Abstract

The issue of bureaucratic reform has been blown up since the beginning of PresidentYudoyono‘s government. However, there hasn’t been a grand strategy formulated toimplement the reform since then. Consequently, several experts sue different concepts onnthe reform. In the perspective of the reform, this paper attempts at analyzing the models of bureaucratic leadership in Indonesia, and proposes a new model to be implemented.

Abstract

Cibaduyut region is an area artisans developed as centers of production of shoes and shoe shopping in one of Bandung. But in recent years Cibaduyut shoe manufacturing business began to fall. To overcome the problems faced Cibaduyutshoe craftsmen, the effort is to implement a management training activities. The activities are the Actual Problem Solving, target audiences, including the method of approach to a lecture, discussion and simulation as well as action plansto be implemented. The result of this activity is that the participants are so enthusiastic to participate in a mentoring training. Of business management training delivered, the participants do not understand the preparation related to human resources management, Feasibility Studies Business and Accounting simple. But with the training and mentoring, the craftsmen began to understand the importance of keeping preparation simple addition to determine the profit in business is alsoimportant for business continuity in the future.

Abstract

The involvement of civil society and society groups through the concept of participatory budgeting in public management, especially in the budgeting process is a key factor in realizing good governance. In the context of the Provincial Government of Banten, this province is an area with a good budget potential, both from the original revenue of the region and from the overall income, but the condition has not made a significant impact on the development of the region, as it can be seen from the two districts in Banten Province which are included in the category of underdeveloped areas, namely Lebak District and Pandeglang District.This condition clearly requires innovation in budget planning by putting forward several principles, namely: prioritizing accountability, paying attention to value for money, creating transparency, using honesty approach in financial management, and encouraging the creation of control in budgeting implementation.Therefore, this paper tries to give an idea of the importance of budget policy innovation in Provincial Government of Banten through participatory budgeting, so that high budget potential can give significant impact to the development and prosperity of the society in Banten Province.

Abstract

Di dalam kondisi lingkungan yang serba tidak pasti, serta tingkat persaingan semakin tinggi, keunggulan kompetitif organisasi bisnis  menjadi semakin pendek dan sulit untuk dipertahankan. Menghadapi keadaan tersebut, diperlukan strategi dalam upaya mempertahankan keunggulan kompetitif secara berkelanjutan. Salah satu upaya yang dapat dilakukan, melalui kemampuan teknologi dan kemampuan dinamis dalam mengelola sumber-sumber daya yang dimiliki.Penelitian ini bertujuan untuk mengetahui sejauhmana konsep Resources-Based View (RBV) berperan dalam memberikan solusi terhadap upaya perusahaan mempertahankan keunggulan bersaingnya secara berkelanjutan. Metode yang digunakan dalam tulisan ini adalah studi literatur, yaitu dengan mengkaji sumber-sumber bacaan yang berkaitan dengan konsep keunggulan bersaing melalui pendekatan RBV.Berdasarkan hasil kajian, suatu perusahaan pada umumnya akan memiliki kemampuan di atas kinerja para pesaingnya bila mampu menerapkan konep RBV. Hal tersebut dikarenakan perusahaan lebih fokus dalam mengidentifikasi dan mengelola potensi sumber daya (tangible dan intangible) yang dimiliki, sehingga memiliki keunggulan bersaing dalam jangka panjang. Kata kunci: keunggulan bersaing, pandangan berbasis sumber daya, siklus hidup kemampuan.

Abstract

This research intends to investigate the work culture, constraints, and efforts to overcome constraints of personnel work culture at the Cleanliness Division of Market and Street Vendor Samarinda City Office. It is a descriptive, quantitative research. The research variable is the personnel work performance which comprises two indicators: attitude toward jobs and attitude toward work hours. The population is 30 people and 28 of them become the samples of this research. The data are gathered through literature study and field research by means of questionnaire, interview and direct observation. The data are then analyzed through importance-performance analysis. The research result shows that 95,42% respondents consider work culture “very important” and 75,37% respondents appraise it in “good category”. Based on this result, the writer recommends that: (a) two-way communication between the leaders and staff should always be conducted and the meetings among units / sub-units should be optimized; (b) leaders should send their staff to trainings or workshop related to cleanliness services; and (c) leaders should regularly evaluate the work culture effectiveness and efficiency.

Abstract

The design and structure of government organization become very important in picturing sorts of needed government institutions, their roles and responsibilities, authorities, and interaction among institutions. They also function as a formalinstrument for implementing public policy within the state. Therefore, a review on government organization design and structure in this context is considered very crucial. The writer recognizes the fact that design and structure of government organization cannot be apart from certain political interest in the name of people’s will. The members of Ministerial Board formed by the elected president of General Election 2009 stem from political parties or a group of political parties backing the candidates of president and vice president. Without disregarding the important dimension of political interest, this writing focuses more on the view point of public administration. This review employs Law No 39 Year 2008 and Presidential Regulation No 47 Year 2009 about State Ministry as the main formal-normative reference.

Abstract

This research aims at analyzing the village development program and community empowerment at Togungguh Villagae and Telagabiru Village. It also intends to examine the influence of Village Development Program on those two villages. Village Development Program as the independent variable comprise the aspects of education, health and purchasing power. Meanwhile, community empowerment as the dependent variable covers income raising, community participation, improved skill and knowledge, and improved health. The result shows that the Village Development Program at Tanjungbumi Subdistrict does not optimally perform mainly due to several reasons: the community's insufficient understanding of the importance of balanced nutrients, uneven distribution of cheap basic necessities, and poor infrastructures for elementary and secondary education. These conditions contribute to inconsiderable level of community empowerment. In addition, village administrative officials do not adequately socialize the program to the whole community. Thus, the community do not have the opportunity to utilize the facilities that the government has provided for the development of their income-raising activities. Further more, the community are perceived to be less innovative in developing local potentials.

Abstract

Five years of local autonomy implementation has passed since the release of Law No. 22 Year 1999. Surprisingly, during the five-year implementation, the performance wasmnot as expected by its stakeholders. The local autonomy should be managed and,implemented in proper, concurrent, consistent, simultaneous and sustainable manners.,Based on the perspective of the organizational development of local government, the,main problem of local autonomy encompasses the weaknesses in developing three mainstrategies: structural, behavioral, and technical strategies, which lie within the regional,government itself. These weaknesses contribute to the poor performance in regional,autonomy management. To strive for the success of the regional autonomy, regional,governments have to raise their competitive advantage. The local governments may,acquire the competitive advantage when they are able to develop their knowledge in a,systematic and continuous way. This will result in their competitive strategy in the,field of product innovations, services, and organizational processes. To acquire,competitive advantage capabilities, local governments should empower their key,enablers through the local government organizations. By doing so, it is expected that the aim of local autonomy can be accomplished.

Abstract

Pergeseran paradigma penyelenggaraan pemerintahan dari government menuju governance menempatkan adanya kebutuhan akan partisipasi masyarakat dalam mengatur dan mengurus urusan dan kepentingan publik secara lebih baik, legitimate, akuntabel, dan efektif ketimbang tanpa partisipasi masyarakat. Riset ini bertujuan menganalisis partisipasi masyarakat dan kompleksitasnya serta strategi peningkatan partisipasi masyarakat dalam pembangunan kesehatan. Metode penelitian kualitatif dengan paradigma post-positivistik digunakanuntuk mengungkapkan tujuan penelitian. Penelitian ini menemukan bahwa partisipasi masyarakat dalam perencanaan pembangunan kesehatan di Kota Cimahi menerapkan pendekatan quasi-bottom up melalui mekanisme informal dan formal. Mekanisme informal berada pada derajat partisipasi warga, mekanisme formal berada pada derajat konsultasi. Pada pelaksanaan pembangunan kesehatan, masyarakat Cimahi telah menciptakan institusi kerja lokal yang difungsikan untuk melaksanakan pembangunan kesehatan melalui usaha kesehatan berbasis masyarakat, perilaku hidup bersih dan sehat, dan menciptakan kesehatan lingkungan. Pendekatan pembangunan masyarakatmelalui Forum Kota Sehat, Forum RW Siaga serta sekolah-sekolah sebagai fondasi dalam membangun kesadaran seluruh masyarakat Cimahi untuk berpartisipasi dalam pembangunan kesehatan. Kompleksitas partisipasimasyarakat dalam perencanaan maupun pelaksanaan pembangunan kesehatan terjadi karena adanya kendala faktor eksternal dan internal yang saling terkait dan interdependensi. Strategi pemberdayaan diterapkan untukmeningkatkan partisipasi masyarakat melalui peningkatan kapasitas individu, kelompok dan jejaring kerja, baik terhadap pemerintah maupun terhadap masyarakat.
