The research object is in the Cardiac Hospital Main Brancg Padang of West Sumatra, which aims to examine the effect of HR organizational commitment and ability to service effectiveness. Data processed by multiple linier regressiom analysis note that the value of the regression coeffecient of organizational commitment variables (X1) is aquak to 0,520. Significance value of variable is the organizational structure of 0,000. if the value significant compared to the level of significance use in this study (=0,05) then the value of greater significance than a significant level used (0,000 0,05). This means that there is significant relationship between organizational commitment to effective service in Cardiac Hospital Main Branch Padang West Sumatra. Thus the hypothesis can be accepted at the 95% confidence level. Data processed with multiple linear regression analysis know that the regression coeffecient of the variable HR Capability (X2) is equal to 0,261. Significance value of the variable is the organizational structure of 0,066. If the value is significant compared to the level of significance use in this study (0,10) then the value is greater than the significance level used significantly (0,066 0,10). This means a significant difference between the ability of HR to the effectiveness of services in the Cardiac Hospital Main Branch Padang West Sumatra. Thus the hypothesis can be accepted at the 90% confidence level.

This paper analyzes the phenomenon of over-education and under-education in the labor market women in West Sumatra. The phenomenon of over-education and under-education is a phenomenon where a workforce with higher education levels occupy jobs that are not in accodance with the level of education. And reverse, eith a lower level of education actually occupy a higher job. This study uses the data SUSENAS 2009 for the province of West Sumatra. Form the result of the study showed, in an over-educaion and under-educationin the labor market and women in West Sumatra there are significant revenue relationship to the phenomenon of over-education and under-education in the labor market women in West Sumatra. From the reseach, it is necessery to link and macth between women's education and labor market in the formal sector needs a policy that directed the education of women in accordance with the demand of women in the labo market such as improving access and quality in vocational education and diploma in accordance with the culture of women's skills and the need to standardize education policy, employment and wage position. Policy where labor exploitation through unfair wage system for workers needs to be done so that the phenomenon of over-education and under-education will have a positive impact for the company and the workers concerned.

This study originated from the fact that the field is seen in many of the restaurants use in any manual system data processing sales. Payment system still use the food aid issue a cash register receipt sheet. Because the cash register is not designed to store transaction data, the total payment of the receipt note structure back to a book that will be reported to the leadership. This condition is of course still possible to condition the receiptstructure will be scattered or lost. The purpose of this research is to create a food menu Management Information System, the calculation of the total, as well as daily reports on the restaurant, which will then be implemented in order to achieve effectiveness and efficiency. The research was conducted by field research methode, research libraries, and research laboratories. Based on the research that has been done, it can be concluded that the design and implementation of management information systems can help home eating meals that will use this system to achieve effectiveness and efficiency, and through the tseting of these system, inormation system service in the home meal service can run smoothly anf very helpful the restaurant, particularly in calculating the total payments from customers and reporting to the leadership.

The rule of logical gevernment started in the issurance of UU No. 22/1999 and UU No. 25/1999 which regulated regional autonomy and fiscal decentralization. This policy has been updated with the issuance of UU No. 32/2004 and UU No. 33/2004 have been governing the local government and financial balanced between central and local goverment. This research purpose: a) to find and overview map of fiscal capacity indiess, b) to analyze the impact of fiscal capacity for capital expenditure budget, c) to analyze the influece of block grand (DAU) for capital expenditure budget, d) to analyze the influece of specific grant (DAK) fot capital expenditure budget in the implementation of fiscal decentralization in West Sumatra during 2006-2010. Research design of exploratory used to analyze all of research problems in the 19 district/ munipicial in West Sumatra during 2006-2010 with desriptive and quantitative methode in multiple regression and pooled model f research method. The result show that fiscal capacity and spacific grant (DAK) have significant anf positive influenced to capital expenditure budget but it have negative correlated to block grant (DAU) in the implementation of fiscal decentralization in West Sumatra during 2006-2010. Overall, fiscal capacity indice of the 19 district/ munipicial in West Sumatra during 2006-2010is not different for every years (middle category). Then there is a disparity about the fund allocation that total fund allocated for basic less than a half total capital expenditure budget in Weat Sumatra.

Object of this study is on Serambi Mekkah Integrade Boarding School Padang Panjang to examine the effect of training and work motivation on employee performance Integrade Boarding School Serambi Mekkah Padang Panjang, to explain the concept of the relationship between the variable of training, motivation and performance. The purpose of this research is to determine how the model provides a more precides a more precise causal relationship between training, motivation and performance. The study population was Serambi Mekkah Integrade Boarding School employees Padang Panjang, a methode of making population sample of 130 people with purposive sampling number of 96 respondents were disributed. Analysis of the research data used is structurak aquation models with SPSS application program to test 2 (two) hypotheses that have been developed, which ahs been hypothesized relationship is causal. And the result show that hypothesis 2 (two) hypothesis accepted this means training and motivation significant impact on employee performance Integrade Boarding School Serambi Mekkah. The result of this studies can also be shown that the variables that most influence on employee performance is variable and the next new motivational training, trus the managerial implication include efforts to improve employee motivation Integrade Boarding School Serambi Mekkah and efforts to improve employee training Serambi Mekkah Boarding School.

The Development of Syariah Bangking in Indonesia was started by the implementation of UU No. 23 in 2009 as a dual banking systen. This research purpose are to identify the characteristic customer behaviour by their preference using services in Syariah Banking in Padang Munipacility. Then, to identify the influence factors of the purchasing decision by customer using services in Syariah Banking in Padang Munipacility. Research design is descriptive-correlational, samples are consist of 100 number of customer using service in Syariah Banking in Padang Munipacility. Research metode is using crosstabulation analysis by Chi-Square Correlation with Pearson and Odds Ration calculations. The empirical result shows customer behaviour that represent by culture, social, costumre sharacteristic or personality, and psychological factors are significant t determine purchasing decision of customer using in Syariah Banking in Padang Munipacility with level of significant at a=0,05. Culture and social factors had a positive correlation to purchasing decision, but customer personality and psycological factors has a negative correlation to purchasing decicion that replected by Pearson-R. Beside that culture factors still more important factors among others that replected by Odds Ratio of Purchasing decision to ude service in Syariah Banking in Padang Munipacility.

The purpose of this research to test empirically influence between compensation with organizational citizenship behavior (OCB) service-oriented. I used affective commitment as mediating variable. Setting this research at privat hospital in Yogyakarta. Respondent nurses with purposive sampling technique of sampling. I spread the qusestionaire to 255 nuses at two hospital. I use a hierarchical regression analysis to test the hypothesis. I found that the compensation persepption have a direct impact on service-oriented OCB, but through the mediation of affective commitment.

This research is aimed to know the implementation of the oraganizational learning process PT. PLN (Persero) by a research. Research design is desciptive study used to describe the current conditions (current status) of a population. PT. PLN Cab. Padang has a number of employees as many as 156 peopleof the 122 poeple were selected as sample. Analysis of research data to describe the conclution of each variable using the central tendency base on the value of the average (mean) of the respondents answers. Overall, the result shows that discipline has existed well, mental models descipline average respondents who obtained the well existed; descipline share vision, the average value for each element of the resulting indicate that shared vision has had a good existence; learning discipline team show that the average value of the studied elements produce a good aplication value in the existence of the internal environment PLN; and on the whole it can be said that organizational learning has been implemented well in the internal environment PLN.

This study purposed to describe, explain and know management practices in West Sumatra particularly Islamic Banking owned by the goverment. The study population comprised 4 Islamic Bank are goverment-owned: BRI Syariah, BNI Syariah, Bank Syariah Mandiri and Bank Syariah Nagari, using descriptive statistic as a tool of analysis. The result showed that Islamic Banking is mainly state-owned Islamic bak in West Sumatra has been implementing management practices but has not been fully impelmented optimally.

This study aimed to analysis performance measurement of firm by balanced scorecard methode in Bank Nagari. Research object is Bank Nagari with two performance measurement aspect consist of financial and non financial. Samples are employee of Bank Nagari taked by purposive sampling methode at least 18 respondents. Samples criteria are work periode 10 years, level management, and located in center office of Bank Nagari Padang. Analysis methode used to measure performance with balanced scorecard and qualitative analysis. Overall, the result shows that financial, customer, internal business process, learning and growth perspectives are significant growth in Bank Nagari performance.
