RNAL PUBLIC POLICY (JPP) merupakan jurnal elektronik online yang diterbitkan oleh lembaga penerbitan Jurusan Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Teuku Umar. JPP memuat kajian seperti Kebijakan Publik, Kebijakan Sosial, Pelayanan Publik, Administrasi Negara, Administrasi Bisnis, Politik dan Pemerintahan. Tujuan penerbitan jurnal ini adalah salah satu sarana untuk mewadahi kebutuhan peningkatkan kuantitas dan kualitas karya ilmiah dalam rangka pengembangan keilmuan, serta menyebarluaskan kajian Administrasi Negara, sekaligus sebagai wahana komunikasi di antara cendekiawan, praktisi, mahasiswa dan pemerhati masalah dan praktik Administrasi Negara. The purpose of this research is to know the strategy of Industry, Trade and Cooperative Office in developing small and medium enterprises in Nagan Raya District and to know the obstacles faced by Industry, Trade and Cooperative Office in developing small and medium enterprises in Nagan Raya District. The method used in this research is descriptive qualitative with the source data taken through observation, interview and documentation. Disperindagkop Nagan Raya District in the development of Small and Medium Enterprises namely guidance and Counseling, covering (a) the development of various products, (b) improvement of product quality, (c) licensing counseling, (d) marketing, education and training, covering (a) management Capital and finance, (b) production techniques, (c) entrepreneurship, Provision of Assistance, covering (a) capital assistance, (b) equipment aid and Evaluation and supervision. There are also inhibiting factors, such as internal resistor factors from Disperindagkop Nagan Raya District that is the level of quality and quantity of apparatus is still limited, the amount of budget funds for UKM development program. And supporting facilities and infrastructure are still inadequate. External inhibiting factors are the level of quality of human resources is still limited, lack of interest in trying. The authors provide suggestions that can be utilized by relevant agencies Increasing the frequency of meetings with UKM and the growing interest of young people to the importance of wrestle in the field of business. ANALISIS PERAN KEPEMIMPINAN CAMAT TERHADAP PEMBINAAN PEGAWAI DI KANTOR CAMAT KECAMATAN TADU RAYA KABUPATEN NAGAN RAYA Sri Wahyu Handayani

This article aims to determine the role of sub-district leadership in coaching employees in the Head Office of Tadu and the factors that influence the subdistrict governments to develop employees at Head Office Tadu. This study uses a qualitative method with purposive sampling techniques. The results of the research that leadership role in coaching employees in the Head office of the District Head Tadu Nagan Raya, has been implemented as not it should be. But basically camat is not based on a government education (SSTP), but camat was commissioned by head of district (bupati), so that the role of the sub-district leadership of the coaching employees in the sub-district office Tadu very emproyent the organization goes by. This is evident from the pattern of the services provided by employees and contract workers to the community environment of the Tadu District. Other hand, many factors that affect the role of Head of the coaching employee first because of factors have been determined based on the regulations of the district. Second, the head is obliged to foster employee. Third, the rules that head is responsible for his subordinates. Fifth, head as the initiative itself. Sixth, because of discipline and responsibility of a leader to build employee duties. Seventh,it was also due to his obligations as camat factor in fostering employee, because camat as head of the district. Eighth, due to employee discipline is highly dependent on the leadership style of the subdistrict head, so that the district head and firm discipline the employee will be disciplined. This article discusses the issue of the monocultural and hegemony that occur in police forces, especially police women in Indonesia. Monokulturalisme related to the concept of cultural unification (homogentitas). In monokulturalisme, a sign of the assimilation process is a mixture of two or more cultures to form a new culture. Development activities independently by society Gampong is not a new thing in the country of Indonesia, it's just that more development activities based on the limitations of the use of the resources of the gampong both in terms of both financial resources his human. Therefore, mutual is the main way for people to development Gampong. In tune with the enacted law on Gampong, then mutual culture be reduced, where as the presence of State money in Gampong development in to additional energy from the spirit of Indonesia. The results showed that implementing the construction of Gampong, there are still many obstacles, but the existence of the deliberations conducted by Lord Peuet has been able to solve the problem, because the deliberations deliberations remained the leading solutions in gampong daam resolves the problem. In order for the deliberation can be meaningful so any executing development must be open to problems occurred, likewise should willingly and respect any result of deliberation a mutually agreed. This research is about Optimalization of District Role in Village Financial Management. The purpose of this study is to optimize the role of sub-districts in village financial management. This study uses normative legal research methods (legal research), ie. studies that refer to the principles, norms contained in laws and regulations, ranging from Laws, Government Regulations, Ministerial Regulations, Regional Regulations/Qanun, Governor Regulations and Regents Regulations relating to the duties of sub-districts in the guidance and supervision village finance. The approach used in this study is the state approach, and the concept approach, by examining the research material consisting of primary, secondary and tertiary legal materials. The research material is analyzed by qualitative approach, with the aim to understand the meaning of the legal material that has been collected, which then interpreted normatively, logically and systematically by using inductive method. The results of this study indicate that the function of guidance and supervision that has been carried by the sub-district does not clearly reveal the intent and how the business process runs. The definition of village financial management is evident in 5 aspects: planning, implementation, administration, reporting, and accountability need to be clarified by stating the extent of the role of the kecamatan in each stage. In the planning aspect, the sub-districts need to be involved intensively when the village government processes the village development planning. This is aimed at ensuring that the development planning prepared by the village government is in line with regional development planning. District / city governments need to facilitate kecamatan to increase their role in supervising village financial management. One thing that can be done is to facilitate kecamatan devices to obtain education, training, in the framework of competence development. Provincial governments can play a role in financing aspects to strengthen the capacity of kecamatan equipment through education and training.

In this contemporary era, the forms of public service in Indonesia have become increasingly practical and instant. Conditions like this to illustrate how the phenomenon of McDonaldization began to plague into public service systems, one of which is with the public service system e-Filing DJP Online. E-Filing DJP Online is an application of public services based on information and communication technology implemented by the state tax execution agency to provide easy access to services for the Taxpayers in Indonesia. The purpose of this study is to see how the principles of McDonaldization are applied in the public service system of tax agencies through the DGT Online e-Filing system. The theory approach used is McDonaldization Theory by George Ritzer, and the concept of Public Service. The method used is qualitative descriptive, with literature review approach. The results show that the DGT Online e-Filing system applies the principles of McDonaldization in the form of its services, namely: efficiency, quantified and qualified services, predictability, control, and ultimately the rationale for irrationality of service.Keywords: McDonaldization, Public Service, Tax, e-Filing

The purpose of this study to determine the optimization of the function of mosques in the guidance of morals in Beutong District Nagan Raya District. This research is a type of qualitative research. namely a research procedure that produces descriptive data in the form of written or oral words of people and behavior that can be observed. This research will describe and analyze the mosque and its function in moral guidance in Beutong Sub-district, Nagan Raya District. So the specification of this research is through a descriptive research approach that aims to describe the systematic, accurate facts, and characteristics about a particular field. This research was conducted in Beutong Sub-district, Nagan Raya District. Technique of collecting data in research with observation method, documentation and interview or also called primary data, and secondary data obtained through books, articles, electronic media related to research problem while to analyze data in this research done by study, categorization, perform tabulation of data and or combine evidence to answer research questions. The results showed that the optimization of mosque function in the guidance of morality in Beutong Sub-district of Nagan Raya District is as an institution of non-formal religious education, Role as instrument, Role as facilitator, Role as mobilizer, Role as a container of human resources development, Role as agent of development of society .Keywords: Mosque, coaching, Morals

The purpose of research and study to find out and explain the concept of witness protection in criminal cases under Indonesian criminal law and the criminal law of Islam and to explain the concept of comparative analysis on the protection of witnesses in criminal cases in the criminal law Indonesia.Penelitian this method of normative legal research, the study in the form of legislation, legal principles, norms, and others. In the discussion of this thesis is done through a comparative descriptive approach (comparison), which describe and analyze data on the protection of witnesses, according to the conception of Indonesian criminal law and criminal law of Islam. The results showed that first, the concept of witness protection in the Indonesian criminal law and the criminal law of Islam has much in common they both protect the witnesses have efforts to comply with the provision of security to the witness so that in spite of the threats of others both a threat to life, honor, finances and family. But what sets it apart is the legal basis, terms and various witnesses, the agency that protects witnesses and witness protection. Suggested to the parties that have the authority to order the witness protection sincere and serious in protecting witnesses in accordance with what is stipulated in the regulations.Keywords; witness protection, criminal law of Indonesia, Islamic law

The title of this study is Quo Vadis Rational Choice in the Election Aceh Barat in 2017. The reason for choosing such title was because the election western district of aceh in 2017 so unique and diverse calonnya will start of a candidate backed by national party, local party and the independent. But in this case researchers want to assess fenomen what is mean by quo vadis rational choice in for the section kabupataen aceh barat. Social phenomenon in behavior choose quo vadis rational choice in local election district of aceh western in transition toward democracy in 2017 in determining voting. Methods used in this research is a method of the qualitative study, where needed was an understanding of social phenomena, so as to become the focus of major is acquire understanding of at the action and meaning social trend in the viewing angle the subject of research. While type research used in this research was descriptive qualitative research. Social pathology is a social disease suffered by young people today are happening in the land of shari’a. The type of social pathology that is mixing young people who have the freedom, do not appreciate the values and norms, and attitudes of young people who are far from the religious values in the code of conduct rules of Islamic law in Aceh Barat district based on the rule of law. This is a consequence of globalization is a world without borders, so that globalization also transfused to the westernization of Islamic youth in today's world. With the westernization of today's young generation to generation, the social pathology easily occur. The authors of this research focuses on the West Aceh district as a district known as the Islamic Shari'a. This study used a qualitative descriptive analysis methodologies for being able to respond to the social pathology that is happening today. The purpose of this paper is to contribute to the West Aceh district government in enforcing Islamic law in the Islamic Shari'a, which was valid as the rule of law to enforce strict Islamic law. The results showed enforcement of Islamic law in Aceh Barat district special because the younger generation is often weak and apathetic to the rules of Islamic law until the reign of West Aceh Regent reiterated in Rule Number 5 of 2010 on the Enforcement of Islamic Law in Aceh Barat district in the application of Islamic dress in Regency West Aceh.Keywords: Social Pathology, Youths, Islam.
