Abstract

The   low   Human   Development   Index   (HDI)   for   the   protected   areas   is   a  government-focused development  priority,  especially  in  the  health  sector.   Attempts  should  be  made  to  enhance  the  efficiency  of regional public services related to efforts to break the chain of Covid-19. Subdistrict heads have also contributed  greatly  to  the  optimization  of  task  assignments  to  the  apparatus.  An  appeal  to  implement  social  distancing becomes an obstacle for the subdistrict head for there is no face-to-face meeting with the assigned apparatus. The  subdistrict  heads  are  required  to  be  able  to  adapt  to  the  situation.  Thus,  the  subdistrict  heads  must  use digital  media  in  carrying  out  their  duties.  The  leadership  style  that  influences  service  performance  and  is appropriate to be implemented in this phenomenon is digital leadership. Meanwhile,  the  delegation  of authority   is  a  variable  that  might  strengthen  the  influence  of leadership on the performance of public services.  This study  aims  to  investigate  the  effect  of  the  subdistrict  head’s  digital  leadership  on  the  performance  of  public service employees in the subdistricts  of  Pendalungan  with  the  delegation  of  regent/mayor  authority  as  a moderating variable.

Abstract

This study aims to determine the dynamics and self-efficacy factors of micro businesses in dealing with theCOVID-19 pandemic in Blitar District. The method used is qualitative with a case study approach. The subjectsin this study were micro entrepreneurs in Blitar District. Data collection method is done by using the interviewmethod. The data analysis technique used in this research is content analysis. Based on research results. SubjectI is optimistic and has the confidence to overcome the problems of his business amid the COVID-19 pandemic.In addition, subject I has a lot of innovations or ideas that are applied so that the business can continue tosurvive in the midst of a pandemic. Factors influencing the self-efficacy of subject I are environmental support,past experience, physiological and psychological factors, motivation, and gratitude to God. In subject II did nothave a sense of confidence and tended to be pessimistic in dealing with the COVID-19 pandemic, Subject II feltthat he had no idea and a way out to continue his business in the midst of a COVID-19 pandemic, the factorsaffecting subject II's self-efficacy were almost the same as subject I namely environmental support, pastexperience, physiological and psychological factors, motivation, and gratitude to God. The findings of this studyare that there are some similarities in positive factors that affect self-efficacy between the two subjects butprovide different outputs of self-efficacy.

Abstract

Dalam lingkup wilayah hukum Kepolisian Republik Indonesia Resor Mojokerto Kota, peristiwa kecelakaan lalu lintas adalah peristiwa hukum yang seringkali pada tahun 2017 terjadi 322 peristiwa dan tahun 2018 terjadi 370 peristiwa kecelakaan lalu lintas, yang mana dari peristiwa tersebut tidak ada yang naik ke pengadilan kecuali hanya 1 kasus saja. Sehingga adanya penelitian ini bertujuan untuk menganalisis penerapan diskresi oleh Kepolisian Resor Mojokerto Kota dalam penyelesaian perkara kecelakaan lalu lintas. Penelitian ini menggunakan penelitian yuridis empiris. Pengumpulan data diperoleh dari hasil observasi, wawancara, dokumentasi, dan triangulasi. Analisis dilakukan dengan tahapan: kompilasi bahan-bahan hukum, klasifikasi, sistematisasi, serta interpretasi. Hasil penelitian menyimpulkan bahwa penegakan hukum oleh Polri tidak bisa dilakukan secara kaku. Penegak hukum untuk menguji setiap perkara kecelakaan lalu lintas melalui diskresi maupun mediasi, dengan tujuan adalah kepentingan korban dalam perspektif keadilan restoratif.  Penerapan diskresi oleh Kepolisian Resor Mojokerto Kota dalam melaksanakan tugas dan wewenangnya dapat bertindak menurut penilaiannya sendiri. Namun hal tersebut dilaksanakan dengan mempertimbangkan manfaat dan risiko tindakannya dan untuk kepentingan umum.

Abstract

Coordination is one of the important aspects in the management of Covid-19 handling in Surabaya. In itsimplementation, some problems arise such as the problem of ego-sectoral that becomes one of the obstacles inhandling this coordination process. Problems related to coordination also appear in various mass media, this factshows that the problem of coordination related to Covid-19 handling in Surabaya is a strategic and interestingissue to study. The writing method used in this paper is a literature review to find the formulation of appropriateand effective forms of coordination patterns. The writer also collected Primary data from online discussions todescribe the pattern of coordination from the other Local Government Agencies as a form of best practice thatmight be adopted in Surabaya so that they could build better management of Covid-19 handling in Surabaya.The results showed that the pattern of coordination in the management of Covid-19 handling that is initiated bythe Surabaya City Government needs some improvement. In vertical coordination, it is necessary to strengthengood coordination between the City Government of Surabaya and the Government of the Province of East Java.For Horizontal coordination, Surabaya Government needs to reinforce the coordination with the city or districtgovernment in the surrounding area. These things are necessary because Surabaya is an agglomeration areawhere there are still many people who do mobility in and out. The conclusion from this study is that there is aneed to strengthen coordination patterns both vertically and horizontally with various stakeholders involved inthe management of Covid-19 handling in Surabaya. At the end of this paper, the researcher also gave arecommendation and trying to show best practices in applying the coordination pattern that has been carried outby other regional governments as a form of illustration that might be able to be adopted to improve Covid-19handling in Surabaya.

Abstract

Guna menghindari terjadinya gangguan keamanan dan ketertiban akibat pelaksanaan PSBB anggota di lapangan harus bisa bertindak menggunakan kewenangan diskresi yang ia miliki. Berdasarkan hal tersebut penulis membatasi permasalahan pada analisis mengenai pelaksanaan diskresi kepolisian dalam upaya menjaga keamanan dan ketertiban masyarakat di Polsek Simokerto Surabaya serta analisis mengenai pemahaman dasar anggota Polsek Simokerto mengenai diskresi Kepolisian. Penelitian ini menggunakan jenis metode penelitian eksploratif dengan pendekatan induktif. Analisis dilakukan dengan menelaah seluruh data, mereduksi data, kategorisasi, pemeriksaan keabsahan data, penafsiran data serta penarikan kesimpulan dan verifikasi. Kesimpulan pertama, Implementasi diskresi anggota Polsek Simokerta dalam masa PSBB antara lain melakukan penilaian dalam pembatasan kerumunan warga, diskresi dalam penutupan sementara pasar Kapasan, diskresi dalam pelarangan mudik serta pembatasan kendaraan bermotor serta diskresi dalam pembatasan akses jalan. Sedangkan implementasi diskresi Kepolisian di luar Pelaksanaan PSBB antara lain adalah pelaksanaan mediasi penal, pelaksanaan rekayasa lalu lintas serta diskresi anggota dalam menilai untuk melakukan tindakan tembak di tempat pada pelaku kriminal. Kesimpulan kedua, pada indikator penerjemahan diketahui bahwa pendeskripsian anggota mengenai diskresi masih kurang jelas dan terperinci. Pada indikator penafsiran juga diketahui bahwa pengetahuan diskresi anggota Polsek Simokerto didapatkan dari budaya organisasi. Selain ada 3 konsep dasar yang tidak dipahami oleh anggota Polsek Simokerto, yakni konsep negara hukum, konsep kepentingan umum serta batasan perbuatan melawan hukum dalam melaksanakan tugas dengan kondisi situasi darurat demi kepentingan umum. Untuk indikator ekstrapolasi disimpulkan bahwa kendala anggota dilapangan dalam memahami suatu bentuk diskresi dalam praktiknyna pernah terjadi perbedaan persepsi dengan Pimpinan.

Abstract

High spread of Covid-19 in Surabaya implemented on a Large-Scale Social Restrictions policy. This has impacted on closure of tourist destinations, including Surabaya Zoo. During the closing period, Surabaya Zoo suffered significant losses due to the absence of revenue that impacted on the conservation operations in saving endangered animals. Based on Surabaya Mayor Regulation of New Normal Order Guidelines Number 28 of 2020 as amended by Number 33 of  2020, Surabaya Zoo is reopened. This fact is an interesting issue to study how well the management in handling this situation. The writing method used in this paper is a literature review and primary data collection as a form of best practice that might be adopted in Surabaya Zoo. The results showed that management is succeeded in reopening Surabaya Zoo. The conclusion from this study is Surabaya Zoo is recommended to be reopened during the first stage of New Normal

Abstract

Bentuk Koordinasi antara Kepolisian, APIP, BPKP dan Kejaksaan adalah koordinasi eksternal yang bersifat horizontal. Prinsip manajerial dalam koordinasi tersebut menggunakan pola Early Stage. Dari sisi efektifitasmya koordinasi ini memberikan kejelasan wewenang masing-masing instansi dalam menangani perkara, ketepatan dalam bertindak, serta pada kecepatan penanganan perkara. Hal yang menjadi hambatan dalam koordinasi antara Kepolisian dengan APIP adalah adanya potensi pembebasan koruptor dengan dalih “kesalahan administratif”. Hambatan koordinasi Kepolisian dengan BPKP adalah terkait adanya benturan penghitungan kerugian keuangan negara dengan BPK. Hambatan koordinasi antara Kepolisian dengan Kejaksaan adalah dengan masih dimungkinkannya terjadi tumpang tindih penanganan perkara karena legalitas kejaksaan dalam penangan tindak pidana korupsi di tahap awal.

Abstract

Currently, many countries around the globe including Indonesia are hugely affected by a novel pandemic COVID-19. This pandemic has impacted the economic and social sectors as well as caused dramatic changes in work patterns. Many employees are forced to shift their current working style from the office to work from home (WFH). This study aims to determine the impact of WFH on employee performance and to provide information regarding the advantages and disadvantages of WFH during the COVID-19 pandemic from the employee perspective. This exploratory study used the descriptive method and the data were obtained from the responses of 75 employees that are currently on WFH at different sectors in Surabaya. Evidently, 63% of the respondents are private employees, followed by 33% of them belongs to government employees, and 4% of employees have their state-owned enterprises. There were 83% of employees who experiences WFH due to the prevention of spreading COVID-19 transmission. The analysis of the work performance revealed that 47% of the respondents did not experience any differences between WFH and conventional office’s working style. In addition, 29% of employees expressed their opinion regarding the decrease in productivity level during WFH, and 20% of them admitted that their performance level elevated during WFH. In fact, based on the employees’ opinions, the biggest advantages of WFH include flexible working hours, efficient personal budget cuts for transportation costs, and more quality time to spend with families. However, the disadvantages of WHF are the increase in internet and electricity cost, some tasks from work that could not be performed at home such as scientific laboratory experiments, and the lack of focus to work properly due to distraction at home especially if they have their children around all time. Furthermore, even though work from home was accepted by most employees, but according to some correspondents’ opinions, the current WFH trend was not ideal for many different types of jobs.

Abstract

Pandemi Coronavirus 2019 (COVID-19) telah menciptakan tantangan bagi komunitas pendidikan global. Sebagai upaya alternatif, banyak lembaga pendidikan yang  mengembangkan protokol belajar mengajar secara online. Tujuan dari penelitian ini adalah untuk mengetahui strategi yang dilakukan oleh tebaga pendidik dalam mengoptimalkan mutu pendidikan anak usia dini di masa pandemic agar anak tetap memperoleh kualitas pendidikan yang baik dengan situasi belajar yang menyenangkan. Peneliti  menggukan metode  studi  literatur  dengan  cara  mengumpulkan  literature bahan-bahan  materi  yang  bersumber  dari  buku,  jurnal,  dan sumber  lainnya  yang  berkaitan  dengan  strategi dalam pembelajaran anak usia dini. Selama masa lockdown, proses penugasan, kegiatan Home Visit, dan juga laporan kegiatan harian anak menjadi solusi penting dalam pelaksanaan proses kegiatan belajar anak selama pandemi covid-19. Hal ini bertujuan agar semua aspek perkembangan anak dapat berkembang dengan baik sesuai dengan capaian perkembangan anak. Orang tua, guru, stakeholder lembaga pendidikan anak usia dini memiliki andil besar dalam menciptakan pembelajaran yang positif selama pandemic

Abstract

Urgensi kebutuhan akan adanya informan sipil dikarenakan beberapa sebab, yang pertama karena sulitnya menembus masuk lebih dalam ke wilayah jaringan curanmor. Kedua, dikarenakan minimnya informasi mengenai identitas yang diduga pelaku curanmor sehingga dibutuhkan seseorang yang menguasai medan target. Ketiga, perlunya membangun kemitraan antara kepolisian dan masyarakat sebagai basis deteksi dini.  Adapun optimalisasi peran informan dalam membantu kepolisian memberantas tindak pidana pencurian kendaraan bermotor roda dua, pertama  dilaksanakan melalui kegiatan optimalisasi pola rekrutmen jaringan informan. Kedua, optimalisasi pelatihan bagi jaringan informan sipil yang mutlak harus dilaksanakan guna meningkatkan kompetensi informan. Ketiga, optimalisasi pengawasan dan pengendalian informan yang dimulai dengan kegiatan mulai briefing sampai debriefing. Keempat, optimalisasi koordinasi Satreskrim dan Satintelkam melalui penyusunan Hubungan Tata Cara Kerja Polri (HTCK).
