Abstract

This research purpose to describe the social intervention of the Birmingham Small Arm Owner Motorcycle Siantar (BOM'S) community in fighting for pedicabs with the Birmingham Small Arm (BSA) motorbike brand as a means of transportation for tourists. The research method was carried out with a qualitative approach, the informants in the study were the key informants and 4 main informants. The location of the study was carried out in Pematangsiantar City. The results of this study describe social intervention by the Birmingham Small Arm Owner Motorcycle Siantar (BOM'S) with 4 demands called the " Empat Tuntutan Rakyat Bikers Becak Siantar ", with demonstration activities, besides the community also conducts social activities such as touring, tourism promotion in Pematangsiantar City. antique motorbike exhibitions, cultural arts performances, and the next action was the construction of the Becak Siantar monument in the Siantar City Square in 2018, which featured the Siantar pedicab with the Birmingham Small Arm/BSA brand motorbike as an icon of the Pematangsiantar City. The conclusion of this study is a model of social community intervention that is carried out using a model of social action and community development.

Abstract

The development of the Chinese city site area as a tourism potential in the city of Medan is very important considering the city of Medan does not yet have natural tourism objects that are well managed. The type of study used in this research is descriptive with a qualitative approach where research is carried out to create a tourism development using the Collaborative Management (Co-Management) method. To obtain data and to deepen the implementation of collaborative management, in-depth interviews were conducted with key informants and questionnaires so that the data needed in this study was complete. Data obtained in the field, both secondary data and primary data will be compiled, presented and analyzed with a qualitative approach in the form of exposure which will then be analyzed in accordance with the research problem undertaken. The results of research conducted show that the community has been involved in the development of tourism in the Chinese city site area. But the community is still walking alone in the development of tourism. With the concept of collaborative management, it will certainly be in developing tourism that is more focused and more targeted as desired. From this research it can be concluded that the area of the Chinese city site has a huge opportunity to be developed into the tourism sector that can provide benefits for both the government, the community and the parties involved in developing tourism.

Abstract

Reformation movement of 1998 being a starting point from so many dynamical changing of national politics in Indonesia. Chinese that has a strong historical root in Indonesia, being one of part of societies that used the reformation momentum as a way to involve into politics. This article analyzed the phenomena of strengthening Chines political identity post new order, and to analyzed the relation between strengthening Chinese political identity and multiculturalism in Indonesia.By using a qualitative methodolgy, those collected datas in this research, was analyzed by political identity theory, multiculturaism concept, and social capital theory. This research found that there are things that relate to the strengthening Chinese political identity post new order in Indonesia. The changing of political orientation of Chinese occured because the strong social capital and the changing of government policy that relate to the citizenship status. Those supported by a good understanding of multiculturalism by Indonesian society.

Abstract

BUMDes Maju Bersama is a government program to help the economy of the people of Sei Jawi-jawi Village and achieve community welfare so that the Sei Jawi-jawi people get a decent living. This study aims to determine the role of social capital which is a driving force in the management of the Joint Forward BUMDes in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. Social capital plays an important role in strengthening village communities. BUMDes can advance together with social capital. BUMDes Maju Bersama was established as an effort to increase the economic development of rural communities and create independence for the people in Sei Jawi-jawi Village. This research is a qualitative descriptive study. The location of the study was in Sei Jawi-jawi Village, Sei Kepayang Barat District, Asahan Regency. The object of this research is BUMDes Maju Bersama Sei Jawi-jawi Village. Data collection techniques using observation, interviews, and documentation. The results showed that the formation of BUMDes Maju Bersama was carried out in 3 (three) stages, namely the pre-village deliberations, village deliberations and post-village deliberations. So, this deliberation activity aims to determine what type of BUMDes will be formed in the hope that it will benefit the community. Social capital in the form of networks, norms and beliefs that play a role in the management of BUMDes Maju Bersama can be said to be not good enough even though BUMDes Maju Bersama is already operational and can contribute to the Village. This can be seen from the BUMDes Maju Bersama cooperation network that is still small, with collateral or collateral provided by BUMDes, the interest given by the management is too high, almost the same as the existing cooperatives and there is still public debt arrears. The informant's subjects from this study were the Village Head, Village Officials, BUMDes Maju Bersama Management, BUMDes Supervisor, parties who knew BUMDes and the Community who knew about BUMDes Maju Bersama.

Abstract

This research aims to explain how the implementation of the village's Explore service program is picking up taxes related to UN-P2 services at the Langkat District Revenue Board. In addition, the research aims to determine what factors that can encourage and inhibit the implementation of the village-exploring program to pick up taxes on the district Revenue Board of Langkat. The form of research used in this study is descriptive research with a qualitative approach. This study used Edward III's theory. The informant used in this study was the head of the Langkat District Revenue board and the officers who conducted UN services-P2 as well as taxpayers in Langkat district. The data used in this research is primary data as well as secondary data as complementary data. Qualitative analysis in this study was conducted with an inductive logic approach. Based on the results of the research can be noted that the implementation of the program to explore the village picking up taxes in the District Revenue Board of Langkat is generally well-done. Contributing factors to the success of implementation of village-exploring program to collect tax in the Regional Revenue Board of Langkat District are: Commitment of leadership and resources. The Factor is a low community awareness inhibitor, and there are some cases where taxpayers do not want to pay the UN for reasons that they are not the owner of a tax object but only contracted or so on. Abstract

Serdang Bedagai has successfully developed a literacy program. This success has led to Serdang Bedagai receiving the Literacy Award from the Ministry of Education and Culture in 2017. This success cannot be separated from the leadership role of Ir. H. Soekirman as Regent of Serdang Bedagai. There are two main roles of the Regent's leadership, Ir. H. Soekirman, in developing the literacy program in Serdang Bedagai. First, it acts as a literacy model. Soekirman has set an example by his fondness for reading books, writing books, writing rhymes and poetry. Every year he reads at least 6 books, and has produced 12 of his own. Second, it acts as a policy maker to make programs related to literacy. With his role, Soekirman has established local regulations related to literacy, Decree of the Literacy Program Implementation Team, Library Development Decree, and budget allocation policy for literacy

Abstract

Cyberstalking is behavior that leads to repeated invasion of one's privacy by electronic mail or computer-based communication with a view to controlling, coercing, intimidating, harassing, or threatening. The purpose of this study is to describe the understanding of forensic science students about the concept of cyberstalking; the object criteria of this study are forensic science students who are still active and have taken cybercrime courses. This research method uses descriptive quantitative. Subjects in this study were obtained through purposive sampling with a total of 36 students. The technique of collecting research data is by distributing closed questionnaires. Research data analysis technique is a descriptive analysis technique, describing data obtained using tables and graphs. The results of this study indicate that forensic science students already have the correct perception of cyberstalking. The majority of students can distinguish statements with indications of cyberstalking and not cyberstalking.

Abstract

The purpose of this research is to find out and analyze the use of hoax propaganda, material or content and patterns of its use in the 2019 Presidential Election. Qualitative methods are used in this research to seek knowledge or understanding of various related relations behind a reality in the new media era, text studies and news documentation and articles about hoax news that can influence the public and can hinder and influence the substance of democracy itself. The results showed that the purpose of hoaks political propaganda in addition to influencing the public was also done to change the negative image into positive or vice versa, in order to increase the electability and popularity of the candidates supported. material or content that is used as propaganda hoaks is material or content that contains SARA, personal, uses a pattern of nicknames, transfers, lure, popular narrative by using news / information content which is negative in nature and even sometimes contains lies using hoax propaganda patterns that are used in the 2019 presidential election. The pattern of the use of hoax propaganda is exhaled in new media by repetitive and continuous ways to change cognitive thinking and arouse the emotions of people who do not understand the deepening of politics.

Abstract

This study aims to see the economic motives of the Karo ethnic group in developing and surviving in the USU region. This type of research uses a qualitative approach, the research location is in Jalan Jamin Ginting Medan or specifically in the Padang Bulan area, precisely from the campus intersection to the Harmonika Road intersection and the Road Development area to the Kampung Susuk intersection. Taking this location is intended to be more detailed and specific to see how the existence of USU becomes a central point for Ethnic Karo to adapt to follow development by mingling in the provision of student needs. The results showed that the motives that influenced the ethnic karo to survive were the land they owned as an inheritance and believed that the land had a living spirit (ertendi); strategic land with the existence of USU as the main attraction of their business. the motive influencing the ethnic karo to develop is to look at the short-term opportunities of their efforts to just survive, only see the opportunities available and only be able to provide the needs of students in accordance with the times. The conclusion from the iani research is that the Karo Ethnic survive in the area around the University of Sumatra because they have strong motives in themselves, how they maintain their assets. Karo ethnic develops because of the opportunities presented. A character that is found in the field of how ethnic karo who love to gamble with luck is implemented in the way they see business opportunities. USU as an opportunity was recognized as their way to reap profits and develop businesses.

Abstract

This study aims to determine the Management of Village Fund Management in Jungke Village Permata District Bener Meriah Regency and the factors that influence it to achieve these objectives used qualitative research methods by breaking down the data descriptively. Data collection techniques were carried out by interview, document and archive observation using qualitative descriptive analysis techniques. The results of the study show: First the management stages of Village Fund Management in Jungke Village include Planning and Implementation of Reporting and Accountability Administration. Management of Village Fund Management is carried out by the Government of Jungke Village, Permata District, Bener Meriah Regency, and has followed the technical guidelines that have been regulated in the legislation. But in the process is still not optimal. This can be seen from the process of reporting and accountability that is experiencing delays. For the Reporting Process of Realizing the Use of Village Funds not in accordance with the predetermined schedule, causing delays in disbursing funds for the next stage. Likewise with the Responsibility for the use of village funds so that the community cannot evaluate the results of the work of the village government and the Accountability to the Regional Government which is not carried out in a timely manner. Second: Factors that influence the management of village funds include supporting and inhibiting factors. Supporting factors are community participation, facilities and infrastructure, while the inhibiting factors are human resources, technical guidelines for managing village funds that change every year and communication.
