Abstract

One of the causes of land problems is the absence of complete and accurate data on registered land ownership. This happens because the digitization process has not yet been completed, whether the certificates, land books or letters of measurement and maps. So, the purpose of this study is to analyze the quality of land data to identify and resolve land disputes. The method used is a qualitative descriptive method, with the results showing that one of the Independent Land Data Quality Improvement activities (PKDPM) produces a dispute map containing the names of the parties with problems and the location of the land indicated as problematic. Based on the dispute map, it can identify 58 (fifty-eight) land disputes which are classified into 4 (four) namely overlapping, boundary disputes, inheritance disputes and land ownership disputes. However, out of 58 disputes, only 5 cases could be resolved through mediation at the West Manggarai Land Office. So, it can be concluded that PKDPM activities are only able to identify disputes, but are not able to resolve existing disputes.

Abstract

Therefore, the authors are interested in conducting research that aims to find out and analyze the implementation and policy constraints of the Minister of Home Affairs Regulation no. 7 of 2019 concerning Online Population Administration Services at the Deli Serdang Regency Population and Civil Registration Service. The research approach used in this study is a qualitative approach, namely problem solving procedures investigated by describing the current state of the subject/object of research based on visible facts. The results of the study found that the application of online population administration services at the Deli Serdang Regency Population and Civil Registration Service had been carried out in accordance with the Minister of Home Affairs Regulation Number 7 of 2019 so that population administration documents could be served. This can be seen from communication, socialization of resources, disposition and bureaucratic structure. The obstacles faced by agencies in implementing online population administration services according to the Minister of Home Affairs Regulation Number 7 of 2019 are: information systems that are densely used/accessible so that they are constrained in speed of service, lack of funds to be able to improve existing facilities and infrastructure, and lack of employee desire. to improve the quality of public services.

Abstract

This study aims to find out what are the causes of divorce in the people of Medan City, as well as to analyze the highest cause of divorce filed at the Medan City Religious Court. This study focuses on the background analysis of divorce in the Medan City Religious Court. This research is a social research using qualitative research methods that can produce descriptive data in the form of written words, either from the data of the Religious Courts or from the oral staff of the Medan City Religious Courts. Penelitian ini menggunakan pendekatan naturalistik dengan wawancara (depth interview) sebagai metode pengumpulan data. Research informants were determined by snowball among widows and widowers in the Medan City area who were divorced throughout 2021 and from the Religious Courts. Data analysis and interpretation refers to the six steps of analysis as stated by Creswell. And this study concludes that in 2021 the registration of Divorce in the Religious Courts decreased due to restrictions on working hours and PPKM.

Abstract

This study aims to determine and understand the application of the Online Passport Queue Registration Application (APAPO) in an effort to improve public services in Bengkulu City at the Class I Immigration Office at Bengkulu Immigration Checkpoints. The study used a qualitative descriptive method, with 10 research informants, consisting of 4 Immigration Office informants and 6 community informants. Data analysis used qualitative analysis. The results of the study show that: (1) The implementation of e-government at the Immigration Office Class I TPI Bengkulu has been going quite well because there are still obstacles, namely complicated and limited service quotas; (2) Passport services at the Immigration Office Class I TPI Bengkulu through the use of online passport services are of Sufficient Quality; and (3) The supporting factors in the application of electronic government in improving the quality of online passport making services are the existence of clear regulations, clear service needs and an adequate number of personnel. While the inhibiting factors in implementing e-government in improving the quality of online passport making services are the complexity of the APAPO application, the limited number of queue quotas and sometimes incomplete requirements, so that services cannot be implemented.

Abstract

This study discusses the role of DPRK recruitment on the independence of the Pidie Regency Election Independent Commission for the 2018-2023 period. The problem is focused on the anomaly in the recruitment process for election organizers in Aceh. The theory used is the theory of independence and the theory of political recruitment model Rush and Althof (1997). This study uses a qualitative method. Data sources consist of primary and secondary data. Primary data was obtained from in-depth interviews with a number of informants, while secondary data was obtained from literature review and related documents. Research informants consisted of parties involved in the recruitment of Pidie Regency KIP Members for the 2018-2023 period, both political parties and independent teams as well as the community. The results of the study show that the dynamics of political interests in the selection stages of KIP Pidie occur at the stages of agency, criteria, control, and demands. The formation of an agency, namely an independent team as a selection committee in the recruitment of KIP Pidie members for the 2013-2018 period was formed without considering expertise and coming from people with unclear backgrounds. At the criteria stage, there is no standard standard for the main criteria in determining graduation in the selection of organizers. At the control stage, recruitment is done openly but with minimal public supervision and is under the full control of the Pidie DPRK. The party's strong control over the recruitment process coupled with the lack of control outside the local parliament has put the independence of the organizers into doubt.

Abstract

This research was conducted by the author entitled "Implementation of Smart Economy in Empowering Small and Medium Industries of Kediri City Towards Smart City". The purpose of this study is to analyze how the implementation of a smart city in empowering small and medium industries in the city of Kediri towards a smart city. This is done because the City of Kediri has potential in the industrial sector, as well as many other potentials such as tourism, and typical Kediri products such as tofu and woven fabrics. The author uses a policy implementation model that can affect the success of implementation according to Van Metter and Van Horn. The type of research used is descriptive research with a qualitative approach. The results of this study, the government of the City of Kediri has implemented the smart economy in empowering small and medium industries, it is well seen that there are many business actors who are on-boarding in digital marketing, and there are many programs, trainings, and workshops conducted by the government of the City of Kediri to the public. businessmen. This study concludes that the implementation of the smart economy in empowering small and medium industries has been going well, but there are still obstacles, one of which is the limited budget, because the focus of the budget is on health issues.

Abstract

Covid-19 or SARS-CoV-2 is a virus that emerged at the end of 2019 and has never been identified in the human body before. According to the World Health Organization (WHO), this virus is vulnerable to attack the elderly who have high mortality and morbidity in the face of the Covid-19 pandemic. In this case, of course, the elderly really need access to intense health services, especially for the elderly who have a history of chronic or degenerative diseases. One of the efforts that can be done is such as maintaining cleanliness through Clean and Healthy Living Behavior. Serdang Bedagai is one of the regencies that are included in the ten regencies that have the largest elderly population in North Sumatra. Therefore, it is necessary to optimize empowerment in these districts to improve the quality of life of the elderly during the Covid-19 pandemic. The implementation method in this empowerment activity is through lectures and practice, followed by gymnastics. With this activity, the participants understood how to maintain cleanliness and health and began to implement physical activity in an effort to improve health.

Abstract

This article aims to analyze the quality of public services regarding public roadside parking in Pekalongan City. The problem in this study is focused on parking problems, namely limited land or vehicle parking lots so that people park their vehicles arbitrarily. In addition, it is also due to the actions of several parking attendants who collect parking fees that exceed the provisions and the presence of illegal or unofficial parking attendants who make parking arrangements and collect parking fees. In order to approach these problems, the theoretical references from Zeitaml and Ilosa are used, namely tangible, reliability, responsiveness, assurance, empathy, transparency and security. The data were collected through direct observation and interviews with informants and analyzed qualitatively. This study concludes that the quality of parking services on the edge of public roads is not good. This is indicated by the three dimensions that state that they are not good, namely reliability, responsiveness and assurance, although four dimensions state that they are quite good, namely tangible, assurance, empathy, transparency and security, so that the quality of parking services on the edge of public roads needs to be improved.

Abstract

This study aimed to undergo an analysis on the Profesionalism of the Government Apparatus   in implementation governmental tasks, development and society education. The study applied a qualitative method using a phenomenological approach. The informant selection is performed by purposive sampling tecnique. The Informant consist of the member of Province of North Sumatra, Head of Subsection and Staff of The Secretariat of The DPRD Province of North Sumatra. In addition to these, the study also involved concerned institution. Instrument of the study comprised the writer himself and data collection by in depth interview, documentation, and field observation, whereas technique of data analysis used a taxonomy analysis. Profesionalism of the government apparatus to be assessed consisted of responsiveness and inovation performed by the staff of Secretariat of The DPRD Province of North Sumatra in their governmental tasks implementation, development and society education as well as service accomodation to ythe citizens. In general, profesionalism of the government apparatus from the viewpoint of the apparatus responsiveness and inovation at Secretariat of The DPRD Province of North Sumatra Regency still lacked of quality. Such condition was affected by vision and mission of the organization and responsibility of the organizational structure, leadership, and reward that din not meet the objective of the organization. They should have been given a serious attention for the purpose of determining organizational goals.

Abstract

This BLT-DD policy was made by Taba Air Pauh Village based on a village meeting organized by the village government, the Village Consultative Body, and several village community leaders taking into account the pandemic conditions which impacted the decline in village community income. The purpose of this study is to describe the process of implementing the BLT-DD Policy as an economic solution for the Taba Air Pauh village community in the post-Covid-19 pandemic and explain what strategies are taken by the Taba Air Pauh Village Government in the process of implementing the Village Fund Direct Cash Assistance Policy (BLT). -DD) Taba Air Pauh, Tebat Karai District, Kepahiang Regency. The research method used is qualitative with a descriptive approach. The results of this study include 1. The BLT-DD policy is fully supported by all levels of government; 2. BLT-DD is direct cash assistance from the Village Fund sourced from the State Revenue and Expenditure Budget (APBN); 3. BLT-DD recipients are non-beneficiaries of Social Service assistance, Micro, middle-class Enterprises, and other assistance that are not from BLT-DD; 4. There are still BLT-DD recipients who are not yet on target; and 5. There was a crowd of villagers receiving BLT-DD at the Kepahiang branch of the National Bank of Indonesia (BNI).
