Abstract

The Eastern Flood Canal of Semarang is a flood control system with a total length of 14.6 km, receiving inflows from Kali Gede through the operational gates of Pucang Gading Dam, Kali Kedung Mundu, Kali Bajak, and Kali Candi, before discharging into the Java Sea. On March 13, 2024, flooding occurred in Semarang due to operational constraints, channel blockages caused by waste accumulation, and reduced channel capacity due to material buildup along the banks, exacerbated by extreme rainfall exceeding 150 mm/day and high tides. This study aims to assess channel capacity and improve operational decision-making for the Pucang Gading Dam to enhance flood control performance and ensure community safety. Hydraulic simulations were performed using HEC-RAS version 6.2, incorporating upstream flood hydrographs and downstream tidal boundary conditions from Tanjung Mas Port. The study yielded a peak discharge of 608 m3/s, a channel capacity with freeboard of 365 m3/s (equivalent to Q25), and a maximum channel capacity discharge of 526 m3/s. Overflow was observed in all scenarios analyzed, with overflow depths ranging from 5 to 40 cm . To optimize the operation of the Pucang Gading Dam, it is crucial to regulate  inflow to the Eastern Flood Canal while accounting for lateral inflows from tributaries. Additionally, raising parapets by approximately 15–40 cm in strategic locations and preventing material accumulation along the channel banks is recommended. This study demonstrates the effectiveness of HEC-RAS in assessing channel capacity and formulating practical flood mitigation strategies.

Abstract

Bima City is an area with a relatively high risk of flooding and experiences flooding almost every year. One of the main causes of flooding is the limited capacity of the Sadia River to accommodate the flow from the upper reaches of the Sadia Watershed (DAS), especially during periods of high-intensity and long-duration rainfall. As a flood control measure, the BBWS NT I have carried out structural measures in the form of normalizing the Sadia River along a length of ±4.5 km. This study aims to assess the performance of river normalization in reducing the area and depth of flooding around the Sadia River. The novelty of this study lies in the use of long-term satellite rainfall data for flood analysis. The study was conducted on a ±4.5 km segment of the Sadia River. The hydrological analysis began with a study of the watershed characteristics to determine the input flood discharge using HEC-HMS. Rainfall data were obtained from the Global Precipitation Measurement (GPM) satellite for the period 2001–2024, which was calibrated and tested for correlation with rainfall data from the Rainfall Observation Station (PCH Kumbe). The 25-year return period flood discharge (Q25) was determined using the Nakayasu Synthetic Unit Hydrograph method, calibrated using the bankfull discharge (Q2). Hydraulic analysis was performed using HEC-RAS 1D to obtain water surface profiles and HEC-RAS 2D to map flood inundation patterns, calibrated against the 2016 flood event. Simulations were conducted for two conditions: existing conditions, and post-river normalization conditions. The analysis results show that under existing conditions, the Sadia River is unable to accommodate a Q25 flood discharge of 167 m³/sec, with a flood area of 89.87 ha and a depth of 0.1–4.0 m.After normalization, the flood area can be reduced by 40.74%.

Abstract

Sea level rise is an inevitable global phenomenon driven by global warming and climate change, mainly caused by polar ice melt and thermal expansion of seawater that increase ocean volume worldwide. When combined with local coastal factors such as tidal dynamics, land use change, and land subsidence, this process significantly elevates the risk of tidal flooding in low-lying coastal zones. This study aims to analyze the spatial distribution of tidal flooding along the northern coast of Gresik Regency, Indonesia. The analysis integrates a Digital Elevation Model (DEM), sea tide records from 2020 to 2025, land use data, and administrative boundary maps. Tide data were processed using the Least Square method with the PasutUGM14 application to derive the Highest High Water Level (HHWL) as the main parameter. Geographic Information System (GIS)-based spatial analysis was applied to simulate inundation and identify affected land use types. Results indicate sea level rise of 7–8 cm over five years, with a maximum HHWL of 1.019 m in 2024–2025. Modeling shows about 4,751.08 ha of coastal land are potentially exposed to tidal flooding, mainly affecting aquaculture ponds, swamps, mangrove forests, rice fields, and residential areas.

Abstract

Water is a vital resource for human survival, and its limited availability requires effective management, including dam construction. The Sepaku Semoi Dam in Indonesia has a storage capacity of 10 million m³ and a reservoir area of 280 hectares, serving to mitigate floods and supply raw water of 2,000 L/s to the National Capital (IKN) and 500 L/s to Balikpapan. Despite these benefits, dams pose risks of failure, particularly dam break events that may cause flash floods. This study analyzes the potential dam break of the Sepaku Semoi Dam due to piping phenomena using Zhong Xing HY21 software. The simulation assessed inundation extent, water depth, flood arrival time, inundation, and flow velocity. The PMF discharge was 1,537.50 m³/s, while the peak outflow discharge from the dam-break simulation reached 4,043.37 m³/s. The reported simulation time of 2.25 hours should be clarified as either flood arrival time, failure time, or time to peak outflow. Results indicate that overtopping does not lead to dam break, whereas bottom piping under design flood conditions produces the most severe impacts. Extreme piping scenarios result in flood inundation across five villages: Kel. Mentawir, Wono Sari, Suka Raja, Argo Mulyo, and Tengin Baru. According to the Decision of the Director General of Water Resources No. 257/KPTSD/D/2011 (Direktur Jenderal Sumber Daya Air, 2011), all five villages fall within Zone 1, with flood depths exceeding 0.6 m. Based on FEMA classification, Kel. Mentawir, Wono Sari, and Tengin Baru are categorized as extreme hazard, Argo Mulyo as high hazard, and Suka Raja as moderate hazard.

Abstract

The escalating complexity of global water resource challenges driven by climate change, land-use transformation, and intensifying anthropogenic pressures has reinforced the strategic importance of physically based hydrological models as critical decision-support tools. This review synthesises the conceptual evolution of the Soil and Water Assessment Tool (SWAT), tracing its transition from a subbasin-centric, file-based architecture to the modular, object-oriented environmental informatics framework of SWAT+. Central to this evolution is the replacement of proprietary MS Access databases with open-source SQLite and the introduction of Landscape Units (LSUs), which improve spatial representation by organising Hydrologic Response Units (HRUs) within geomorphologically meaningful landscape hierarchies. Global evaluations indicate that SWAT+ generally provides improved hydrological performance over legacy SWAT, particularly in representing spatial connectivity and baseflow processes, although challenges remain in small headwater catchments and arid regions. Beyond reviewing this technological evolution, the principal contribution of this article is the development of a conceptual Hybrid SWAT+ Modelling Framework. The proposed framework integrates the physically based modelling core with artificial intelligence and real-time environmental data across three complementary levels: pre-processing for input enhancement, in-simulation via rule-based decision tables, and post-processing for residual correction. By addressing parameter non-stationarity while preserving mass balance and process interpretability, this hybridisation enables adaptive learning under changing environmental conditions. The proposed framework provides a conceptual pathway toward adaptive watershed modelling and next-generation environmental informatics, supporting more climate-resilient and evidence-based water resources management.

Abstract

The Syiah Kuala primary drainage channel in the Lhok Banie drainage block is located in Langsa Barat sub-district, Langsa City. This channel often experiences flooding due to the incapability of existing drainage channel to convey and accommodate stormwater discharge. One of the efforts to mitigate flood inundation is by conducting flood inundation modeling. This research aims to evaluate drainage channel capacity through water level profile modeling as well as to analyze the use of retention ponds as inundation flood control solution. Calculation of flood discharge is carried out using a modified rational method for subsequent use in modeling. Water level profile modeling using the HEC-RAS application was performed on a 2419 m long primary drainage channel and the retention pond analysis was conducted by considering the inflow and outflow discharge in the retention pond. The results of water level profile modeling with HEC-RAS show that the flood discharge elevation is above the elevation of the drainage channel cross-section. This means that the drainage channel capacity will no longer be able to accommodate the flood discharge for a 5-year return period. The channel experiences overtopping throughout its cross-section with maximum overtopping height of 1.23 m located in the channel downstream. The results of calculations for the retention pond using a pump with a capacity of 0.2 m3/s generate a retention pond volume of 32,678.92 m3. This retention pond was planned as flood storage area to temporarily store flood discharge in the Lhok Banie drainage block which has the potential to inundate the city, so that flood risk can be controlled.
