Abstract

Social policy is an important instrument in building public trust. However, fail to adopt appropriate approach in formulating and developing social policy may result in the public distrust toward government as the main actor of social policy making. With the case of participatory city planning in Surakarta, this article argues that democratic and inclusive social policies, since the policy formulation to the evaluation, will contribute positively in building public trust, which in turn increases the governance effectivity.

Abstract

Most research on public accountability is carried out in government agencies. Little looks at the accountability model for village financial management. Little is also known about villages in developing countries having successfully managed their finance that fulfills both formal and substantive aspects of public accountability. This research attempts to analyze Bovens accountability model framework which increases three important accountability elements: right of authority, answerability and enforceability in village financial management. Data are collected through interviews with informants and secondary data from village financial reports. We find that village community forum takes place democratically to ask for accountability but cannot be a substantive accountee. Panggungharjo Village is studied here as depiction of a top performing village at national level that has procedurally and normatively fulfilled the answerability aspect of vertical accountability. However, the potential problem of accountability arises from the essence of accountability from the aspect of democracy, where public participation as accountees is still biased so answerability has not yet emerged on horizontal accountability. Culture of the society and technocratic policies become confounding variables. A theoretical implication simultaneously enriches Bovens’ model is the need to look at the environmental context, namely, bureaucrats’ attitudes in the political context as accountor and the cultural environment of the community as accountee.

Abstract

From the democratic theory perspective, social media is a means to improve collaborative public governance between government, society, and business sector, in order to ensure effective public issues management as well as public services. On the other hand, there are preconditions for the effective use of media social; in the context of addressing poverty issues, these preconditions have potential to generate certain paradoxes. This article aims to answer a question “Is the use of social media effective to the poverty alleviation mainstreaming issue?” This study was conducted in one of the cities that won Smart City Award in Indonesia; using content analysis on the "Monggo Lapor" Facebook group combined with the mapping of Local Government Apparatus and poor people group’s perception on the use of social media for poverty issue through focus group discussion. The data then was analyzed using Institutional Theory approaches to identify the paradoxes that emerge from the using of social media in process of communication addressing poverty issues. The result shows that poverty issues were marginalized in the discussion using Facebook group, because of the culture of the bureaucracy in the local government and the culture of the society. The paradoxes arising were, i) democratic-elitist; ii) functional-artificial ones. The emerging paradoxes resulted from the inconsistency of the Local Government in implementing e-government for addressing poverty issues and the elitism in using the social media as a tool for power control by society. Social Media “Monggo Lapor” has not functioned intensively as the means of expressing voice and communicating between people and government for poverty issue, but it had functioned intensively for non-poverty issues, so that non-poor group enjoy its usefulness more. It indicated that the group with excess power had a higher ability of using social media. This paper recommends further research focusing on building social media readiness model, particularly for developing an inclusive regulation for poverty alleviation.

Abstract

The use of ICT in the public sector has been widely applied in various countries including Indonesia. One of the goals is to make it easier to disseminate policies to the public. From the practice level, the use of new media / social media in Indonesia has been regulated in a law. The city of Magelang is one of the cities that applies the use of ICT to support public services and is considered successful by the central government so that it has received various awards. However, in Magelang City, the problem of poverty is still a priority to be resolved. This study aims to describe the use of ICT types of social media by the Magelang City Government in disseminating poverty issues and to analyze the extent to which Magelang City is prepared to utilize social media to disseminate poverty issues. The qualitative research method is content analysis research with data collection in the form of content content analysis, documentation, and interviews with purposive techniques. Data were analyzed using content analysis by krippendorf. The results of the study show that the government of Magelang City has not used social media to disseminate poverty reduction policies. This can be seen from; (i) social media management related to the proportion of content issues uploaded on social media that shows dissemination related to poverty issues has not been specifically planned to be published, seen from the very small number of posts related to poverty issues, (ii) government responses in response to comments and questions from followers tend not respond so that the use of social media still goes in one direction. Thus, ICT has not played a role in its social aspects for information dissemination, social learning, dialogue, and networking. This can be seen from; (i) there is no strategy in managing content and monitoring evaluation to see the growth of followers, (ii) the response of followers / society still tends to be passive by only giving likes to government-owned social media uploads that are one-way in nature.

Abstract

Kebijakan penanggulangan kemiskinan perlu disinergikan dari berbagai sumber daya, yaitu dari pemerintah, dunia usaha, dan masyarakat. Proses sinergitas kebijakan memerlukan kerangka payung regulasi yang mengatur secara teknis norma, kriteria dan standar prosedur pelaksanaannya. Oleh karena itu perlu penyamaan persepsi dari pemerintah, dunia usaha dan masyarakat tentang komponen-komponen apa ssaja yang perlu diatur dalam regulasi daerah. Tujuan diseminasi ini adalah untuk menyamakan persespi dunia usaha, perangkat Daerah dan masyarakat kota Magelang dalam mengelola dana Corporate Social Responsibility (CSR) atau Tanggung Jawab Lingkungan Sosial Perusahaan (TJSLP) secara sinergis untuk penanggulangan kemiskinan. Kesepahaman tersebut sebagai dasar penyusunan payung hukum yang memiliki daya dorong bagi semua pemangku kepentingan. Metode PKM menggunakan prinsip transfer pengetahuan dan ketrampilan dari tim PKM kepada aparatur pemerintah kota Magelang. Metode dilakukan memenuhi aspek KAP (kognitif, afektif, psikomotorik), dengan bentuk (i) diseminasi informasi; dan (ii) Pendampingan penyusunan rencana tindak lanjut. Kegiatan pengabdian kepada masyarakat ini menghasilkan perubahan pada pengetahuan aparatur tentang (i) prinsip-prinsip kolaboratif untuk penanggulangan kemiskinan yang inklusif; (ii) prinsip-prinsip perumusa format kolaborsi yang partisipatif. Kegiatan ini menghasilkan“Local Wisdom and Collaborative Governance for Sustainable Poverty Alleviation Model”. Kesimpuan dari kegiatan diseminasi ini yaitu bahwa prinsip-prinsip penyusunan regulasi daerah memerlukan asas kemitraan, pemberdayaan masyarakat, integratif, dan keberlanjutan.

Abstract

Literature suggests that the penetration of digital technology may create a digital divide, particularly for groups that lack resources and the capacity to access technology. This study is keen to examine the poverty and digital divide, particularly in urban poor areas. There are two research objectives. Firstly, to examine the digital diffusion and digital literacy within poor urban neighborhoods in the City of Magelang, Central Java, Indonesia. Secondly, to understand the variation of digital diffusion and digital literacy across areas (with different levels of poverty), age groups, genders and occupations. The data is collected from surveys focused on measuring the access to information, digital diffusion and the use of technology among the poor. This study found that there is a digital divide problem among people in urban areas, especially among people with low incomes. Moreover, the diffusion is dominated by certain groups such as younger people and females. Furthermore, digital literacy among the poor is low. The policy implication is to improve access for digital diffusion and provide assistance to improve digital literacy skills.

Abstract

Although the internet penetration has reached 64.8% of the population (APJII, 2019), yet the digital divide is still a major issue in Indonesia; especially among the poor. This paper aimed to study and to explain the risks of digital governance implementation in the poverty reduction policies; with the study on how the poor obtains and shares public information in the digital governance era as the focal point. The study was conducted in a city in Indonesia that has been awarded with the Smart City Award. The data was analyzed using descriptive statistics and Social Network Analysis. The study found that some of the poor groups are adapting to the digital governance with the help of the social network in their community; and some of them are alienated digitally. They have been at risk of become marginalized both socially and economically. This paper suggested further studies focusing on the information demand among the poor and the use of new communication technology in the poverty reduction policy making that is inclusive.

Abstract

The use of digital media with pornographic video content will result in the disruption of adolescents both physically and mentally. Some conditions can also be experienced by teenagers, including: experiencing a dilemma, namely feeling guilty but feeling addicted, doing imitation (imitation), watching porn videos that encourage teens to imitate sexual acts, disrupted the process of sex education, difficult to concentrate on learning to disrupt their identity , and closed, inferior and not confident. The purpose of this training is to improve media literacy among teenagers. The method used is to adopt action research with 3 stages, planning, action, and fact finding. At the planning stage, the activity begins with identifying the knowledge and experiences of adolescents about the use of gadgets, as well as the experiences of adolescents related to pornographic content. Furthermore, in the action stage, they were given training to improve the correct understanding of the healthy use of media and how to avoid the dangers of pornography. The results of the activity showed that participants' knowledge of the media increased. Participants become aware of the dangers of pornography, they were more confident and empowered to avoid the negative impacts of using smartphones or gadgets. Participants also put forward some suggestions on the topics they are interested in for the next training. At the end of the activity at the fact finding stage, an evaluation is carried out to find out the shortcomings in the activity process.

Abstract

Indonesia is now experiencing national disaster called covid-19 or corona outbreak. This case will be a kind of history in the future to become a lesson for central or regional government in making public policy in emergency state. By facing the covid-19 outbreak, public officials must quickly resolve the problem. Discretion gives the opportunity for public officials to do free action to solve the urgent case. Public officials are given alternatives to reach the aim of public service by using discretion even though there is no regulation upon it. Moreover, we know that the implementation of discretion still remains several problems. This research used the literature study method with a qualitative research approach. It was based on several references in order to give the description of the discretion role in handling covid-19 outbreak. Theoretical reference in discussing discretion role was based on the study of journals, books, dan others. Being deeply studied, the discretion implementation of social distancing in big scale belongs to regulatory policy that needs social planning discretion. This type creates more different interests and contains a relatively high complexity. The result of study shows that the implementation of discretion is important because the main function of government is to serve the citizens in emergency state. Therefore, discretion becomes the effective and efficient choice. The integrity of discretion makers becomes one of the variable indicators in creating successful discretion. The government accountability needs to be explained to the society. Moreover, it can be studied more fairly.
