Abstract

Primary health services highlight the SDG’s global health agenda on the Universal Health Coverage (UHC) target. The SDG’s global health agenda on the Universal Health Coverage (UHC) target requires data coverage on the location of facilities and the population that can be served to ensure everyone gets the health facilities they need. However, in reality, there is a disparity in the availability of infrastructure. Many health facilities are concentrated in urban areas due to accessibility disparities. Disparities in the distribution of population concentrations and availability of primary health center infrastructure can lead to geographic disparities, especially regarding reachability for primary health center users. Analysis of health service reachability on population concentration is needed as a basis for evaluating service reachability. The reachability analysis uses an isochrone map that combines land-use patterns and infrastructure constraints with contour calculations. The analysis of the spatial reachability of this primary health center uses an isochrone map with distance and travel time attributes based on the reference standard. The results of the reachability analysis using an isochrone map show that several residential areas are not covered by the network of primary health center services.

Abstract

This study aims to assess the efficiency of the National Economic Recovery (PEN) program budget launched by the government to reduce the impact of the pandemic on public welfare in 34 provinces in Indonesia. Efficiency measurements computed using Data Envelopment Analysis (DEA) show that only 12 provinces are efficient at holding the increase in poverty and unemployment by implementing the PEN budget. West Papua Province is efficient despite its unemployment and poverty levels being higher than the national average. West Java Province is likely inefficient and can potentially reduce the unemployment rate with the PEN budget implementation if it is efficient. Maluku Province has the potential to further reduce its poverty with the PEN budget if it is efficient. Not all provinces with low unemployment and poverty rates efficiently implement the PEN budget and vice versa. This study evaluates the regional government's performance from an efficiency point of view. The efficient provinces discovered from the research can become a benchmark for other provinces to maximize the decline in welfare indicators by using the available budget.

Abstract

Mount Merapi National Park (TNGM) is one of the conservation management that conducts community empowerment activities to support disaster risk reduction. Social interaction is one of the capacity-building in disaster management to reduce disaster risk. This research aims to analyze the strategy of empowering the buffer village communities in terms of implementing the management of TNGM conservation areas on disaster management. This study method is qualitative and descriptive through data collection from related documents and literature studies. Based on the results, TNGM has 32 living buffer villages and dependently uses natural resources around the TNGM conservation area. Social interaction with local wisdom is a capacity building in disaster management to reduce disaster risk. The analysis showed that the empowerment of communities has the function of maintaining, saving, and sustaining the conservation areas. However, developing community participation in regional management can be achieved through community empowerment which can be carried out through cooperation/partnering and establishing community groups to manage the areas. In that way, it can create community resilience and reduce disaster risk.

Abstract

Poverty alleviation in Indonesia faces the main challenges with high poverty rates in rural areas. The concentration of the economy in urban areas has resulted in a much larger rural poverty than in urban areas. Because poverty in Indonesia is identical to rural areas, efforts to reduce poverty levels in rural areas through village development are a top priority in reducing the national poverty level. This study aims to analyze the effect of rural development on district poverty levels in Indonesia. The dependent variable used in this study is the district poverty level. In contrast, the primary independent variable is the number of developing and autonomous villages in each district, which is the approach of the village development variable. This study used data from 2014 and 2018. The result of multiple linear regression analysis found that the village development variable significantly reduces district poverty levels. This study also found that the strength of the correlation between village development variables and district poverty levels in the eastern part of Indonesia is higher than in the western part of Indonesia. Developing in rural areas is necessary to reduce the number of disadvantaged villages into developing and autonomous villages.

Abstract

The implementation of community empowerment has yet to provide a fully sustainable impact. In practice, it still uses the paradigm of tertiary institutions empowering the community and not universities together with the community to empower. This study aims to analyze how the implementation of community empowerment and the capacity of higher education actors are analyzed based on the stages of community empowerment, including planning, objectives, strategies, operational areas, and impact evaluation. This research method uses a qualitative approach through a case study at the University of Serang Raya. Data collection techniques using observation and interviews and data analysis using a data reduction approach, data presentation, and conclusion. The study results show that the implementation of community empowerment and the capacity of higher education actors has been running effectively. Research findings indicate that sustainable impact evaluation requires consistency in community empowerment and encourages innovative approaches to sustainable community empowerment models, monitoring and strengthening based on community participation and placing communities as crucial actors and innovative approaches to empowerment.

Abstract

Regional inequality and poverty are common problems for almost every developing country. Yogyakarta Special Region is a region equal to a province with the highest regional inequality rate in Indonesia. Endogenous development can be a solution to address inequality and poverty, but only some regions that implement this method are prosperous. This research used qualitative description to elaborate the endogenous development model in the case of Kulon Progo Regency with analysis referring to elements of the endogenous development frame. Results showed that innovation and implementation of endogenous development in the Kulon Progo Regency called “Bela Beli Kulon Progo,” positively impacted poverty alleviation.

Abstract

Internal and external factors influence the results of training. By using the mixed method, this study aimed to investigate the influence of learning style on learning results among 26 participants of Pre-service Training Group II Special Appointment of Non-Honorary in Sragen Regency in 2020. Data were obtained from questionnaire instruments, interview guides, and document studies. Quantitative data were processed with a simple linear regression test using SPSS 17. Statistical tests obtained a significance value of 0.428, indicating that learning style does not affect the results. However, Qualitative Analysis illustrated that information about learning styles helped participants and teachers optimize the classroom learning process.

Abstract

A decentralized government system tends to prioritize a bottom-up and participatory approach. Musrenbang is a forum to embody community participation in regional and national development. In its implementation, community participation tends to be a formality and only a requirement in the planning and budgeting process. This paper aims to identify participatory planning and budgeting in implementing regional musrenbang and provide recommendations based on literature and previous studies for more effective and participatory musrenbang. This paper uses a descriptive qualitative method with secondary data sources. This paper analyzes a case study of the implementation of the Musrenbang RKPD that was conducted in three regions with different levels and referred to the eight stages of Conyers' participation. The results show that, in general, community participation in the regional musrenbang was included in stage 5 of Conyers' participation (placation); namely, the power holder allowed the community to provide input, but the decision-making process remained in the hands of the power holder. Participation is defined as attendance and how the government can respond to the public. The role of planners needs to be strengthened by enabling planners to mediate and negotiate with the power to find win-win solutions from stakeholders.

Abstract

East Java has the highest percentage of female heads of household workers in Indonesia. This percentage has increased since 2011, along with the increase in divorce rates and the shift in the role of women from the domestic sector to the labor market. The objectives are to explain female head-of-household workers' social and demographic characteristics and analyze the factors that influence their total work hours. The duration of working hours is the dependent variable. Age, marital status, education, occupational status, sector of occupation, and number of household members as independent variables. Data were obtained from the 2017 National Socio-Economic Survey (Susenas) activities, with 7652 respondents. This research method uses descriptive statistics to explain the social and demographic characteristics of the female head of household workers and the multiple regression test to analyze the factors that influence the work hours of women workers. The results show that the characteristics of women heads of household workers in East Java are 54 years old on average, divorced, low educated, working alone in the agricultural sector, and having 1-2 household members. Social and demographic factors that influence the flow of their working hours are age, business sector, occupation status, and household members.

Abstract

Central Java is one of Indonesia's provinces with the second-largest number of poor people in 2018. However, in 2020 the Central Java Provincial Government became a champion in reducing poverty. In addition, the province also achieved various achievements in the tourism sector in 2019. The decline in the number of poor people is inseparable from many factors, such as the tourism sector and the development of Technology, Information, and Communication (ICT). This research aims to provide an overview of the condition of the number of poor people, the tourism sector, and the ICT sector in Central Java Province as well as to analyze the influence of the tourism sector and ICT on the number of poor people in Central Java Province. This study uses panel data sourced from the Central Statistics Agency and the Youth, Sports, and Tourism Office (Disporapar) of Central Java. Results showed that the percentage of mobile phone owners, internet users, and tourist destinations negatively and significantly affected the number of poor people in Central Java Province. Therefore, the decline in the number of poor people can be supported through the tourism sector and the role of technology.
