Abstract

The agricultural sector is important in national economic development, especially as a provider of employment and as the main source of income for rural communities. Development in the agricultural sector requires the support of all stakeholders, the government's limited role in accommodating the needs in this sector then gave birth to a concept of a collaboration called Collaborative Governance. This research was conducted in Bandung Regency, aimed at finding out the implementation of Collaborative Governance, knowing the reach of farmers to the market, knowing the marketing media used and the problems faced by farmers in accessing the market. Data in this study were collected through interviews, then analyzed using qualitative data analysis techniques. The results showed the role of  local government was very dominant and vice versa universities contributed very minimally. The reach of farmers to the market is still very low, only a small proportion of farmers have marketed their products outside the region. In marketing their agricultural products, farmers have started to utilize online media. The government is expected to assist farmers in opening market access through the use of marketing technology or by bringing farmers together with investors.

Abstract

This study aims to determine the implementation of the Family Development Session of the family hope program in the Kelurahan Pekan Selesai, Selesai Subdistrict, Langkat Regency of North Sumatra. This type of research uses a qualitative descriptive approach, data collection methods in the form of observation, documentation and interviews with the informants who have been determined. The results of this study indicate that the implementing agencies of the PKH Social and HR Service have carried out socialization about FDS at the district, sub-district, sub-district level and to beneficiaries, the existence of social assistants in implementing problem identification using the MPA technique (participatory assessment method) to recipients. Furthermore, the material learning stage shows that the compliance of the social facilitator has also implemented the FDS module learning, but there are still obstacles to the use of teaching material components for beneficiaries. The reporting stage shows that the social facilitator has complied with reporting on FDS implementation activities every month either manually by collecting hard copies or reports based on the E-PKH application.

Abstract

The purpose of this study was to determine the implementation of subsidized fertilizer distribution in the Natambang Roncitan Village, Arse District. This type of research uses qualitative research with descriptive methods. Research informants include the Secretary, Head of Facilities and Infrastructure at the Agriculture Office, Distributors, Retailers, BPP, PPL, and farmer/farmer groups. Data collection techniques using interviews, documentation studies, and data retrieval techniques. The results showed that the implementation of subsidized fertilizer distribution in Natambang Roncitan Village, Arse District was still not optimal due to lack of supervision. Some problems that can still be addressed by the Regional Agriculture Office of South Tapanuli Regency include prices at the farmer/farmer group level that do not match the Highest Retail Price (HET), kiosks that sell to farmers outside their scope of the area, and bureaucracy that is too long in distributing subsidized fertilizers.

Abstract

This article aims to find out what happened to digital democracy regarding the Dildo account case. This research uses descriptive qualitative research research methods. The type of observation method used is the non-participation observation method. The non-participant observation method is the method that researchers chose in conducting this research. The results of the study show that the view of digital democracy can be seen from two perspectives, namely the government and the people's point of view. Political parody basically offers a new way of engaging in the political world. The Dildo case shows that not everyone can freely express their opinion on social media. The freedom to voice opinions, especially through cyberspace, still cannot be said to be free. This can be seen with how when the Dildo account voices humor and national issues that are close to the public, it still gets contra opinions from other parties. The conclusion of the research is that political parody basically offers a new way of engaging in the political world. Dildo case shows that not everyone can freely express their opinion in social media. The existence of internet technology in terms of statehood can be a double-edged knife, especially on social media where information is spread so fast. Parody or current humor is treated wisely and is not necessarily considered a dangerous thing.

Abstract

This research is motivated by a contradictory reality about the life of traditional fishermen. Traditional fishermen have “sacred” zones for fishing activities which are protected by law due to their highest biodiversity and cultural importance to local fishing communities. On the other hand, 76 percent of the traditional fishermen are classified as poor; the level of poverty headcount index (PHI) reaches 32.4 percent. Based on this contradictory situation, 2 (two) important questions arise: what happens in the fishing area of traditional fishermen and whether the poverty experienced by traditional fishermen starst from this fishing ground. This research took place in Bagan Kuala, a village where the majority of the population are traditional fishermen. This study used an ethnographic approach with two data collection tools, which are interviews and observations. It was found that each traditional fisherman in this village has its own fishing grounds and boundaries. The boundary is marked by fish aggregating device (FAD), which also serve its purpose as fish catcher. Some of the FADs have been owned by fishermen for many generations. Outsiders often trespass this fishing ground, particularly at night where they use modern tools like trawl, destroying the fishermen’s FADs. As a result, there are conflicts and also negotiations involving the locals and outsiders who asked for their permission; the catch was divided depending on the agreement. From these findings, it can be concluded that poverty can start from the fishing ground.

Abstract

This study aims to determine the mystification of political messages displayed in the campaign materials for the Prabowo-Sandi candidate pair in the 2019 presidential election, namely the denotative and connotative meanings contained in the advertisement. The campaign material to be examined is the official Prabowo-Sandi advertising video which was submitted to the General Election Commission. This study uses semiotic analysis to examine the sign system in the video advertising campaign for the Prabowo – Sandi candidate in the 2019 General Election as part of the commodification of content through the practice of mystification. This research finds several forms of mystification: Prabowo-Sandi is imaged as a fair leader who will bring prosperity and a figure who adheres to pluralism, respects differences, and upholds diversity. Conditions that are very opposite to the objective circumstances of the candidate and the values held by the bearers and supporters. The conclusion of this study is that political advertising is deeper (connotative) to mystify the figure of Prabowo-Sandi as a national patriot who will lift society from national problems. Not only political leaders, Prabowo-Sandi is also imaged as a cultural leader through the symbolization of the Javanese king (keris and garuda-motif batik) who respects other cultural diversity. The emergence of traditional symbols of Lombok, Minangkabau, and Bali is an attempt to mystify Prabowo-Sandi as a figure who has concern for the cultural diversity of the archipelago. Apart from culture, Prabowo-Sandi's mystification can be seen through the symbolization of religious diversity.

Abstract

This study aims to analyze external factors, namely tasks, work environment, and work organization that affect the workload of KPPS in the 2019 General Election in Binjai Utara District, Binjai City. This study uses a quantitative method because it analyzes external factors that affect workload with independent / independent variables (X), in this study are external factors that affect workload, namely tasks (X1), work environment (X2) and work organization (X3). ; The dependent / dependent variable (Y) is the workload of the 2019 Election KPPS officers in Binjai Utara District, Binjai City. The results of the research and discussion obtained by the assignment had a positive and significant effect on the workload of KPPS in the 2019 Election in Binjai Utara District, Binjai City, so that Hypothesis 1 was accepted; the work environment has a positive and significant effect on the workload of KPPS in the 2019 Election in Binjai Utara District, Binjai City, so that Hypothesis 2 is accepted; Work organizations have a positive and significant influence on the workload of KPPS in the 2019 Election in Binjai Utara District, Binjai City, so Hypothesis 3 is accepted. The researcher concluded that the assignment has a positive effect, HaHypothesis 1 is accepted; work environment has an accepted influence. Hypothesis 2; Work organization has a positive influence, HaHypothesis 3 is accepted.

Abstract

This article aims to review, describe and analyze the implementation of the grant aid policy, find out what factors influence the policy of providing grant assistance and find out the effects of providing grant assistance to community groups in Badung Regency. To achieve this goal several methods and techniques are used. The method used is descriptive qualitative research type. Data collection techniques using observation, interviews and documentation. The informant determination technique used was purposive sampling with the number of informants determined. This study concludes that the provision of grant assistance to community groups in Badung Regency has been implemented very well in accordance with the principles of justice, the principle of propriety, the principle of rationality, the principle of transparency, the principle of accountability and the principle of benefits for the community. There are several factors that influence the policy of granting aid to community groups, namely communication, resources, disposition and bureaucratic structure. The policy of providing grant assistance to community groups in Badung Regency has two impacts namely positive and negative impacts. Both impacts depend on how the Badung Regency community groups react to it.

Abstract

The election organizer is obliged to implement every principle in the election. The online National Counting System (Situng) is one of a series of election organizer activities in fulfilling the principle of openness to the public. Improving the quality of service in the General Election aims to increase public trust in the implementation of elections. According to Nunkoo, the principles of transparency and knowledge must be possessed by activity organizers in an effort to increase public trust. Research with this quantitative method looks at how much influence the online national counting system (situng) information (study of the 2019 Election results) has with a study on the people of Medan City. The findings in this study indicate that the process of transparency and increasing knowledge of the people of Medan City has significantly shaped Public Trust in the 2019 Election. The act of transparency has a bigger effect than increasing knowledge of online counting. Given the large role of transparency in shaping public trust in Medan City, this activity needs to be further enhanced to provide a better understanding to the public. And it does not rule out that online situng can increase public knowledge in the electoral field. Situng online is also expected to be an extension of the General Election Commission (KPU) in increasing public knowledge as a basis for experience in the election.

Abstract

The community doesn’t know the benefits and access to information on land value zone maps at the Semarang City Land Office yet, so the sale and purchase transactions that occur still use the Tax Object Selling Value (NJOP) whose value is below the land market price. The information on the prevailing land value zone map is also assessed that there are not in accordance with market prices, thus making the public file a complaint at the Semarang City Land Office. However, the lack of transparency provided made the community less aware of how the complaint procedure was, and the community was not even involved in determining the price on the applicable land value zone map. The purpose of this study was to determine how the management of land value zone map information at the Semarang City Land Office, which is considered to have not been done optimally. The theory used in this study refers to Vane Klasen's public participation and the transparency (policy, easy access, check and balance principle) proposed by Sedarmayanti. This study uses a qualitative approach and the researcher as a key instrument. The results show that the management of land value zone map information at the Semarang City Land Office has not been maximally implemented, that there is still a need to improve the socialization of benefits and the process of complaints about land value zone map information and public participation.
