Abstract

Specific Grant hereinafter referred to as Dana Alokasi Khusus (DAK) are funds sourced from APBN revenues allocated to certain regions with the aim of helping to fund specific activities which are local government affairs and in accordance with national priorities. Based on PP 55/2005 Article 50 Paragraph 1, the amount of DAK is determined annually in the APBN. Furthermore, Article 50 Paragraph 2 clarifies the basis for the allocation of DAK in which DAK is allocated in the APBN in accordance with programs that are of national priority. Again, in Article 52 Paragraph 1, the definition of the program is clarified, that is, programs that become national priorities are contained in the Government Work Plan (RKP) of the fiscal year concerned.

Abstract

This paper was aimed to see the impact of the development of tourism sector during the Indonesia’s Mid-Term Development Planning Period (RPJMN) 2015-2019. The analysis was also aimed to contribute to the Terminal Evaluation of RPJMN 2015-2019. The implementation of this impact evaluation analyzes the achievement of the basic target sector of tourism to the national economy and the welfare of individual workers and business units engaged in the field of tourism. The impact on the national economy is evaluated based on relevant secondary data. While the impact analysis on the welfare of inividual worker and tourism business unit, was carried out using primary data obtained through surveys. The field was conducted on June-July 2019 covering all provinces. There was 2.125 individual workers and 1.082 business unit participate as respondents. Proportional sampling method was used to determine the number of respondents in each province. The study found that during the 2014-2019, the competitiveness of the Indonesian tourism sector has increased and has encouraged the increasing number of foreign tourists visit. The sector has experienced growth and contributes positively to the national economy. At micro level, the sector generated positive impact on tourism business unit as most of them were claiming of gaining profit sustainably during that period. However, the impact was still limited in improving the ability of business units to innovate in product development and the ability to generate new employment. There were also very limited positive impact on the welfare of the sector’s workers. In term of the average earning per month, the welfare of workers in this sector is still relatively low compared to workers in all other sectors.

Abstract

The development of information and communication technology also plays a role in the development planning process. RKPD of Regency/City was one of the most practical plans that were implemented every year in each region. Since 2016, the process for drafting the RKPD in Kulon Progo Regency has begun to utilize TIK by used the RencanaKU application. This then motivates the research with the aim for describing the use of information technology in the RKPD preparation process and identifying the factors that influence the use of information technology in the RKPD preparation process at Kulon Progo Regency. The research method was a qualitative design approach with a case study method. Data collection techniques used observation, interviews, and secondary data. Data analysis was performed using pattern matching, data triangulation, and inductive analysis. The results of this study formulated two findings. First, in the formulation RKPD at Kulon Progo Regency, not all stages in the arrangement of RKPD utilize information technology through the RencanaKU application. The role of technology in the preparation of the Kulon Progo RKPD as a planning support system was to facilitate the collectivity of RKP reports from interested parties to the RKPD (BAPPEDA) organizer for later compilation and data verification. Second, it was found several components that influenced the RKPD preparation by the RencanaKU application namely time, consistency, and transparency. These influential factors can be the basis for providing related policy recommendations.

Abstract

The paper presents the top-down (formula-based) approach in allocation of specific purpose grants for infrastructure (DAK fisik) in education by considering the needs of infrastructure in education. First, we estimate the needs of education infrastructure by calculating the gap between current condition of infrastructures and the minimum required infrastructures in education. Then, we translate the needs into necessary costs for education per region. After that, we simulate the financial scenario for the necessary costs using specific allocation grants in hierarchical, temporal and regional dimension. We also consider the local fiscal capacity and indicators on achievement of local governments in education for the distribution on DAK Fisik for FY2021 and onwards. Finally, we provide potential implication of formula-based approach as a top-down planning and budgeting for DAK Fisik.

Abstract

Reducing Emissions from Deforestation and Forest Degradation (REDD+) has become important for Indonesia because this mechanism will provide financial benefits and it adheres to the Indonesian commitment to participate in climate change mitigation. However, a weak forest governance system and lack of transparency have undermined Indonesia’s goals to reduce deforestation and to manage and distribute the compensation appropriately. The idea of transformational change to reform Indonesian forest governance might be hindered by path dependency that has become entrenched within the Indonesian government. This paper, therefore, attempts to analyze path dependency of Indonesian forest governance and to examine the implication of path dependency in the development of REDD+ in Indonesia. Using the political economy lens, the diagnosis of path dependency is determined if there are positive feedbacks for the Ministry of Forestry, as the leading agency in the administration of Indonesian forests, to maintain the status quo. This paper shows that there are four positive or reinforcing feedbacks for the Ministry of Forestry: (1) vested interests for utilizing the forests as an income source, (2) network effects from managing the forest resources, (3) sunk costs invested to strengthen the institution, and (4) inclusiveness of the institution in managing the forests. This paper also highlights that path dependency within the Ministry of Forestry causes a complexity in the REDD+ debate in Indonesia, particularly regarding which institutional arrangement will best implement REDD+. On the other hand, this paper shows that various policies and activities related to REDD+ could break path dependency.

Abstract

This paper analyzes health outcomes and inequality in Indonesia, and the links to intermediate factors and inputs. Between 1997-2015, the country's health performance indicators had improved and became more equal. This achievement could potentially be correlated with improvement in health care access, which might be a result of the Indonesian government's policy to expand health insurance coverage, mainly to the most impoverished population. By 2020, the Indonesian government operates national social health insurance, the Jaminan Kesehatan Nasional (JKN), which covers about 83% of the country's population, including the poor and vulnerable. This paper uses the Control Knob Framework and focuses on the health insurance expansion as the financing knob adjustment conducted by the government. The analysis starts with the improvement of health status indicators and tracks back its association with health care access and health insurance coverage expansion. This paper finds that health status improvement in Indonesia between 1997-2015 was correlated with health care access increase. The decline in the infant mortality rate (IMR) and the under-five mortality rate (U5MR) between 1997-2015 were associated with an increase in health care utilization, including the use of trained birth attendants and diphtheria-pertussis-tetanus (DPT) immunization. This paper then observes a strong correlation between the expansion of health care access and health insurance coverage. In terms of equality, the article sees a weaker, but evident, correlation between health insurance equalization across different population groups with more equitable health care access and health outcomes. The findings of this paper justify the effectiveness of the financing knob (expanding and equalizing health insurance coverage) in increasing access to care (outpatient and inpatient care, trained birth attendants, immunization) and improving health status (IMR and U5MR). This study is among the firsts to utilize Control Knob Framework as an analytical tool for health insurance assessment. The study recommends the government to combine health insurance expansion with other progressive policy, such as financial support to poor patients to cover the non-medical expenses of attending health care, to optimize the effectiveness of the interventions.

Abstract

Corona Virus Diseases (Covid-19) outbreak has impacted almost all aspects of life including regional development planning in Indonesia. The new regional development planning orientation per se adjusts the new habits of citizens in the new normal era which is well-known as the Internet of Things (IoT) lifestyle. This paper elaborates on the post-pandemic development orientation of the West Java Province by answering three problem statements: 1) What is the Government Policy in dealing with the Covid-19 pandemic; 2) What is the condition of existing IoT Infrastructure in Regencies and municipalities in West Java Province, and 3) what is the new development orientation of West Java Province based on the existing conditions. By utilizing dataset from the Government’s official website and elaborating relevant articles in scientific journals and news in mass media, it discusses intended issues thematically with a deductive approach. The discussion covers the author’s outlook of the new development orientation on three sectors: 1) education, 2) infrastructure and 3) bureaucratic reform. Policy implications are discussed.

Abstract

The purpose of this article examines changes in the technological capabilities of the supplier firms in the automotive sector after the introduction of Industry 4.0. The Industry 4.0 policy has recently been introduced to revive the manufacturing industry and promote competitiveness in the global market. Questionnaire data were collected from 32 supplier firms of the automotive component industry in Indonesia. The questionnaire was designed to measure variables, including production, investment, innovation, and linkage capabilities. The result shows that the Indonesian supplier firms, mainly large firms, are engaged in Industry 4.0, which affects their capabilities. Production capabilities have been improved among most firms, including large, small, and medium enterprises. There is an improvement in the volume of production and the quality of products. However, Indonesian small and medium firms acknowledged the limitation of investment and innovation capabilities. Compared with large firms, small and medium firms have limited resources that hinder them from investing in technology or human capital. During the introduction of advanced technologies, supplier firms' linkage relationship and their customers remain relatively stagnant. Moreover, in terms of linkages, in which the arrangement between assemblers and suppliers has been set, the automotive firms are highly independent.

Abstract

We present engineering airflow to intercept the transmission of Covid19 in public spaces and public transportations, which relatively fast and simple. This technique is to suppress effectively and as massive as possible the spread of aerosols and droplets contaminated with the COVID-19 virus that is flying in the air by providing a vertical downward flow using fans placed on the ceilings and the use of floors of the certain material so that aerosol and microdroplets will not bounce back up, difficult to roll, and firmly attached to the floor. The numerical airflow simulation shows that positioning the fan on the ceiling of the room will cause the air particle to move faster downward, which will push the microdroplets to fall to the floor more quickly, so that the microdroplets and aerosols will quickly move away from the most risk organs from the transmission, namely the mouth and nose. The contactangle test results on several floor materials always show a value of fewer than 90 degrees. These phenomena cause microdroplets or aerosols that fall to the floor will stick tightly and not easily roll. This phenomenon will cause the room to be more sterile from aerosols and microdroplets that may be contaminated with Covid19. The room will be healthier and safer. This technique can be a solution that is relatively inexpensive and simple to implement on a field scale and is very effective in reducing the radius of the spread of droplets or aerosols in closed spaces, both public spaces and public transportation, such as trains and city buses which are very susceptible to Covid19 transmission.

Abstract

The reduced age function of Sengguruh Dam/Reservoir due to erosion in the upper of Brantas Watershed (Lesti Subwatershed area) interferes with its role in flood control, irrigation water supply and the supply of most of the hydroelectricity in East Java Province, Indonesia. This study aims to estimate erosion, analyze the interrelationship of the causative factors and provides environmental conservation direction. The research method uses mixed methods. The quantitative method of erosion rates is done by calculating the Modify Universal Soil Loss Equation which is supported by GIS tools. The qualitative method is carried out with questionnaires and interviews in the Lesti Subwatershed area. The results showed that the current erosion rate in each ha of land (average) in the Lesti Subwatershed was 153,868 tons / ha / year (exceeding the tolerable erosion rate of 30 tons / ha / year). The rate of erosion in the Lesti Subwatershed has always increased in the last 14 years. Of the 12 Subdistricts in the Lesti watershed, as many as 6 Subdistricts are identified as having high levels of Erosion Hazards so that they were a priority to be handled, namely in the Wajak, Dampit, Tirtoyudo, , Gedangan, Sumbermanjing Wetan and Bantur Subdistricts. Dampit Subdistrict, Turen Subdistrict and Gondanglegi Subdistrict also face behavioral problems and high population pressure compared to other Subdistricts. Research also shows that there is a relationship between erosion and knowledge, attitudes and behavior of the community in the form of population pressure and land use patterns. It is recommended that environmental conservation directives focus on these 6 Subdistricts through the application of soil and water conservation. The results of spatial analysis at priority locations suggest conservation measures in the form of law enforcement or counseling, and community empowerment to increase the ability and independence of the community through providing access to resources, education, and training.
