Abstract

Every human being has reason and mind that is able to create science, technology and works of art, where the creation of the work of art must be respected and appreciated as a work of creation which is an expression of the creative ability of the creator. In its development, the work of creation of a human being or a group of people who have created the work of art must be protected and have copyright for their work so that it can provide a decent life for the creator of the work of art. For a work of art, the State recognizes property rights by guaranteeing rights and providing protection for the owners or holders of exclusive rights. By ratifying Trips, Indonesia automatically recognizes and provides legal protection for someone's creative work that has a value called KI. For that, it will be further studied how the regulation of artistic copyright is based on Law Number 28 of 2014 concerning copyright and how the legal protection of artistic copyright is based on Law Number 28 of 2014 concerning copyright. The research method used in this study is the normative legal research method. From the results of the study, it was found that the Regulation of Artwork Copyright Based on Law Number 28 of 2014 concerning Copyright, Basically, the regulation of artistic copyright based on Law 28/2014 is regulated in Article 1 number 1, number 2 and number 3 Jo Article 38 Jo Article 40 of Law 28/2014 and Legal Protection of Artwork Copyright Based on Law Number 28 of 2014 concerning Copyright, with the existence of Law 28/2014 which fulfills the elements of protection and development of the creative economy, it is hoped that the contribution of the Copyright and Related Rights sector to the country's economy can be more optimal. A creation must prioritize originality or authenticity and real so that a creation in the fields of art, literature and science can have full copyright. From the results of the research for improvement, it is expected that new laws and regulations on copyright of works of art will be made immediately and DJKI must cooperate with the relevant ministries to protect the copyright of works of art.

Abstract

Ticketing for traffic violations on the highway using the Electronic Traffic Law Enforcement (ETLE) system. The existence of the E-ticket system makes it easier for people to pay fines through the bank. The implementation of ETLE is an effort to utilize Information Technology and Communication to support the process of road traffic law enforcement. For this reason, it will be further studied how effective electronic ticketing or electronic traffic law enforcement (ETLE) is in improving traffic discipline in Jakarta and how the factors that hinder the effectiveness of electronic ticketing or electronic traffic law enforcement (ETLE) in improving traffic discipline in Jakarta. The research method used in this study is the normative legal research method. From the results of the study, it was found that electronic ticketing or electronic traffic law enforcement (ETLE) is effective in improving traffic discipline in Jakarta, if law enforcement officers, in this case the Traffic Police, act as deterrents and enforcers for traffic violations that occur. The initiation of the application of the ETLE concept is actually in line with the direction of national legal development, especially in the direction of national legal development that focuses on efforts to eliminate and discipline traffic violations. There is no specific regulation that specifically regulates ETLE and the factors that hinder the effectiveness of electronic ticketing or electronic traffic law enforcement (ETLE) in improving traffic discipline in Jakarta is the regulation of the implementation of ETLE in PP 80/2012 has the potential to cause fundamental problems regarding the legal accountability of ETLE. PP 80/2012. The working mechanism of ETLE raises the possibility that traffic violators are not motor vehicle owners, while the Traffic Ticket will be sent with a database of motor vehicle owners in the motor vehicle registration and identification database. From the results of the study for improvement, it is expected that in terms of limited facilities and infrastructure that require a large budget, the Police can work together with local governments to provide facilities and infrastructure in enforcing ETLE and the government must form legislation, government regulations, and police chief regulations to provide justice, certainty and benefits for all parties related to the effectiveness of electronic traffic law enforcement (ETLE).

Abstract

The high percentage of poor people in Banten Province, the decreasing number of small and medium businesses in Banten Province during Covid 19, the decreasing income for small and medium businesses in Banten Province. The digital literacy of SMEs is still low due to technology. This research aims to analyze the implementation of small and medium enterprises (SMEs) empowerment policies at the Banten Province Cooperatives and SMEs Service. The method used in this research is descriptive qualitative using a two- dimensional analysis tool proposed by Marilee S. Grindle, namely Content of Policy and Context of Policy, data collection through interviews, observation and documentation. This research focuses on how the policy is implemented and the factors that influence its success. The research results show that the implementation of SMEs empowerment policies in Banten Province experiences various challenges, including limited resources, lack of coordination between institutions, and low community participation. However, there have been significant efforts by local governments to increase access to capital and training for SMEs. This research also identifies the importance of support from various parties, including the community and the private sector, in achieving the goal of economic empowerment. The conclusions of this research emphasize the need for a more integrated and collaborative strategy in implementing SME empowerment policies, as well as the need for regular evaluation to ensure the effectiveness of the programs being implemented. It is hoped that this research can contribute to the development of better policies in empowering SMEs in Indonesia.

Abstract

Indonesia’s decision to withdraw from the International Nickel Study Group (INSG) in 2006 reflects the dynamics of national interests in navigating global resource governance. This study aims to analyze the withdrawal through the lens of international political economy, focusing on the nickel downstreaming policy as a strategy for economic self-reliance. Employing a qualitative approach and document analysis method, the research explores Indonesia’s motivations by examining the context of economic globalization, domestic actor interests, and industrial policy shifts. The findings suggest that the decision was driven not merely by the perceived ineffectiveness of the INSG, but by a broader developmental paradigm shift prioritizing value-added production within global supply chains. The withdrawal from INSG is part of a strategic effort to strengthen Indonesia’s position in global nickel governance and to accelerate its downstreaming agenda. This study also contributes to a deeper understanding of political economy dynamics in natural resource management and the implications for economic sovereignty amid global market pressures.

Abstract

Cemetery land is not just a location for Public Cemeteries (TPU), but also an area for various types0of plants, especially green plants such as fruiting trees, grass, and other plants. The population growth rate is the main cause of the increasing number of deaths in all regions, especially in Bandung City. In accordance with Bandung City Regional Regulation Number 5 of 2025, it states that the government recommends the implementation of TPU grassing activities in stages for graves that are grassed by the government at no cost to the heirs. This research aims to find out the implementation of the cemetery grassing system policy as well as the obstacles and efforts made by the Cikadut TPU Office, Bandung City. This type of research is qualitative with a descriptive case study approach where this research describes or describes each real event in written form. Data collection techniques with interviews, observation, and documentation. In this study, the theory used by researchers is the theory of implementation according to Charles O. Jones which includes organization, interpretation, and application. The results showed that the policy implementation of the cemetery grass system at the Cikadut TPU Office in Bandung City was already running well, but there were still obstacles that occurred in the field. In the organizational aspect, it has gone well, such as increasing awareness0and knowledge of employees and the community about the challenges of this grassroots system and knowing the organization in these indicators. Second, this interpretation has been running according to its development. Third, this application has been running well based on the response of managers and the community as well as based on the monitoring and evaluation carried out.

Abstract

Public cemeteries play a significant role in the community as a place to bury deceased family members. Local governments are responsible for providing this service to meet the community's need for proper burial grounds. The community's perspective on cemeteries is an important consideration for local administrators. The City of Bandung provides various information and services related to public cemeteries. In accordance with Bandung City Regulation No. 5 Article 3 of 2023 on Public Cemetery Services, the local government provides land for public cemeteries. One of the problems encountered in the field is the limited availability of land for cemetery management, which is a factor affecting both administrators and the community. This study aims to examine the implementation of cemetery land management policies, as well as the challenges and efforts undertaken by the Cibarunay Public Cemetery Office in Bandung City. This is a qualitative study using a descriptive case study approach, where the research describes or portrays real-life events in written form. Data collection techniques include interviews, observations, and documentation. In this study, the theory used by the researcher is Charles O. Jones' implementation theory, which includes organization, interpretation, and application. The results of the study show that the implementation of cemetery land management policies at the Cibarunay Public Cemetery Office in Bandung City is running well, but there are still obstacles that occur in the field. In terms of organization, the program is running smoothly, with the TPU office implementing it continuously to maintain public understanding and knowledge. In terms of interpretation, it is progressing appropriately, but internally, the managers staff with limited educational backgrounds still face challenges regarding these indicators. In terms of application, the program is running smoothly, with managers implementing a layered burial system, which is one of the best approaches currently in use. Meanwhile, the satisfaction experienced by the community is satisfactory based on compliance with applicable regulations, routine activities such as management, supervision, and maintenance of all TPU environments, as well as the performance of staff, which are all running smoothly.

Abstract

Dengue Hemorrhagic Fever (DHF) remains a major health problem in West Java Province, which has a tropical climate and dense population. This study aims to model DHF cases using Gaussian, Poisson, and Negative Binomial regression. The data used include the number of DHF cases in 2024 as the response variable and eight predictor variables, namely humidity, amount of rainfall, real expenditure per capita, poverty ratio, population density, percentage of households with clean and healthy lifestyles, ratio of health facilities, and average height of the area above sea level (ASL) according to rainfall stations. Data were obtained from the Central Statistics Agency (BPS) and the West Java Provincial Health Office. The analysis results showed that Poisson and Gaussian regression were less suitable because they were unable to handle overdispersion in the data. The Negative Binomial model provided the best results with the smallest AIC value. Two variables that significantly influenced the number of dengue cases were population density (variable 5) and the ratio of health facilities (variable 7)
