Abstract

Program Makan Bergizi Gratis merupakan kebijakan publik yang bertujuan meningkatkan asupan gizi siswa sekolah dasar untuk mendukung pertumbuhan dan menurunkan angka stunting. Penelitian ini bertujuan untuk menganalisis implementasi Program Makan Bergizi Gratis di SD Negeri 02 Gandul, Depok serta mengidentifikasi hambatan dan upaya solusinya. Teori yang digunakan adalah teori implementasi kebijakan George C. Edward III, yang meliputi variabel komunikasi, sumber daya, struktur birokrasi, dan disposisi. Metode penelitian yang digunakan adalah deskriptif kualitatif, dengan teknik pengumpulan data berupa wawancara mendalam, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi program berjalan cukup efektif, ditandai dengan distribusi makanan yang teratur dan dukungan dari guru serta penyedia layanan. Namun demikian, masih terdapat hambatan berupa perbedaan jadwal siswa, preferensi rasa terhadap makanan, dan minimnya koordinasi lintas sektor. Upaya yang dilakukan meliputi peningkatan komunikasi, penyesuaian waktu distribusi, dan pelibatan aktif seluruh pihak. Dapat disimpulkan bahwa pelaksanaan Program Makan Bergizi Gratis di SD Negeri 02 Gandul telah berjalan dengan baik, meskipun masih memerlukan penguatan dalam aspek teknis dan struktural agar manfaat program dapat lebih optimal. Abstract The Free Nutritious Meal Program is a public policy aimed at improving the nutritional intake of elementary school students to support growth and reduce stunting rates. This study aims to analyze the implementation of the Free Nutritious Meal Program at State Elementary School 02 Gandul, Depok, as well as to identify the obstacles encountered and the efforts undertaken to address them. The theoretical framework applied is George C. Edward III’s policy implementation theory, which encompasses the variables of communication, resources, bureaucratic structure, and disposition. This study employs a qualitative descriptive method, with data collection techniques including in-depth interviews, observation, and documentation. The findings indicate that the program implementation has been fairly effective, as evidenced by orderly food distribution and support from teachers and service providers. Nevertheless, several challenges remain, including differences in students’ schedules, food taste preferences, and limited cross-sectoral coordination. The efforts undertaken include improving communication, adjusting distribution times, and actively involving all relevant stakeholders. It can be concluded that the implementation of the Free Nutritious Meal Program at State Elementary School 02 Gandul has been carried out effectively, although further technical and structural strengthening is required to optimize the program’s benefits.

Abstract

Penelitian ini didasarkan pada permasalahan yang menunjukkan bahwa penerapan organisasi pembelajaran di Inspektorat Daerah Kabupaten Lebak, Provinsi Banten, belum berjalan secara optimal. Tujuan penelitian ini adalah untuk memperoleh pemahaman mendalam mengenai penerapan prinsip-prinsip organisasi pembelajaran. Penelitian ini mengacu pada konsep Peter M. Senge (2006:12), yang menyatakan bahwa penerapan organisasi pembelajaran didasarkan pada lima disiplin (The Fifth Discipline), yaitu penguasaan diri, model mental, visi bersama, pembelajaran tim, dan pemikiran sistem. Penelitian ini menggunakan desain penelitian kualitatif dengan metode analisis kualitatif deskriptif. Hasil penelitian menunjukkan bahwa organisasi pembelajaran belum diterapkan secara optimal. Kondisi ini tercermin dari rendahnya tingkat penguasaan diri di kalangan personel, dominasi model mental yang masih bersifat administratif, reaktif, dan berorientasi pada kepatuhan, tidak adanya internalisasi kolektif terhadap visi bersama pengawasan yang bernilai tambah, kurangnya pelembagaan sistematis pembelajaran tim, serta fakta bahwa pemikiran sistem belum menjadi kerangka kerja yang dominan dalam proses pengambilan keputusan.AbstractThis research is based on problems indicating that the implementation of a learning organization at the Regional Inspectorate of Lebak Regency, Banten Province, has not yet been optimal. The purpose of this study is to obtain an in-depth understanding of the implementation of learning organization principles. The study refers to Peter M. Senge’s (2006:12) concept, which states that the implementation of a learning organization is based on five disciplines (the Fifth Discipline), namely personal mastery, mental models, shared vision, team learning, and systems thinking. This research employs a qualitative research design using a descriptive qualitative analysis method. The results indicate that the learning organization has not been optimally implemented. This condition is reflected in the low level of personal mastery among personnel, the predominance of mental models that remain administrative, reactive, and compliance-oriented, the absence of collective internalization of a value-added supervisory shared vision, the lack of systematic institutionalization of team learning, and the fact that systems thinking has not yet become the dominant framework in decision-making processes.

Abstract

Penelitian ini bertujuan menganalisis pengaruh fleksibilitas prosedur administratif dan lingkungan kerja digital terhadap kinerja pegawai Generasi Z pada CV. Sahita Electronic Jakarta Selatan. Penelitian menggunakan pendekatan kuantitatif dengan metode survei eksplanatori terhadap 48 responden yang dipilih melalui teknik total sampling. Data dikumpulkan menggunakan kuesioner skala Likert dan dianalisis dengan regresi linear berganda. Hasil penelitian menunjukkan bahwa fleksibilitas prosedur administratif berpengaruh positif dan signifikan terhadap kinerja pegawai (β = 0.412; p < 0.05). Lingkungan kerja digital juga berpengaruh positif dan signifikan serta memiliki pengaruh lebih dominan (β = 0.538; p < 0.05). Secara simultan, kedua variabel memberikan kontribusi sebesar 57.1% terhadap kinerja pegawai (R² = 0.571). Temuan ini menegaskan pentingnya penyederhanaan prosedur administratif dan optimalisasi sistem kerja digital dalam meningkatkan kinerja pegawai Generasi Z. Abstrak This study aims to analyze the effect of administrative procedure flexibility and digital work environment on the performance of Generation Z employees at CV. Sahita Electronic, South Jakarta. The research employed a quantitative approach using an explanatory survey method involving 48 respondents selected through total sampling technique. Data were collected using a Likert-scale questionnaire and analyzed through multiple linear regression. The results indicate that administrative procedure flexibility has a positive and significant effect on employee performance (β = 0.412; p < 0.05). The digital work environment also has a positive and significant effect and demonstrates a more dominant influence (β = 0.538; p < 0.05). Simultaneously, both variables contribute 57.1% to employee performance (R² = 0.571). These findings highlight the importance of simplifying administrative procedures and optimizing digital work systems to enhance the performance of Generation Z employees.

Abstract

The Free Nutritious Meal Program (MBG) is expected to significantly increase food demand, particularly for rice as the main staple in meal preparation. However, studies linking operational kitchen data with city-level rice demand projections remain limited. This study aims to analyze operational rice demand at Nutrition Fulfillment Service Units (SPPG) in Bandung City and to project rice demand under different program expansion scenarios. A quantitative approach was employed using time series forecasting by comparing ARIMA, Holt-Winters, and Default Forecast (Mean in Window) models. Model performance was evaluated using RMSE and MAPE indicators. The dataset consists of operational data from 26 SPPG units, including rice purchases, meal portions produced, and the frequency of rice-based menus during April 2025–January 2026. Results show that ARIMA provides the best forecasting performance (RMSE 3859.634; MAPE 15.08%). Consumption calibration indicates rice usage of approximately 0.055–0.066 kg per portion. Scenario projections suggest that MBG expansion may substantially increase rice demand, highlighting the need to integrate program planning with regional food security policies.

Abstract

Permasalahan utama dalam implementasi kebijakan pendidikan inklusif di Provinsi Banten adalah masih terbatasnya akses dan kualitas layanan pendidikan bagi peserta didik berkebutuhan khusus, ketimpangan sarana dan prasarana antar wilayah, serta rendahnya kesiapan sumber daya manusia, khususnya guru dalam menerapkan pembelajaran inklusif . Kondisi ini berdampak pada belum optimalnya pemerataan pendidikan yang berkeadilan. Urgensi penelitian ini terletak pada pentingnya evaluasi implementasi kebijakan pendidikan inklusif sebagai upaya strategis untuk menjamin hak pendidikan bagi seluruh warga negara tanpa diskriminasi, sekaligus mendukung pencapaian tujuan pembangunan pendidikan yang inklusif dan berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus di beberapa kabupaten/kota di Provinsi Banten. Teknik pengumpulan data dilakukan melalui wawancara mendalam, observasi, dan studi dokumentasi, dengan melibatkan pemangku kepentingan seperti dinas pendidikan, kepala sekolah, guru, dan orang tua siswa. Analisis data dilakukan secara deskriptif dengan menggunakan model interaktif. Hasil penelitian menunjukkan bahwa implementasi kebijakan pendidikan inklusif di Provinsi Banten telah berjalan namun belum optimal. Beberapa sekolah telah menerapkan praktik inklusif, namun masih terdapat kendala seperti kurangnya pelatihan guru, keterbatasan fasilitas pendukung, serta minimnya koordinasi antar lembaga. Selain itu, ditemukan adanya disparitas implementasi antar daerah. Oleh karena itu, diperlukan penguatan kapasitas guru, peningkatan dukungan anggaran, serta sinergi kebijakan lintas sektor guna mewujudkan pemerataan pendidikan yang inklusif dan berkeadilan di Provinsi Banten. Abstract The main issues in the implementation of inclusive education policies in Banten Province are the limited access and quality of educational services for students with special needs, the disparity in facilities and infrastructure between regions, and the low readiness of human resources, particularly teachers, in applying inclusive learning. This condition impacts the suboptimal equitable distribution of education. The urgency of this research lies in the importance of evaluating the implementation of inclusive education policies as a strategic effort to guaranty the right to education for all citizens without discrimination, while also supporting the achievement of inclusive and sustainable education development goals. This research uses a qualitative approach with a case study method in several regencies/cities in Banten Province. Data collection techniques were carried out thru in-depth interviews, observations, and document studies, involving stakeholders such as the education office, school principals, teachers, and parents. Data analysis was conducted descriptively using an interactive model. The research results indicate that the implementation of inclusive education policies in Banten Province has been underway but is not yet optimal. Some schools have implemented inclusive practices, but there are still obstacles such as a lack of teacher training, limited supporting facilities, and minimal coordination between institutions. In addition, disparities in implementation between regions have been found. Therefore, it is necessary to strengthen teacher capacity, increase budget support, and create cross-sector policy synergies to achieve inclusive and equitable education in Banten Province.
