Abstract

The practice of nepotism characterizes the administration of Desa Serosah in the 2015-2021 period. Nepotism is carried out when there is a recruitment and selection process for a position. Nepotism can be seen from two perspectives, namely from the perspective of the form of the relationship (Kinshipism, Familism, Clanism, Patriotism, Racism, Sexism, Planetism) and from an ethical perspective (Favoritism, Discrimination, Partiality Justice. Merit system). The research method used in this research is qualitative research. The type of research is descriptive qualitative research. The research location is in Serosah Village, Hulu Kuantan District, Kuantan Singingi Regency. The results of the research conducted were that the Serosah Village Head carried out acts of nepotism in the administration of village government. The Serosah Village Head assigns positions to his children, family and relatives and controls the political and economic resources in Serosah Village for personal gain. The Serosah Village Head in the process of recruitment and selection of positions is based on the heredity aspect and is in favor of him.

Abstract

This study aims to map the study topics in the field of social policy and welfare states to find out the progress of the study of government science because, basically, each country has different problems. The research method applied to this research is a systematic literature review using 116 scientific articles sourced from scopus databases. As for reviewing articles using the Vosviewer application. The research reveals that there are differences in the concept of social policy by governments in different countries, which is based on the fact that each country has a different background. In spite of the differences, the whole country is making an effort to improve the well-being of its people through its social policies. The entire government effort is supported by some important aspects of it, namely action, regulation, and social services, which are the dominant topics in the research findings. The results of this research contribute to the development of science, in particular governance science related to welfare state social policy, which covers the concept of social policy in welfare states and some important aspects that support social policy and welfare state. The limitation of this research is that the article was used only using secondary data that came from the Scopus database, so the research findings could not comprehensively describe social policies and welfare states in the world. So further research needs to use scientific articles that come from other reputable international databases, such as the Web of Science and Dimensions Scholars (Google Scholar).

Abstract

Bangladesh's administrative cadre implements government policies and projects, giving them significant power. Administrative cadre preference throughout several sectors depletes specialised expertise in education, healthcare, construction, agriculture, and livestock. This study aims to improve understanding of the Bangladesh Civil Services (BCS) administrative and technical cadres' differing concerns and their societal and national ramifications. The researcher conducted a qualitative interview-based study to address these concerns. Compared to the administrative cadre, the technical cadre is demotivated by long promotion processes, limited fringe benefits, lost status, and poor working conditions. This study suggests that the BCS admin cadre's dominance hurts public administration efficiency and effectiveness.

Abstract

Nigeria is one of the countries in Africa with the lowest number of women's representation in politics, despite having a 35% Affirmative Action. Women in Nigeria make up about half of the population and about 51 percent of voters during elections, but in terms of women's representation in the Fourth Republic (1999-2023), it remains low. This study examines the challenges affecting the effective implementation of the 35% Affirmative Action in Nigeria. The research adopted feminism as a theoretical framework and reviews some related literature that are in line with women in politics. The research utilized a combination of survey methods to collect primary quantitative data and secondary research to analyze existing information. The findings revealed that high illiteracy levels among women, cultural and religious beliefs, poverty, and negative perception of women in politics were the major challenges to the effective implementation of the National Gender Policy of 35% Affirmative Action. The paper recommended the need for a gender quota system with constitutional backing and public enlightenment programmes.

Abstract

Public services are a real reflection of the quality of governance which plays a role as the main indicator of the country's success in fulfilling the basic rights of its citizens. In the context of regional autonomy, improving the quality of public services is a strategic aspect to strengthen the legitimacy of the government and build public trust in public institutions . This study aims to analyze public perception of the quality of Motor Vehicle Tax payment services at SAMSAT Jambi City using the SERVQUAL model which includes five main dimensions, namely tangibles, reliability, responsiveness, assurance and empathy. The research method uses a quantitative approach with the Structural Equation Modeling–Partial Least Squares (SEM-PLS) analysis technique based on questionnaire data from taxpayers who have paid motor vehicle taxes. The results of the study show that all dimensions of SERVQUAL are proven to be valid and reliable and have a positive and significant influence on the quality of public services. These findings confirm that the reliability, responsiveness, assurance, and empathy of officers are the dominant factors that shape the public's positive perception of the performance of motor vehicle tax payment services at SAMSAT Jambi City. Empirically, this study concludes that improving the quality of public services needs to be directed at strengthening the professionalism of servant workers, developing empathy and interpersonal communication, and optimizing service facilities that support the creation of responsive, effective, and community satisfied public services.

Abstract

This research aims to analyze the implementation of digital public service policy in issuing Police Record Certificates (SKCK) at the Directorate of Intelligence and Security (Ditintelkam) of the Jakarta Metropolitan Police (Polda Metro Jaya). The Online SKCK service is a digital innovation initiated by the Indonesian National Police to enhance public service quality by promoting faster, more transparent, and accountable processes through the Super App Presisi POLRI application. This study employs a qualitative descriptive approach using in-depth interviews, observations, and document analysis with relevant stakeholders. Data were analyzed based on George C. Edwards III’s policy implementation theory, which consists of four variables: communication, resources, disposition, and bureaucratic structure. The findings reveal that the implementation of the Online SKCK policy at Polda Metro Jaya is not yet optimal. The main obstacles include insufficient public dissemination, limited human resource capacity in digital access, and weak inter-agency coordination. Nevertheless, there is a strong institutional commitment to improve the system through infrastructure enhancement, personnel capacity development, and information system integration. This study provides strategic recommendations to strengthen coordination, expand outreach, and improve the overall effectiveness of digital public service delivery within the police institution.

Abstract

This study aims to analyze the implementation of counter-radicalization policies through online media by the Directorate of Security Intelligence, Central Sulawesi Regional Police. The research is motivated by the increasing spread of radical ideologies through digital platforms utilized by extremist groups such as Mujahidin Indonesia Timur (MIT). Using a qualitative approach and a case study method, the research explores the effectiveness, challenges, and strategies of implementing counter-radicalization policies within Ditintelkam Polda Central Sulawesi. The analysis is based on George C. Edwards III’s policy implementation theory, which emphasizes four key variables: communication, resources, disposition, and bureaucratic structure. Supporting frameworks include the Policy Network, Change Management, and Evidence-Based Policy theories. The findings reveal that the implementation of counter-radicalization policies through online media remains suboptimal due to limited inter-agency coordination, insufficient digital human resources, and low community engagement. Nevertheless, ongoing efforts to strengthen cross-sector collaboration and enhance the digital capacity of security officers indicate positive progress toward more effective policy outcomes. This research contributes both academically and practically to the development of digital-based counter-radicalization strategies in Indonesia.

Abstract

This study aims to analyze the implementation of the Electronic-Based Government System (ESBS) in the General Bureau of the Regional Secretariat of North Sulawesi Province in realizing good governance. The research method used is a qualitative case study approach, involving in-depth interviews with key informants, field observations, and analysis of related documents. The results of the study indicate that the implementation of ESBS in the General Bureau has been running well, but still faces several obstacles, such as the digital competency gap between employees, unstable internet network infrastructure, some employees' resistance to change, and imperfect system integration. This study found that the communication of ESBS policies in the General Bureau is quite effective, but still requires strengthening consistency and simplification of technical instructions. Human resources and infrastructure are available, but still need to improve employee digital competency and internet network stability. The disposition or attitude of implementers is positive, but there is still resistance from some employees. The bureaucratic structure is clear, but still requires system integration between regional institutions. This study concludes that the implementation of ESBS in the General Bureau of the Regional Secretariat of North Sulawesi Province is moving in the right direction, but requires strengthening aspects of internal communication, improving employee digital competency, infrastructure stability, and system integration between regional institutions to achieve optimal implementation.  The recommendations of this research are to improve employee digital competence, improve internet network infrastructure, increase system integration, and strengthen employee commitment in implementing SPBE.

Abstract

Good and quality public services are one indicator of the government's success in improving public welfare. The Regional Education Office of North Sulawesi Province, as one of the regional government administrators, plays a crucial role in providing quality public services to the community. However, there are still complaints from the public regarding the quality of services provided, such as unclear procedures, the behavior of individuals seeking profit, and poor service timeliness. This study aims to analyze the relationship between service quality and public satisfaction at the Regional Education Office of North Sulawesi Province. The research method used is quantitative with a cross-sectional study design, involving 363 respondents who are service users at the Regional Education Office of North Sulawesi Province. The results showed that the majority of respondents (50.1%) assessed the service quality as "Good", but there were still 49.9% of respondents who assessed the service quality as "Sufficient" or "Poor". Public satisfaction was also polarized, with 52.3% of respondents feeling "Satisfied" and 47.7% feeling "Not Satisfied." A Chi-Square test showed a significant relationship between service quality and public satisfaction (p=0.000). This study concluded that service quality plays a crucial role in shaping public satisfaction, but there is still room for improvement in service quality, particularly in enhancing the ability of government officials to provide better services and meet public expectations.

Abstract

Civil servants play a crucial role in achieving effective, adaptive, and citizen-oriented governance. However, competencies of civil servants in the Ministry of Home Affairs remain insufficiently relevant and reliable due to unmet technical, managerial, sociocultural, and governmental standards, as well as the absence of an integrated system for competency mapping and development in human resource planning. This policy paper proposes a strategic framework to strengthen ASN competencies in Kemendagri using Bardach’s analytical framework, based on technical feasibility, economic and financial possibility, political viability, and administrative operability. Three policy alternatives were identified: (1) integration of Corporate University and Talent Management development, (2) collaboration through micro-credential and job certification programs, and (3) strengthening an integrated competency mapping and gap analysis system. Based on interview results, the first alternative was assessed as the most feasible and comprehensive. This policy addresses the root problem by establishing an integrated, efficient, and sustainable competency development system. Its implementation requires a Minister of Home Affairs Regulation governing Corporate University and Talent Management to ensure clear governance, coordination, and operational guidelines. The integration is expected to enhance competency relevance and reliability, support data-driven human resource management, and develop professional, adaptive, and high-performing civil servants aligned with Smart Governance and national bureaucratic reform.
