Abstract

Public sector service management model has some characteristics that are different from the private sector. The private sector is based on the choice of the individual in the market. Organizations in the private sector are required to be able to meet the tastes and individual selection decisions to meet each individual customer. Such a state is different from what happened in the public sector. The public sector is not based on individual choice in the market but a collective choice in government. Abstract

This paper explains about innovation of the local government which is part of the Population and Civil Registration (Dukcapil) service reform. Aklamasidansa is the policy of the West Aceh Regency in the matter of arranging birth certificates and death certificates that are integrated with village funds. The issue of legal identity is still a problem in Indonesia, many people do not have a legal identity so that it has an impact on all services provided by the government to the community. Aklamasidansa  is an innovation that brings government and society closer. Aklamasidansa has been running since 2017 and operates in the assisted villages. This study used a qualitative method with a case study approach, the informants of this study were the community as recipients of services, the West Aceh government as an innovator. The results of the study show that the aklamasidansa policy has increased the coverage of legal identity ownership, especially birth certificates which increased from 70.25% percent (June 2017) to 93.90 percent (December 2018). Aklamasidansa as one of the service innovations to the community is running very well in improving the data administration of the village and make it easier for citizens to receive services in arranging birth certificates and death certificates.

Abstract

Education is an effort to channel knowledge from educators to students through a tiered process. Elementary school students are students at the next level who must obtain extraordinary motivation to support the dream process they have, especially for students at SDN 7 Jeumpa, Aceh Barat Daya District. That way, creating an inspiring class that can give an idea of their dreams in the future will be a form of motivation that is able to push them toward a better future. The method used in this service is by lecturing, sharing sessions, and direct practice in accordance with the profession. The results of the dedication show that very many students at SDN 7 Jeumpa, Southwest Aceh District do not have high motivation in achieving their dreams and also that some of these students are still hesitant in determining their dreams, so they only follow what is conveyed by other students. That way, the results of this service provide a clear picture of the dream they will achieve and good motivation for students to pursue that dream.

Abstract

This study aims to determine the role of the Office of Education in Implementing Early Childhood Education (PAUD) in Nagan Raya Regency. Currently, early childhood education is an important education because this education is a place for the formation of a child's character or the golden age. This research method uses a qualitative method with a case study approach. The informants of this study were the Head of Early Childhood Education (PAUD) of Nagan Raya Regency, DPRK Education Commission of Nagan Raya Regency, Principal of Purwodadi Kindergarten, Manager of Family Planning (KB) Mayang Sari Gampong Purwosari, and Keuchik Gampong Pulo, Kuala Pesisir District. The results of this study indicate that the role of the Education Office in Implementing Early Childhood Education (PAUD) in Nagan Raya Regency, precisely in Kuala Pesisir Subdistrict, has not been fully maximized because the establishment of Early Childhood Education (PAUD) is still not evenly distributed throughout the Gampong in Nagan Raya Regency. In addition, there is still a lack of PAUD supervisors from the Education Office of Nagan Raya Regency, only 2 people to supervise PAUD throughout Nagan Raya Regency so that it is not fully covered and affordable. The role of gampongs in establishing PAUD is still not maximized because some gampongs still have not established PAUD even though the budget for establishing Early Childhood Education (PAUD) is already in the APBG once a year and there is still a lack of synchronization of understanding by the keuchik in the implementation of Early Childhood Education (PAUD) in the village.

Abstract

A leader must be a good example and role model for his subordinates in completing his work, because all actions, behavior, and policies of a leader greatly affect the performance of his subordinates. The aim of this article is to examine the influence of a sub-district head on the work efficiency of his subordinates at the Bubon Regional Office, West Aceh. The research used quantitative research techniques with correlational calculations which emphasizes the analysis of  statistics data. The results  showed that the correlation between the influence of a sub-district head and the work effectiveness of the Bubon sub-district office employees was 0.826 (R) which means that the correlation between the sub-district leadership style and the employee work effectiveness at the Bubon sub-district office has a very close relationship. In this study, every change in the influence variable of a sub-district head by 1 point will affect the change in the work effectiveness of the Bubon sub-district office employee by 8.261 points.  It showed that a sub-district head does have an influence on increasing the effectiveness of employees' work at the bubon sub-district office.

Abstract

Surat Perintah perjalanan Dinas ialah surat perintah kerja yang diberikan sang atasan atau kepala kantor pada pegawai buat melaksanakan tugas kerja kepada instansi atau kantor pada kawasan lain. pada proses pembuatan SPPD, kantor BPKD Kabupaten Aceh Barat masih dilakukan hanya menggunakan pencatatan manual memakai bantuan Microsoft Office, tidak memakai aplikasi spesifik pada proses pembuatan SPPD. Hal ini mengakibatkan sistem menjadi kurang efektif serta efisien, baik asal segi materi juga ketika. buat mengatasi konflik tadi, maka perlu dibangun sebuah sistem komputerisasi buat pengelolaan data bepergian pegawai. Sistem yang diusulkan dapat membantu dalam pembuatan tugas perjalanan dinas bagi karyawan, pengelolaan porto, penghitungan porto, pencetakan tugas serta pencetakan kuitansi porto perjalanan. menggunakan adanya sistem info perjalanan dinas yang terkomputerisasi bisa mempermudah instansi pada membentuk surat bepergian dinas serta mengelola data bepergian dinas dengan lebih baik.

Abstract

This study aims to analyze the online-based public services that are applied at the office of the National Land Agency in Nagan Raya Regency. The research carried out is to identify problems that occur in its application, in this study the method used is qualitative research with data collection using interview and interview methods. Abstract

To create accurate information, the Ministry of Home Affairs designed an application for the Regional Government Information System (SIPD) as a useful application to achieve a successful coordination between the central government and regional governments. The implementation of SIPD is also aimed at the realization of good government, implementation of data technology-based regional planning and budgeting management. The implementation of SIPD is also to carry out the policies of each program of the West Aceh Regency Government activities, especially the Transmigration and Manpower Office. The case in this research is the implementation of SIPD at the Department of Transmigration and Manpower Kab. West Aceh. The object under study is the implementation of the SIPD application. The analytical model used in this research is descriptive qualitative analysis, using Edward III's theory of Communication, Human Resources, Disposition and Bureaucratic Structure. This theory is used to see where there are obstacles in the implementation of the Regional Government Information System (SIPD) application. The results of the analysis of the implementation of the Regional Government Information System (SIPD) application at the Transmigration and Manpower Office of the Regency. Aceh Barat from the four indicators of Edward III's theory covering the dimensions of Communication, Human Resources, Disposition and Bureaucratic Structure, there are still obstacles in the communication dimension; resource; and disposition. significantly, and there are obstacles in other dimensions, namely the time in using the SIPD application. Thus, Special Education and Training is needed to provide more understanding for SIPD application users, especially users in related agencies. Abstract

This study aims to analyze the extent of the role of the Peunaga Rayeuk Village Government in Optimizing the Posyandu Program, analyze what are the supporting factors and inhibiting factors and analyze the actions taken in dealing with communities that are less participatory in the posyandu program. This study uses qualitative methods with descriptive analysis research types. To obtain comprehensive data, informants in this study were village government officials, posyandu cadres, midwives and the community. Data collection techniques are carried out by observation, interviews and documentation. Data analysis techniques using descriptive analysis techniques with a qualitative approach that describes the results of the study as it is.The results of this study indicate that the role of the village government in optimizing the Posyandu program is not optimal. This can be seen from the unavailability of a comfortable place for the community to obtain services, because the posyandu building is still used with kindergarten children and the services provided are not in accordance with the SOP. However, in terms of handling the community, namely infants / toddlers who are affected by malnutrition, the level of responsiveness of the gampong government, cadres and midwives are very good and very helpful to the community. The gampong government also conducted socialization, healthy baby competitions, giving PMT as well as absent community visits to posyandu, which were conducted to increase community participation. The supporting factors in optimizing the posyandu program are very much one of them, good cooperation between the gampong government, cadres and midwives and the gampong community in running the posyandu program. Meanwhile, the inhibiting factors are a lack of public awareness, a mindset that is not yet developed and a sense of laziness in the community that makes them reluctant to bring their children to the posyandu and uncomfortable service places. Keywords: Role, gampong government, optimal, posyandu.
