The published paper is the result of research, reflection, and actual critical study with respect to the themes of Governmental, Political, Public Administration, Communication and Social Sciences, All papers are peer-reviewed by at least two referees. This study aims to analyze the conflict between the cement factory in Rembang using the Galtung perspective. Galtung's theory includes three concepts, namely contradiction, attitude and behavior. The setting of this research is in Gunem District, Rembang Regency. This study uses a qualitative approach, the type of case study method. The data collection process was carried out by interviewing 20 people. The interview process was carried out when the cement factory conflict was at its done on the top in 2017-2020. The conflict was still real, because it has widened into an ideological conflict. The results of this study indicate that the main issue underlying the conflict was the local government's policy of granting a permit for the exploitation of a cement factory in Gunem Tegaldowo. The dominant policy in the economic context, is not proportional to the impact of damage to nature and the environment, where people farm and meet their water needs. The dominance of economic policy leads to (1) different perceptions, (2) people's hatred towards the government, and creates contradictions by making various efforts to refuse. The actions are carried out in 3 categories (1) questioning behavior, (2) opposing behavior, (3) protest behavior. Cement factory conflicts are different from communal conflicts. Cement factory conflicts are closely related to political policies made by government officials who have interests. The cement factory conflict is a conflict algorithm or conflict by design.

This study aims to explore the process of indigenous peoples' movement in Lake Toba in maintaining their living space from the perspective of political recognition. The method used in this study is qualitative, because the strength of a qualitative study is when examining the process. This study argues that the politics of recognition is an important aspect in the struggle of indigenous peoples in Lake Toba in maintaining their living space in the midst of developments carried out by corporations and the State that threaten the existence of local communities. For the community, land is ancestral heritage that needs to be maintained and is a symbol of self-esteem for them. Development that destroys and threatens their land also threatens their cultural identity. They also demanded that the values of their identity as indigenous peoples be recognized by the State. Recognition is also an effective value in mobilizing citizens to carry out social movements. The relationship between the indigenous peoples' movement and the state itself, on the one hand, the state seeks to accommodate people's demands, but on the other hand, society accepts repressive measures. In this context, the state is seen as a tool for the interests of investors or corporations, because the state has the authority to make regulations, including licensing matters. This study further confirms the importance of recognition politics in the civic politics discourse. As for social movements from indigenous peoples in the form of protests to direct dialogue with the government.

This article aims to find out how the forms of coastal tourism development are Sowan Beach, Bancar-Tuban District, East Java. The focus of the problem from this research is that in the process of developing Sowan beach tourism carried out by Perhutani Jatirogo with the village community around the tour, it is not in accordance with what is expected. In order to analyze this problem, the author uses the reference theory from Ansell and Gash and Agranoff and Mc. Guire. The data in this study were collected using interview techniques through informants and supported by a literature study for interview data, and in this study were analyzed qualitatively. In this study, it can be concluded that the collaborative governance process that occurred at Sowan Beach took place unequally with the Abstinence model. It was emphasized that the Perhutani party did not involve and pay attention to the Bogorejo Village community regarding tourism development. This is supported by the empirical fact that in making decisions on tourism development on Sowan Beach it is only carried out by the Jatirogo forestry party without involving the Bogorejo village community. The aspirations of the community for the development of the Sowan beach tourism village are not accommodated to the maximum. So that the existence of Sowan Beach has not been able to provide optimal benefits for the welfare and quality of life of the people of Bogorejo Village, Tuban, East Java.

The government and the house of representatives of the Republic of Indonesia have approved the establishment of new autonomous regions namely South Papua Province, Central Papua Province, and Papua Mountains Province. The plenary meeting of parliament was set up on 30 July 2022. This establishment of 3 (three) provinces is accommodated in Law Number 2 of 2021 concerning special autonomy for Papua. Before the law was revised, the authority to form a new autonomous region was proposed by The Papuan People’s Assembly or Majelis Rakyat Papua and The Papuan People’s Representative Council or Dewan Perwakilan Rakyat Papua. This research aims to study the government’s communication strategy in conveying the goals of establishing the new autonomous regions in Papua. This study uses a descriptive analysis approach. Data was collected through interviews with informants involved in the formation of new autonomous regions and Papua community leaders. Secondary data was collected from media publication, official government websites, scientific publication, and reports. Laswell’s communication model is used for the evaluation of the government’s communication strategy. The study recommends that the government’s communication strategy should be more intensive through the ministry of home affairs to local government affected by the establishment new provinces, group communication between government and indigenous group, and interpersonal communication among Papuan’s elites who can influence public perception

The purpose of this study was to analyze the process and stages of empowerment carried out by the Tourism and Culture Office of Pakpak Bharat Regency to Pokdarwis Mersada Asa Maju in developing Kuta Jungak village tourism. The research method used in this study is a qualitative method with a descriptive approach. The results showed that the concept of community empowerment has been applied in the village of Kuta Jungak. The empowerment program was carried out by the Pakpak Bharat Regency Tourism and Culture Office to the Mersada Asa Maju Pokdarwis. The concept of community empowerment through the awareness stage, capacity stage and empowerment stage. Community empowerment in the development of Kuta Jungak village tourism, is characterized by the existence of supporting factors and inhibiting factors. The supporting factors consist of: the village head, the potential of Kuta Jungak village, local wisdom, institutions, security and order in the village of Kuta Jungak and the BUMDes of Kuta Jungak. While the inhibiting factors include facilities and infrastructure (consisting of access to tourist objects, signs or directions, cleaning facilities), lack of motivation, funds and budget, human resources include knowledge, skills, ethics and community behavior

Social entrepreneurship is an important concept for realizing the welfare of rural communities. This concept refers to the dedication of individuals, who have the character of a leader, who actively cooperates with their community, to realize collective welfare. This study aims to analyze the Growth of Social Entrepreneurship Through Village Owned Enterprises (VOE) in Pematang Johar. This research is descriptive qualitative research. Data collection techniques used in this study were interviews, literature studies, and observation. The results of the study show that the growth of social entrepreneurship through the Pematang Johar VOE is still being carried out on a limited basis. This is due to the still uneven understanding of VOE managers regarding the concept and definition of social entrepreneurship. This has had an impact on not maximally alleviating social problems in the village of Pematang Johar. In addition, the growth of social entrepreneurship through VOE Pematang Johar is also hampered due to business management in business units that are not managed professionally by competent people.

This paper aims to discuss the coping mechanisms of a community in dealing with risks and uncertainties in new situations that have never been part of their local knowledge. The problem is focused on how the subject (farmer) formulates risk and uncertainty, and shows their coping mechanisms to deal with the complexity of the problem. The cultural approach is an important reference for understanding the empirical phenomenon being studied, combined with the concept of dynamic local knowledge and the concept of risk. Data were collected through fieldwork using an emic view approach with observation-participation techniques as well as in-depth interviews and qualitative data analysis processes. This study concludes that farmers have a risk conception which they call “try it out” on 4 sources of risk (air, pest, price, volcanic ash of Mount Sinabung) and develop coping mechanisms through variations in cropping patterns, even the type of 'gambling' as an opportunity for the complexity of the risks that occur. The risk symbols are also classified into 2 types of distribution; individual and communal. The ability to cope with each type proves the innovative capacity of the subjects, which is related to the dynamics of knowledge and the learning process in their community.

Program implementation in local government is not easy (Musa, 2010). Many challenges must be faced in order to minimize program failures, including the Telunjuk Sakti service program. This program is a mainstay service program for Wonogiri Regency in the current smart city era. So there is a need for risk management to analyze the possible risks that arise as a result of the program (Bhatta, 2008). This study uses a qualitative method. The purpose of this study was to analyze risk management for the Telunjuk Sakti service as a quick win smart governance in Wonogiri Regency. By understanding the risks posed by this program, risk mitigation can minimize unwanted impacts. This encourages the smooth running of the Telunjuk Sakti service index program as a quick win from smart governance in Wonogiri Regency. Researchers found that people's low literacy of the program is an extreme risk. These social risks arise as a result of the majority of the population of Wonogiri Regency being rural and untouched by technology. Technical matters become a high risk, such as the absence of data backup at the village level, HR competence in handling applications and access to wifi and FO being interrupted at any time. This technical matter can hinder the running of the service program, so strengthen the anticipation of technical issues by building DRC/cloud, HR training, and alternative LAN networks.

Controversy over the construction of the New Yogyakarta International Airport (NYIA) has occurred since the airport development plan was declared. Because of the overcapacity of passenger and cargo flight activities at Yogyakarta's Adi Sucipto Airport, the government thinks it necessary to build an international standard airport. However, the community and Wahana Tri-Tunggal rejects it because of the NYIA development project, which was projected to take up 637 hectares of land and was feared, would "evict" around 11,000 people. The purpose of this paper is to analyze the land acquisition controversy in the NYIA development plan. The results show that, firstly, there is no consistency with the Regional Regulation of Kulon Progo Regency Number 1 of 2012 relating to Regional Spatial Plans with the NYIA Policy, where Temon District according to Article 7 paragraph 2 is an urban system service center that mainly focuses on agriculture, plantations, and agropolitan and Temon urban area. Tsunami Evacuation which means a protected land area was built by NIYA. Second, the inconsistency of the Minister of Environment Number 5 of 2012 with the NYIA Policy where the development EIA was made after the issuance of the Permit, but land acquisition had occurred before. Third, the deviation from the land productivity-based slogan "Bela Beli Kulon Progo" causes freedom for modern shops to compete with traditional markets. The conclusion is the government, which originally showed its alignment with the agricultural sector through several policies, actually violated existing policies through the NYIA development project and it caused controversy.

The purpose of this study was to analyze the increase in voter participation during a pandemic in the Medan Deli sub-district. This is because the sub-district has the most significant surge in participation. The Medan Deli sub-district, which has the highest difference in participation when compared between the 2015 elections and the 2020 elections, is the Medan Deli sub-district. This study uses a qualitative approach with primary data collection techniques in the form of interviews with key informants, key informants and supporting informants. Then the data were also obtained from secondary sources in the form of literature relevant to the research problem. The results showed that there were five factors driving the people of Medan Deli District so that they wanted to come to participate, namely political stimulation factors, personal character factors, social character factors, situational and environmental factors and finally political education factors. Then, of the five factors, the most influential factor is the political stimulus factor that arises from daily political conversations or conversations in the community. Then later because of the candidates who came from their area, a regional spirit emerged which in the end made the people more enthusiastic to come to the TPS.
