Abstract

Tulisan ini akan membahas mengenai peran pihak swasta yaitu pengusaha dalam penandatangan perjanjian kerjasama VPA-FLEGT Voluntary Partnership Agreement On Forest Law Enforcement Governance And Trade antara Uni Eropa dan Indonesia. Kerjasama ini merupakan kerjasama ekonomi yang berbasis pada sertifikasi ramah lingkungan yang diterapkan pada produk kayu yang akan masuk dalam pasar Uni Eropa. Untuk itu, kerjasama ini sangat penting bagi Indonesia mengingat bahwa Uni Eropa merupakan salah satu pasar kayu Indonesia. Peran Pengusaha sendiri sangat penting dalam proses kesepakatan ini, karena pengusaha merupakan ujung tombak dari kebijakan yang nantinya diterapkan. Pemerintah melibatkan pengusaha dalam pelaksanaan diplomasinya terhadap Uni Eropa. Pelibatan pengusaha dapat membantu pemerintah Indonesia dalam meyakinkan Uni Eropa bahwa Indonesia telah siap bergabung dalam kerjasama tersebut.

Abstract

ABSTRACT Prolonged military conflict between the government of Myanmar and Rohingya ethnicity has affected to the neighboring countries, particularly Southeast Asia. Indonesia is one of those affected by exodus of Rohingya ethnicity refugees to Southeast Asia in May 2015. Boats of the refugee exodus tottering in the middle of the sea after left by people smuggler were finally stranded in the Strait of Malacca. The coming of the refugees was rejected by three countries including Indonesia, Malaysia, and Thailand. The Army increased their surveillance and dispelled the boats from entering to sovereignty territory of the Republic of Indonesia, however, the community of Aceh who uphold the Human Right values, felt a pity with condition of the refugees and immediately gave a help and bought them to the land. After were criticized by local and international people due to their refusal to the refugees from Myanmar, finally the three countries made a consultation meeting. Indonesia and Malaysia stated to welcome the refugees of Rohingya ethnicity for one year. This research was aimed at analyzing change of Indonesian stance toward the coming of Rohingya ethnicity refugees from Myanmar in the middle of May 2015. The change of Indonesian stance from rejecting the coming of Rohingya ethnicity with many reasons to accept them for a year was the main problem of study in this research. The problem was analyzed by using qualitative descriptive method with constructivism paradigm as the argument basis and was strengthen by concept of refugees and Human Right values (HAM). Based on the finding of this research, it is concluded that the change of Indonesian stance from refusing to be accepting the Rohingya ethnicity refugees was due to insistence of local and international people as well as Indonesian identity as a country upholding Human Right values. Keyword: Indonesia, refugees, Rohingya ethnicity, Human Right values.     ABSTRAK Kehadiran gelombang pengungsi etnis Rohingya yang mencari suaka ke wilayah Asia Tenggara, menimbulkan polemik. Kapal-kapal eksodus para pengungsi etnis Rohingya yang terombang-ambing di tengah laut setelah ditinggalkan oleh para penyelundup manusia, terdampar di perairan dekat Selat Malaka. Kehadiran para pengungsi tersebut ditolak oleh tiga negara : Indonesia, Malaysia dan Thailand. TNI meningkatkan pengawasan dan menghalau kapal-kapal para pengungsi yang memasuki wilayah kedaulatan RI, namun masyarakat Aceh merasa iba melihat kondisi para pengungsi dan segera membawa para pengungsi ke darat. Setelah mendapat kecaman dari lokal dan internasional karena menolak para pengungsi asal Myanmar tersebut, akhirnya Indonesia dan Malaysia menyatakan bersedia menampung para pengungsi asal Rohingya selama satu tahun. Penelitian ini menelaah perubahan sikap Indonesia yang semula menolak dengan berbagai alasan, akhirnya bersedia menampung para pengungsi etnis Rohingya selama satu tahun. Permasalahan tersebut dianalisis menggunakan metode deskripsi kualitatif dengan paradigma konstruktivisme sebagai dasar argumen dan diperkuat dengan konsep pengungsi (refugees). Berdasarkan  temuan hasil penelitian, diperoleh kesimpulan bahwa perubahan sikap Indonesia yang akhirnya bersedia menerima para pengungsi etnis Rohingya dikarenakan identitas Indonesia sebagai negara yang menjunjung tinggi norma HAM. Kata Kunci : Indonesia, pengungsi, etnis Rohingya, identitas, norma HAM.

Abstract

World economic order after the ratification of GATT (General Agreement On Tarrifs and Trade) shows some contractions and a number of controversies. The broadening of trade agenda in Uruguay round was a new phase of agreement among the countries. Ministerial meeting 1986 produced a declaration called Punta del Este. This consensus creates the establishment of WTO as the only multilateral institution to mediate any cooperations of global trade. WTO itself palys its role to sustain and make sure that the agenda of trade liberalization runs optimally. Nevertheless, amids the euphoria of trade liberalization discourse, some problems and polemic come up. They appear due to inconsistency of developed countries which implement protectionism policy on their some sectors of trade. Third world group then build a coalition to refuse every form of deception in free trade policy. This condition has caused the emergence of internal friction in the body of WTO In this paper, the author will try to analyze and explain the dynamic of trade liberalization policy among the countries after the establishment of WTO. The main focus are on 2 questions, first, why is there conflict of interest in WTO?, and second, how is the dialectical relation of protectionism with free trade system between developed countries and developing countries?  Subsequently, we will obtain a hypothese that market liberalization is never fully implemented instead. Doctrine of free market and the elimination of trade handicaps are not executed consistently by developed c,ountries. Third world countries even tend to be dictated and suppressed to eliminate all kinds of trade handicaps. This handicap include some regulations like subsidy, tarrief,quota, or taxation. So the consequence is the destruction or domestic market in third world due to their incompetence of capital against MNC and developed countries. Market liberalization under neoliberalism can be stated as a new form of Unilateralism in Economy. Stronger and more advanced countries manage to impose their national interest on many trade agreements. The massive integration of world economy has created disparity and imbalanced competition. World is divided by a world gigantic power of capital which exploit third world. Through the mechanism of capital and trade liberalization, our reality si underpinned by domination and monopoly.  Globalization of economy has become a trap for south countries which keeps maintaining wealth accumulation only to few capitalist and developed countries This writting aims to problematize the inconsistent rules implementation within WTO in term of trade policies among countries. Trade liberalization has been mostly taken for granted which in turn covers up certain form of protectionism on some strategic commodities. It has sparked debates about the role of WTO whether it can truly liberalize trade policies or it has surrendered to the strong and  significant role of government intervention in advanced countries.

Abstract

al-Qaeda is one of the movement of global terrorism network that has a neat organizational structure and has established a strong chain of command and have an extensive network, greatly influenced by movements in sentiment toward the United States. WTC tragedy and other actions always lead to the infrastructure of Western countries, especially the U.S.. Osama Bin Laden as the leader of the al-Qaeda network has strong power in giving its influence in leading al-Qaeda. It can not be denied that Bin Laden was in first place most wanted people in the world. Under Bin Laden, al-Qaeda terrorist movement became a professional and highly coordinated, it can be seen from their actions is very neat. Osama bin Laden's death in 2011 and then, for some people is the end of the story of al-Qaeda. But the name of al-Qaida continues to appear in the news all over the world. In the name of the late al-Qaeda has been attributed to several events in the form of bomb attacks in Iraq, killing and conflict in Mali, clashes in Yemen, and sporadic raids and several incidents of kidnapping in Afghanistan. Looking at some of these cases the question "How gait or lunge al-Qaeda terrorist network after the death of Osama Bin Laden?
