Al-Isyraq: Jurnal Bimbingan, Penyuluhan, dan Konseling Islam is a scientific journal, serves as a forum for publishing the original research articles related to Islamic guidance and counseling. The bulletin encompasses research articles, original research report, reviews, short communications and scientific commentaries in Islamic guidance and counseling including: managing of guidance and counseling. Assessment in counseling, Islamic counseling, Islamic theraphy, career development, personal and social development and academic development. Abstract

This study aims to describe the use of environmentally oriented Islamic Religious Education (PAI) teaching materials in fostering ecological literacy among students at State Junior High School 32 in Tangerang City. The research employed a descriptive qualitative approach with data collected through observation, interviews, and documentation. The findings reveal that integrating Islamic environmental values into PAI materials positively influences students' understanding, awareness, and behavior toward ecological issues. Teachers actively apply innovative project-based learning methods focusing on environmental topics such as waste management and school greening. Additionally, parental and community involvement play a crucial role in supporting students' ecological literacy development. Nevertheless, challenges remain, including limited environmental resources and infrastructure in schools. The study recommends strengthening the curriculum, enhancing teacher training, and fostering multi-stakeholder collaboration to reinforce environmentally conscious education.

Abstract

Jakarta faces significant challenges in flood management due to rapid urbanization, climate change, and inadequate drainage systems. The government has implemented various policies, such as levee construction, river revitalization, and polder systems, yet their effectiveness remains debatable. This study aims to evaluate the implemented flood management policies and propose sustainable solutions. The research employs a qualitative approach with policy analysis based on secondary data from government reports, scientific journals, and expert interviews. The findings indicate that existing policies have not been fully effective in reducing flood risks due to a lack of inter-agency coordination, budget constraints, and low community participation. Therefore, sustainable solutions, including ecosystem-based approaches, improved green infrastructure, and technology integration in early warning systems, are essential to enhance urban flood resilience.

Abstract

This study aims to evaluate the sustainability of waste management in Padang City through a public policy-oriented approach using the Multi-Dimensional Scaling (MDS) method with a modified RAPFISH (Rapid Appraisal for Fisheries) framework. The evaluation covers five key dimensions of sustainability: economic, environmental, social, technological and infrastructure, and institutional. Primary data were collected through interviews with key informants, while secondary data were obtained from policy documents and relevant literature. The results indicate that all five dimensions fall into the "less sustainable" category, with an average sustainability index score of 35.78. The technology and infrastructure dimension recorded the lowest score (18.53), highlighting the urgent need for policy interventions in this area. Leverage and Monte Carlo analyses identified the most sensitive attributes affecting sustainability, namely waste transportation infrastructure and the safety and comfort of waste management facilities. These findings provide a critical foundation for the formulation of systemic, integrative, and evidence-based public policies to enhance the effectiveness and sustainability of waste management in Padang City.

Abstract

This study examines the implementation of plastic bag reduction policies in Surabaya, analyzing their effectiveness and impact on waste management. The research employs a policy implementation approach, utilizing case studies from Surabaya’s traditional markets and official regulations. Data were gathered from journal articles, government regulations, and previous studies related to plastic waste management. The findings indicate that Surabaya has successfully implemented policies such as Perwali No. 16/2022, supported by market-based strategies and public awareness campaigns. The study highlights challenges in enforcement and public compliance while acknowledging the city’s achievements, such as winning the Adipura Kencana award. The results suggest that strengthening policy enforcement and community participation is essential for sustaining long-term environmental benefits.

Abstract

Environmental pollution is a serious issue faced by Padang City, negatively impacting public health and ecosystems. This article analyzes the public policies implemented for environmental pollution control, emphasizing the legal approaches employed by local government. Through this study, various existing regulations and their effectiveness in reducing pollution levels are identified. Additionally, the article explores alternative solutions that involve community participation, environmentally friendly technologies, and cross-sector collaboration. The analysis results indicate that, despite having an adequate legal framework, challenges in implementation and public awareness remain significant obstacles. Therefore, stronger collaborative efforts between the government, community, and private sector are necessary to achieve more effective pollution control in Padang City.

Abstract

Waste is the remains of human or animal activities that no longer have any use value, and according to the Law on Waste Management, waste can be organic or inorganic. Inorganic waste, especially from industry, takes a long time to decompose, while organic waste such as food waste and plant waste can be recycled biologically. In Indonesia, low public awareness in disposing of waste properly has a negative impact on the environment, such as soil, water, and air pollution. In Padang City, with rapid population growth, the daily volume of waste reaches tens of tons. One solution implemented is the waste bank system, which is a collective mechanism for managing dry waste that encourages people to sort, collect, and recycle waste so that it has economic value and reduces the burden on landfills. Regulatory support provides clear operational guidelines for this system. Research using the Systematic Literature Review (SLR) method shows that the implementation of the waste bank system has increased public awareness and participation through the 3R mechanism (Reduce, Reuse, Recycle), reduced the volume of waste in landfills, and opened up new economic opportunities. However, challenges such as low awareness and limited facilities still need to be overcome through periodic socialization and evaluation, with synergy between the government, waste bank managers, and the community as the key to sustainable waste management and supporting a circular economy.

Abstract

The implementation of the rule of law principle in the enforcement of Human Rights (HR) in Indonesia has become a major focus in constitutional governance. This study aims to analyze the role of the Constitutional Court (MK) in implementing the rule of law principle through rulings that focus on human rights protection. By using a normative juridical approach and analyzing MK rulings, this study reveals that although MK has successfully upheld human rights through judicial review, significant challenges remain, especially in terms of the implementation of these decisions in practice. Limited legal culture and political commitment are the main obstacles to the successful and comprehensive application of the rule of law principle. Therefore, strengthening synergy among state institutions and improving legal literacy for the public are essential to achieving the rule of law principle that upholds human rights.

Abstract

Air pollution in big cities, including Depok City, is becoming an increasingly pressing environmental issue, with one of the main contributors being carbon dioxide (CO₂) emissions from motor vehicles. One of the factors influencing the increase in CO₂ emissions is unorganized parking management, which causes congestion and increased vehicle travel time. This study aims to analyze the implementation of parking regulations in Depok City and its impact on the level of CO₂ gas pollution produced by motor vehicles. The study was conducted using a quantitative method, through direct measurement of CO₂ gas concentrations at several crowded parking spots in urban areas, and analyzing the effectiveness of the implementation of existing parking regulations with applicable government regulations, especially those related to controlling motor vehicle emissions. The results of the study showed that locations with poor parking management had much higher CO₂ gas concentrations, with an average value reaching 350 ppm (parts per million), while locations with good parking management were recorded at 220 ppm. This increase in emissions was caused by longer travel times due to congestion caused by unorganized parking. In addition, although there is PP No. 22 of 2021, the implementation of parking regulations in Depok City is still not optimal, so that supervision of vehicle emissions and parking arrangements need to be improved. This study suggests the need for more structured parking management and strict supervision of motorized vehicles operating in Depok City. Thus, it is expected to reduce congestion, reduce CO₂ emission levels, and improve air quality in Depok City, in line with the government's goals in controlling air pollution.

Abstract

Internal audits help find deficiencies, internal controls set procedures to reduce risk, and organizational commitments to prevent fraud. Effective collaboration between the three allows the organization to protect its assets and reputation from fraud. The research aims to study the functions of internal auditors, internal controls, and organizational commitment in preventing and detecting fraud in property companies. This study adopts a quantitative approach with SmartPLS as a data analysis tool. This study uses a quantitative approach with the sample used are all internal auditors who work in private companies, namely commercial property or commonly called Malls in Depok City and processed using SmartPLS software. The findings of this study are that internal auditors and internal controls are affected by fraud prevention, and organizational commitment is not significantly affected by fraud prevention.

Abstract

The concept of the spider web in the Islamic Guidance and Counseling approach as a framework for understanding the mutually supportive relationship between various dimensions of an individual's life, such as psychological, social, and spiritual. This concept emphasizes that every element of human life is interconnected, and changes in one aspect can affect other aspects. In the context of BKI, counselors are expected to view clients holistically, by considering the interrelationships between the various factors that shape their condition. This article also links the application of this concept to Islamic principles, as reflected in Surah Al-Mu'minun verse 29, which emphasizes the importance of balance and mutual support in life. With this approach, Islamic Guidance and Counseling is expected to create a safe and supportive environment, which ultimately encourages the recovery and mental, emotional, and spiritual well-being of clients.
