Abstract

Abstrak Penelitian ini berjudul “Reformasi Tata Kelola Pemerintahan Di Rumah Tahanan Negara: (Analisis Kasus Di Rumah Tahanan Kefamenanu)”. Tujuan penelitian ini untuk mendeskripsikan sejauh mana Reformasi Birokrasi di Rumah Tahanan Negara Kelas IIB Kefamenanu. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif kualitatif dengan pendekatan eksploratif dimana peneliti berusaha untuk mengungkapkan suatu fakta atau realita fenomena sosial tertentu. Teknik pengumpulan data menggunakan observasi atau pengamatan, wawancara dan dokumentasi. Hasil penelitian dengan judul Reformasi Birokrasi di Rumah Tahanan Negara Kelas IIB Kefamenanu menunjukkan ada dari kelima aspek yang menjadi fokus penelitian ini yaitu perubahan pola pikir dan perilaku,perubahan penguasa menjadi pelayan, pelayan Masyarakat,menciptakan kepuasan pada Masyarakat serta manajemen yang efektif. Perubahan pola pikir dan perilaku pegawai dalam rangka reformasi birokrasi di Rumah Tahanan Negara Kelas IIB Kefamenanu dalam kinerja dan pelayanan bagi warga binaan telah berjalan baik. Diberlakukan pula reward dan punhisment terhadap pegawai yang berprestasi dan kepada pegawai yang melanggar peraturan yang ada. Pelayanan akan pemenuhan hak-hak warga binaan serta masyakat secara luas yang ada pada Rutan Kelas IIB Kefamenanu sudah baik hal ini ditandai dengan pelayanan yang berikan gratis tanpa biaya apapun. Prosedur layanan yang diberikan kepada warga binaan mudah dijangkau. Peningkatkan kegiatan atau pelatihan yang menunjang kemapuan dan kreativitas pegawai agar lebih mengembangkan potensi diri hal ini berguna bagi organisasi sehingga arah dan tujuan tertata dengan jelas. Masih ada pegawai yang memiliki ego individual yang tinggi. Kata Kunci : Reformasi, Perilaku, Birokrasi

Abstract

Abstract New Student Admission (PPDB) with a zoning system is a policy that prioritizes the distance between prospective students' homes and schools, not school exam scores. There are still problems related to this policy, so the authors need to conduct research related to this policy. The purpose of this study was to find out and analyze how the implementation of the PPDB zoning system policy for public high schools in Sungailiat and Pemali Districts, Bangka Regency for the 2021/2022 academic year, the inhibiting and supporting factors, and the efforts made to overcome these obstacles. The research method used is descriptive qualitative research method. Data collection techniques used are interviews, observation, and documentation. The number of informants in this study were 20 people, using purposive sampling technique. The results of this study indicate that the implementation of the PPDB zoning system policy at the State High School level for the 2021/2022 academic year is good, but not optimal, this can be seen from the existing indicators. have not been achieved. The inhibiting factors for this policy include the delay in ratifying technical guidelines, the accuracy of the application of distance measurements, the existence of wedges in the division of zoning areas, friction of interests, the absence of binding legal rules in the event of deviations. violations in its implementation, the public does not understand the online system used. Factors supporting this policy are available financial support, good coordination between the Education Office and education units, and a good understanding of implementing officials regarding zoning system policies. Efforts made by the local government include conducting technical evaluation and housing for prospective students, outreach to the community about the division of zoning areas, providing additional seats for outstanding students, giving strict sanctions such as for students who violate sanctions, providing continuing education. and socialization. to the local community. Abstract

Abstract This study compares the implementation of asymmetric decentralization in Indonesia and its effect on poverty alleviation. The method used in this study is a comparative case study (CCS), where the researchers compare two regions that implement an asymmetrical decentralization system: the Special Region of Yogyakarta and Papua, with different outcomes. From the data collected in the field, researchers found various challenges in implementing asymmetric decentralization, especially in poverty alleviation efforts. In the case of Papua, there are several challenges, including the effective allocation of budget and the strengthening of human resources. In contrast, in Yogyakarta, the focus of implementing legal asymmetry is enhancing culture and governance. Hence, poverty alleviation initiatives must also consider these central aspects. This research can contribute to developing development studies and public policies on poverty alleviation. The researcher provides an in-depth analysis of two exceptional cases applying asymmetrical decentralization in their activities. Abstract

Abstract Access to financial services has long been recognized as a vital tool in poverty alleviation and economic development. Using logistic regression analysis, the study investigates the impact of financial access, particularly access to loans, on various poverty indicators, with a focus on gender dynamics and urban-rural disparities during economic crises. The analysis reveals that access to loans significantly influences key poverty indicators, including personal income increase, obtaining loans for business ventures, and opening new businesses. While the overall impact is positive, gender-specific differences in the significance of financial access indicate the need for tailored approaches. Women entrepreneurs, in particular, benefit significantly from access to loans, highlighting the importance of customized financial inclusion programs. Furthermore, the study finds that the impact of access to loans varies between urban and rural settings, with loans playing a more critical role in stimulating entrepreneurship and economic activity in rural areas. Policy implications from the analysis emphasize inclusive financial programs for both genders and addressing urban-rural gaps. Prioritizing initiatives to enhance women's credit access and rural entrepreneurship can unlock economic potential and promote inclusive growth. Keywords: financial access, poverty, economic crises

Abstract

Abstract The current challenges of character building include moral and ethical crises due to technological advances, as well as gaps in values and labor market needs. The transformation of character education is important in realizing Indonesia's vision towards the Golden Generation 2045. This study aims to identify character education policies implemented by the Indonesian government, analyze the factors that influence the effectiveness of these policies, and analyze the roles of educational institutions, communities, and government in supporting the implementation of character education policies. The method used in this research is a literature review with five stages: finding literature relevant to the research topic, evaluating literature sources, identifying themes and gaps between theories, creating an outline structure in the preparation of literature, and preparing literature reviews that follow the standard format for writing academic papers. The results show that the character education policy is based on Law No 20 of 2003, Presidential Regulation No 87 of 2017, and Minister of Education, Culture and Research No 47 of 2023. Factors that influence the effectiveness of character education policies include the active involvement of various stakeholders such as teachers, parents, communities and businesses. This inter-stakeholder collaboration can improve policy support, implementation and monitoring, ensuring that each party plays an active role in creating an educational environment that supports students' character development. Educational institutions are responsible for integrating character learning in the curriculum, communities provide support and active participation, and the government makes supporting policies and provides financial support and infrastructure for the implementation of character education at all levels. Abstract

Abstract This research aims to understand how collaborative governance between the Buton Regency government and other stakeholders related to stunting issues can collaborate and contribute to reducing stunting rates, particularly in the Bajau ethnic community living in the Buton region. Due to their long-standing isolation above the sea, the Bajo/Bajau community has a lower level of welfare compared to other ethnic communities in Buton. Through a descriptive qualitative approach, the researcher found that although collaboration has been effective at the government level, there are still several obstacles, such as suboptimal private sector involvement and low health awareness among the Bajau community. This research can contribute to an approach to governance, especially at the regional level, that prioritizes aspects of collaboration and does not leave the socio-cultural aspects in the community.
