Abstract

Decentralization has become an important factor in managing smaller administrative region. The regional autonomy ruled by the central government through the legislation UU No. 32 in 2004 about Regional Government is expected to improve the outcome of policies of Indonesia’s local administration. One of the authorities delegated to the local administration is the responsibility to manage the natural resources, which is important in increasing the regional income for the development of the communities. However, the implementation of natural resource management still cause several problems such as environmental degradation, poverty, and income inequality. In order to solve the problems, politics play an important role in the regional policy making including the planning, budgeting, implementing and monitoring the policy as well as maximizing the role of communities’ participation. This cooperation between the local administration is expected to result in the effective, efficient, fair, and sustainable use of natural resources. Abstract

Silver  is  a  white  shiny metal. It is  used as daily needs as well as decoration. The silver handicraft in Koto Gadang district have been well-known since long time ago.  The things made by each handycraft centers are almost the same so that it is difficult to create interesting shapes for consumers. Beside that, the technique used is still a simple one, and the motives applied to the handicraft are only little developed. Therefore, this research tries to describe several things:  1) To identify silver handicraft product shapes; 2) To identify the name of the motives being developed; 3) To explain the production technique of silver handicraft. This research is conducted in Koto  Gadang; using quantitative  and  qualitative  sampling. The result of this research is silver handicraft shapes, which  involve various kinds of earring, bracelet, brooch, ring, necklace, pendant, and miniature, as well as ornament for wedding ceremnny, among other things are various shapes of necklace, ring, and ear-plug. To make handicraft, chisel, kikir (serrated iron for smoothing something), plait, and sickle. The motives applied on the products are cucumber leaf, padek leaf, jackfruit leaf, "H" leaf Lombok, bataro, straight lines, winding, parallel line, bamboo plait, and fish scale. Abstract

This study aims to explore the socio-cultural aspects, policies, and the mentality that influence social integration in the western Sumatran society. Location of this study spread over counties and cities in West Sumatra, represented by the six District/City, namely: Pasaman Barat, Solok, Pesisir Selatan, Sawahlunto, Dharmasraya, and Bukittinggi. Selection of sample areas is based on the degree of heterogeneity of society. The study was designed in the form of a survey with a qualitative approach. Data collected through interviews and documentation studies. Data were analyzed in stages through data collection (recording), categorizing the data, coding the data by category, and data interpretation. The results obtained from this research is presented in a description of the socio-cultural community which is reflected in the socio-cultural "malakok" as a means of integration of migrant communities with indigenous communities. “Malakok” existence becomes more obvious with the current government policy called "Back to the Nagari". This policy is an attempt to revive the traditional leadership role in the governance system of the Minangkabau society. Lastly, in addition to social integration, malakok strength in Minangkabau society is influenced by the mentality of the local communities such as tribal solidarity, tolerance, loyalty, and openness. Abstract

This paper aims to propose the existence of the role of indigenous actors both as tribal stakeholders as well as administrators of the nagari (local administrative village) in West Sumatera, home to the Minangkabau people. This study used qualitative approach. Both internal aspects and external consideration of the adat (tradition) are analysed using SWOT by in-depth interview and focus group discussion of the tribal stakeholders as well as indigenous actors. The result shows that there are important role and leadership of the cultural actors in the governance of nagari who are capable of appreciating the values and rights of indigenous people without ignoring the values of modern democracy. Abstract

The persons have teh each style in office.That situation influenced by their background culture. The work culture and ethnict culture descripted when civil servant doing a job.This research used qualitative approach for looking the ethnict work culture the civil servant in west Pasaman resident, west Sumatra province. The focus of the research is the Giot Ipas work culture. Informants of the research choosed by purpossive sampling technique, especially civil servant form Mandailing ethnict. This research also used the snowball sampling and convenience / accidental technique. And then the interpretation of field data is done referto the statement  Geertz (1973: 2000) interpretation of the data with the thick description.The results of the research is the giot ipas work culture are efective and effeciency but there is negative impact because civil servant unfocus on work. Abstract

The direct provincial and mayoral election often witnesses the tendency of low voter turnout, as happened in Padang city mayoral election in 2008. This research seeks to reveal the non-voting behavior and the causes of the behavior in Koto Tangah district, which has the lowest voter turnout; 42.51%. This research is a descriptive-qualitative where data is obtained by using in-depth interview technique and documentation study. Snowball sampling is used to select sample of voters who vote in Padang 2008 election. The data was then analyzed using qualitative method. The result shows that there were two types of non-voting behavior in Koto Tangah community in Padang 2008 mayoral election; (1) did not come to the ballot box; (2) did come to the ballot box but did not cast ballots properly. The behavior was caused by several factors; (1) psychological factor; (2) factor of political system; (3) factor of political trust; and (4) factor of socio-economic status. Psychological factor means non-voters’ characters tend to be apathetic and ignorant of politics. In terms of political system factor, non-voting behavior was driven by dissatisfaction with the government’s performance which showed no change. Political trust factor showed that most non-voters do not believe in the processes and results of the local elections. Meanwhile, in socio-economic status, most non-voters are educated. On the other hand, employment and income also contributed to the non-voting behavior. Key words: direct local election, Padang mayoral election, low voter turnout, non-voting behavior

Abstract

Liberal thoughts argue that men have rational and logical ability to decide the rightest and best choice for themselves, which means that men are autonomous in determining their life’s orientation and truth. Therefore men cannot be forced to accept certain general truth from the society because each person have distinguished goal, which is incommensurable. The single interpretation of truth is considered incompatible with human ability to contemplate their objectives. This makes the basis of the secular practice in American society; the separation of church (religion) and state, where religion is considered private matters. The amendment of the constitution clearly notes that state should not make any law respecting or against practice of any religion. This practice can be seen in the American mass media, where most hold liberal view and shun away from religious debates. Media as a public sphere play an important role in facilitating the debate about discourses, therefore refrain from  private matters such as religion. Abstract

The objective of this research is to know the relationship between supervision and punishment with work discipline of vocational high school teacher. The research is conducted on state vocational high school subdistrict of West Cikarang, Bekasi District. The research method used survey method with the correlation approach to data collection tool using questionnaires. The respondents were  state vocational high school teachers who are in the subdistrict of West Cikarang, Bekasi district as many as 80 teacher selected by two stage random sampling technique. Instrument calibrated by using validity and reliability test. The data processing is used regression analyze technique and simple correlations with multiple regression and correlations. The result of the research show : First, there is positive correlation between supervision (X1)  with work discipline (Y) with correlation coefficient ry1 = 0,452 and similarity regression Ŷ = 42,327 + 0,609 X1. Second, there is positive correlations between punishment (X2) with work discipline (Y) with correlation coefficient ry2 = 0.658 and similarity regression Ŷ  =  27,406 + 0,748X2. Third, there is positive correlation between supervison (X1) and punishment (X2) with work discipline (Y) with correlation coefficient ry12 = 0,449 and similarity regression Ŷ = 0,024 + 0,413X1 + 0,648X2. Based on the result can conclude that work discipline could be increase to strengthen supervision and punishment. Kata kunci : discipline, supervision, punishment

Abstract

This study aims to reveal the relation between carving and weaving products designed by west Sumatran craftsmen. The observation is made based on the motives used in the two products, including structure, position, repetition, and color arrangement of the patterns. The findings reveal that 42 – 65 % carving motives have the same naming in Pandai Sikat weave, while small number of old carving pattern appear in new design. The same motives were also found in weaving products of Kubang (33%) and Silungkang (25%).Based on this finding, it can be concluded that some weaving motives influence the carving motives and vice versa. Abstract

Juadah is a tradition in the traditional wedding ceremony in Minangkabau tradition from West Sumatera. This research aims to analyse the juadah tradition in maintaining solidarity in the Kampung Ladang Korong small village wedding ceremony. This research is qualitative using in-depth interview, observation, and documentation study to obtain data. Sources interviewed were selected by purposive sampling. The result shows that the juadah is still commemorated in the research site. This tradition’s purpose is to maintain solidarity in social binding including families and communities. This tradition also grow the spirit of gotong royong (solidarity works) although modernisation has changed some of its implementation.
