Abstract

Abstract: Effective waqf governance is essential for unlocking the full socioeconomic potential of waqf institutions. This paper compares two differentgovernance models: the state-led, top-down approach in Singapore and thecommunity-based, bottom-up model in South Africa. By analyzing the strengthsand weaknesses of each, the study aims to draw lessons for Indonesia, a countrydealing with systemic governance issues. The research employs a qualitative,comparative methodology, utilizing thematic analysis facilitated by NVivosoftware to systematically code and synthesize existing findings from the threenations. The analysis reveals that Singapore's centralized model offers significantefficiency and robust oversight. Still, it also introduces regulatory rigidity that canhinder smaller institutions and raise trust issues within the community.Conversely, South Africa’s independent model has successfully created acomprehensive governance system and promoted public trust; however, it faceslogistical challenges in coordinating volunteers and managing leadershipsuccession. The findings on Indonesia point out critical weaknesses, includingpoorly developed and uncoordinated regulations, a widespread lack ofaccountability among waqf managers (nazhir), and low professional skills.Thepaper concludes that no single model is universally superior. The key implicationfor Indonesia is that reform should not focus on wholesale adoption of an externalmodel. Instead, the central recommendation is the implementation of a robustperformance measurement framework. Such a framework can serve as afoundational tool to build a hybrid model, enabling data-driven, top-downregulation while empowering bottom-up institutional improvement, therebyaddressing the nation's unique challenges.Keywords: Waqf Governance, Performance Measurement, Accountability, TopDown Governance, Bottom-Up Governance

Abstract

Abstract: Access to safe drinking water, adequate sewerage systems, andreliable hygiene services (WASH) infrastructure is fundamental to publichealth and socio-economic development. In many developing countries likePakistan, however, WASH services are often underfunded and heavilyreliant on external donors. Financing from the funding agencies ismounting the amount of public debt in these countries and enhancing thesize of already existing twin deficit. This paper proposes the utilization of asystem of Awqaf (Islamic endowment model) as a sustainable andcommunity-driven alternative to external loans or aid. It also explores theviability of integrating a revitalized system of Awqaf as a sustainablefinancing and governance model for WASH infrastructure. Unlike donorbased models, the Awqaf approach is rooted in local culture, encouragescommunity ownership, and can provide long-term, debt-free fundingthrough self-sustaining endowment mechanisms. The theoreticalframework of the study links financial innovation (waqf-based instrumentssuch as cash waqf, waqf sukuk, and blended waqf–PPP models) withfinancial inclusion, arguing that this connection can strengthen servicesustainability and fiscal stability. This policy research compares Awqafbased initiatives with conventional donor-funded WASH projects usingselected case studies, and assesses their performance in terms ofsustainability, equity, cost-effectiveness, and institutional resilience.Findings suggest that, with proper legal and administrative frameworks, theAwqaf model can complement or, in some contexts, substituteinternational funding while strengthening local governance structures. Thissystem could play a pivotal role in achieving sustainable development goalsrelated to water and sanitation in the Global South.Keywords: waqf, WASH, sustainable development, donor dependency.

Abstract

Abstract: Waqf, an enduring institution in Islamic economic thought, holdssignificant potential as an instrument for ensuring society’s welfare through asustainable social security system. This paper proposes a conceptual frameworkthat integrates waqf into contemporary social protection mechanisms, aiming toaddress poverty alleviation, income inequality, and community empowerment.Drawing from classical jurisprudence and modern institutional models, theframework outlines governance structures, operational mechanisms, and financingstrategies that align with the principles of transparency, accountability, andmaqāṣid al-sharīʿah (objectives of Islamic law). The study highlights the role ofwaqf assets in providing long-term funding for essential services such ashealthcare, education, housing, and livelihood support. It also examines thesynergy between waqf-based initiatives and governmental welfare programs toenhance resilience and reduce dependency on short-term aid. The proposed modeloffers a strategic pathway for policymakers, waqf managers, and social welfareinstitutions to revitalize waqf as a viable, equitable, and sustainable pillar of socialsecurity in the modern era.Keywords: waqf, social security, society’s welfare, Islamic economics, sustainabledevelopment
