Abstract

This study examines the complex intersection between transactional sex, digitalization, and institutional administration in selected tertiary institutions in Southwest Nigeria. While e-administration initiatives are increasingly adopted to enhance service delivery and academic transparency, unintended consequences have surfaced, notably the rise in transactional sexual relationships. These relationships, often involving the exchange of sex for material benefits or academic favors, are now frequently facilitated by digital platforms such as social media and mobile banking, complicating oversight and ethical governance in higher education. Grounded in Bronfenbrenner’s Bio-ecological Systems Theory and Technological Determinism Theory, the study provides a theoretical lens for understanding how multi-layered social environments and advancing digital technologies interact to shape student behaviors, power dynamics, and exploitative practices within educational settings. Using a qualitative research design, in-depth interviews were conducted with 30 students (25 female, 5 male) across five universities. Findings revealed six major themes: students’ perceptions of transactional sex, its root causes, associated health risks, proposed remedies, perceptions of digitalization, and its challenges. Transactional sex emerged as a survival strategy driven by poverty, peer influence, social norms, and digital anonymity. Reported implications included gender-based violence, unwanted pregnancies, sexually transmitted diseases (such as HIV/AIDS), and academic decline. At the same time, participants acknowledged digital learning’s flexibility and administrative efficiency but noted concerns regarding digital distractions, infrastructure deficits, and weakened interpersonal relationships. The study concludes that while digitalization promotes institutional efficiency, it also inadvertently fosters exploitative behaviors that threaten student welfare and institutional integrity. It recommends behavior change campaigns targeting students and parents, university-based health education programs, and poverty alleviation initiatives, such as scholarships, vocational training, and regulatory safeguards, to promote ethical conduct, protect vulnerable groups, and strengthen academic integrity.

Abstract

This study rigorously assesses the contribution of e-governance to sustainable educational development in Nigeria, addressing persistent gaps in access, efficiency, and equity. Utilizing a systematic literature review, this paper evaluates key e-governance initiatives (such as JAMB’s digital systems, WAEC’s e-testing, and platforms like uLesson) and assesses their alignment with the Sustainable Development Goals (SDGs), specifically SDG 4 (Quality Education) and SDG 16 (Strong Institutions). Findings confirm that while digital implementation generally enhances transparency, access, and administrative efficiency, its transformative impact is inconsistent due to prevailing systemic challenges, notably infrastructure deficits, disparities in digital literacy, and institutional corruption. The research demonstrates that these underlying issues impede the full realization of e-governance potential. The key contribution of this paper is highlighting the critical need for comprehensive policy reforms, targeted infrastructure investments, and leveraging public-private partnerships to bridge implementation gaps, offering actionable insights for policymakers in emerging economies seeking sustainable digital transformation in education.

Abstract

In the face of the ergonomics of the work environment, the state-of-the-art equipment and raw materials available, which make production possible, human resources are considered the most germane factor that enables production to happen. Employees are regarded as the lifeblood of any organization (for-profit and non-profit alike). However, despite its importance, some organizations still face various difficulties, particularly non-profit organizations, in realizing the advantages of managerial abilities, which include employee career development practices that offer both off-site and on-site opportunities for employees. This study, therefore, examined the effect of human resource development on employee performance in non-profit organizations, focusing on the International Secretariat and the Faith Bible Institute Complex of a selected faith-based organization. The purpose was to analyze how career development, on-site, and off-site training influence employee motivation and performance. A descriptive research design was adopted, and data were collected through structured questionnaires administered to 200 clergy members, both ministerial and non-ministerial. Out of 133 retrieved questionnaires, 108 were valid and analyzed using regression analysis with the Statistical Package for Social Sciences (SPSS). The findings revealed that career development (β = 32.2%), on-site training (β = 18.8%), and off-site training (β = 14.9%) significantly influenced employee motivation at a 0.05 significance level, indicating that these human resource development practices were well implemented, though capable of further improvement. The study implies that management should give due attention to employee welfare, opinions, and initiatives—particularly among lower-level staff—as continuous career development and training opportunities enhance emotional commitment, motivation, and performance, thereby strengthening employees’ affective attachment to the organization.

Abstract

This study investigates the impact of European football league viewership on the formation of social identity among fans of different football clubs in Ibadan, Nigeria, with a focus on how this identity formation influences patterns of social interaction. Guided by Social Identity Theory, the study examines the cognitive processes involved in how individuals incorporate football club affiliations into their self-concept. The research adopted a quantitative method with a descriptive survey design. A total of 100 young male adults, selected using a stratified purposive sampling technique from five soccer viewing centers in the Oluyole Local Government Area of Ibadan, participated in the study. Data was collected using questionnaires and analyzed using descriptive statistics (frequency counts and percentages). Findings indicate that the UEFA Champions League significantly influences the development of social identity among young male fans, with club loyalty shaping interpersonal relationships, fostering strong in-group camaraderie, and occasionally contributing to intergroup tensions. The study concludes that the social identities formed through football fandom extend beyond viewing centers to influence broader social behaviors and interactions in everyday life.

Abstract

This study analyzes the implementation of household waste management policies in Muara Enim Regency based on the implementation theory of George C. Edwards III, which includes four main variables: communication, resources, disposition, and bureaucratic structure. The background of this research is the increasing volume of household waste that has not been balanced with an effective and sustainable management system. This research employs a qualitative descriptive method, utilizing regional policy documents, field observations, and interviews with relevant parties. The results of the study show that the implementation of waste management policies has not been optimal. Inhibiting factors include a lack of policy socialization, limited transportation facilities and infrastructure, weak coordination between agencies, and low public awareness of independent waste management. Improvement efforts should focus on enhancing cross-sector communication, strengthening the capacity of human resources and facilities, and empowering the community to maintain environmental cleanliness. This research emphasizes the importance of collaboration between the government and the community to realize effective, efficient, and sustainable waste management in Muara Enim Regency.

Abstract

This study investigates public communication governance and its role in supporting the marketing of Micro, Small, and Medium Enterprises (MSMEs) in Makassar City, focusing on multi-actor collaboration, participation dynamics, and communication effectiveness. Using a qualitative approach, data were collected through in-depth interviews with government officials, MSME actors, supporting communities, and associations. Findings show a shift toward a more collaborative and participatory communication model, where MSMEs, communities, and government actors co-create strategies from planning to evaluation. The use of diverse communication channels—from social media and websites to informal networks—has improved MSMEs’ access to promotional programs, training, and policy information. Responsive feedback mechanisms and active stakeholder participation strengthen program relevance and effectiveness. However, persistent challenges remain, including digital literacy gaps, infrastructure limitations, and preferences for conventional communication. These findings underscore the need for adaptive, inclusive, and multi-layered communication strategies tailored to the diverse characteristics of urban MSMEs. The study recommends strengthening digital literacy, institutionalizing cross-sector collaboration, and conducting regular evaluations to sustain public communication innovations. By highlighting the strategic role of local communication governance, this research contributes to Indonesia’s broader agenda of enhancing MSME competitiveness and advancing an inclusive digital economy.

Abstract

This research aims to analyze the role of digital governance in increasing the competitiveness and branding of Sumedang tourism. Digital governance is seen as an important instrument in integrating information, technology, institutions, and socio-economic contexts in tourism promotion governance. This study uses a qualitative method with a naturalistic approach. The research method used is a qualitative method. Data was obtained through interviews, observations, and documentation of four informants determined by purposive sampling techniques, consisting of officials and staff of the Sumedang Regency Tourism, Culture, Youth, and Sports Office. Data analysis is carried out through reduction, presentation, and drawing of conclusions. The results show that the implementation of digital governance has supported the availability of accurate information, rapid data updates, and promotion through social media and virtual tours. However, its utilization is not optimal due to the limitations of digital infrastructure, human resource capacity, and the absence of standard operational standards in digital tourism promotion. The impact of digital promotion has been seen positively in improving the image of destinations and tourist interest in visits, even though the economic benefits have not been felt evenly. Overall, digital governance plays a strategic role in strengthening the branding and competitiveness of Sumedang tourism, noting the need to strengthen infrastructure, human resources, and more integrated policies.

Abstract

This study aims to analyze environmental communication practices in the context of managing the Meratus Geopark natural tourist destination, particularly in the Tahura Sultan Adam Mandiangin area, Banjar Regency, South Kalimantan. The approach used is a descriptive, qualitative one, employing Lasswell's communication model framework and Yenrizal's (2017) concept of environmental communication. The research findings indicate that environmental conservation communication practices remain hierarchical and top-down, with government institutions, particularly the Forestry Department, playing a dominant role in communication. Local communities have not been strategically involved in the process of message delivery or in the formulation of management policies for the area. The messages conveyed tend to be technocratic and have not integrated local cultural wisdom, while the media used include banners, the “bottle cage” trash bin innovation, and social media that have not been systematically coordinated. Feedback from tourists indicates a positive effect on conservation messages, but long-term effectiveness still depends on active local community participation and the strengthening of two-way communication. This study recommends the need to strengthen the role of local actors as communicators, integrate cultural values into environmental messages, and optimize digital media as part of a community-based conservation communication strategy.
