Abstract

Studi ini mencoba menjelaskan motivasi Cina atas keterlebitannya dalam the Campaign to Stop Killer Robots meskpiun dalam waktu yang bersamaan terus mengembangkan senjata otonom mematikan. Studi ini mempergunakan konsep Transformasi Militer dari Martin van Creveld untuk mempertegas signifikansi LAWS dan jga teori Interstitial Conception of Politics dari Christian Reus-Smit untuk menganalisis motivasi Cina. Teori ini menjelaskan bahwa setiap tindakan politik pasti ditentukan oleh empat elemen yakni: (1) ideografis (2) etis (3) purposif, dan (4) instrumental.Artikel ini menemukan bahwa motivasi utama keterlibatan Cina adalah (1) untuk mempertahankan diskursus “the peaceful rise of China”, dan (2) untuk mengerem Amerika Serikat, kompetitor utama Cina dalam teknologi LAWS.

Abstract

Konflik yang terjadi di Laut China Selatan telah terjadi begitu lama dan melibatkan banyak negara termasuk di dalamnya China dan Vietnam. masing-masing negara telah mengamankan klaim wilayahnya dengan militer namun konflik mengenai klaim tersebut belum mengakibatkan terjadinya konflik terbuka atau perang. Dengan menggunakan pertanyaan penelitian Mengapa tidak terjadi perang dalam konflik Laut China Selatan dengan konsep geopolitik milik Emmers, konflik terbuka di Laut China Selatan tidak terjadi karena pengaruh buruk terhadap stabilitas kawasan serta bagi negara yang memulainya. memulai konflik terbuka dalam konflik antara China dan Vietnam di Laut China Selatan akan berdampak pada arah geopolitik kawasan.

Abstract

The phenomenon of flooding and damage to river ecosystems in the City of Banjarmasin is one of the unresolved sociocultural problems. The Friends of the River Community is present in the Banjarmasin City community in trying to solve this problem. This paper describes the motivations and tactics of Sahabat Sungai Community in conveying messages of change to riverside communities in Banjarmasin by using methods, strategic ideas, and communication strategies to manage and protect the environment, in an effort to spread messages about environmental sustainability. Sungai about their motivations and tactics and see the direct influence on the riverside community in Banjarmasin. This article contributes to an understanding of agenda setting, environmental communication, and the communication techniques that communities use to convey their messages

Abstract

This research aims to elucidate the government's communication strategies on the forest and land fire catastrophe in South Kalimantan. By inquiring about the effectiveness of government communication regarding forest and land fires in South Kalimantan. By employing Ulber Silalahi's idea of government communication. The research methodology utilized in this work uses a qualitative approach, specifically of a descriptive type. The selected research methodology is descriptive qualitative, which entails investigating and understanding individual or group perspectives on human and social matters. The data collection methods utilized include interviews, examination of documents, and review of literature. There is little communication among the government, communities, and the private sector regarding government actions taken and implemented by the government bureaucracy concerning forest and land fires, which affect public, community, and commercial interests. To address and reduce the issue of forest and land fires, the Indonesian government and other relevant parties must adopt efficient policies and measures, including promoting agroforestry, education on fire prevention, enforcement of laws, and rehabilitation of degraded lands. Hence, it is crucial for the government to effectively disseminate diverse policies and measures aimed at preventing and resolving forest and land fires in South Kalimantan.

Abstract

As one of the most modern cities in South Kalimantan, Banjarmasin has emerged as a popular place to visit for residents of the surrounding rural regions. Is it true that the city of Banjarmasin has developed into a secure location from an economic, social, and environmental standpoint? This paper attempts to look at the cognitive behavior of the people of Banjarmasin in regard to the messages that were communicated by the Sahabat Sungai community. This is done by attempting to understand the strategies that were carried out by the Sahabat Sungai community through environmental communication. Aside from that, we also need to pay attention to the ways in which residents living near the river in Banjarmasin are attempting to address the deteriorating conditions along the river.

Abstract

Protection of the rights of indigenous peoples in Indonesia has not been able to protect all of their rights. Although there have been many government products regarding the protection of indigenous peoples' rights in the form of 158 regional legal products on indigenous peoples, consisting of 11 provincial regulations, 57 regional regulations, 2 district head regulations, and 87 district head decisions. However, in reality there are still various conflicts and problems related to the rights of indigenous peoples. Using Ulber Silalahi's concept of government communication, this paper answers the question of how government communication influences regulations on indigenous peoples. However, what happens in Indonesia is not a mistake in government communication, but a failure of messages related to regulations and policies conveyed by the government as a sender to other receivers.

Abstract

Terrorism crisis has become one of the serious challenges in the context of global security. The threat of terrorism not only endangers the safety of individuals and communities but also causes widespread psychological impacts, such as fear and anxiety that can disrupt social harmony. In addressing the terrorism crisis, communication is the key to minimizing fear and fostering community solidarity. This study aims to explore effective crisis communication strategies in responding to terrorism threats. The main focus of the research is to understand how communication messages can be designed to reduce fear and rally support and solidarity among the community in the face of a terrorism crisis. The research method used is a qualitative study with a content analysis approach of various information sources such as policy documents, mass media, and interviews with crisis communication experts. These data are analyzed to identify effective communication strategies in a terrorism crisis situation. The findings show that communication strategies focused on delivering accurate, transparent information and providing clear guidance to the public can help reduce fear and build solidarity. Additionally, the use of narratives that emphasize values of togetherness and cooperation has also proven effective in garnering community support. The conclusion of this study is that effective crisis communication in responding to terrorism threats prioritizes clarity, accuracy of information, and the use of narratives that build solidarity. Well-planned and collaboratively executed communication strategies between the government, media, and community are key to facing communication challenges in the context of a terrorism crisis.

Abstract

The issue of indigenous peoples is becoming an endlessly vital issue in human rights. The rights of indigenous peoples still cannot be accommodated through national policy or international policies. Therefore, this paper identifies the reasons of problems regarding indigenous peoples still cannot be resolved even though there is UNDRIP (United Nations Declaration on the Rights of Indigenous Peoples). Coming out with the question "Why are the problems regarding the rights of indigenous peoples in Indonesia still unresolved", this paper pursues to discover the problems of indigenous peoples in Indonesia through a postcolonial perspective. With applying postcolonial theory, it can be seen that in matters of community rights, Indonesia enforces land management structures, domesticates the mind, and integrates their national economy with indigenous peoples, it results blurring of boundaries between customary and state territories.

Abstract

Tujuan Pengabdian kepada Masyarakat ini adalah meningkatkan kognitif siswa mengenai bahaya sampah plastik dan olah sampah dengan konsep 3 R.  Metode yang digunakan adalah melalui komunikasi lisan dengan menyampaikan materi jenis sampah, bahaya sampah plastik, masa sampah terurai di alam berdasarkan jenisnya dan konsep olah sampaj melalui 3R yakni reduce, reuse dan recycle. Setelah memperoleh materi, siswa melalukan praktik membuat prakarya tempat pulpen dari bahan botol bekas dan sedotan. Tahapan PkM yaitu peserta mengisi angket pretest, penyampaian materi olah sampah dengan konsep 3R, praktik membuat prakarya, tanya jawab dan posttest. Hasil yang diperoleh dalam kegiatan Pengabdian kepada Masyarakat di SDN Belitung Utara 3 ini adalah siswa mengalami peningkatan kognitif sebesar 12% mengenai olah sampah dengan 3R. Siswa juga menghasilkan prakarya tempat pulpen yang cantik dari botol dan sedotan dengan hiasan pita.
