Abstract

The result show that employee’s performance at UPTD Laboratory and equipment of Bina Marga & Pengairan Samarinda in public service was implemented in work result both quantity and quality based on the work plan. It was also supported by a positive work behavior in doing the duty due to a condusive work environtment. Employee’s competency also becomes the important thing in public service it was gained from training and work experiences.

Abstract

The aim of this study is to describe and analyze the placement of Civil Servants (PNS) in a structural position in UPTD Plantation Office of East Kalimantan Province. The focus of research is the implementation of education and training which consists of suitability educational background to the field of employment, an employee with suitability workload capacity, suitability of the skills and expertise of employees in the field of employment, employee competence conformity with the available pool, fitness rank / group to the position. Sources of primary data derived from interviews with selected informants, and from direct observation in the study site. While secondary data derived from the information or data held by agencies. Analysis of the data used is interactive model developed by Miles, Huberman and Saldana through condensation stages, data presentation and conclusions and verification.

Abstract

Di bidang pemerintah masalah pelayanan memegang peran sangat besar karena menyangkut kepentingan umum, bahkan kepentingan rakyat secara keseluruhan, karena peranan umum yang diselenggarakan oleh pemerintah melibatkan seluruh aparat pegawai negeri. Pelayanan adalah kunci keberhasilan dalam berbagai usaha/kegiatan yang bersifat jasa. Perananya sangat besar dalam upaya memberikan kepuasan kepada pelanggan, memperhatikan peran layanan yang semakin menonjol, maka tidaklah heran apabila masalah pelayanan mendapat perhatian besar dan berulang kali dibicarakan, baik oleh masyarakat maupun manajemen itu sendiri, baik secara khusus maupun dalam kaitannya dengan pokok usaha kegiatan organisasi.

Abstract

The results showed the implementation of policies quotas coal production in the Department of Mines and Energy of the Province of East Kalimantan consists of standards or criteria used to memetapkan production quotas yet, while policy objectives quite clearly set the appropriate legislation, human resources both number and competence enough either because the officials charged by the educational background of Engineering Geology and Mining Engineering is very relevant to the Determination Policy Production quotas, but has not been supported by means of support teknlogi based information causes delays sasaran.Komunikasi information access to group leaders on the staff is able to provide insight about the policy that should be done particularly in regard to the establishment of quotas coal production, but not evenly understood by the target group because of the lack of socialization., the disposition can provide an understanding of the policy by the implementor to implement a policy that has been set, but there is no consistency implementor and lack of supervision influencing the policy can not be implemented effectively.Keywords: implementation, policy, fixing quota, coal

Abstract

This article aims to describe and analyse the policy model made by government to develop tourism sector in Samarinda. The policy is based on the assumption that the tourism policy of Samarinda has not delivered its potential to increase tourism sector. This research is decriptive with qualitative methode. Primary data are collected through interviews with both government and non-government informants. Secondary data are collected by screening related regulations and documents and then analysed by interactive methode. The research finds that Samarinda tend to develop a metropolitan based tourism rather than traditional one, while the policy itself is formulated using rational model.With Keywords: tourism development, public policy model, Samarinda

Abstract

The purpose of this study is to describe and analyze the Employee Performance in Enhancing the Quality of Work. Specified research focus include: The ability of employees to complete the work, discipline employees in providing public services, skills and expertise of personnel in providing quality service jobs generated employees, employee motivation and ethos in providing services to the public, and timeliness in Service. From the results it can be concluded that the performance of the apparatus in the public service in the Department of Communication and Information Technology of Malinau Regency although not yet demonstrated optimal performance but employee performance achieved pretty good indication.

Abstract

The research will examine the participation of society in Independent National People Empowerment Program (PNPM Mandiri) in Binuang village Sepaku Sub District, Penajam Paser Utara Regency for the following aspects: people participation in planning the program, the implementation of the program based on the guidelines, the evaluation based on what have been achieved, the socialization based on people concensus. The hindering factors of the program are the lack of human resources, low economic power and lack of socialization.

Abstract

Tujuan dari penelitian adalah untuk mengetahui realitas implementasi kebijakan program PNPM-PPK di Kecamatan Muara Badak. Hasil dari penelitian menunjukkan bahwa berdasarkan fakta program PNPM PK telah dijalankan secara baik. hal ini diindikasikan oleh realisasi yang mencapai 100% jika dilihat dari realisasi anggaran dan proyek fisik yang mana telah terselesaikan 50% dari APBD, 50 dari BLM, dan 30% dari partisipasi masyarakat.
