Abstract

The Jakarta Smart City Plan is an effort by the DKI Jakarta Provincial Government to use information technology in government sectors. One of the strategies developed by DKI Jakarta Provincial authorities, especially at the Department of Population and Civil Registration is the Alpukat Betawi (Direct Access to Fast and Accurate Population Documentation Service) app. This application provides various access to population licensing services and civil registration for residents of Jakarta. The purpose of this study is to analyze the implementation of e-government in the provision of public services within the framework of population administration services. Descriptive qualitative methods were used in this study. The data comes from a literature study, the results of observations and interviews. The results show that the use of the Alpukat Betawi app is not yet optimal. It has been found that limitations and barriers lead to people not knowing and understanding how to access online administrative services, lack of socialization of online application based systems, synchronization of population databases remains weak, and lack of human resources and IT system facilities due to budget constraints. This research will provide recommendations to improve the public service system to increase accountability, professionality, effectiveness and transparency of public services. In this case, DKI Jakarta Provincial of The Department of Population and Civil Registration should take action to plan, develop, and innovate in improving population online services and increasing civic engagement.

Abstract

This article examines the role of collaborative governance in natural disaster mitigation in Bekasi Regency, focusing on three sectors: the Regional Disaster Management Agency, the village government apparatus, and the community. This study will examine each party's involvement in mitigating natural disasters in particular. This study discovered a significant number of key findings by employing an ethnographic method and analysis with the Ansel and Gash model. First, there is an imbalance between stakeholders, with the community lacking in disaster mitigation training and awareness. Second, in terms of facilitative leadership, the role of district government and community leaders as mediators is not yet broad enough to promote collaborative events in disaster management, and the community is unaware of its involvement in this collaborative endeavor. Third, on the institutional level, there is no memorandum of understanding amongst the stakeholders involved that describes this collaborative program in further detail. Furthermore, there is little transparency in the program because the community has been excluded a wide range of opportunities to participate. Fourth, there are five indications in the collaborative process as a core dimension in collaborative governance: face-to-face interaction, trust between stakeholders, forging common commitments, harmonizing perspectives, and preliminary results of collaborative effort. In this situation, the forum is not organized on a regular basis, but just at particular times, resulting in less successful and ideal collaborative disaster management outcomes.

Abstract

Elimination of child marriage is one of the targets of the Sustainable Development Goals (SDGs) which is targeted to be realized in 2030. To realize this goal, the Government of Indonesia has integrated the reduction of child marriage rates into the 2020-2024 National Medium-Term Development Plan (RPJMN). The child marriage rate is targeted to decrease from 11.2% in 2018 to 8.74% in 2024. In the last 10 years the number of marriages has decreased slowly and fluctuated. Even the target of reducing the number of child marriages seems to be experiencing obstacles because in 2020 the Covid 19 pandemic has contributed to a significant increase in the number of child marriages. This reality indicates that efforts to reduce the number of child marriages require a holistic and integrative effort that involves various stakeholders both in state institutions, the business world, and civil society. Considering the important role of multi-stakeholder synergy in preventing child marriage, this research aims to conduct stakeholder analysis to identify key stakeholders, primary and secondary stakeholders, their interests and influence on the success of the strategy to prevent child marriage.

Abstract

‘Sekolah Keluarga’ (Family School) is a program initiated by the Bukittinggi City Empowerment and Family Welfare Mobilization Team (TP PKK), as an effort to overcome the decline in the quality of families in Bukittinggi City. This program was first implemented in 2018 by targeting families in villages with high social problems. The City Government (Pemko) of Bukittinggi claims that this program is different from conventional school activities or other social problem alleviation efforts in terms of infrastructure, curriculum, and output. Qualitative method with a descriptive approach to examine whether the new program initiated by the Pemko Bukittinggi can be categorized as an innovation. For this reason, the authors interviewed the parties involved in the Family School Program, namely: technical implementers, technical implementing assistants, a team of presenters and participants, in addition to making direct observations of Family School activities and studying documents related to this program. The analysis of the findings shows that the Family School Program initiated by the Pemko Bukittinggi is categorized as an incremental innovation. This program is in line with most of the innovation attributes proposed by Everett M. Rogers. namely relative advantage, complexity, trialability, and observability. However, it does not meet the compatibility indicator because its existence does not replace the previous program. This program should be maintained so that later it can become a solution to overcome social problems that are happening.

Abstract

This study aims to determine the effect of service quality and customer experience on customer satisfaction at KRL Jogja-Solo. KRL Jogja-Solo is a public transportation that has recently been operated to facilitate the mobility of people around Jogja-Solo. In addition, the Jogja-Solo KRL is one of the steps to improve service to customers. The method used is a quantitative method with the type of casual associative research and using a survey method. The sample that will be used in this study is accidental sampling with data collection techniques using a questionnaire. The data analysis technique will use ordinal logistic regression analysis with the help of statistical software IBM SPSS 25. Meanwhile, the theory that will be used is the theory of service quality by Parasuraman, the theory of customer experience by Schmitt, and the theory of customer satisfaction by Irawan. The results of this study indicate that service quality and customer experience have a positive and significant effect on customer satisfaction for the Jogja-Solo KRL. In addition, service quality and customer experience simultaneously have a simultaneous effect on customer satisfaction.

Abstract

Digital society is a necessity, not only requiring adjustments to aspects of physical infrastructure, but also social infrastructure. This article presents a digital discourse analysis of the study of 11 Research Groups at the Faculty of Social and Political Sciences in 2022. The method used is content analysis, to examine the “digital” discourse of    41 proposal titles, which won funding from the University Research and Community Service Institute. The results of the study found that digital concepts are compared with the terms online, internet, social media, applications, Big Data. The term digital is discussed in the context of: the pillars of digital lifestyle, digital citizenship, digital commerce, and digital connectivity. The obstacle to the development of digital society is the limited public literacy about digital utilities. The study of the pillars of  digital identity and artificial intelligence contextualization from the social humanities aspect is still wide open for development. In the realm of community, it is still necessary to develop communication, information and education strategies for the use of digital device utilities for the welfare of an inclusive society. The development of a digital society will change the quality of conventional public service relationships. Suggestions for further research is to develop a risk assessment of digital community development from a social humanities perspective.

Abstract

The purpose of this study is to discuss how the implementation of community empowerment supports sustainable impacts. The research method uses a qualitative approach. Data collection techniques through interviews and observation. Data analysis includes reduction, data presentation and conclusion. The results of the research show that the implementation of community empowerment policies in tertiary institutions in supporting the impact of sustainable development has not been fully effective. Achievement of the level of effectiveness was only achieved in the aspect of the degree of change in the target group and the quality of the implementation process, while in the aspect of the final result/impact of the implementation it was still not in accordance with the desired expectations. The research findings show that the concept or formulation of community empowerment policies is still very much dependent on initiation from the university so that the orientation of the community is not yet fully in the context of actual empowerment so that the outcomes or outputs impacting the implementation of empowerment policies are still not sustainable. On the other hand, even though changes in the target group and the quality of the implementation process have shown improvement, they still require efforts that are holistic in nature in encouraging an effective implementation impact.

Abstract

The Covid-19 pandemic has caused changes in various lives, including the administration of government as a policymaker and public service. Changes and developments in policies issued or made by the government during a pandemic need to be seen from the perspective of dynamic governance. The concept of dynamic governance is defined as how various policies, institutions, and organizational structures are selected to be able to adapt to conditions that indicate uncertainty and rapid environmental change. It is hoped that these policies, institutions, and structures will be able to be relevant and effective in meeting the needs of the community in emergency and long-term conditions. The focus of the dynamic governance concept is the uncertain future factors (uncertain conditions) that affect decision-making components such as thinking again, thinking ahead, and thinking across. In addition, there is also a lever factor in the form of able people who are capable of human resources in developing the concept of dynamic governance. Where the existence of able people in the administration of the state, especially during times of a disaster, is very influential and must be considered. This study aims to describe how the application of the concept of dynamic governance in dealing with COVID-19 in the city of Padang. This study uses qualitative methods with data collection techniques through interviews and literature study. With the results of the research, there are still variables and indicators of dynamic governance theory that have not been fulfilled, namely coordination between institutions that collaborate. So it can be concluded that it is necessary to make improvements in coordination activities to achieve a dynamic government in solving the problems of the COVID-19 pandemic in the city of Padang.
