Abstract

The policy of online-based learning was first introduced by the Ministry of Education and Culture (Kemendikbud) in March 2020. This policy was implemented for all levels of education and was an important step to ensure that students could continue their education, even in crisis situations. It also offered opportunities for innovation and improvement in education in the future. This research aimed to investigate the patterns of interpersonal communication between parents and their children during online learning. The study used a qualitative exploratory method, collecting primary and secondary data through observation and interviews. The study informants were parents of elementary school students in grades 1 and 2. The results showed that during online learning, parents always accompanied and taught their children to be open about their experiences and feelings. They supported their children by motivating and appreciating them, behaving positively to make them feel comfortable during the learning process, showing empathy by understanding their children's feelings during difficulties or boredom, creating a sense of togetherness by respecting and appreciating everything their children did. Interpersonal communication between parents and children became closer because they had more time together. However, parents also experienced communication barriers in accompanying their children's online learning, such as a lack of ability to convey or explain material and a lack of time to accompany their children's learning due to work.

Abstract

Perkembangan teknologi komunikasi digital telah mengubah cara individu dan kelompok melakukan aktivisme melalui berbagai platform media sosial. Namun, sebagian besar kajian aktivisme digital masih didominasi oleh perspektif yang berpusat pada manusia sehingga peran teknologi sering diposisikan sebagai medium pasif. Artikel ini bertujuan menganalisis dan mereposisikan Actor Network Theory (ANT) dalam kajian komunikasi digital dengan menelaah relevansinya untuk memahami aktivisme digital. Penelitian ini menggunakan pendekatan eksplikasi konseptual melalui analisis terhadap konsep-konsep utama ANT, seperti aktor, jaringan, dan translasi, serta keterkaitannya dengan praktik aktivisme digital. Hasil kajian menunjukkan bahwa aktivisme digital tidak hanya dibentuk oleh aktor manusia, seperti aktivis dan audiens, tetapi juga oleh aktor nonmanusia, seperti platform media sosial, algoritma, hashtag, dan perangkat digital yang turut memengaruhi proses mobilisasi, penyebaran informasi, dan partisipasi publik. Artikel ini berkontribusi dalam memperkuat posisi ANT sebagai kerangka analitis yang relevan untuk menjelaskan distribusi agensi dalam praktik komunikasi digital kontemporer.

Abstract

Digital literacy brings new meaning to the context of political choice. It is also seen as capable of guiding digital users in using social media. However, the reality is the opposite when it comes to political choice behavior, as voting behavior is complex and diverse in its application. This study aims to determine Gen Z's voting behavior and the factors influencing it using qualitative descriptive research methods. The results indicate that friendships remain the strongest factor in determining Gen Z's political choices in the region studied. The presence of social media is limited to providing information and entertainment for its users.

Abstract

Small-scale Village Fund mismanagement constitutes a distinct legal issue requiring proportional handling between two main options: conventional criminal law or restorative justice mechanisms. This study aims to examine two main issues: first, the legal effectiveness of the application of restorative justice criteria by Law Enforcement Officials (APH) in resolving cases of small-scale Village Fund mismanagement; and second, the ideal boundaries between the jurisdictions of state administration and criminal law in the implementation of restorative justice in Village Fund management. This study uses a combined normative-empirical legal research method by analyzing applicable laws and regulations, court decisions, APH policies, and case resolution practices in the field. The analytical framework is based on Soerjono Soekanto's theory of legal effectiveness and Howard Zehr's theory of restorative justice. The results of the study indicate that the effectiveness of restorative justice implementation remains at a suboptimal level due to the inadequate fulfillment of the four factors of legal effectiveness: substance, structure, culture, and means. Meanwhile, the boundaries between administrative and criminal law cannot be determined solely by the value of state losses, but must comprehensively consider the elements of mens rea, the substantive impact on village development, and the intention to restore. This study recommends the formation of joint technical regulations between law enforcement agencies and the development of an operational decision-making matrix in handling cases of Village Fund misappropriation.

Abstract

The post-pandemic resurgence of urban walking tours has positioned storytelling as a core form of destination communication, yet the narrative mechanisms through which such tours construct city brand meaning remain theoretically underexplored. This study examines inclusive storytelling practices in Berita Bandung walking tours as a form of destination communication that produces brand meaning for the city. A qualitative approach with a case study design was employed. Data were collected through in-depth interviews with guides and participants, participatory observation, and digital document analysis. Two complementary theoretical frameworks were applied: the Narrative Paradigm (Fisher, 1984) to evaluate narrative quality through coherence and fidelity, and Narrative Transportation (Green & Brock, 2000) to explain participants' immersive experience. Findings show that narrative coherence is constructed through research, curation, and route design functioning as a storyline; narrative fidelity is strengthened by human story representation and adaptive dialogue delivery; and narrative transportation emerges as an embodied experience when stories are told at original sites within an egalitarian group dynamic. Together, these mechanisms produce a measurable shift in Bandung's brand meaning, from associations with popular icons toward a layered city that is trusted, felt, and retained. The study argues that inclusive storytelling operates as communicative work that generates brand associations, brand trust, brand attachment, and brand advocacy through repeated micro-experiences in urban space.

Abstract

The implementation of the National Socio-Economic Single Data (DTSEN) as a single national database positions village data operators as key actors in ensuring the accuracy of data used for the distribution of social assistance and the formulation of development policies. However, the implementation of DTSEN in Ogan Ilir Regency still faces various obstacles, such as unequal understanding of the DTSEN concept, limited technical competence of operators, and suboptimal coordination between stakeholders. This study aims to analyze the capacity of village data operators in DTSEN implementation using the 6P Model developed by Christer Vindeløv-Lidzélius (2021), covering perspective, purpose, people, partners, planning, and practice. The research method used is a qualitative approach through document studies, in-depth interviews, and Focus Group Discussions (FGDs) with village data operators and relevant agencies in Ogan Ilir Regency. The results show that the capacity of village data operators has been quite good, but still needs strengthening across all 6P dimensions. The most prominent aspects include limited conceptual understanding of DTSEN, differences in technical competence between operators, and suboptimal coordination across actors. Therefore, a capacity-building strategy is needed through improving human resource competencies, aligning perceptions regarding the objectives of the DTSEN (Village Data Enforcement Agency), strengthening partnerships, improving planning, and providing ongoing support for data management practices. These efforts are expected to improve the quality of socioeconomic data, making it more accurate and valid, and supporting the formulation of targeted development policies.

Abstract

This study aims to analyze employee performance in fostering the reporting of Investment Activity Reports (LKPM) for business actors at the Palembang City Investment and One-Stop Integrated Services Agency (DPMPTSP). The UKPM is an important instrument for monitoring investment realization and business actors' compliance with regulations. This study used qualitative methods using interview, observation, and document analysis techniques. The results show that coaching activities are influenced by employee work quality, adherence to deadlines, and information technology support. Although the level of business actors' compliance in reporting LKPM has increased, obstacles such as lack of socialization and limited staff remain. Therefore, strategies are needed to increase employee capacity, optimize technology utilization, and improve coordination with business actors to ensure smooth and transparent investment reporting.

Abstract

This study aims to analyze the effect of service waiting time on patient satisfaction at the Sabokingking Community Health Center in Palembang. Waiting time is an important aspect in assessing the quality of health services because patients not only assess the results of medical procedures but also their experience during the process of receiving services. This study uses a quantitative approach with a survey method. Data were collected through the distribution of Likert-scale questionnaires to 60 patient respondents, then analyzed using the SPSS application. Tests carried out include validity, reliability, normality, heteroscedasticity, multicollinearity, simple regression analysis, t-test, F-test, and coefficient of determination. The results showed that the research instrument was valid and reliable, with a Cronbach's Alpha value of 0.960 for the service waiting time variable and 0.955 for the patient satisfaction variable. The regression results showed a coefficient value of 0.663 with a significance of 0.000, while the R Square value was 0.627. These findings indicate that service waiting time has a positive and significant effect on patient satisfaction by 62.7%, while the rest is influenced by other factors outside the study. Thus, increasing the efficiency of waiting times needs to be a concern in efforts to improve the quality of service at the Sabokingking Palembang Community Health Center.

Abstract

This study aims to analyze the professional competence of treasurers in financial administration at the Ma'ariful Ulum Islamic Boarding School in Banyuasin Regency and identify obstacles faced in the financial management process. This study uses a qualitative method with a descriptive approach. Data collection techniques were carried out through observation, interviews, and documentation, with research subjects including the treasurer of the Islamic boarding school, the head of the boarding school, and staff related to financial management. The results of the study indicate that treasurers have carried out financial recording, management, reporting, and accountability routinely. Treasurers also demonstrate an attitude of responsibility, integrity, and discipline in managing financial transactions. However, the professional competence of treasurers still needs to be improved, especially in aspects of understanding accounting standards for non-profit entities, the application of Interpretations of Financial Accounting Standards (ISAK) 35, the use of financial administration technology, and the preparation of systematic financial reports. The main obstacles found include limited accounting training, a manual recording system, the absence of written standard operating procedures, and limited access to financial information. Therefore, Islamic boarding schools need to improve the competence of treasurers through training, formulating financial management policies, and starting to implement technology-based administration systems so that financial governance becomes more effective, efficient, transparent, and accountable.
