Lerep village is one of the villages which is promoted as a tourism village according to Regent Decree No. 556/0424/2015 on the Establishment of a Tourism Village in Semarang Regency. The implementation is encouraged by Regulation of Lerep Village No. 4/2015 on the 2016 Working Plan of the Village Government. The development of a village as a tourism village brings positive and negative impacts. The positive impact is that the village can be more advanced and developed by utilizing its natural and cultural potential. The negative impact arising is that there is a significant development of the tourism locations, especially from outside parties. The negative impact that concerns society greatly is the allegation of irregularities or violation of spatial planning. The development will be carried out thoroughly to realize Lerep as a tourism village in terms of its human resources and the infrastructure supporting the tourism activities. The infrastructure development must be well-planned and able to optimize space use. The spatial planning must be able to provide safe, comfortable, productive, and sustainable space for all stakeholders. The realization of spatial planning is carried out by the central and regional governments by involving the society. Society plays a role in controlling space use based on functions and planning in order to realize Lerep tourism village which has awareness of spatial planning.

This study aims to determine how social learning changes the behavior of correctional students placed in correctional institutions. The method used in this research is a descriptive survey using a qualitative approach. Researchers conducted interviews with correctional students who were used as resource persons. Correctional students who are placed in Correctional Institutions absorb and follow most of the habits and activities carried out by adult prisoners who are in them, there are even correctional students who follow violations committed by adult prisoners so that after leaving the Correctional Institution they tend to do more evil. On average, they interact more with adult inmates so that they tend to learn everything that is in prison from adult inmates, including in terms of criminal behavior plans. After conducting research and interviews, it is known that the impact of social learning received by children when placed in an adult Correctional Institution is that children learn about positive and negative behavior carried out by friends in their social environment.

The failure of Jiwasraya’s claim settlements was since it was not a part of their insurance product and it did not comply with UU No. 40 Tahun 2014. The creation of this research article is to comprehend the unlawful effect of such failure and places responsibility on parties deemed responsible for the losses caused. This research is normative-law research-based, given the evidence of the mismanagement of PT. Asuransi Jiwasraya did not comply with the law and how their board of management disobeyed good governance. Theoretically, PT. Asuransi Jiwasraya bears responsibility, as mentioned in their contractual liability that holds the company responsible. As such is the right of the owner of the insurance policy bought from PT. Asuransi Jiwasraya. As PT. Asuransi Jiwasraya is a state-owned enterprise - the Indonesian government is also partly responsible for its failure. With that in mind, the government has mandated restructuring the Financial Services Authority (OJK) and increasing financial surveillance on PT. Asuransi Jiwasraya, putting the insurance company on a short leash.

The Yemen war is a continuous conflict that first occurred in 2015. The war, known as the Yemen Civil War, involves two factions: Abdrabbuh Mansur Hadi leading the Yemen government, and the armed Houthi movement, along with their supporters and allies. Both claim to be the official government of Yemen. Iran-aligned Houthi rebels, who have controlled large parts of northern Yemen since 2014, have continued to carry out cross-border incursions into Saudi Arabia and are pressing for an offensive to seize Yemen's gas-rich Marib region. Already more than 100,000 people have died in Yemen's civil war, most of them civilians, because too many people have died in the civil war, so there is a need for legal protection. The purpose of this study is to find out how the protection of the people who are in conflict countries, especially the civil war in Yemen, is according to the perspective of international law. This study used a normative legal research method with a statute approach and a case approach to be easier to examine what is being studied, namely how to protect people living in conflicted countries from the perspective of international law. The results of this study indicate whether there is already legal protection for people who are in a conflicted country and how it is protected according to the perspective of international law.

The post-holder now has to adapt the new simplified regulation about changing structural position from echelon III and IV to the functional position. Since this regulation has been issued recently, they sometimes will experience the feeling of pessimism, anxiety or worry in playing the role of the new position. The problems to be solved in this research are: 1) what are the problems faced by the functional post-holder? 2) what is the strategy adopted in carrying out the duties and functions of functional post-holder? This study uses a qualitative and quantitative approach with a mix-method. This study take place in the representatives of state universities in Indonesia. The mix-method was used to obtain comprehensive results on the readiness of education personnel whose function was switched from structural positions to functional position in universities under the Ministry of Education, Cultural, Research and Technology who were affected by the changing of echelon III and IV structural positions. The conclusion of this study is that education personnel whose function was switched from structural positions to functional position experience problems including incompatibility of educational background with their functional position, incompatibility of job desk with their interests and expectations. The incompatibility of functional position with the placement of job unit causes lack of positive impact on their working record and the decrease of financial support

Disability groups are one of the groups that are vulnerable to various violations of their rights. In fact, the protection of this group has been regulated both nationally and internationally. The International Convention on the Rights of Persons with Disabilities or the United Nations Convention on the Rights of Persons with Disabilities (CRPD) clearly outlines the principles that must be met in providing protection for persons with disabilities, ranging from: (1) respecting the inherent dignity, autonomy the individual including the freedom to make one's own choices, and the freedom of people; (2) non-discrimination, (3) full and effective participation and inclusion in society; (4) respecting the differences and acceptance of people with disabilities as part of human diversity and humanity; (5) equality of opportunity; (6) accessibility; (7) equality between men and women; and (8) respect for the evolving capacities of children with disabilities and respect for the right of children with disabilities to maintain their identity.

AbstractBPHTB adalah salah satu jenis Pajak Daerah yang harus dioptimalkan. Pengoptimalan BPHTB dapat dilakukan dengan intensifikasi pemungutan BPHTB. Penelitian bertujuan mengetahui intensifikasi pemungutan bea perolehan hak atas tanah dan bangunan (BPHTB) di kota semarang berdasarkan perda kota Semarang Nomor 2 Tahun 2011. Hasil penelitian ini menunjukkan bahwa Inventarisasi regulasi terkait BPHTB di Kota Semarang dapat digolongkan dalam dua periode, Bentuk intensifikasi yang dilakukan oleh DPKAD Kota Semarang adalah meningkatkan frekuensi pelaksanaan, meningkatkan kualitas, dan memperketat penelitian Surat Setoran Pajak Daerah (SSPD) BPHTB. Masih terdapat tunggakan yang belum dapat diatasi oleh DPKAD Kota Semarang, masih kurangnya kesadaran dari WP dan rendahnya pengetahuan masyarakat tentang BPHTB. Strategi yang dilakukan dalam intensifikasi pemungutan BPHTB di Kota Semarang adalah melakukan pendekatan persuasif kepada WP; menjalin kerjasama dengan Badan Pertanahan Nasional yang ada di Kota Semarang, PPAT, dan Pejabat Lelang; menghadiri pameran properti dalam penge-check-an harga pasar. Sebagai rekomendasi kepada DPKAD Kota Semarang untuk memberikan sosialisasi terkait BPHTB secara berkelanjutan supaya masyarakat mengetahui dan memahami ketentuan-ketentuan BPHTB di Kota Semarang. Kinerja dan kerjasama dengan pihak-pihak terkait dalam pelaksanaan BPHTB seharusnya lebih ditingkatkan untuk mengoptimalkan penerimaan BPHTB.BPHTB is one kind of Local Taxes to be optimized. Optimization can be done with the intensification BPHTB BPHTB collection. The research aims to find an intensification of collection charges of acquiring land rights and buildings (BPHTB) in the city of Semarang Semarang by regulation No. 2 of 2011. These results indicate that the inventory of relevant regulations in the city of Semarang BPHTB can be classified into two periods, Shape DPKAD intensification conducted by the city of Semarang is to increase the frequency of execution, improve quality, and research tighten Tax Payment Area (SSPD) BPHTB. There are arrears that can not be solved by DPKAD the city, is still a lack of awareness of the WP and the lack of public knowledge about BPHTB. Strategy taken in the collection BPHTB intensification in the city of Semarang is a persuasive approach to the WP; cooperation with the National Land Agency in the city of Semarang, PPAT, and auction officials; attend the exhibition in the knowl-check property’s market value. As a recommendation to the city of Semarang DPKAD to provide a sustainable BPHTB related socialization that people know and understand the provisions of BPHTB in Semarang. Performance and cooperation with relevant parties in the implementation of BPHTB should be improved to optimize BPHTB.

AbstractSetiap anak yang lahir tanpa terkecuali perlu memiliki bukti tertulis dan otentik sebagai identitas diri pertama yang dimiliki oleh setiap anak termaksud anak-anak panti asuhan. Penelitian ini bertujuan untuk menganalisis status hukum kepemilikan akta kelahiran anak-anak di Panti Asuhan Tanah Putih Semarang; Mengetahui prosedur pengurusan akta kelahiran bagi anak-anak panti asuhan di Dinas Kependudukan dan Catatan Sipil Kota Semarang; dan Mengetahui upaya Dinas serta Pihak Pengurus Panti Asuhan dalam menanggulangi kendala tersebut. Penelitian ini menggunakan metode kualitatif, dimana pembahasan penelitian serta hasilnya dilakukan secara deskriptif. Hasil penelitian ini menunjukkan, bahwa pada umumnya sudah anak-anak Panti Asuhan telah memiliki akta kelahiran yang perolehannya diupayakan oleh pihak pengelola. Sementara itu, prosedur penerbitan akta kelahiran anak panti asuhan dilakukan sesuai dengan ketentuan yang ada di Dinas Kependudukan dan Pencatatan Sipil. Beberapa kendala yang dihadapi antara lain persoalan ketidakjelasan aturan dan juga kendala administrative dan teknis. Adapun upaya Dinas dalam menanggulangi kendala tersebut dilakukan dengan menerbitkan kebijakan yang lebih mudah dari prosedur yang seharusnya.Every children birth without any exception must have birth evidence as their first step to have a citizen identity. This research attepted to analyze the legal status of children who stay under institute care; To know the procedure of birth registration; To know the birth registration renstrains; and To know the civil and citixenship bureaucracy efforts in tackling the birth registrations renstrains. This research used qualitative approach. The result of the research reveals that mostly the children’s in the Institute have the birth certificate. They were registered through formal procedure in the Civil and Cintizenship Bureucrat. Some renstrains in the birth registratioan are regulation, administrative, and technical problem. Some efforts were taken by the Bureucrat and Institue as well are to make the procedure easier by cutting some administrative requirements.

AbstractPerlindungan Hukum dalam bidang pajak adalah suatu bentuk perlindungan terhadap hak dan kewajiban Wajib Pajak yang dilindungi oleh Undang-Undang guna mendapatkan suatu kepastian hukum, sehingga dapat diperjuangkan. Penelitian ini bertujuan untuk mengetahui Perlindungan Hukum yang diberikan kepada Wajib Pajak dalam pengajuan keberetan PBB di KPP Pratama Semrang Timur. Hasil penelitian ini menunjukkan bahwa perlindungan hukum yang diupayakan oleh KPP Pratama Semarang Timur dan jajaran pejabat Pajak diatasnya belum maksimal. Sebagai rekomendasi perlu adanya forum atau wadah yang dibentuk KPP Pratama Semarang Timur untuk melakukan koordinasi pada tiap kelurahan-kelurahan di wilayah kerja KPP Pratama Semarang Timur, untuk menampung keluhan-keluhan yang dialami oleh Wajib Pajak PBB yang sebenarnya dapat dijadikan sebagai kegiatan sosialisasi peraturan tentang keberatan.Legal protection in the field of taxation is a form of protection of the rights and obligations of taxpayers are protected by the Act in order to obtain a legal certainty, so that it can be fought. This study aims to determine the Protection of the Law given to taxpayers in the filing of the objection land and building tax in the East Semrang Primary KPP. These results indicate that the legal protection sought by the KPP Primary East Semarang and ranks top tax official is not maximized. As a recommendation to the forum or container formed East Semarang Primary KPP to coordinate on each sub-villages in the region of East Semarang Primary KPP, to accommodate the grievances suffered by the United Nations Taxpayers can actually be used as the socialization of rules on objections.

AbstractPada peraturan tentang penanaman modal, penanam modal asing diharuskan berbentuk perseroan terbatas yang modalnya terdiri dari saham-saham, maka pemerintah membuat peraturan yang lebih spesifik tentang Pemilikan Saham dalam perusahaan yang didirikan dalam rangka Penanaman Modal Asing yaitu Peraturan Pemerintah Nomor 20 Tahun 1994 yang diperbaharui dengan Peraturan Pemerintah Nomor 83 Tahun 2001. Penelitian ini bertujuan untuk menganalisis kepemilikan saham dari modal asing yang diatur dalam kedua PP tersebut. Pendekatan analisis yang digunakan adalah pendekatan yuridis-normatif. Hasil penelitian ini menunjukkan bahwa peserta penanam modal dalam negeri yang tidak diikuti dengan pengaturan secara tertulis yang mengatur sanksi maupun pemberian jangka waktu 180 hari apabila suatu perusahaan penanam modal asing yang telah berdiri dan menjalankan usahanya di Indonesia ternyata setelah beberapa tahun tidak dapat memenuhi syarat kepemilikan saham sesuai Peraturan Pemerintah Nomor 20 tahun 1994 Jo Peraturan Pemerintah Nomor 83 Tahun 2001 tentang kepemilikan saham yang berlaku di Indonesia, maka dapat menimbulkan ketidakpastian hukum bagi peraturan itu sendiri.On investment regulations, foreign investors are required to form a limited liability company whose capital consists of shares, then the government makes more specific regulations on the ownership of shares in a company established under the Foreign Investment Regulation No. 20 of 1994 as updated by Government Regulation Number 83 of 2001. This study aims to analyze ownership of shares of foreign capital which is set in both the PP. Analytical approach used is the juridical-normative approach. These results indicate that participants in the domestic investors who are not accompanied by a written arrangement that governs sanctions or granting a period of 180 days if a foreign investment company which has established and operating in Indonesia turned out after a few years can not be qualified shareholding according to Government Regulation No. 20 of 1994 Jo Government Regulation Number 83 year 2001 regarding the ownership of shares in force in Indonesia, it could create legal uncertainty for the legislation itself.
