficiary family (KPM) of Family Hope Program (PKH) especially in health, education, economy enhancement and child protection. PKH is a government program in alleviating poverty, and FDS is an empowerment program inherent in PKH, whereas this poverty alleviation program is saidby the World Bank to be very effective in alleviating poverty. The research used a quantitative method because it would make use of hypothesis test, with its analysis used t-Test. Data was collected by using questionnaires, structured interviews, observation and document review. The results of the research show that the null hypothesis which says that there is no effect of FDS empowerment on KPMs welfare in the education, health, economic and child protection aspects is wrong or rejected, and the alternative hypothesis which says that there is indeed an effect of FDS empowerment on health, education, economics and child protection is right or accepted. In brief, it can be said that FDS is very influential for the improvement of KPM. The conclusion is that the empowerment of FDS is necessary to be continued and enhanced because it is able to improve the family’s social welfare in the scope of education, health, economy and child protection, and it is suggested that non-cash assistance is to be continually accepted by KPM without any delay. It is recommended to Dayasos General Directorate to add the number of PKH assistants in each sub-district and to improve their related knowledge accordingly, because the PKH assistants function as the spearhead in implementing the program. It is better for each sub-district to be accompanied by more than one assistant after considering that there is a large number of KPMs. There is a must to train each assistant with FDS material and modules to support their performance in carrying out their task of the program.

Abstract

This research aims to analyze about cyberbullying that covers the definitions, types, motives, impacts, and the prevention efforts. This was a was using literature research with a qualitative descriptive approach. The data was collected by conducting secondary data documentation which sourced from data of survey institution, special cases on related topic from update news, and research studies. Cyberbullying is a threat contributing to mental, psychological and social disorders. The causal factors of bullying are family, school and peers. In fact, the victims of cyberbullying may be treated as early as possible by involving parents, teachers and school environment, and peers. The recommendations from this study are 1) to the parents: they should take more time with their children, pay attention to their activities in social media, recognize and help to develop their interest and talent, imbed moral values to them by setting good examples in family. 2) to the Government: Children Social Rehabilitation General Directorate of Indonesia Social Ministry is suggested to hold counseling activities to parents and teachers on ways of overcoming cyberbullying, enhance the social workers role and their capacities in accompanying the victims, to provide special guidelines for parents on preventing their children against cyberbullying, to work together with related institutions to set up comprehensive laws and regulations accordingly 3) to teachers: to provide proper direction to their students of how to use the internet in positive way, to optimize environmentbased healthy activities, to enhance the performance of guidance and counseling teachers by monitoring and conducting students’ self-assessment.

Abstract

This study used a combined approach that were quantitative and qualitative (mix methods). The location of the research and data sources were determined by purposive sampling which was five universities with five districts with each of the two DSM program implementations. The five universities are UNJA (Muaro Jambi), UIN Antasari (Tapin), UNHAS (Bantaeng), UNEJ (Jember), and UNISSULA (Semarang). The research data source per location is 30 people consist of 10 college universities (lecturers and KKN students), social institution and related offices /institutions including 10 regency business district, village apparatus and PSKS program implementer including 10 person program companion. the total number of respondents were 150 people. Crosscheck performance outcomes were performed on four members of the beneficiary community. The results of the study found that stakeholders still have a poor understanding of the DSM program. Proven in five research sites cumulatively majority of respondents (55.33%) are less understood, 32.67 percent understood enough, and only 12 percent who understand. Respondents who understand came from DSM program managers of higher education and local social services. Respondents who do not understand about DSM program reach 55.33 percent comes from elements of KKN students, related OPD officials outside the social service and village officials. Understanding of DSM program due to lack of whereby socialization activities. Nevertheless, target villages such asvillage apparatus, Karang Taruna, TKSK, PKH facilitators, and community leaders are ready to make changes according to the objectives of the DSM program so that the community will be more prosperous and become an independent village. The third year of DSM program implementation in five locations found that the activities undertaken by universities arestill limited to pioneering activities ideally done in the first year (2015). There is no visible coordination of universities with the district government so that has not been prepared synergy program between the OPD for the target village. Development program run partially by the OPD in accordance with the duties and functions of each. In order for DSM to achieve optimal results, it is recommended to socialize DSM program from the central level to the village location and to form taskforce /task force for DSM program implementation at the district level. Higher Education as the main companion of DSM program need to arrange planning activities in the form of roadmap which contains stage of activity and involvement of various parties

Abstract

AbstractChildren are the nation successor that need to be protected in order to be able to grow up to become qualified and will not be a burden to the development of the country in the future. Children growth and development can be stimulated through activity of playing. This is why it is needed to create a certain condition that enables children to play safely and healthily which is called children-friendly environment. City or District or village Government’s role and the society’s role is important in realizing children-friendly kampong as the implementation of City or District policy that is feasible for children. This research is aimed to know the implementation of children-friendly kampong at Badran, Yogyakarta. Kampong of Badran is chosen as research location on the based of Badran is the kampong where the first trial of forming children-friendly kampong in Yogyakarta and is turning out well.The research subjects are those directly involved in the implementation of children-friendly kampong, consisting of government authoritative personnel, the task force team and the society, while the research objects are the implementation of children-friendly kampong, supporting factors and its obstacles. The research is conducted through a qualitative descriptive approach and that of indepth interview method and observation. The data is analyzed descriptively by understanding the observation result data and interview so that it describes the implementation of children-friendly kampong or Kampung Ramah Anak (=KRA). The research result shows that the implementation of children-friendly kampong that refers to the 7 indicators of evaluation describes the good result in which the 7 indicators are fulfilled so that it is able to build up parents’ and society’s awareness of the importance of protecting and fulfilling children rights. It creates a certain condition that enables to fulfill children rights through children-friendly kampong manifestation, yet enforces the potential of growing up optimally for children towards the condition of carrying out Indonesian children welfare.Keywords: program  implementation; children-friendly kampong; children welfare
