Abstract

The purpose of this article is to describe and analyze the Advertising Tax Management Implementation in increasing local income as well as to determine its contribution to local revenue in Bontang city. The research finding concludes that the management of advertisement tax in Bontang is not running optimal. It is due to lack of achievement of targets. Within the last 5 years of the advertisement tax revenues did not always hit the target, so that its contribution to local revenue is relatively small. In fact, from advertisement tax promises to add other sources of income and a greater contribution has yet to be able to increase the revenue from advertisement tax. Advertisement tax revenue in Bontang caused by various factors:  Less effective in socializing the taxpayer regarding local regulation No. 02 Year 2011 regarding advertisement tax levies, and weak legal sanctions against the tax subject, so much the subject of taxes easily avoid taxation.

Abstract

The purpose of this study was to describe and analyze the Implementation of District School Operational Assistance Policy (BOSDA) at Junior Secondary School 02 Malinau City. The research method used is descriptive qualitative. The data analysis used is the interactive data model. The result of the research, it can be concluded that Operational Assistance Policy of School Area in Junior Secondary School of State 02 Malinau as regulated in Decision of Regent of Malinau Number 25 year 2014, immensatively less than optimal, because confronted by various obstacles. Abstract

Managing the human resources starts from the internal factor, placing the employees based on their academic knowledge and applying leadership style. Job specification and leadership style were becomes the pull factor to enhance work motivations. It also gives both good and bad impact to the improvement of work effectivity in the organization. Reaching work effectivity in the organization must be supported by job specification and applied leadership style.

Abstract

The Purpose of this study is to analyze and describe quality of public services and analyzes the factors that become supporting and quality public services General Hospital of Ince Abdul Moeis Samarinda. This research includes qualitative descriptive research. Descriptive research is to gain a clearer picture of the phenomena that occur in relation to the problems examined. The qualitative data is done by organizing data, translate it into the units, synthesize, organize into a pattern, choose which is important and which will be studied, and make conclusions from the results of the exposure can be told to others. Research instrument is a researcher himself, and once served as a means of collecting data. Researcher as research instrument aims to obtain valid data and reliable.

Abstract

Pemberian insentif dapat memacu semangat pegawai untuk meningkatkan kinerja. Dengan diberikan insentif secara langsung dan rutin maka pegawai merasa termotivasi untuk meningkatkan kinerja. Pertimbangan dalam memberikan insentif kepada pegawai antara lain pangkat atau golongan. Persepsi pegawai mengenai insentif antara lain : insentif harus berdasarkan prestasi kerja; harus berdasarkan peraturan yang jelas; terkadang kurang mencerminkan keadilan; insentif justru dianggap dapat melemahkan etos kerja. Faktor pendukung dalam pemberian insentif yaitu diterbitkannya Surat Keputusan Gubernur untuk setiap bentuk inentif sebagai legalitas dan mempunyai kekuatan hukum, sedangkan faktor penghambatnya yaitu masih rendahnya rasa tanggung-jawab masing-masing biro dan pihak pengelola administrasi keuangan dalam proses penyelesaian insentif; proses teknis yang panjang terkait tahapan-tahapan pencairan insentif.

Abstract

This article aim to identify and analyze the Community Satisfaction Index (HPI) to public service organized by the District Office Palaran. Besides, this study also aimed to determine the factors supporting and hindering the implementation of public services at the District Office Palaran. This study uses a combined approach between quantitative and qualitative descriptive. A quantitative approach using the sample population as a source of data while the qualitative approach featuring informant as speakers or participants in answering the problem of research. The results showed that the average percentage method, Community Satisfaction Index (HPI) to public service organized by the District Office Palaran is 70.1%, this means that the quality of public services produced in the category quite well. While the results of the analysis by the method of the weighted average value, generating Community Satisfaction Index (HPI) to public service organized by the District Office Palaran with a score of 87.25, which means the value perception and quality of public services organized by the District Office in the category Palaran very Good (Grade A).Keywords: public service, community satisfaction index

Abstract

This study is aimed to describe, analyze and to interpret the Head of Leadership Study Bureau in Improving the Performance of State Civil Apparatus at the Public Relations Bureau of the Regional Secretariat of East Kalimantan Province. This research uses a qualitative approach. The data obtained is done by using in-depth interviews, observations, and supporting data/documentation, which are then analyzed using an interactive analysis model through the stage of data condensation, data presentation, conclusions. The results of the study show that the function of the innovator, the function of communicators, the function of the motivator, the function of the controller has not been maximizedKeywords: Leadership, Performance, Function, State Civil Apparatus.

Abstract

Development of human resources is not the easy one to do, because its process includes all elements of organization namely: employee, leader and the system it self. The combination of those three will emerge a condusive work environment, so it will makes possible for both employee and leader able to carry out their maximum work. A condusive work environment expected to creates work satisfaction. Then, work satisfaction it self has a big influence to organization productivity whether directly or indirectly. The enhancement of employee’s work satisfaction will never be released from the role of the leader, because leadership is the main key in survival and management of organization.

Abstract

The purpose of the research was to describe and analyze the improved performance of the apparatus in support of quality public service at the secretariat of the regional social west kutai regency. The result show that employee performance improvements made of the secretariat of the regional social west kutai regency, through improved knowledge, improved skills and expertise, employee formation update, and mutations work employees may work well, although there were still indications that the optimal yet thoroughly. Of the four sub focus research assigned turns out of provide enough appreciation of performance improvement officer, among others, improved education, provision of training opportunities, job formation update employees work and mutations work. Suboptimal performance improvement officers caused by mental and behavior of a fraction less employee-oriented performance improvements. The lack of opportunity given to employees in the following range of training because of the limited budget allocated for the development of the competence reform to support performance improvement officer.

Abstract

The  purpose  of  this study  was to  describe and  analyze  the Competence  Development  Apparatus. The results of the research indicate that developing competence of apparatus in Mahakam Ulu District Secretariat, has brought changes increase the Competance of the apparatus. That indicates by some sub focus  of  the research  that  show  there  are  increment  competence, review  by formal  legality aspect it  appear that development of apparatus competence can increase amount of educated civil  servant such as bachelor’s degree and Master’s Degree.  Less  optimum  of  the  developing  competence  program  cause  by  the  limited  estimate  allocated  for  developing  of  human  resource  specially  for  formal  education  and  various  of  training.  Various  of  awareness  the  employee  in  perceive  the  important  of  developing   work   ability   through   formal   education   and   various   of   traning  for  the   civil   servant   that   can   support   the    work   continuity   so   the  work   result   do not fulfill the qualification that expect .
