Abstract

The COVID-19 pandemic has shaken the world since the beginning of the first case in Wuhan City, China. It made the international community urge China to take responsibility for the various actions and measures that came from countries affected by the virus. In this regard, China has established a cooperation initiative in health relations through the HSR (Health Silk Road) under the auspices of the OBOR (One Belt One Road) policy. HSR was considered to have a significant effect in fighting the COVID-19 pandemic virus through its health diplomacy approach in several countries, especially countries that have joined the OBOR policy, such as Indonesia. This paper's objective was to determine the role of HSR as a form of China's diplomacy initiative in establishing a health cooperation relationship with Indonesia to fight the COVID-19 pandemic. This writing focused on writing a descriptive non-numeric narrative with secondary data collection techniques. The HSR approach in Indonesia, such as mask diplomacy and vaccine diplomacy, has proven China's success in restoring its image in the international sphere. The delivery of an impressive amount of health assistance and COVID-19 vaccines to Indonesia showed China's seriousness in dealing with the COVID-19 pandemic.

Abstract

Indonesia officially issued the nickel ore export prohibition policy, which came into impact in January 2020. This policy caused a negative response from the European Union because they felt it violated the principles of free trade. Therefore, this research aimed to examine the impact of Indonesia’s policy of nickel ore export prohibition on its political relations with the European Union. The research used a library research method with data sources from journal articles, books, and other official documents. The research results indicated that the policy of Indonesia’s nickel ore export prohibition impacted the CEPA agreement that Indonesia and the European Union established, which caused the two countries to restructure their negotiation positions. This policy of banning nickel ore exports by Indonesia only affects some political relations. Even so, these implications would not damage the long-standing relationship between the two parties.

Abstract

The discourses to hold electronic elections or E-Voting also emerged in Indonesia. Several public figures stated that Indonesia needed to hold electronic elections. Before deciding to implement E-Voting, it is necessary to consider various aspects to maintain election principles. This article reviewed the implementation of elections in India, Estonia, Canada, and Brazil that have implemented E-Voting. The research method in this research was a literature review. The analysis results showed that India and Brazil used an E-Voting system with a machine or a DRE system. Estonia and Canada used the internet or I-Voting system. Public trust needed to be considered based on the four countries implementing E-Voting. Network stability, access to digital voters, and ease of access were obstacles that Estonia and Canada faced in implementing the I-Voting system. Voter participation, engine performance, and power grids were obstacles that India and Brazil faced in implementing the DRE system. Based on experiences from India, Brazil, Estonia, and Canada, Indonesia must design specific strategies to minimize the risk of implementing E-Voting in elections. Therefore, the advice that can be given is that the implementation of E-Voting can be started in stages and accompanied by efforts to equalize digital infrastructure in various regions and digital education in the community.

Abstract

Village digitalization has been studied extensively as a subject worthy of in-depth investigation. This study was the beginning of mapping the effects, challenges, and impacts of rural digitalization. In practice, there were still various obstacles. This study's objective was to investigate the various elements that affect the viability of digitalization in a rural environment. The authors of this study used a qualitative study approach using literature review techniques to collect data and information regarding the implementation of e-government in the village. Supporting data could be obtained from reference books, news articles from the internet, and research journal publications. The findings of this study showed that global modernization and digitalization could not be separated if village governments did not want to be left behind. It was impacted by elements that hindered digitalization, such as demographics, distrust, value, competence, and complexity. Strategic actions must be implemented to maximize the implementation of village digitalization. This study had consequences for Indonesian public institutions, both theoretically and practically. It is possible to carry out further studies in the form of a village government digitalization plan.

Abstract

The tourism sector in the pandemic era is the sector most affected. So far, the development of the tourism sector, especially in big cities, has only focused on government and private actors. In big cities, there are two groups of people: local communities and urban communities. This community group in the tourism development process was never involved. Surabaya is one of the second largest cities in Indonesia, where the development of the tourism sector is carried out quite massively. From this problem, the researcher wants to see how the collaborative governance process in the city of Surabaya is. This study used qualitative methods, and data search techniques were carried out through in-depth interviews. Data analysis in this study uses the collaborative governance theory of Ansell and Gash. The results show that collaborative governance in Surabaya has not been synchronized between fellow actors. It can be seen from the government actors who have two tourism promotion institutions, but these two institutions are still running independently. The community actors are also not involved in the tourism development process, which can be seen from the people who do not know when there is tourism development in the area where they live. Meanwhile, private actors who act as developers in the development process do not use local communities as workers. Post-pandemic collaborative governance in developing societies cannot run effectively because their resources are less than optimal.

However, there are still many Small and Medium Enterprises (SMEs) managed by women that have not received serious attention from various parties. As time goes by more and more women are also able to succeed in the business world and are able to develop it. This study uses a qualitative approach, with a descriptive method. The results of this study indicate that the participation of women as Small and Medium Enterprises (SMEs) has considerable opportunities and challenges. Nearly 50% of Small and Medium Enterprises (SMEs) at the national and regional levels are women. This is indicated by the number of business units operating in Babat Acne Village, Surabaya City, of 47 business units, 34 of which are managed by women. This means that in this case the patriarchal culture that is rooted in society has begun to disappear.

Abstract

The COVID-19 pandemic has resulted in a decline in Indonesia’s economic growth in many sectors, including the tourism sector. As a result of this pandemic, the Government of Indonesia made a policy called Imposing Restrictions on Community Activities (abbreviated as PPKM) starting on July 3, 2021, until August 16, 2021. PPKM is a Government policy aimed at reducing the transmission of COVID-19 cases. Commonly, Tourism has significantly contributed to State and Regional economies. Abstract

The European Union's move to issue the Renewable Energy Directive (RED) II policy is considered a discriminatory decision because it includes the elimination of palm-oil commodities which are claimed as triggers of deforestation. In response to this, Indonesia, one of the major palm-oil producing countries, has filed an official lawsuit to the World Trade Organization (WTO) for alleged discrimination against palm-oil by the European Union. In addition to inviting a strong response from palm-oil-producing countries, this EU policy has also sparked controversy over the EU's discriminatory behavior, whether it is motivated by environmental commitments or just protectionism for local EU vegetable oils. This is based on several behaviors of the European Union that are considered not in line with environmental commitments which in this study will be examined through the concept of Strategic Inconsistency in Contested Multilateralism by Faude & Parizek (2021). The results of the study show, from the issue of developing local European vegetable oils to the nickel issue involving Indonesia, the behavior of the European Union has shown a number of inconsistencies with its environmental commitments.

Abstract

The change in the paradigm of village development from "building villages" to "developing village" forced the village government to provide the right policies so that the expected development could be realized. However, the data that has so far been associated with the developing village index is quantitative and tends to be stagnant. This study aims to evaluate the village development index qualitatively. By using a comparative program after only evaluation approach and a qualitative descriptive research method that emphasizes how the community and village government interpret the programs that have been given before. The results of the study show different findings from the quantitative approach, especially on the Economic Resilience index, which seems to be no different from other villages in general in Indonesia. Even though it has the ideal potential to become an independent village. The recommendations resulting from this research are that it is necessary to maximize Access to Financial Institutions and Trade Service Centers so that their potential can be developed towards an independent village.
