Abstract

Procurement of goods and services is not only limited to the selection of project partners with the purchasing department or the official two-party agreement, but covers the entire process from the start of planning, preparation, licensing, determination of tender winners to the implementation and administrative processes in procurement of goods, work or services such as technical consulting services, financial consulting services, legal consulting services or other services. Article 33 Paragraph (4) of the 1945 Constitution states: "The national economy is organized based on economic democracy with the principle of togetherness, efficiency, justice, sustainability, environmental insight, independence, and by maintaining a balance of national progress and unity." It is clear in Article 33 of the 1945 Constitution that economic democracy is thought, where democracy has a characteristic that the manifestation process is realized by all members of the community for the benefit of the whole community, and must serve the welfare of all people. To prevent corruption in the service sector, the Presidential Regulation Number 4 of 2015 concerning the Fourth Amendment to Presidential Regulation Number 54 of 2010 concerning Procurement of Government Goods / Services was issued. The Perpres should be carried out in accordance and in line with the mandate of Article 33 of the 1945 Constitution. The principles of PBJP are governed based on the principles of economic democracy, in order to realize national independence, improve the country's financial efficiency, maintain the balance and unity of the national economy. Abstract

Expanding family planning contraceptives in Indonesia there are hormonal and non-hormonal long-term One of the tools that hormonal contraception KB injecting 1 month (estrogen/progesterone) and 3 months (progesterone). Based on the initial survey that the researcher did on August 1, 2013 in Health Center Stew Bancah by interviewing 10 respondents who use contraception 1 month experience menstrual disorders by 2 people and 10 respondents who use contraception injections 3 months experience menstrual disorders by 9 people . The goal is to determine whether there is a relationship KB injecting 1 month and 3 months with menstrual disorders . This study is a cross sectional analytic. This research was carried out from June to November 2013, with a sample 68 respondents, which consisted of 31 respondents Injectable 1 month and 37 respondents Injectable 3 months. The data was collected using a questionnaire and univariate and bivariate data using chi square test. The results of the study , the use of the type of family planning injection occurred 1 month menstrual disorders by 10 respondents (33.3 %) of the 31 respondents , while the use of the type of family planning injection occurred 3 months of menstrual disorders by 22 ( 59.5 % ) of the 37 respondents. From the research, there is a relationship injectable contraceptive use 3 months to disruption of menstrual patterns in the sub-district health centers Bancah Stew Mandiangin Koto Selayan Bukittinggi 2013. It is expected that this study can be input to conduct further research on the factors that can cause menstrual disorders and advice to family planning acceptors injection to dig menembah insight and knowledge of existing information.

Abstract

A hallmark of constitutional democracy is the idea that a democratic government is a government that has limited powers and is not justified in acting arbitrarily against its citizens. State power is divided in such a way that opportunities for abuse are reduced. By way of handing it over to several people or bodies and not centralizing the power of government in one hand or one body. Juridical formulation of these principles is famous for Rechstaat (rule of law) and Rule of Law. In the view of democratic groups that base themselves on communist ideology, they always act ambivalent towards the state. The state is seen as a coercive tool that will eventually disappear by itself, after the emergence of communist society. Karl Marx and Engels, the State is nothing but a machine used by one class to act against another class and the state is only a transitional institution used in the struggle to oppress opponents with violence. The state will eventually disappear when communism is reached because no one is oppressed.

Abstract

At the end of 2015 the Asean Economic Community agreement came into effect which means that there will be a single ASEAN market and production base that has five basic elements, namely a) free flow of goods, b) free flow of services services), c) free flow of investment, d) free flow of capital, and e) free flow of skilled labor. In addition to the five basic elements, the single market and production base must also contain two important components, namely priority integration sectors (PIS) and the development of the food, agriculture and forestry sectors. In terms of the free flow of labor, not all workers can compete, the ASEAN economic community limits only to skilled workers. Through the 2015 ASEAN economic community, there will be job opportunities throughout ASEAN. Job seekers can easily enter and exit from one country to another without any obstacles from the recipient country. However, the ASEAN Economic Community Blueprint limits only to skilled labor and there is no discussion about unskilled labor. In an effort to support the transfer of skilled workers, all ASEAN member countries signed an MRA (Mutual Recognition Arrangement) on November 19, 2007 consisting of 8 MRAs, including engineering services, architectural services, nurse services ( nursing services), medical practitioners, dental practitioners, accountants services, surveying services, and tourism professionals. Abstract

Receipts from all legitimate sources must be properly recorded by the officer. Included in receipts are all monetary benefits in the form of commissions, rebates, discounts and interest as a result of the sale and/or procurement of goods and/or services and from the storage and/or placement of regional money. This revenue must be recorded as regional income and budgeted in the APBD. APBD expenditures must be based on a decree of authorization by the authorized official. An ideal pattern of relationship between the legislature and the executive should be established in the sense that there is a balance between the two institutions. The more democratic the political system, the more balanced the relationship between the legislature and the executive will be. The Regional Government and DPRD, especially for DPRD members who are directly involved in the regional financial budgeting process, can provide education and training related to regional financial budgeting that can increase their competence and expertise and provide additional new knowledge so that the planning process to determining APBD can run optimally and produce APBD quality in accordance with the expectations, needs and aspirations of the community.

Abstract

The Local Government of Bukittinggi City has determined trade and services as its superior potential by promoting and developing the people's economy by providing a place to trade, one of which is the shops in Pasar Atas. To obtain this facility, a shop rental agreement is required between the merchant and the government, but in reality, the socialization of this shop has not been maximized because many people do not know the procedure for renting the shop. This research is descriptive in nature with a sociological juridical approach. Descriptive means to describe data and information relating to the object under study. While the sociological juridical approach, meaning that the approach is carried out based on applicable laws and regulations and how it is applied in the field. The shop rental agreement between the local government and the tenant is carried out through several steps, namely an offer by the local government through an auction announcement, then acceptance by submitting an application letter. by the tenant candidate to the Mayor, as well as ratification of the agreement between the local government, namely the Bukittinggi Market Management Office and the tenant. The obligations of the parties in this agreement are to make advance payments, delivery of shop/rental rights, payment of rent, use of shops, provision of trash cans, fire extinguishers, payment of electricity bills by tenants and sale of lease rights. The problem encountered is that there is a delay in payment of rent by the tenant so that for every day of delay a fine is imposed until the rental permit is revoked.

Abstract

: Nutritional Status is a component consisting of several food inputs to the nutritional adequacy that can be seen by using the body mass index. Balanced nutrition for elderly should be applied by looking at the condition, whether it can still chew well or not. Data coverage of elderly nutrition in Kampar district is 20.8%, from 32 Puskesmas in Kampar District, which experienced the lowest elderly nutritional status of Kampar Puskesmas, 19.8% with the number of visits 425 elderly patients in 2018. This research aims to determine the relationship of nutritional status factor in the elderly in Kampar Health care area year 2019. This type of quantitative research with cross sectional design. The population of the study was all elderly patients in the KAMPAR health care work area as much as 425 elderly people with a sample of 186 respondents. Sampling techniques are purposive sampled. Research instruments using questionnaires. Data analysis is carried out univariate and bivariate with the chi-square test (α = 0.05). The results of bivariate analysis obtained there is a significant relationship between the diet (ρ = 0.031 ˂ α = 0.05), knowledge (ρ = 0.022 ˂ α = 0.05), physical activity (ρ = 0.009 ˂ α = 0.05), and the role of the health officer (ρ = 0.004 ˂ α = 0.05) with elderly nutritional status. Can be deduced ability, diet, knowledge, physical activity, the role of health peugas with the status of elderly nutrition. Based on the results of the study, the advice for Kampar community health care is expected to conduct an outreach program related to healthy eating, counseling about the necessary food that must be restricted to be consumed by the elderly, and Reduce physical activity in its work do not weigh and affect its health.   Keywords: Elderly nutritional Status Puskesmas Kampar, die knowledge, activity Physical.

Abstract

In the laws and regulations in Indonesia, ulayat rights are recognized, respected and protected, meaning that the existence/existence of ulayat rights is recognized and protected from all actions that interfere with ulayat rights by anyone, the various kinds of legislation are: First, the Constitution 1945 in article 18 B paragraph (2) contains provisions regarding the recognition and respect for ulayat rights. Second, Article 6 of the MPR Decree No. IX/MPR/2011 on “Agrarian Reform and Natural Resource Management”. Third, Law Number 5 of 1960 concerning Basic Regulations on Agrarian Principles. And the fourth is Law Number 39 of 1999 concerning Human Rights. In addition to the laws and regulations that acknowledge the existence/existence of ulayat rights, there are also denials of ulayat rights in statutory regulations. These laws include: Law Number 5 of 1967 concerning Provisions on Basic Provisions of Forestry, this law was revoked by Law Number 41 of 1999 concerning Forestry. Law Number 41 of 1999 states customary forests as state forests, so that the state can give the forest to a legal subject with a right. This means the denial of the rights of the customary law community to their customary forest and it also means the denial of the customary law community's customary rights. With the issuance of the Constitutional Court's decision No. 35/PUU-X/2012 regarding the review of Law no. 41 of 1999 concerning Forestry, brought fresh air to customary law communities, where in its decision the Constitutional Court has emphasized the existence of customary forests so that the legal certainty of the existence of customary forests is really strong.Keywords: Decision, Constitutional Court, Customary Forest, Nagari, West Sumatra.

Abstract

This research aims to analyze the quality of service at Bunda Bukittinggi hotel in terms of management. The number of population in this study is all employees at Bunda Bukittinggi Hotel, both contract employees and permanent employees, which amounts to 31 employees. Then the sample in this study is the entire population using the census method which means the entire population becomes a sample. Then conducted a research instrument test with a validity test and reliability test. Before the double linear regression test, a classic assumption test was conducted with a test of normality, linearity, multicollinearity and so on. From the results of the double linear regression test, the results were obtained that management variables had a positive and significant influence on the Quality of Service at Bunda Bukittinggi Hotel.
