Abstract

The 2024 election is a crucial phase for Indonesian democracy. This election would be a juncture for whether the election is just a procedural mechanism for a power transition or a milestone in strengthening Indonesian democracy. This is due to the trend of Indonesian democratic regression characterized by narrowing space for civil liberties and weakening of the civilian institutions that support the existence of democracy. In this research, we use the concept of electoral integrity from Norris, Frank, and Coma. Electoral integrity emphasizes the fulfillment of free and fair principles throughout the election stages, that is, pre-election, campaigning, voting, and election evaluation. Electoral integrity directly contributes to democratic consolidation, which refers to the acceptance of democratic norms by the public such as law enforcement, transparency, deliberation, and bureaucratic integrity. This study uses a qualitative method. The data collection uses library research where data from secondary sources becomes the basis for compiling a conceptual framework and research analysis. The results of our study show that there are still several crucial issues during the 2024 election process that hinders democratic consolidation in Indonesia. Some critical points regarding the 2024 election are electoral regulations, party verification, voter registration, and electoral violations. The negligence of electoral integrity during the entire process of elections has the consequence toward the quality of the 2024 elections as a mere procedural mechanism. Even though the 2024 election has taken place peacefully, it is still insufficient to drive Indonesian democracy more substantive ways.

Abstract

Presently, Indonesia is facing multitudinous arrival waves of Rohingya immigrants due to the existing conflict between the military junta of Myanmar and Rohingya communities in Rakhine State. In spite of the authorities of Indonesia have not signed the Convention of 1951 and the Protocol of 1967 about the asylum-seekers, on the other hand, Indonesia is still opening its border for the earlier displaced people due to several humanitarian-related regulations: the second point of Pancasila, the article 28 G verse 2, and the Act Number 39 Year 1999. This paper evaluates measures of the Indonesian governments in handling the asylum-seekers of Rohingya by using the Theory of the Humanitarian Assistances for the Refugees which contains several aspects namely: Coordination, (2) Clear Policies, (3) Humanitarian Actors, (4) Humanitarian Spaces, (5) Crisis Contingency Plans, and (6) Impacts to the Social. Required data is gained by several techniques such as doing interviews, analyzing literature study, and making observations. The research reveals that in general, the governments of Indonesia have implemented required schemes such as (1) doing coordination with numerous stakeholders, (2) having clear regulations as guidelines, (3) mapping humanitarian parties, (4) allocating temporary settlements, and (5) preventing the future risks. However, for preventing social conflict with local people, the governments were not optimal in doing two agendas: making assimilation and ceasing the circulation of disinformation about Rohingya people on the internet.

Abstract

Abstract

The abolition of the parliamentary threshold has certainly created pros and cons. This policy shows the dynamics in Indonesian politics, it certainly changes the implementation of significant changes in the Indonesian democratic system and of course also has an impact that can affect democracy in Indonesia. Therefore, the question is how this policy is relevant to the quality of democracy in Indonesia. This research uses a descriptive qualitative research method. The collection technique used in this research is qualitative by relying on secondary data sources. Data sources come from mass media and also previous studies that are relevant to the topic discussed. The results of the research based on mapping from the mass media using two indicators show that the wide participation indicator with its parameters, namely reducing wasted votes, is the biggest impact that can be caused by removing regulations regarding the parliamentary threshold. With the results showing that the wide participation indicator is the most influential impact that can be caused by the elimination of the parliamentary threshold, this is certainly a good impact on democracy in Indonesia because it can make political participation and diversity of representation in parliament increase, and make fewer votes wasted because they do not reach the threshold, which of course also affects the improvement of the quality of democracy in Indonesia.

Abstract

In this digital era, social media has become a space for interaction and communication for most people. However, behind its convenience and benefits, social media is also a place for negative behavior to emerge. One phenomenon of provocative comments on social media that often appears on social media platforms is trolling. This research aims to understand " Anonymous Trolling Comments in Social Media". This research uses a literature review study method for literature searches using internet sources. First, researchers understand and describe the negative impact of trolling comments on the use of social media. The analysis results reveal that Trolling comments have a bad psychological impact on the message recipients. Anonymity can give trolls the freedom to make negative, provocative, or irrelevant comments without fear of consequences. With anonymity, one can avoid the threat of social influence such as hostility between groups, violent consequences, etc. Victims of trolling often feel personally attacked, insulted, and degraded. There needs to be outreach to the public to overcome trolling comments that occur so that the negative impact of trolling comments can be minimized.

Abstract

The transformation of political communication in the digital era has shifted regional leaders from operating solely within bureaucratic structures to navigating rapidly evolving public perceptions shaped by social media. This article examines the dynamics of public perception toward Melki Laka Lena as the Governor of East Nusa Tenggara by employing three main frameworks: media logic to understand how political communication becomes increasingly symbolic and easily circulated, affective publics to explain the role of emotions, satire, and public disappointment in digital conversations, and network society to analyze how meanings of leadership are reproduced through digital user networks. This study uses a qualitative case study approach through textual-multimodal reading and digital discourse analysis of social media posts, screenshots of public conversations, and comment sections. The findings reveal that public perception is shaped more by communication symbols, visual representations, collective emotions, and online interactions than by substantive discussions of government policies. Social media has ultimately evolved into a space where digital pressure and public perception toward regional leaders are continuously constructed.

Abstract

This study aims to identify and analyze the role of female members of the Regional Representative Council (DPRD) in addressing gender issues, particularly gender-based violence against women in Palembang City during the 2024-2029 term. The analysis was conducted using Hanna Fenichel Pitkin’s theory of Political Representation, with a focus on substantive representation (acting for). The research method employed was a descriptive qualitative approach, utilizing data collection techniques such as observation, in-depth interviews with female DPRD members and representatives from the Department of Women’s Empowerment and Child Protection (DPPPA), as well as document analysis. The research findings indicate that the role of female DPRD members in responding to the surge in gender-based violence cases in Palembang City has gone beyond the bounds of formal representation. This role is demonstrated through three main dimensions. First, political accountability is built through emotional closeness with women’s organizations and grassroots communities to integrate their aspirations into the local policy agenda. Second, responsiveness is manifested through intuitive sensitivity rooted in shared experiences as women, enabling them to take the initiative and create safe spaces for victims of violence. Third, effectiveness is demonstrated by optimizing technocratic interventions through oversight of local regulation drafts to ensure they are free from gender bias, monitoring gender budgeting, and fostering cross-sectoral collaboration with the DPPPA. Overall, these findings confirm that the presence of women in the legislature is not merely about fulfilling quotas, but rather about serving as agents of change who break down patriarchal barriers through a combination of emotional closeness, swift responsiveness to marginalized issues, and the courage to intervene in technocratic processes.

Abstract

The Indonesian government is committed to accelerating the digital transformation of the public service sector as part of the bureaucratic reform agenda thru PERMENPAN RB Number 91 of 2021. Bank Sumsel Babel, as one of the providers of public service innovations, offers digital banking services in the form of the bsb mobile application. Although the BSB Mobile application is presented as a digital public service innovation to facilitate banking transactions, various user complaints have been found regarding system disruptions, service access issues, and application usage experiences that could potentially affect public satisfaction levels. This study aims to determine and analyze the effect of digital public service innovation through the BSB Mobile application on community satisfaction in Palembang. The research method employed is a quantitative approach, with data collected through questionnaires distributed to users of the BSB Mobile application in Palembang via Google Forms. The data were analyzed using multiple linear regression with the assistance of SPSS version 27 software. The results indicate that digital public service innovation through the BSB Mobile application has a positive and significant effect on community satisfaction. This is evidenced by the t-count value being greater than the t-table value (14.392 > 1.985) and the significance value being lower than 0.05 (<0.001 < 0.05). Furthermore, the coefficient of determination (R²) value of 0.693 indicates that digital public service innovation, along with the control variables of age, duration of application usage, and frequency of application usage within one month, explains 69.3% of community satisfaction, while the remaining 30.7% is influenced by other factors outside the scope of this study. These findings confirm that digital public service innovation plays an important role in enhancing community satisfaction, particularly in the use of application-based services such as BSB Mobile.
