Abstract

The situation of security and public order is highly expected by the entire community to be realized, thus giving rise to a sense of peace and peace for every community and  can  increase motivation and  enthusiasm for work. Implementation  of the Community Policing  Program in  the midst of the community was carried out by the Police in Gresik. The purpose of this study was to analyze the Bhabinkamtibmas strategy in an effort to optimize the application of door to door system programs. The research method used is a qualitative approach, which uses data collection techniques in the form of interviews, observation and documentation. The results of the study indicate that the community Policing strategy in an effort to optimize the implementation of the door-to-door system program is by rolling out personnel  from one  village  to  another;  do  various door  to  door  system activities; attach police aid stickers to the homes of community leaders; empowerment of local wisdom, as well as the vigorous socialization of police of community partners to eliminate the image of the military police.

Abstract

In 2008, the Ministry of Home Affairs recorded the Electronic Population Identity Card (e-KTP) with the main objective of establishing an orderly population administration through the issuance of 1 (one) Population Registration Number (NIK) for 1 (one) resident. The issuance of NIK-based national ID cards is supported by building accurate population databases at the Regency / City, Provincial and Central levels which are connected online using the Population Administration Information System (SIAK). High population mobility experienced by Gresik as one of the bases of the East Java  and  Surabaya  suburban  industries and  other metropolitan  cities is strongly influenced by the behavior of the people with the tendency of residents to approach work sites but there is no desire to settle in the area of work or population movements in time short between the workplace and his residence. the formulation of the problems discussed are as follows, first, what is the legal review of laws and regulations governing population administration and civil records to provide a normative basis for the implementation of family card updates; population. The approach used in this study is the socio-legal approach. The Innovation of My Family Card Re-Data (Kakek Ku Datang) The Civil Registry Population Office of Gresik Regency is a solution to establish an orderly population administration in Gresik.  The  Kakek  Ku  Datang  program  is  one  of  the  best  practices  in reviving local resources at the village level to support the implementation of services or regional development programs, as well as being an example of responsive services to the community supported by an interactive system that provides communication space for the public through application and socialization media.

Abstract

Police function in the state government system in the presence of police institutions is indispensable to the community. No community does not have a police institution. Police are tasked  with  maintaining  the security and public Order (Kamtibmas). In addition, police also acted as law enforcement officers. Police are part of the criminal justice system along with other law enforcement officers, namely prosecutors and courts. The important role of human resources of Gresik in improving public services is very important to improve the quality that is in accordance with the expectations of the community and  implemented  in  a unified  network that is simple, open  , smooth, precise, complete, reasonable, and affordable in accordance with the principles of public service.

Abstract

Unversitas merupakan “habitat” dari “spesies” yang unik dengan kualifikasi terpelajar. Kampus tampil sebagai institusionalitas manajemen universitas. Ruas-ruas administratif diciptakan dengan wadah birokratik. Kampus mustinya mampu menguraiartikan dan mengartikulasikan “suara kampung” secara keilmuan. Kekuatan penalaran dan moral adalah identitas tunggal. Otokam harus diancangkan untuk mencapai “pendidikan kritis yang membebaskan.” Semua instrumen kelembagaan “ide universitas” ditambatkan pada titik yang sama: “Pelayanan dan pemberkatan atas lahirnya bayi-bayi unggul.” Dinamika perceraian sain dan filsafat, lengsernya rezim Newton, serta inovasi paradigmatik yang dewasa ini menghiasi belantara ilmu, adalah momentum tepat untuk merekonstruksi otokam. “Hukum bukanlah kosmos kaidah yang otonom”. Hukum ada dalam lilitan kompleksitas “warna”. Ia bukanlah “pelangi” yang atraktif. Hukum adalah suara norma dan realita, gemilang aturan dan fakta. Hukum itu normatif, sekaligus empiris. Penglihatan ini akan mampu mengkonstalasi dan mengkonstatir hukum tidak sekedar “adonan firman normatif”, tetapi juga manifestasi “totalitas fenomena empiris” yang eksis dalam entitas sosial. Pencampakan hukum dari salah satu “nuansa” (normatif saja atau empiris saja) adalah tonggak datangya malapetakan hukum. Pandangan arogan-segmental tentang hukum jelas “mendegradasi hukum” dan menjadikan hukum mengalami derita “beban sejarah” dalam lorong sains global. Kita tidak hendak mau mendendangkan “lonceng kematian hukum” atawa bergaya “kacamata kuda” bukan? Mari mempelajari hukum dalam “khazanah dan mozaik” norma dan fakta. Kalau otokam tidak “berwisata” ke sana, mari kita gelar sendiri kenduri kolosal otonomi berkarya di kantin sebelah.

Abstract

BUMD is a business entity that all or most of its capital is owned by the region, and was established with the aim of providing benefits for the development of the regional economy in general, organizing public benefits in the form of providing quality goods and / or services for the fulfillment of the livelihood of the community according to conditions, characteristics, and the potential of the area concerned, based on good corporate governance. Management / management of BUMD can not be separated  from the  role of directors, because  directors  are  BUMD organs  responsible  for  the  management  of BUMD for the interests and purposes of BUMD, and represent BUMD both inside and outside the court. The problems in this study are about how the scope of accountability of BUMD directors in corporate activities and how to form the accountability of BUMD directors for decisions that are detrimental to BUMD finance. This research is expected to be able to know, describe and analyze the relationship between the scope of accountability with corporate activities and the relationship between the form of accountability with decisions that cause losses.

Abstract

In 2020, elements of a country such as government, society, entrepreneurs have experienceddifficulties due to the effects of the covid-19 virus. The effects of the co-19 pandemic not only attackhealth aspects, but also education, economy, welfare and defense. Provinsi Nusa Tenggara Barat withthe vision of NTB Gemilang has a goal to realize NTB as a pleasant place to live. The goal of NTBGemilang is to create a competent society, tough, virtuous and government bureaucracy oriented topublic services. But, the ideals of NTB Gemilang are constrained by the emergence of a Covid-19pandemic. Over time, covid-19 has begun to be controlled. Health facilities have started to be quiteadequate. Some policies for covid-19 control have been adopted. The government is trying to rebuildpublic expectations of leading programs in order to realize the vision of NTB Gemilang.

Abstract

Domestic  violence  is  any  act  against  a  person  especially  a  woman,  resulting  misery  or physical,  sexual,  psychological  and  child  neglect  or  suffering.  Domestic  violence  is  a  hidden crime  because  there  are  many  victims,  but  few  report  incidents.  The  punishment  for  the perpetrators  must  be  considered  by  the  principle  of  expediency  and  justice.  If  the  concept  of restorative justice is done correctly, it can create justice and balance between the perpetrators of crime and the victims. The research method used in this paper is normative legal research, literature studies and case studies. The application of the concept of restorative justice carried out  by  women's  and  children  protection  units  of  the  Barelang  Resort  Police  is  making collaboration  with  CJS  and  related  agencies  such  as  social  services  in  handling  cases  of violence.  The  result  is  that  the  handling  of  domestic  violence  cases  in  the  Barelang  Resort Police can be more focused and resolved.

Abstract

The purpose of this research is to know the forms of resiliency to employees who are experiencing a terminationof employment at the Covid-19 pandemic that many companies termination employment as an impact of thecompany's operational restrictions in certain sectors by Government to reduce the transmission rate of Covid-19in Indonesia, including in Sidoarjo. This research used qualitative method. The subject in this study is wereemployees who has suffered a termination of employment by the company where they work in Sidoarjo. The datacollection techniques used in this study were through in-depth interviews with the topic of the employee's resilienceform post-termination work relationships in the Covid-19 pandemic, and the data analysis techniques in this studyusing case study approaches. The result of this study is (1) the subject is capable of overcoming pressure with anoptimistic attitude, (2) The subject can recover the situation so that the relationship with the closest person wellestablished,(3) The subject has good desire control so that it can withstand their current conditions without affecting theemotional condition. The conclusion of this research is the subject can accept situation of pressure very calmly,think positively, and also try hard to find a solution of the problems experienced by the subject after terminationof employment.

Abstract

Kendala dalam pembinaan psikologi Polri bagi anggota yang melakukan pelanggaran disiplin, yaitu kuantitas tenaga psikolog yang belum terpenuhi, pihak atasan kurang maksimal dalam mendukung program konseling, kurangnya pengaturan job desk untuk psikolog, faktor anggaran, faktor sosialisasi dan faktor pemahaman anggota polri dan psikolog. Sedangkan, solusi dalam pembinaan psikologi Polri bagi anggota yang melakukan pelanggaran disiplin yaitu sosialisasi pembinaan psikologi ulang pada seluruh anggota di jajaran Polres Batu untuk mencegah pelanggaran disiplin, membuat Perkapolri yang mengatur bahwa setiap atasan adalah konselor agar memenuhi jumlah pembinaan psikologi yang memadai, menyediakan sarana dan prasarana yang memadai bagi pembinaan psikologi anggota Polres Batu serta menerapkan budaya berkeunggulan sesuai program Kapolri

Abstract

In 2016 Baitul Muttaqin mosque is able to get 21 cows and 30 goats. From the preliminary study with thecommittee, it was found that the results were obtained by establishing a special committee that moves to plan upto carry out marketing services of qurban animal fund receipts.As for the method of research, authors usequalitative research case study with data source interviews to 3 people involved in the special committee ofexcavation of qurban animal fund Baitul Muttaqin Keputih mosque Surabaya. The findings of the authors, withthe results of interviews 3 speakers, Qurban animal fund raising committee Baitul Muttaqin Keputih mosqueSurabaya perform steps - steps in accordance with the theoretical basis that the author uses to plan marketingmessages.
