Abstract

In this work an experimental series was performed in order to modify the surface properties and galvanise ability of the dual-phase steel by the nitriding in an ammonia containing atmosphere (bright nitriding) during re-crystallisation annealing. The samples were characterized using various electron microscopy techniques and special preparation methods. The investigations show that during re-crystallization annealing with a relatively short duration because the nitrides formation with a large amount of nitrogen atoms can incorporate into the surface near area of the steel. The steel microstructures and the oxidation behavior of the alloying elements on the steel surface are positively changed. The decreasing of oxidation causes the surface activation that increases the steel/zinc reactions during hot-dipping. The formation of the Fe7415 inhibition layer also changes. The best quality of the zinc layer surfaces are achieved on the samples after annealing with ammonia concentration between 0.25 and 1 vol.-%. Therewith a new alternative for controlling the hot-dip galvaniseability of highstrength steels are proposed.

Abstract

This article explains the hegemony of ideology in the construction of local cultural identity on architectural design, found by using Roland Barthes’ semiotical analysis. The research is qualitative with descriptive design, colled from interpretation of the data using semiotics analysis and depth interview. In its conclusion, the writer suggested that architectural design as a cultural artifact should be formed as one of the objects in political communication researches, by using cultural studies approach which shows the hegemonic practice. The need of guidelines of local cultural architectural norms to strengthen local cultural identity in architectural forms as a cultural artifact, also important thing to local goverment concerned.

Abstract

The Constitutional Court of the Republic of Indonesia has been putting all the efforts to uphold a substantivejustice in every decision since its establishment, eight years ago. However, in relation with the regional headelection disputed, the court has made progressive decisions. Therefore, it seems that the court has been trying toextend its own authority. To analyze the problem, the research uses normative judicial research. Four court decisionsover the disputes of district elections that will be examined are the one of East Java Province, South Bengkulu,Kotawaringin Barat, and Jayapura. Based on the analysis of this research, the court has made progressivelegal interpretations. It means that the court is promoting substantive justice rather than procedural one.

Abstract

Mulberry (Morus sp.) is the only food for silkworm of Bombyx mori L and larvae that is fed with highly nutritious mulberry leaves will have more resistant to disease and able to produce the better cocoon. The study was aimed to determine the effect of mulberry SULI 01, ASI, and Morus cathayana as feedingmaterials for cocoon production from PS 01 and C 301 silkworm hybrids. The study was arranged in Block Randomized Design, with a factorial design of three type of mulberry’s leaf and two hybrids of silkworm. Feed setup and maintenance of a silkworm cocoon until harvest time was carried out at Cipeuteuy village, Kabandungan, Sukabumi district. The determined parameters were rendement of rearing, the weight of cocoon, the weight of cocoon shell, and cocoon shell percentage. The result showed that rendement of rearing to all treatment was not significantly affected, in which all treatment showed average percentage above 90%. The treatments combination of ASI mulberry and PS01 silkworm hybrid gave the best result for parameters of rendement rearingaround 96.6%, the weight of cocoon 1.78 g, and the weight of cocoon shell 0.37 g, while cocoon cell percentage is around 21.18%. The result of a combination between SULI 01 and PS 01 is rendement rearing around 95.20%, the weight of cocoon 1.6 g, the weight of cocoon shell 0.34 g, and cocoon shell around 21.47%.

Abstract

The study of Morphophonemic on Javanese of Banyumas Dialect is part of phonology and morphology. Morphophonemic process is the change processes of morphemic form in the process of morphologic, either affixation, clitich, composition, reduplication or internal modification. To answer the problems in this study, the writer uses the structural theory and qualitative descriptive approach. The result of the study shows that morphophonemic process in Javanese of Banyumas Dialect occurred on affixation and internal modification cause the process of phonemic as the change of phoneme, phoneme appearance, phoneme omission, and phoneme perpetuation. One of four kinds of phonemic processes that mostly occured in morphophonemic process is affixation and internal modification process seldom occured.

Abstract

Dengan disahkannya UU No.40/2004 tentang SJSN, salah satu upaya pemerintah adalah memberikan perlindungan kesehatan bagi seluruh rakyat Indonesia. Hal ini berdampak pada peningkatan belanja kesehatan publik. Kondisi ini sebaiknya diikuti dengan peningkatan pendapatan, sehingga dapat diperoleh sumber pem- biayaan yang berkesinambungan. Penelitian ini menyajikan besarnya elastisitas PDB per kapita regional pada pengeluaran kesehatan per kapita masyarakat di Indonesia. Studi ini menggunakan data panel dari 2007–2009 dan dibagi dalam dua cakupan analisis, yaitu: sebanyak  35 negara dan 33 provinsi di Indonesia. Penelitian ini menerapkan metode OLS dan Fixed Effect Model. Hasil penelitian menunjukkan bahwa elastisitas pendapatan pengeluaran kesehatan per kapita masyarakat sangat tinggi dan bisa ditafsirkan menjadi sangat sensitif terhadap perubahan pendapatan negara terutama untuk kasus Indonesia sehingga keberlanjutan rencana pembiayaan skema asuransi kesehatan masyarakat di bawah Sistem Jaminan Sosial Nasional cukup memprihatinkan.

Abstract

The performances of sodium nitrite and dimethylethanolamine (DMEA) inhibitors have been compared in mitigating corrosion of rebar steels in simulated pore solution containing sea water and carbonates. The simulated solution was prepared by dissolving saturation amounts of alkali hydroxides and sulphates in sea water  and adding carbonates subsequently. The inhibitor of sodium nitrite and DMEA with various concentration was then added to the respective simulated solution. The corrugated rebar steels were immersed in the solutions and electrochemical corrosion was measured using potentiodynamic polarization method. The experimental results showed that sodium nitrite exhibited more effective performance compared to DMEA in mitigating rebar steel corrosion  in sea water and carbonated media. The lowest steel corrosion rate of 0.27 M Sodium nitrite with 0.3 M concentration decreased corrosion rate of the steel to 0.27 M, the lowest values of the measured corrosion rates this work.

Abstract

As the back bone of government, civil servant plays important role on delivering civil service. Therefore, it needs strong organizational commitment to guarantee the service given. Allen and Meyer developed model to measure organizational commitment, called the three- omponents model. As shown in the name, the model contained three components, i.e.: (1) affective commitment; (2) continuance commitment; and (3) normative commitment. This was a report from a study aimed to measure organizational commitment among civil servants in Main Office of Yogyakarta National University (Universitas Negeri Yogyakarta) Indonesia. It applied quantitative-descriptive in research method. The survey was held in 2004 and used a questionnaire from Allen and Meyer. It took 105 respondents and the result was 58 persons (or 55%) showed average middle mild organizational commitment, 27% showed strong organizational commitment, and 18% of them showed weak commitment.

Abstract

Land degradation level can be identified by calculating Erosion Hazard Classification (EHC) and Population Pressure (PP) because these two factors are interrelated with the occurrence of land degradation. This research aims to determine the spatial distribution of management priority for degraded land using GIS based on EHC and PP with three models of scenario based on different influence of interest. The results of those three scenarios displayed that the first priority for degraded land management were located at four villages with a total area of 296.34ha. The largest village was Selajambe village, Cisaat District, Sukabumi Sub-development Area (SDA) with 132ha or 0.49% of the total research area. The second priority covered at 113 villages with a total area of 9400.69ha. Sukaraja village, Sukaraja district, Sukabumi SDA had the largest area percentage of 1.33% or 360ha of the total research area.
